RESOLUTION ADOPTING THE REPUBLIC ACT NO. 11148, “KALUSUGAN AT NUTRISYON


NG MAG-NANAY ACT” FOR THE BARANGAY OF EMBARGO FOR THE CALENDAR
YEAR 2023.
WHEREAS, Section 15 of the 1987 Philippine Constitution emphasizes that “The State
shall protect and promote the right to health of the people and instill health consciousness
among them ”Moreover, pursuant to various international human right instruments and
agreements that the State a d h e r e s a n d g u a r a n t e e s t h e r i g h t t o a d e q u a t e f o o d , c a r e
a n d n u t r i t i o n t o p r e g n a n t a n d l a c t a t i n g mothers, including adolescent girls, women of
reproductive age, and especially children from zero (0) to two (2) years old;
WHEREAS, President Rodrigo Roa Duterte signed on November 29,2018 Republic Act 11148 “ AnAct
Scaling up the National and Local Health and Nutrition Program through a Strengthened Integrated
Strategy for Maternal, Neonatal, Child Health and Nutrition in the First One Thousand
(1,000) Days of Life” or otherwise known as the “Kalusugan at Nutrisyon ng Mag-Nanay Act”, and
allocates resources in a sustainable manner to improve the nutritional status and to address the
malnutrition of infants and young children from zero (0) to two (2) years old, adolescent females,
pregnant and lactating women, as well as ensure growth and development of infants and young children;
WHEREAS, the World Health Organization strongly recommends Proper health care on the first one
thousand (1000) days of a child; to grow, learn and lead a long-term healthy and stable life;
WHEREAS, the first 1000 days- starting from the first day of conception un the second birthday-is the
most critical period for growth and development; and
WHEREAS, any nutritional deficiency in a child’s first 1000 days will have irreversible effects on their
health physical and mental development; preventing him from completing his
schooling and eventually acquiring decent employment. These children are also 4.6 times
more prone to dying of illnesses such as pneumonia, diarrhea, or measles;
WHEREAS, the State commits to the Philippine Development Plan and the national plans
on nutrition to contribute to the improvement of the quality of human resources in the
country, and the reduction of maternal and child mortality and stunting;
WREREAS, the State declares its determination to eliminate hunger and reduce all forms
of malnutrition;
Now therefore, on joint motion of all members present, it
was;

Resolved as it is hereby resolved by the Sangguniang Barangay of Embargo, Ozamiz City in session
assembled, to adopt Republic Act No. 11148 “Kalusugan at Nutrisyon ng Mag-Nanay Act” for the
barangay of Embargo for the calendar year 2023.
RESOLVED FINALLY, that copies of this resolution be forwarded to the Office of the City
Mayor, Hon. Henry “Indy” F. Oaminal, Jr. and Office of the Municipal Health Officer for their
ready reference.
