The first responder refers to any local police officer that is near to the location where the
crime has been committed. The crime scene investigation will only be declared as started after
the First Responder of any local police stations has been briefed about the synopsis of the
incident. Their responsibilities play a significant function in ensuring the preservation of crime
scenes and overall effectiveness of the investigation. It is because they are the ones who are
mandated and expected to be the first to respond to calls for assistance in cases of incidents of
crime. Their role in the investigation includes the following:
1. to validate the information received and confirm if there is really a need for crime scene
investigation.
2. to write down their time of arrival and other important factors about the crime scene in
his/her notebook to easily brief the investigator of CSI.
3. to quickly cordon off the area through using any possible equipment to preserve and
protect the crime scene and prevent civilians from entering.
4. in situations where the perpetrator is around; to arrest immediately and make
appropriate notifications for dragnet operations.
5. perform dying declarations of individuals having no signs of life and evacuate those who
are wounded in the nearest hospital.
6. take notes while conducting initial investigation including partial observations and
descriptions of the crime scene to brief the investigator of the crime scene upon arrival.
The above mentioned responsibilities of the First Responder are required in order to
render immediate assistance to individuals involved in the commission of crime, to preserve the
authenticity and freshness of the crime scene and to perform legal actions pertaining to handling
criminal investigation.
After the First Responder has initially briefed the investigator, the legal proceedings in
conducting Crime Scene Investigation will follow. It will start with a team having its team leader
to assign the duties and responsibilities of the other members in handling the crime scene.
Then, if the Team Leader has already made its general statements about the investigation and
what procedures to take, the Photographer, Evidence Custodian, Sketcher, Measurer and other
officers will implement his/her orders, to objectively attain the goals in solving the case. There
are important general factors that should be taken into consideration when it comes to properly
conducting crime scene investigation, which includes:
a. crime scene investigation proper
b. documentation of the crime scene
c. legal handling of physical evidences
d. crime scene sketch
e. crime scene search
As long as the above mentioned procedures are followed accurately and legally, then the
overall effectiveness of the investigation will be assured. More than that, the Investigating Team
is also responsible for conducting interviews and interrogations of individuals that are believed
to be directly and indirectly connected to the offense. After conducting the proper investigations,
they should be able to identify what has happened, how it occurred, when and where it took
place and who are the important persons involved. Then to legally arrest the person who is
believed to be responsible for the commission of crime.
Circumstances such as persons directly present at the crime scene have a different
approach especially when conducting the investigative process. These persons are considered
as fundamentally significant in helping to solve the crime scene. If ever this person is believed to
have consciousness and enough to answer important questions, it will be helpful for the
investigators. They will be asking the 6 cardinal points of the crime scene investigation. More
than that, the legal officers should also be prepared for providing immediate assistance and care
to the person present in the crime scene. Challenges of the investigation may arise if this
person has already altered, mutilated and contaminated the physical evidence that are essential
in solving the case. That is why, the investigative process must be done carefully with proper
planning and discussion between the Investigating members. Nevertheless, the investigation
must be done legally to serve justice of those who are responsible for the offense.
