1.0 PURPOSE

The purpose of this procedure is to define the step by step method to implement the correct practices for
the Testing & commissioning of Earthing System through the guidelines contained herein so as to ensure
that the job execution complies with the project requirements and serves the intended function to
satisfactory level.

2.0 SCOPE OF WORK

This method statement is applicable for testing and commissioning for earthing system as per project
specification requirement, manufacturer guide lines & CML Testing & Commissioning Plan.

5.0 RESOURCES, ROLES & RESPONSIBILITIES

The Testing & Commissioning Manager will individually assess the manpower and tools requirements
required for Testing and Commissioning of Earthing System to meet the schedule. Typically these will
include:
 Commissioning Engineer
 Foreman
 QC Engineer
 HSE Supervisor
 Electrical Technician
 Labour

5.1 Competency

The competency of all construction personnel shall be controlled in accordance with the
Competent Persons Designation Procedure Ref: ADP-013529-066.

5.2 Roles and Responsibilities of Commissioning Engineer

 Commissioning Engineer will be in charge of all operations following HSE requirements and
Project Quality Plans.
 Maintains work permits with coordination of the HSE Supervisor.
 Coordinates with QC Engineer for inspections and raise RFIC with complete attachments such
as approved (ITP, shop drawing/As built, check list etc.).
 Ensures that only trained and competent personnel are involved for Testing and Commissioning
of Earthing system activities.
 Ensures that tools & equipment are certified, maintained and used correctly.
 Ensure that all testing tools are calibrated and calibration is up to date.
 Ensures that all the required documents and related drawings to execute the Works are up to
date.
 Shall prepare open front for his crew and liaise with planning department for progress reporting
and schedule monitoring.

5.3 Roles and Responsibilities of Foreman

 The foreman will carry out his duties by maintaining continuous coordination with the
Commissioning Engineer on daily basis, and ensure proper distribution of the workforce in the
required and planned locations.
 To ensure that his assistant foreman/ charge hand are aware of the job requirements and they
have enough information to carry out their duties properly.
 To ensure in consultation with the site engineer that the manpower involved in the works are
moving as agreed and planned for the work.
 To ensure that the daily work is progressing as planned and advice the Commissioning Engineer
of any requirement for additional resources.
 To ensure full coordination with the safety officer to maintain safe working and proper
housekeeping of the site, following the approved safety measures and further ensure that all his
working team are aware of the same to prevent accident and losses.
 To inform the Commissioning Engineer and of the areas ready for inspection.

5.4 Roles and Responsibilities of QC Engineer

 Ensure that all inspection and test reports pertaining to everyday work activities are submitted to
the QC inspection.
 Prevent the use of equipment that could cause improper test relative to project Specifications.
 Stop test activity that is not being done in accordance with the specified requirements and
approvals.
 Ensure that test have been done in accordance with approved method statement and Project
specification to offer for CSC’s & CxA inspection.

6.0 TOOLS REQUIRMENT

6.1 Tools Requirement

The following tools & equipment will be used during the Testing and Commissioning of Earthing system.
 Standard Electrician Tool Kit
 Earth/Ground Tester with Valid Calibration Certificate

 Digital Multimeter with Valid Calibration Certificate


 PPE( Hand Gloves, Safety Goggles)
 Safety harness while working in high level in ladders or scaffolding

Note: All tools and equipment’s will be inspected and colour coded before use at site

7.0 Method and Sequence of Work

7.1 Preparation

 All necessary work permits shall be approved before commencement of the work.
 RFIT’s for the installation have to be signed off and approved.
 Prior to commencement of work, a tool box meeting shall be held for proper distribution of
testing personnel and relocation of other workers working along the testing of earthing
system.
 Prior to start the work, conduct pre-work start tool box talk and related method statement
shall be read and signed off by concerned engineers.
 All Personnel involved carrying out the testing activity shall be briefed via HSE Tool box
talk , on site condition ,work area, task in hand ,risk, hazards, and mitigation of potential of
risk.
 Housekeeping to be done perfectly.
 Secure valid calibration certificate for all testing equipment, which will be used for test.

7.2 Pre Commissioning Procedure

 Ensure that the Earthing System installation is complete and all comments on the
installation are incorporated & approved.
 Ensure proper termination of the earthing cables in the floor bus bar & the main bus bars.
 Ensure all contact surfaces of all ground connections are thoroughly cleaned
 Replace damaged cables, if any
 Ensure all the earth bars are properly fixed and freely accessible inspected and approved.
 Ensure the containment for the earth cables are properly supported & the earth cables are
properly dressed.

7.3 Commissioning Procedure

 Ensure that all the pre commissioning checks are carried out successfully and signed off.
 Ensure the earth bars are in level using spirit level.
 Check the continuity of the earth cables from the respective equipment to the floor earth
bar.
 Check the continuity of the earth cables from the respective floor level earth bars to the
main earth bar of the respective building.
 Check the continuity of the earth cables from the respective main earth bar of the building
to the earth pits.
 Check each individual electrode resistance and ensure that the value is lee than 10Ω.
 Check the earth resistance values at the earth grids and ensure that the value is less
2 than 1Ω for Electrical Earth and less than 5Ω for Clean Earth.
 For equipment which have two earth connections, from separate main lines, disconnect
one & check earth. Repeat for the other line.

 All the earth pit values shall be tabulated and submit for consultants review.

7.4 Corrective Actions

 If the measured resistance is found to be higher than the standards / specification .Engineer
will be notified and recommendations will be agreed to lower the resistance by Tighten
loose joints if any.

8.0 QUALITY CONTROL

 MEP RFIC’s shall by T&C Engineer for verification before submission to CSC & CxA.
 Project Quality Control Plan Ref, QMP ADP-014000-042 shall be strictly followed for RFIC
submission process.
 Work should be approved by consultant (Submitting RFIC).
 The approved Inspection & Test Plan shall be strictly followed.

9.0 HEALTH, SAFETY & ENVIRONMENTAL

9.1 Induction:

Prior to commencing work all personnel shall have attended the HSE induction course conducted by the
JV HSE department. No work shall be undertaken by personnel who have not attended the Project HSE
induction.

9.2 Personal Protective Equipment (PPE)

All personnel involved in the Testing will comply with the Project requirements for PPE
 Work Boots with toe protectors
 Safety Helmet
 Eye Protection with side shields
 Gloves (as required)
 Dust masks (as required)

Additional PPE identified by the task risk assessment shall also be provided. Personnel shall sign and be
responsible for their own items of PPE issued to them and the Site Engineer shall ensure that his team
is complying with the minimum required PPE and that damaged or defective PPE is replaced or repaired
immediately.

9.3 Hazard Identification, Risk Assessment & Control (attached)

Hazard identification, risk assessment and control are detailed in the appropriate risk assessment and
Job Safety Task Instruction (JSTI) attached herewith. Hazards may vary as the works progress and shall
be re-evaluated. All personnel undertaking testing & commissioning activates shall be aware of particular
location hazards. The Project Risk Assessment Procedure ADP-013529-028 is to be referred to during
the planning stages. Should changes occur during the course of construction which alters the associated
risks then the risk register shall be updated to reflect any additional risk and mitigation measures.
The attached JSTI is provided to cover the initial work tasks relating to:

Testing and Commissioning of Earthing system -JSTI (attached). This JSTI is prepared based on
theoretical information interpreted from the project documents. A further assessment will be required at
the actual work site to verify the control measures and address any additional hazards. Reference is to
be made to the relative Health, Safety, Environmental & Security procedures to control the risks
associated with activities where they occur.

9.4 Toolbox Talks

Prior to the commencement of site activities the Site Engineer, with support from the HSE Officer, shall
conduct a pre-start toolbox talk with all the crew present. The Commissioning Supervisor shall explain
the Testing activities, focusing on the hazards and risks involved in the activity and the mitigation
measures that shall be taken as detailed in the Risk Assessment.
Regular Toolbox talks shall be conducted in order to prevent complacency within the crew. The Site
Engineer shall conduct a Pre-start toolbox talk for the new person/s prior to starting work.

9.5 Permit to Work

A Permit to Work shall be obtained, in accordance with the requirements of Permit to Work Procedure
prior to performing the Testing activity.
The supervisor will ensure that all relevant risk assessments, method statements and permit to work
control measures are in place and that all relevant procedures contained within these documents are fully
understood by the operative personnel. Control of substances hazardous to health (COSHH) must be
attached on the work permit for each particular chemicals to be used for the activity, COSHH assessment
must be discuss to the workers pertaining to the proper usage of PPE’s, proper handling of chemicals,
proper disposal and etc. prior to use the chemical.

9.6 Environmental Impact

The operation to move the equipment to and from the site, and the operations to take place on site with
the equipment are carried out in accordance with requirements of ISO 14001 and as described in the
Project HS&E Plan to ensure:

 The site is to be left clean and tidy at all times


 Combustion emissions and noise shall be minimized
 All vehicle engines, where practicable shall be switched off when not in use
 The project footprint shall be minimized including the main site roads, temporary facilities and any
entrance/access roads.
 In the case of a spill, the product shall be securely contained to prevent any further contamination,
 Diesels and oils shall be restricted within drip trays to prevent contamination of the sand, (Bulk
storage fuel tanks shall be installed on a concrete slab and contained within bund walls to contain
waste or spillage).
 Spill and leaks of hydrocarbons, oils, and diesel shall be reported immediately to the HS&E
Manager, and cleaned up in accordance with the relevant procedures
 Disposal of materials off site: Contaminated and waste materials shall be removed from the site in
accordance with the regulations of local authorities
 All the disposed waste materials are to be to a licensed/certified disposal facility
 Any complaints by the site in relation to the Environmental issues shall be reported immediately to
the JV HS&E Manager and Project Manager.

9.7 Training of Personnel

9.7.1 Safety Training

All personnel involved in Testing Works shall be trained in accordance with the requirements of
the Project HSE Program. No personnel shall be assigned tasks that they have not received
appropriate training in or have been assessed for competency. Further training shall be given as
required and when additional training is identified during the risk assessment process.

9.7.2 Trades & Qualifications

All personnel involved in Testing activity shall be assessed for qualifications, competency and
if they have the required trade skills and experience, or trained in accordance with the
requirements of the Project standards.
