MUNICIPAL PLANNING and SURVEYING

Instructor: M. A. Chapman

Objective

The objective of the course is to become aware of the structure of government in Ontario as it relates to
planning; to understand the planning processes, as regulated by the “Planning Act”; to become familiar
with some principles of planning, and; to evaluate the effect of the current planning processes on the
geomatics engineering industry and on the individual.

The course is presented in terms of PowerPoint presentations and assignments. Within the presentations,
municipal / land development and land-use planning requirements and issues will be introduced. The
assignments are designed to expose the student to concepts and applications of specific techniques which
will be encountered in professional practice.

Topics:

The following topics that will be addressed in the Course:

1. Introduction to Land Development.


2. The purpose of planning, the role of the Planning Act, the planning process and its applications.
3. History of urbanization and planning in Ontario. Government structure as it relates to the Planning
Act.
4. The Planning Act: evolution, organization and contents including the role of public.
5. Zoning By-laws.
6. Official Plans, Neighborhoods and Secondary Plans.
7. Committee of Adjustment/Land Division Committee, and the Consent.
8. The subdivision approval process – Draft Plans.
9. Role of the Ontario Municipal Board.
10. Effective design for land development.
11. Environmental Protection
12. Transportation Planning
13. Stormwater Management
14. Role of the engineering community

be used for this course. They are all available at the Queen’s Bookstore, 880 Bay Street, north of College
Street) or at the Web Site (www.mah.gov.on.ca). The reference books for the Course are listed below in

Problem Sets

Seven assignments represent the material that will be used for the course evaluation. All problem sets
have to be submitted. The grade contribution of each assignment will be indicated in the assignment files.

Course Evaluation

Grades will be based on course assignments with the maximum marks indicated on each assignment. A
minimum grade total of 65% is required to successfully complete the course. Please submit the course
assignments within a three month period or as arranged with the facilitator.
