ORDER:­

Government of India, Ministry of Finance, Department of Expenditure,


New Delhi has notified one Resolution dt.25.07 .2016 upon the acceptance of
recommendations of the Seventh Central Pay Comm ission set up by Govt. of
I ndia vide Resolution dt.28/07/20 14, in the Official Gazette of Ind ia dt.25th Ju ly
2016.

2. A Notification dt.25th July 2016 framing CCS(Revised Pay) Rules 2016 to


apply to persons appointed to Civil Servic es and Posts in connect ion w ith a ffa irs
of the Un ion whose Pay is debitable to Civil Estimates has been pub lished in the
Official Gazette of India dt.25 th July 2016.

3. Conditions of Service of Persons appointed to Central Civil Services and


Posts under the Administrative Control of the Admin istrator of Puducherry shal l
be governed by the same rules in terms of Rule 2 of Puduch erry Adm ini stration
(Condition of Services of Employees) Rules, 1966.

4. In exercise of powers conferred on the Administrator,


Hon 'ble Lt. Governor is pleased to implement the Resolution/Notification of
Government of Ind ia with regard to implementation of revised pay, pension and
family pension as per Seventh CPC recommendations, in the U.T. of Puducherry
vide G.O.s read 1 and 2 above.

5. Upon Notification of the G.O. read 1 and 2 above with regard to fixation of
pay/pension/family pension in the revised pay structure effective from
01.01.2016 , Hon'ble Lt. Governor is pleased to decide as under:

Implement Seventh CPC recommendations and CCS (Revised Pay) Rules


2016 with effect from 01.01.2016 .

Revised Pay under Seventh CPC Pay Matrix sha ll be paid from September
2016 onwards.

Revised pension/family pension under revised pay structure shall be paid


from September 2016 onwards.

The decision on the revised rates and the date of effect of all allowances
(other than DA) based on the recommendations of the 7th CPC sha ll be
notified separately based on the notification of Govt. of I ndia on the subject.

Al l allowances (other than DA) shall continue to be rec koned and paid at the
existing rates under the terms and conditions prevail ing in the previous pa y
structure as if the existing pay structure has not been revised under
CCS(Revised Pay) Rules 2016.

Orders with regard to payment of arrears on account of rev ised Pay and
Pension with effect from 01.01.2016 to 31.08.2016 sha ll be issued
separately .

The rates of wages of Full t ime/Part time/Daily rated/ Casual Labourers


working in the Government of Puducherry shal l be revised based on the
recommendat ions of Seventh CPC by following the procedures prescribed
thereon. This shall be completed after the issue of Notification on
implementation of CCS(Revised Pay) Rules 2016 in this Admin istration.

A Committee shall be constituted to examine the feasibility of extension of


Seventh CPC recommendation to the employees of PSUs and Autonomo us
Institutions, Local Bodies and Aided Educational Institutions and decision
shall be taken based on the report of the Comm ittee. Th e terms of
reference for the Committee shall be issued separately.

6. To facilitate systematic fixation of pay in the rev ised pay structure


following the O.M dt.29.07.2016 and 01.08 .2016 of the Implementation Cell ,
7th CPC, Department of Expend iture, Ministry of Finance, New Delhi, it has been
decided as under:­

(a) Proforma for st atement of fixation of pay under revised pay structure
2016 is at Annexure - I of this G.O.

(b) Statement of pay fixation completed by all 16 columns shall be


authenticated by the Head of Office concerned. Two Patterns of Statemen t
of pay fixation duly comp leted in all respects which are illustrative are at
Annexure -II of this G.O. for refe rence .

(c) Requirement of pre-check of pay fixed under revised pay structure by DAT
has been dispensed with for claiming new pay and al lowances for
September 2016 and for a shorter period further.

(d) Statement of fixation of pay shall be in triplicate and one copy thereof be
placed in the Service Book of the employee concerned and another copy
made available to the respective pay secti on of DAT fo r post check besi des
an entry to that effect shall be made in th e Service Book . For Post check,
DDAT/SAO/JAO of the DAT/DDAT of the r espective , reg ion sha ll
authenticate the statem ent by means of count ersignature. This exercise
shall be completed by the end of December 2016 or before claiming of
arrears of revised pa y from 01.01.2016 to 31.08.2016 whichever is
earlier.

(e) Heads of Departments/ Head of Offices/DDOs shall get Form of Option


under Rule 6(2) of CCS(Revised Pay) Rules 2016 from its employees.

(f) In terms of the rules, an undertaking may be obtained from the employees
to the effect that in the event of pay fixed in a manner contra ry to the
provisions contained in the rules, if detected subsequently, any excess
payment so made shal l be refunded to the Government either by
adjustment against futu re payments due to the employees or otherwise.

(g)The revised pay structure effective from 01.01.20 16 includes the


Dearness Allowance of 125% sanctioned fro m 01.01.2016 in the
pre-revised pay structure. Thus, Dearness Allowance in the revised pay
structure shall be zero from 01.01.20 16. The rate and the date of effect
of the first insta lment of Dearness Allowance in the rev ised pay structure
shall be as per the orders to be issued in this behalf in future .

(h)The contribution under the Un ion Territory Gov ernment Employees Group
Insurance Scheme (UTGEGIS) shall continue to be applicable under the
existing r ates until further orders.

(i)Increased subscription on account of GPF and NPS in view of revised pay


for the period from 01.01.2016 to 31.08.2016 shall be adjusted in
payment of arrears for which orders will be issued separately. Subscription
to GPF and NPS shall be deducted on the respective existing percentage
but on the revised pay fixed under revised pay structure 2016.

(j) The existing system of interest free advances for medical treatment,
Travelling Allowances for family of deceased, Travelling Allowance on Tour
or Tran sfer and Leave Travel Concession shall continue as hitherto.

(k)AII the posts under Union Territory of Puducherry Administration are


governed under normal replacement pay matrix only.
