Midterm fall 2017

Answer the following questions. The exam total score is 105 points.

Any references used to answer any question must be listed after your answer. Do not cut and paste from
the references used, any sentence used from a reference must be quoted.

1. In disaster management, technology solutions that provide lifesaving assistance needs


information. As a disaster manager, what kind of capabilities, characteristics and benefits
would you look for in any technology solutions? List them; each with a very brief
explanation. (20 points)
ANSWER. Inter-operability of communication systems: The effectiveness of disaster
management and recovery is sharing information across organizations hampered by a lack of
interoperability. To complicate matters, disaster management teams may be dealing with a
badly damaged infrastructure making information sharing nearly impossible.

2. Over 3.9 billion connected devices were in use worldwide in 2016. In 2015, there were
approximately 4.9 million things connected to the internet. That number went from
millions to billions in one year. The Internet of Things is therefore here to stay, explain how
it may impact the field of the emergency management? (20 points)
ANSWER. Inadequate situational awareness in disasters has been identified as one of the
primary factors in human errors with grave consequences resulting in loss of lives and
destruction of critical infrastructure. However, the growing frequency of social media on smart
devices, the expanding nature of the Internet-of-Things means that there are more sources of
outbound traffic, which ultimately results in a more connectivity beginning shortly after the
onset of disaster event.

3. Crowdsourcing is one aspect where social networking can be leveraged to enlist the public
to help with a cause or a disaster, list 2 to 3 examples of how this powerful concept can aid
in disaster management or instances of its use has made a difference in managing a
disaster. (20 points)
a. ANSWER. Knowledge discovery and management: An organization mobilizes a crowd to
find and assemble information
b. Distributed human intelligence tasking: An organization mobilizes a crowd to process or
analyze a trove of information
c. Broadcast search: An organization mobilizes a crowd to produce a provable solution to a
problem

4. As a disaster manager, what tools, features and technologies would you want at your
disposal to conduct your job efficiently, focus on the response phase? (10 points)
ANSWER. GIS CAPABILITY: Helps to track, analyze, and appropriately respond to the
disaster
SOCIAL MEDIA PLATFORMS: The various social media platforms are able to create a dense
network of observers who are able to rapidly publish and share information. The flexibility,
speed, cheapness, and optimization factors of crowdsourcing are all powerful tool for crisis
communication.
DRONES: Drones can perform critical tasks as disasters unfold, including spotting people in
need of urgent help with speed.

5. Explain how Social Media can be used as a channel of communication between all relevant
parties, namely the government, the public and private organizations. (15 points)
ANSWER: Because many communities have set it up as a major part of their communication
plan, Social media channels can help municipalities relay important safety information to the
affected communities in a short amount of time.

6. Trends: The internet made such a huge impact on the way we communicate over the last
25 years. What is in your opinion the next big thing that will impact emergency
management? (15 points)
ANSWER: In the next 25 years I think there will be an explosion of billions of data-spouting
devices connected to the Internet, which will result in a complete loss of privacy. These sensor-
embedded machines will simply and dramatically increase what we can find out about one
another, which could give rise to the so-called Big Brother’s Watching Syndrome.
