design.

• Uniform Technical Guideline for Water
Reticulation and Plumbing.
• The planning and design of water
distribution system encompassing
supply mains, pump stations, service
reservoirs, external reticulation system
and water fittings (internal plumbing
systems) to be uniformed throughout
States of Peninsular Malaysia, and the
Federal Territories of Kuala Lumpur,
Labuan dan Putrajaya.
UTG!
• Promote expedient approvals of water
distribution plans and designs ; lead to more
consistent development of water
distribution facilities exhibiting
sustainability, robustness, durability and
energy efficiencies and enable ore effective
operation and maintenance of built facilities
by the WDLs.
• However, these Guidelines do not address
all aspects pertaining to water distribution
for fire fighting purposes, except hydrants
installed on a public main

INTRODUCTION
a.2: development responsibilities
● Water Distribution Licensee (WDL) may notify a
developer of their decision to implement a supply
main and centralized service reservoir to provide
water to the developer’s development area.
● If so, developer shall no longer be responsible for the
construction of a supply main and service reservoir
for their development area.
● The cost of implementing the supply main and
centralized service reservoir shall be recover through
imposition of an additional Capital Contribution Fee.
a.1 : preamble & a.2: development

● Particular responsibilities of developers and water
distribution licensees (WDL)
● The developer shall be responsible for the planning,
design, construction, installation, testing and
commissioning, and handing over, of all parts of an
external reticulation system; as well as supply mains
and associated pumping systems, identifies by the
WDL as a source of water supply for the development.

STEP 1 – Estimation of water demand
● The information on the water supply needs of the
development are to be provided in terms of daily
demands.
● These are estimated based on the submitted Layout
Plans, proposed types of physical development and
unit rates of demand by various types of premises are
listed in Table B.1
Step 2 : Service reservoirs, suction cistern,
pumping stations, & land allocation
● The WDL shall be consulted on the need for allocating land areas
to accommodate a service reservoir and/or suction cistern and
pumping stations within a development.
● Location for service reservoirs, suction cistern and pumping
stations shall be
i. Positioned at lots capable of servicing all within
development area (service reservoir);
ii. Or a number of discrete development in the case of a
centralized service reservoir.
iii. Level ground and not on slopes
iv. Preferably within rectangular shaped lots
Step 2 : Service reservoirs, suction cistern,
pumping stations, & land allocation
● Dedicated access shall be provided to service reservoirs,
suction cistern or pumping station site
● In extreme topographical conditions such as platform levels
being greater than 30m in elevation, pressure zoning of
distribution areas according to ground elevations may be
necessary.
● Land reserve required to accommodate service reservoirs,
pumping station and suction cistern shall be adequately sized to
provide for vehicular access, building setbacks and to allow
inspection and maintenance of the facilities.

Step 3 : application for source of water supply
● Competent Person on behalf of owners/developers
shall submit the application for water supply source
to WDL.
● The exercise shall be performed once a Planning
Permission has been obtained from Local Authority

● EXTERNAL RETICULATION NETWORKS AND SUPPLY
MAINS

The design of pipelines within external reticulation system


shall take into consideration the following factors:-
i. The selection of pipeline routes shall take into
consideration the cost of securing way leaves, the
difficulty of construction in rocky , waterlogged or
compressed ground.

ii. The routing shall be kept as far away as possible
from the crest of the toe of and engineered slope
or retaining structure.
iii. Minimum cover of 1.0m measured above the
crown of the pipe.
iv. Water pipe shall not be laid below sewer. A
minimum of 1.0m vertical clearance and 3.0m
horizontal clearance shall be provided between
sewer and water pipelines.
step 4 : designing water reticulation system
v. The pipes shall be laid of minimum of 600mm away
from any other utilities and also from drain.
vi. All pipe shall be laid at locations which are readily
accessible for carrying out maintenance works.
vii. Pipelines shall not be laid beneath road pavement
unless permitted by Commission/Certifying Agency.
viii. All supply mains of nominal diameter greater than
900mm shall be installed within pipeline or utility
reserve. The width of pipeline reserve shall be
calculated using, W = 3 + Dt + St.
step 4 : designing water reticulation system
ix. Hydrant pipelines shall be installed separately
from water pipelines. Separate water meters
shall be provided for hydrant and domestic
pipelines.
x. All supply mains and external reticulation system
pipelines shall cross above culverts with
minimum vertical clearance of 300mm from the
top of the culvert.
step 4 : selection of pipe materials
● Pipe materials for supply mains and external
reticulation pipelines shall be selected based on
laying conditions; under different terrain condition or
if subjected to traffic loadings or not and have been
summarized in Table B.6.1, B.6.2 and B.6.3 in UTG.
● For the list of registered materials/manufacturers,
refer to SPAN website which is www.span.gov.my
Hydraulic requirements
The design of external reticulation system and supply
shall comply with the following boundary conditions:

i. Convey peak flows in external reticulation


networks ( 2.5 times the average daily
demand flow) and supply mains (1.2 times the
average daily demand flow without incurring
head losses of greater than 2m/1000m for
gravity flow

The design of external reticulation system and supply

The following residual pressure shall be maintained
within external reticulation system:
