1 INTRODUCTION

1.1 Scope and Objectives

The scope of this Plan is to ensure that the project contractual and regulatory requirements as well
as specifications/guidelines for management and safe disposal of waste material arising during the
execution of PTTLNG project are met in order to minimize adverse impact on the environment.
During the execution of the Work, the minimization of total quantity of waste produced will be
implemented, developing a waste reduction strategy.
All waste shall be handled in accordance with applicable Thai regulations and EIA requirement.
No waste shall be disposed of in a manner that is harmful to the environment.
All waste generated in the project shall be managed according to this Waste Management Plan
(here in after WMP) as approved by the PTTLNG.

To achieve the set objectives, the CONTRACTOR shall stress on the following:
• House keeping
• Prompt waste collection and disposal
• Optimal material use
• Analysis of the environmental implications
Surveillance of all operations by SHE personnel shall be carried out through the monitoring and
inspection of all construction activities to ensure environmental compliance.

The main purpose of the present WMP is to provide effective guidance on collection, handling,
transportation, storage, and disposal or recovery of wastes generated on site during Construction,
Pre-Commissioning and Commissioning phases.

The WMP includes:


• Identification of the waste legislation;
• Definition of waste classification criteria;
• Inventory of wastes produced or estimated quantities / flow rate during Construction
activities and Operation phase;
• Guidance for the collection, segregation, handling, temporary storage, transport and
disposal of wastes in order to protect human health and to minimize the impact on the
environment;
• Guidance for waste reduction according to the hierarchical application of the practices of
reuse, recycling, recovery, treatment and final disposal in approved disposal sites.

This WMP provides common guidance applicable to all PROJECT activities. SUBCONTRACTORS
will manage their own waste under their full responsibilities, in compliance with applicable laws and
regulations as well as the general provisions of this plan, and controlled by CONTRACTOR; all
SUBCONTRACTORs at site must bring their own licensed waste management company for all
subcontracted activities of the CONTRACTOR.

The WMP is a living document, which can be updated according to actual PROJECT and SITE
conditions as well as actual waste streams being generated. Each SUBCONTRACTOR must issue
its own WMP in adherence to the CONTRACTOR’s approved Waste Management Plan.

All SUBCONTRACTORs shall identify in their Waste Management Plan their own streamline of
wastes and estimate/quantify as appropriate according to the their relevant activities.

General Project description are reported in “Project Description, Abbreviations and Definitions”
(Doc. No.NFLNG-GE-SPCC-0002).

3 DOCUMENT SPECIFIC DEFINITIONS AND ABBREVIATIONS


Any aqueous effluent, such as domestic sewage effluent, production water and

5 RESPONSIBILITIES
The PROJECT is executed by CONTRACTOR under the overall direction of the Project Director.

CONTRACTOR SHE Organization based at the work Site and relevant responsibilities are detailed in
the SHE Plan for construction and commissioning and in particular, regarding environmental matters,
in the Environmental Management Plan.

Hereafter responsibilities of the site key functions concerning the implementation of the present Plan
are outlined for a prompt reference.

Project Director (PD)

He has the overall responsibility for overseeing that activities are carried out in compliance with all
applicable environmental requirements, including the provisions of the present Plan. He shall provide
support to site SHE personnel in this regard.

Site Manager
Is responsible for planning construction works in a manner that avoids or minimises impacts on the
environment.
He shall ensure construction personnel manage construction works in accordance with applicable
SHE laws and regulations.
He shall ensure that Project environmental plans and protection measures are implemented in site.

SHE Manager,
The SHE Manager availe himself of the assistance of the Environmental Specialist for properly
updating the document and for interfacing with third parties.

Deputy SHE Manager,


supported by the Environmental Specialist, is responsible for the proper implementation of the
present program (including training activities, reporting monthly statistic and records, incident
reporting and investigation form SubCONTRACTORs.

Environmental Specialist
The Environmental Specialist, reporting to the SHE Manager, guarantees the implementation of
appropriate Environmental Management Plans at the Site during Project execution phases.
The following are among the responsibilities of the EC:
• to ensure protection of sensitive areas;
• to ensure EMS compliance with CONTRACTOR and Company requirements;
• to monitor the Environmental Management Plan for Construction and Commissioning
implementation;
• to manage the relevant environmental permits and monitor implementation;
• to ensure compliance with noise regulation requirements;
• to ensure and monitor protection of air quality within Project activities.
• to establish an environmental monitoring and audit program applicable to all phases of
operations;
• to take part in incident investigation;
• to plan and supervise environmental procedures;

• to update and spread environmental rules and standard environmental knowledge;


• to perform environmental audits, verifications and inspections;
• to manage Environmental reporting to the CONTRACTOR.

SUBCONTRACTORS and Employer’s SUBCONTRACTORS

SUBCONTRACTORS are responsible to CONTRACTOR for respecting the provisions of all applicable
Laws and regulations, this plan and are subject to CONTRACTOR supervision.

All designated SUBCONTRACTORS shall be aware of, and informed about the provisions of the
present document.

6 DEFINITION AND CLASSIFICATION OF WASTE

Emphasis shall be given to practice waste segregation at project operational prior to disposal of any
waste material. Waste segregation shall be practiced in accordance with hazard classification,
physical and chemical properties, potential for reuse / recycle and ultimate disposal at all operational
sites. Segregation at source also facilitates easy collection, saves time, money and effort spent on
sorting out waste materials at later stages.
Work sites and camp used by the CONTRACTOR shall be maintained in a clean and sanitary
condition.

Types of Wastes generated during Project activities have been identified in Appendix 2 “Identification
of SUBCONTRACTOR’S wastes expected to be generated during the project” within the [18]
Environmental Management Plan doc n 122018-SPCC-C-SH-PR-0032, is each SUBCONTRACTOR
responsibility to provide input in order to update the Appendix 2.

Housekeeping on work sites shall be part of the daily cleaning operations.


Supervisors / Foreman shall be responsible for ensuring that their work areas are maintained clean
and tidy and the waste that is being generated from these areas should be properly collected.

All the collected waste shall be placed in approved color coded and labeled waste containers.
All waste shall be collected and transported in a safe manner by authorized agencies for subsequent
disposal / recycle / reuse.

Waste authorized agencies to be registered with Department of Industrial works (DIW), Ministry of
Industry or Local municipality or Ministry of Public Health which depend on type of wastes were under
control by authorization.

Scrap metal shall be segregated from other wastes and either disposed by an accredited waste
disposal CONTRACTOR or properly stored in designated skips and /or containers and recycled in line
with CONTRACTOR policies and guidelines on this issue.

6.1 Hazardous Waste

Hazardous substance shall include but not limited to any element, compound, mixture, solution which
because of its quality and/or concentration, or physical, chemical or infectious characteristics, may:
(i) Cause or significantly contribute to an increase in mortality or an increase or incorporating
reversible illness, or;
(ii) Pose substantial hazards to human health or the environment when improperly treated,
stored, transported, or disposed off, or otherwise managed and;
(iii) Hazardous substances shall satisfy characteristics of ignitability, corrosively, reactivity and
toxicity.

For the purpose of this plan the following categories of waste are considered to be hazardous waste:
• Oily waste / empty oil drums
• Paint waste / Chemical drums
• Chemical waste
• Radioactive exhausted material
• Contaminated soil

• Hydro test water (only if it contained inhibitors shall be considered as hazardous waste)
• Contaminated material
• Used lubricated oil/ grease
• Spray can
• Used lighting/Used bulb
• Used battery
• Printer toner cartridges.

The CONTRACTOR doesn’t have any direct process generating hazardous waste so all hazardous
wastes generated at site shall be managed by SUBCONTRACTOR under CONTRACTOR’S
supervision,
CONTRACTOR shall strictly controls SUBCONTRACTOR to manage all hazardous waste in a proper
storage, secured and clearly identified area which is designated by CONTRACTOR for subsequent
disposal.

6.2 Non – Hazardous Waste

Domestic/Office waste includes paper, aluminum cans, glass, cartons, kitchen waste etc. Domestic
waste may also include some recyclable material such as paper, plastics, and glass. For the purpose
of this plan the following categories of waste are considered to be non-hazardous waste:

• Food waste (non putrescible)


• Office papers
• Plastic waste
• Scrap metal
• Glass waste
• Wood scrap / pallets / packaging material
• Tires
• Concrete Waste

site included wastes from SUBCONTRACTOR employee’s recreation area.

Domestic waste/ Office waste


General waste
These wastes were no degradable such as used tissue paper, snack bags, candy bags, plastic tube,
Food containers; boxes or plastic bags which contaminated shall be collected in the designated waste
bins for disposal by authorized agencies.

Food waste
The color of the container for the food waste shall be green. The waste consists of leftover food stuffs.
They shall be transported and disposal by an authorized agencies.

Office papers
Waste papers shall be collected in the designated waste bins for recycle by authorized agencies.

Plastic waste

The color of the container for plastic waste shall be brown. These include waste such as polythene
bags, plastic scraps, plates, wares, plastic caps of metals pipes etc. These wastes shall be
transported for recycle by authorized agencies.

Glass waste
These wastes shall be collected in a Blue color coded container. This includes broken bottles,
accidental breakage of glass materials, broken soft cool drink bottles etc. This shall be recycling by
authorized agencies.

Sewage
Sewage will be generated from the accommodation during the construction phase of the project. This
consist of faeces, urine, kitchen, laundry washings, discharges from wash basins, bathrooms, toilets
etc. Sewage shall not be discharged onto ground but will properly collect in a container and dispose by
authorized agencies.

Batteries:
Lead acid batteries, wet type lithium and nickel cadmium batteries shall be fully discharged. The
batteries shall be segregated, labeled, collected in designated waste bins for disposal by authorized
agencies.

Toner and printer cartridge


Used cartridge container shall be collected in the designated waste bins for disposal by authorized
agencies or return back to vender of toners.

Medical waste (infectious dangerous waste)

Soiled dressings
These include soil crepe or cotton, bandages, cotton swabs, plaster etc. They shall be handled
carefully to avoid the spread of pathogens. These wastes shall be disposed in the incineration by
authorized agencies.

Used needles and syringes


These are the materials used for injections sample collection. This shall be contained in suitable
sharps containers. These wastes shall be disposed in the incineration by authorized agencies.

Expired drugs
These are drugs that are beyond the manufacturer’s prescribed life span. They include syrups, tablets,
capsules etc. These drugs shall be packaged in cartons and incinerated by authorized agencies. The
possibility of having this waste on site is very low as drugs will be inspected regularly and only those
well within their prescribed life span shall be taken on site.

NDT Chemical waste


X – Ray processing chemicals consists basically of mild acids and alkaline form generated from
photographic developer and fixer solutions. It may be corrosive if improperly handled. It does not
contain any radioactive materials. These two chemical wastes shall be collected in two separate PVC
containers which will be disposed by authorized agencies.

On weekly base each SUBCONTRACTOR’s Environmental officer/engineer must report to the


CONTRACTOR’s Environmental Specialist the relevant data as per EIA requirement.

Construction waste

Contaminated soil
The contaminated soil should be due to Oil Spill during fuelling. The contaminated soil should be
scoop, put it in a container for treatment/disposal by authorized agencies.

Hydro test water


The Hydro – test water (which contains chemicals) shall be treated as a hazardous waste and as such
shall be contained in tanks that shall be provided for such purpose. At the end of usage of such water
and/or project completion the waste water shall be treated and/or disposed by authorized agencies.

Scrap metals
These are unwanted materials of metallic origin. They include welding rods, pipes, nails, condemned
metal drums, flat metal sheets, iron and metal off cuts, unserviceable Plant and Equipment parts
originating from works and activities in the construction and accommodation sites. These wastes shall
be properly stored in designated skips and /or containers and as the need arises, they will be reused
or disposed by authorized agencies or recycled in line with CONTRACTOR’s policies and guidelines
on this issue.

Glass waste
These wastes shall be collected in a Blue color coded container. This includes broken bottles,
accidental breakage of glass materials, broken soft cool drink bottles etc. This shall be disposed by
authorized agencies.

Wood scrap / packaging material


These are materials from packaging and delivery materials. They include wood; ply wood, cartons,
felled trees etc. Disposal of this material may be through re-use by the village community when it is
requested for and agreed to in line with CONTRACTOR’s policies and guidelines on this issue or
these wastes shall be transported and disposed by authorized agencies.

Plastic waste
The color of the container for plastic waste shall be brown. These include waste such as polythene
bags, plastic scraps, plates, wares, plastic caps of metals pipes etc. These wastes shall be
transported for disposal by authorized agencies or recycled in line with CONTRACTOR’s policies and
guidelines on this issue.

Tires
This is the primary waste generated during maintenance activities of vehicles and heavy duty
equipment. The tires shall be disposed of by authorized agencies or recycled in line with
CONTRACTOR’s policies and guidelines on this issue.

Concrete Waste
These are aggregates or pieces of blocks, cement waste etc, left over during civil works. This shall be
collected at designated area and reused for backfilling or as alternate given to the community to
macerate and re-use for back filling when it is requested for and agreed to in line with PTTLNG
policies and guidelines on this issue. Where there is no room for reuse and/or recycle by

Oily waste and empty oil drum waste included used lubricated grease and used hydraulic oil shall be
segregated, labeled, collected in designated waste bins for disposal by authorized agencies

Paint waste / Chemical drums


Empty container and drums, paint brush and the other tools shall be segregated, labeled, collected in
designated waste bins for disposal by authorized agencies

Contaminated material
Contaminated materials such as packaging or container or fabric which contaminated oil or grease
shall be segregated, labeled, collected in designated waste bins for disposal by authorized agencies.

Spray can
Empty spray can waste shall be segregated, labeled, collected in designated waste bins for disposal
by authorized agencies.

Used lighting/Used bulb


Used Lighting tube /bulb shall be segregated, labeled, collected in designated waste bins for disposal
by authorized agencies.

Used battery
Lead acid batteries, wet type lithium and nickel cadmium batteries shall be fully discharged. The
batteries shall be segregated, labeled, collected in designated waste bins for disposal by authorized
agencies.

On weekly base each SUBCONTRACTOR’s Environmental officer/engineer must report to the


CONTRACTOR’s Environmental Specialist the relevant data as per EIA requirement.

7 WASTE MANAGEMENT
This Section covers the collection, storage, transportation, and disposal of solid wastes generated
during PROJECT CONSTRUCTION, PRECOMMISSIONING and COMMISSIONING, and specifies
relevant public health and environmental requirements.
The most effective way of protecting human health and the environment from the dangers posed by
wastes, generated as a result of carrying out the proposed project, is to ensure the reduction of their
generation to a minimum, in terms of quantity and/or hazard potential, taking into account
technological and economic aspects.

During work execution, CONTRACTOR, SUBCONTRACTOR and Employer’s SUBCONTRACTORS


shall appropriately manage the entire lifecycle of produced waste in order to minimize its amount and
hierarchically follow the practices of reuse, recycling, recovery, treatment and final disposal in
approved disposal sites.

The goals pertaining to this plan include the following:

- All wastes are to be disposed of in an approved manner and auditable manner;


- All the requirements stated in the Environmental Management Plan (EMP) and applied to the
project will allow the compliance with CONTRACTOR SHE procedures, PROJECT SHE Policy, and
the UNI EN ISO 14001 Standard “Environmental Management Systems – Requirements with
guidance for use”. Waste management practices will comply with environmental Thai laws and
regulations and EIA requirement.

7.1 WASTE MANAGEMENT EXECUTION

During work execution, CONTRACTOR and SUBCONTRACTOR shall appropriately manage the
entire life cycle of produced waste in order to minimize its amount and hierarchically follow the
practices of reuse, recycling, recovery, treatment and final disposal in approved disposal sites.
A SUBCONTRACTOR’s Waste Management Plan shall identify each waste and assess their handling,
treatment and disposal method according to local laws and regulations and the relevant Project
documents provided by CONTRACTOR.

The Site implements Waste Management Plan based on the present CONTRACTOR Waste
Management Plan and on PTTLNG’s EIA Mitigation measures and procedure referenced above to
satisfy the following requirements:
o Waste identification and classification
o Waste minimization
o Waste handling and storage
o Waste transportation
o Waste treatment
o Waste disposal
o Spill and emergency response
o Waste management records
o Waste materials management training

The plan will take into consideration also the proper handling and disposal of water used in equipment
cooling or washing process.
CONTRACTOR shall ensure that liquid waste shall not be discharged into any water, waterway drain,
watercourse or the ground, but it is properly managed as the EIA.
The burning of any construction waste, including vegetation is strictly prohibited.
Records of waste stored and disposal and recycle of materials/ substances have to be kept.
CONTRACTOR and SUBCONTRACTOR’s employees responsible for handling hazardous materials
(including wastes) shall have training and certification in the handling, transport, storage and disposal
of chemicals and regulated or hazardous materials.
Where applicable, Workplace Hazardous Materials Information System (WHMIS) certification and
training, or its equivalent, should be made available to employees.
Regular written updates should be included for continued employee awareness.
CONTRACTOR and SUBCONTRACTOR shall ensure proper segregation and isolation for wastes
that could react together in the event of a leak or other incident. These facilities shall include lockable,
fire proof cabinets or storage in shelving units separated by fireproof barriers or walls.
CONTRACTOR and SUBCONTRACTOR shall dedicate a space for waste and drum storage. The
storage area must be easily accessible for spill containment and emergency response and not be
susceptible to flooding.
Waste shall be kept at the waste storage area/building with separate compartments for each type of
waste such as general waste, hazardous waste and non-hazardous waste as per EIA requirement and
waste storage area shall be maintained in good condition.

Furthermore, the SUBCONTRACTORS must comply with the local requirements of PTTLNG relative
to the waste segregation into the assigned areas.
Suitable identified containers (iron, industrial waste, etc. are made available on the worksite and/or at
different locations of the site.

Wastes shall be segregated into unique waste streams, except for those that can be designated as
wastes for co-disposal. Waste streams shall be identified and segregated into the following categories:
• Primary: Industrial and municipal/domestic wastes, which should not be mixed with secondary
or tertiary waste streams: 1.) Concrete, stone, brick, etc; 2.) Metal, steel, re-bar, etc; 3.)
Insulation materials; 4.) Construction woods; 5) Domestic wastes, camp rubbish, etc; 6.)
Hazardous liquids; 7.) Hazardous solids.
• Secondary: Industrial wastes, which are categorized as hazardous or non-hazardous.
• Tertiary: Some hazardous or non-hazardous wastes must be stored and disposed separately.
• Hazardous wastes shall be stored in closed secure containers/drums, will be clearly marked/
labeled, and segregated from other wastes until disposal.

• Liquid wastes require segregation and storage in drums with appropriate labeling. PTTLNG
recommended labeling system for drums is:
o Blue Label: Hydrocarbon Based Fluids

o Yellow Label: Phosphate Ester Based Fluids

o Grey Label: Spent Solvents and Solvent Solutions

o White Label: Glycol/Water Mixtures

o Green Label: Oil/Water

Each category of waste shall be stored in an enclosed area, located adjacent to each other where
possible to provide centralized pick-up.
Each SUBCONTRACTOR will be responsible for the provision of the facilities dependent upon the
waste category.
Wastes are classified as either non-hazardous or hazardous in accordance with Hazardous Waste
Act BE 2535 - 1992 and disposed in containers, according to the relevant classification. The
Notification of the ministry of industry on Disposal of wastes or unusable materials B.E. 2548
(2005) Hazardous Waste means wastes that contain or contaminate with hazardous materials or
exhibit the hazardous characteristics including flammable, corrosive, reactive, toxic, or having the
specified constituents.
SUBCONTRACTOR shall observe all safety rules and requirements for any excavations,
particularly in any live utility or process piping areas. Clearing procedures will be specified for
SUBCONTRACTOR’s staff.
Trees shall be cleared in such a manner that they fall into the area within the clearing boundary
and away from watercourses. Learners or felled trees, which inadvertently fall into adjacent
undisturbed areas, shall be cut into manageable lengths and removed to disposal areas on SITE.
Bushes and shrubs shall be removed from SITE during clearing, the upper part shall be cut off and
the roots left in place to stabilize the soil, where possible or when it will not create unsafe
conditions.
Burning shall not be used to eliminate vegetation.
In case of non-compliance with the above, CONTRACTOR reserves the right to contract an
external CONTRACTOR at the expense of the defaulting SUBCONTRACTOR.
In particular, SUBCONTRACTORS shall develop a Waste Management Plan handling hazardous
and non-hazardous waste in compliance with this Procedure.
A Waste Management Manual shall be issued and maintained according to the following:

In case of hazardous waste transfer shall have document of truck driver type.4 and GPS

For garbage waste, SUBCONTRACTOR shall asked permission with Maptaphut municipality
for disposal. SUBCONTRACTOR shall collected invoice of disposal service every trips and
send document to Environmental Specialist of CONTRACTOR.

Waste management mitigation

• Open burning of garbage in construction area is prohibited.


• Dumping of garbage into water bodies or the sea is prohibited.
• Provide adequate containers at several locations to collect garbage and wastes. Number
of waste containers shall be complied with EIA.
• Conduct segregation of recyclable garbage and wastes to sell to vender.
• Assign responsible parties to contact with garbage and wastes disposal agencies.
• Be in compliance with sanitary disposal of garbage and wastes from construction activities
and stipulate in each construction contract of SUBCONTRACTORS.

Non-Hazardous Waste collection service.

The Map Ta Phut Municipality sub-district provides daily collection service for solid non-
hazardous waste. This is categorized as ‘office waste’ in the PTTLNG Environmental Monitoring
Program. The disposal sites are in Ban Noen Pha Yom and the disposal method is by open dumping
in approved landfills and incineration. HOWEVER SUBCONTRACTORs shall check the compliance of
all necessary authorization before subcontracting the activity, and provides the result and evidence to
the Environmental Specialist of the CONTRACTOR for filing.
Others that office wastes can be taken by authorized agencies approval. SUBCONTRACTORS
shall check the compliance of all necessary authorization before subcontracting the activity, and
provides the result and evidence to the Environmental Specialist of the CONTRACTOR for filing.
These arrangements shall be used in the CONSTRUCTION and COMMISSIONING Phase of
PROJECT through to INITIAL ACCEPTANCE and arranged by CONTRACTOR.

Hazardous (Scheduled) Waste collection service

Hazardous waste is defined in the Hazardous Waste Act BE 2535 -1992. Hazardous waste will
mainly be composed of process wastes eg. Catalyst, chemicals, cleaning fluids, spent filters, spent
batteries, contaminated lubricant oil etc. Hazardous Wastes will be recycled as far as possible. This
shall include return to suppliers e.g. catalyst. Hazardous waste that cannot be recycled, either on or off

site, will be stored on site in a designated area with suitable containers until final disposal.
SUBCONTRACTORS shall use for the final disposal of hazardous waste by authorized agencies
approval. They are the only locally approved and licensed disposal company for such waste as
mentioned within the 1602088-32016-PM-RPT-105 PTTLNG Environmental Specification this
arrangement shall be used in the Construction and Commissioning Phases of PROJECT through to
Initial Acceptance for hazardous waste disposal and arranged by CONTRACTOR. However
SUBCONTRACTORS must check the compliance of all necessary authorization/licenses before
subcontracting any of the waste management activities, and provides the result and evidence to the
Environmental Specialist of the CONTRACTOR for filing.

Hazardous waste temporary storage at site


• No single waste collection bin shall be left to overfill before evacuation.
• Each of these containers shall be emptied as and when required into the waste collection
containers/skips for the waste disposal depot.
• Not store Hazardous Waste (HW) on-site more than 90 days, except with prior approval from
Department of Industrial Works (DIW).

Medical Waste

Medical waste shall be taken to the designated Disposal Company for disposal; description has
been included within the Health Plan doc. n. 122018-SPCC-C-SH-PR-0005.
For all above kind of waste the Factory Act BE 2535 (1992) Notification No.1 (1997) stipulates
that all waste when leaving a Factory (i.e. PTTLNG) shall have a Permit signed by the Department of
Industrial Works.

On weekly base each SUBCONTRACTOR’s Environmental officer/engineer must report to the


CONTRACTOR’s Environmental Specialist the relevant data as per EIA requirement.

Empty Containers

The classification and disposal of empty containers


Points that shall be taken into account are:
• The contents of containers should be known and classified adequately.
• The volumes involved influence classification.
• Rinse waste from washing requires classification and may in itself be hazardous waste.

7.2 Waste Minimization

The waste minimization process includes a strategy for managing wastes based on the hierarchical
principles of:
• Preventing and/ or reducing the generation of waste at source:
 Reduce or eliminate hazardous materials that enter the production process;
 Change the composition of the product to reduce the amount of the waste;
 Working process modification;
 Improved housekeeping.
• Improving the quality of the waste generated, such as reducing the hazard.

• Encouraging Reuse, Recycling and Recovery:


 Inventory control and management;

 Selection of materials and/or products that are then reusable in their original form, such as
drums/containers
 Return waste material to original process
 Working process modification
 Inventory control and management
 Material selection

The above principles shall be adopted, as applicable, throughout the PROJECT.

Reuse, recycling and recovery shall be evaluated as the prime choice for waste management, as
possible.

Examples of wastes typically subject to reuse / recycling and recovery are listed below:
 Spent lead-acid batteries that are being reclaimed;
 Scrap metal and glass;
 Tires and plastics;
 Waste filter cartridges for air or water which are not contaminated with hazardous chemicals;
 Some kinds of packaging and some office waste such as toner cartridges from computer
printers and photocopiers (The material may be returned to the original vendor)
 Empty Oil drums of Oil used for Oil Flushing during commissioning (The material may be
returned to the original vendor).

In case recycling facilities are not available, wastes will be segregated and disposed of as
described in the following paragraphs.

7.3 Waste transporter

Waste transportation shall be complied with laws and Regulation. Thai Law mandates that all waste
transported to a treatment or storage facility must be accompanied by a manifest for waste treatment
in case of an emergency during transportation. The following measures shall be taken in general:
• Wastes shall be transported in a safe and responsible manner.
• Hazardous waste and non-hazardous waste shall not be transported together.
• Provide containment and labeling for waste during transportation.
• Shall carry Waste to the permitted facilities & not possess (Hazardous) >10 days and shall register
in the manifest system, sign & accompany manifest doc. with each transport, retain its copy ≥3 years
for monitoring.
• Restrict to comply with the rules of Hazardous transportation & ensure that a driver shall carry a
driving license type 4; and shall arrange insurances covering the liability for the loss of life, property,
and costs of Hazardous Waste disposal & environmental reinstatement. (only for land transportation)

7.4 Record keeping

Record keeping shall be done for movements of all types of wastes - such as hazardous and non-
hazardous.
Register in the manifest system, complete a manifest doc. & ensure that it shall accompany each
transport, and retain its copy ≥3 years for monitoring;

7.5 Accompany Manifest

Copies Accompany Manifest shall be completed to accompany the movement of all waste materials
removed from the project site.
CONTRACTOR shall be responsible for all waste management.

8 COMPLIANCE AND MONITORING


Regular monitoring will be carried out by SHE staff/sub CONTRACTORs regarding waste storage,
segregation, transfer, treatment and disposal facilities. High standard of house keeping and good
material storage will be ensured at all operational sites.
On weekly base each SUBCONTRACTOR’s Environmental officer/engineer must report to the
CONTRACTOR’s Environmental Specialist the relevant data as per EIA requirement.
All data shall be reported monthly to PTTLNG/PMC.

9 COMMUNICATION
Internal communication on waste management issues shall be handled by the Environmental
Specialist. Receiving, documenting and responding to relevant communication from external
interested parties (regulators, communities) on waste management issues shall be carried out by
Environemntal Specialist in line with SHE manager.
The SHE teams (both CONTRACTOR and SUBCONTRACTOR) shall also be responsible for
communication of waste management aspects to their own respectively employees.

10 AUDITS
This entails periodic assessments of the waste management system performance, effectiveness, and
fundamental suitability in line with ISO 14001 and OHSAS 18001 recommendation or in accordance
with SHE-MS elements. The plan for conducting waste management audits shall be in line with the
project SHE Audit plan and it shall be conducted as indicated there.
The WMP will be subject to regular internal and external audits. The findings of these audits shall be
used to develop methodologies aimed at improving waste reuse, recycling and minimization.

Monitoring of waste management activities will be conducted for the following:


• Assessment of actual waste management results and comparing with predicted impacts and
mitigation measures.
• Monitoring for potential environmental impacts.
• Providing baseline data to enable continuous improvement of waste avoidance, reduction and
management measures throughout the project.
PTTLNG may also audit any aspect of the project WMP at any time.

11 REVIEWS
This shall involve periodic assessments, by management, of waste management system performance,
effectiveness and fundamental suitability. The results of this review shall be used to improve the
overall management system. Waste Management Review shall be scheduled and conducted regularly.

12 TRAINING
Information, campaign and training shall be delivered during all phases of the project to all personnel
in order to have a fully awareness about their impact on the producing and minimization of the waste
at site and the rules for compliance.

13 Tracking records
CONTRACTOR and SUBCONTRACTORS shall track all waste items (hazardous and non-hazardous)
generated at the PROJECT site on weekly base.
A waste tracking log “WEEKLY WASTE TREATMENT AND DISPOSAL REGISTER FOR WASTE”
(appendix-C) will be kept and updated periodically (by last day of every week).
Each SUBCONTRACTOR shall develop its own register and provide timely to the CONTRACTOR.
This will allow tracking of the types and amount of wastes generated, stored and disposed each time.
On weekly base each SUBCONTRACTOR’s Environmental officer/engineer must report to the
CONTRACTOR’s Environmental Specialist the relevant data as per EIA requirement.

Relevant Data from this log (appendix-C1 and C2) will be reported on monthly base through the SHE
Monthly Report (doc n 122018-SPCC-C-SH-PR-0023) to PTTLNG in order to fill up the relevant 6
monthly report as per EIA requirement.

13.1 Waste Monetization

Waste Monetization refers to saving money by adopting a suitable waste management system and a
recycling program.
Waste monetization means maximizing recycling.
The total savings are calculated at Project level considering the double benefit arisen by:
• Earnings from selling the “capitalized” waste streams
• Cost savings obtained by avoiding the above waste disposal.
