DILG Tarlac Portal and eLGRC Write-Up
If we look back for a while, this past decade may have been one of the most significant periods
in the field of governance. This period was when old ways were questioned while new and more
innovative ways to work were introduced. New technologies came in, aiming to help us in our
endeavors, but the biggest challenge now is how everyone can utilize and unleash its potentials.
There is no doubt that technology is an asset, but it will always be challenging to apply it with
our current setup. The challenge has been more daunting as the pandemic shrouded the entire
society, which called for an approach that requires minimal contacts and physical gathering.
With the operation of the office becoming more technology and virtual intensive, the DILG
Tarlac conceptualized and created the DILG Tarlac Portal. Previously known as the “Local
Government Operations Officer Portal or LGOO Portal,” The DILG Tarlac Portal aims
to become a “One-Stop-Shop” for the information and resources that is readily accessible to all
DILG Tarlac’s internal personnel.
The portal was initiated to make various resources (technical and administrative) available
anytime for every DILG Tarlac Personnel, especially the trying times of the pandemic wherein
knowledge and information move fast and are very significant towards LGU capacitation and
decision making.
The portal uses the free online application “Google Sites,” which enables its users to set up a free
website without paying for a domain. The application also allows the user to link the site with
different google applications such as Google forms and drive.
The portal has twelve (12) menus on its home page, which is presented below:

The then LGOO Portal only caters the internal technical personnel of DILG Tarlac. But to
efficiently use the platform, the DILG Tarlac widened the target users of the portal, the DILG
Tarlac Portal was born and is considered the internal service delivery tool, not only for the
technical personnel but to DILG Tarlac’s personnel.
The Local Governance Regional Resource Center and its sub-LGRCs have been
established to become a dynamic, interactive, and virtual one-stop-shop for knowledge on local
governance. Its primary role is to source, organize, and manage available local governance
knowledge and promote its sharing and use by various stakeholders.
The facility leverages ICT tools and various techniques for capturing, creating and sharing
knowledge to promote knowledge sharing for local governance excellence. It is also a mechanism
for convergence of local capacity building and knowledge initiatives and acts as a broker for
collaboration and knowledge sharing between stakeholders.
With the SIKAD Tarlac flagship program of the DILG Tarlac namely TarlakHenyo),
TarlakBayin, TarLakayan, TarLakas, EpicPower, BOLSTER, Tala ng Tarlac, and TarlakAralin,
which aims to capture, create, and hone knowledge, the challenge now is how can the office
promote and share this knowledge with its clients. Here comes the e- Local Governance Resource
Center or e-LGRC, an online platform intended to be a one-stop- shop for knowledge on local
governance, not only to the internal personnel, but also to its clients as well.
There are six (6) main menus in the navigation area of the e-LGRC, namely the About LGRC,
Resources, Publications, Collections, Facebook, and Contacts Us.
ABOUT LGRC
This menu is the main page of the e-LGRC, wherein it greets its visitors by having a glimpse of
what is LGRC is all about and how it works.
RESOURCES
The resources tab contains the knowledge materials directly derived from the past and current
PPAs of the DILG. Our respective program focal person first checks the KMs in this tab to
ensure that the KM to be uploaded is appropriate and designed for the consumption of the
agency’s clients.
This feature has four (4) subpages that host the resources intended for Barangays and
City/Municipality/Province. There are subpages, the resources that feature LGU Best Practices,
and the subpage that redirect the visitor to the website of the Local Government Academy, which
is the premier institution that sets the standard for local governance capacity development.

PUBLICATIONS
In this menu, is where the originals and flagship PPAs of DILG Tarlac is located namely the
Tarlac Scribe, TarlaKAYAn, TarLAKBAYan and TarlakAralin. This is where the visitors can
read and watch previous issues and episodes of Tarlac Scribe and TarlaKAYAn and releases of
the TarLAKBAYan.

COLLECTIONS
The Collections tab is the library catalog of the e-LGRC. Here, the visitor can have a peek of the
books and other materials that the physical LGRC of DILG Tarlac offers.
Upon clicking the tab, the visitor will see a virtual library with Isko, Ana and Isay in it.
On the page, visitors can click on the button that states the reading materials category. There are
ten (10) identified categories which again highlights the four (4) governance areas.
After clicking the button, visitors will be directed to another page where they can see the
OTHER FEATURES
The other remaining menu is the Facebook and Contact Us tab. The Facebook tab of the e-
LGRC will redirect the visitor to the DILG Tarlac Official Facebook Page. At the same time,
the Contact Us tab contains the Directional Map on where the DILG Tarlac Provincial Office
can be visited and the button that will enable the visitor to send us an email instantly.
