Border Security Force will hold an open Competitive Test for recruitment of Assistant
Sub Inspector (Stenographer/Combatant Stenographer) & Head Constable
(Ministerial/Combatant Ministerial) in Central Armed Police Forces (CAPFs) and
Warrant Officer (Personal Assistant) & Havildar (Clerk) in Assam Rifle (AR) as per
Recruitment Rules/Scheme formulated by Ministry of Home Affairs.
2. Recruitment process will consist of Physical Standard Test (PST), Physical Efficiency
Test (PET), Computer Based Test (CBT), Skill Test, Documents Verification and
Medical Examination. Salient features of the recruitment are as under:-
2.4 Applications will be accepted through online mode only. Hence, candidate(s)
are advised to apply online mode only. No other mode for submission of
application is allowed.
2.2 Candidates can apply for one post only through BSF Recruitment Portal URL.

2.3 Computer Based Test will be conducted in English and Hindi only.
2.4 Skill Test will be conducted in English and Hindi only.
2.5 Initially, Physical Standard Test (PST) & Physical Efficiency Test (PET) will
be conducted, Skill Test, Documents Verification (DV) & Detailed Medical
Test (DME)/Review Medical Test (RME) in respect of candidate(s), who

2.9 E-admit card for any stage of test will be sent through mail on mail address

2.10 At each stage of examination, every candidate should ensure to bring two

4.4 Vacancies are tentative. Any Change in number of vacancies will be
intimated through BSF Website https:/rectt bsf.gov.in,
4.2 10% vacancies are earmarked for Ex-servicemen (ESM). However. if
suitable Ex-Servicemen are not available, vacancies reserved for them will
be filled by non-Ex-Servicemen candidate(s) of respective category.

Syys\y,Resorvation and suitability of Posts:-
5.1 Reservation for Scheduled Castes (SC), Scheduled Tribes (ST), Other
Backward Classes (OBC), Economically Weaker Sections (EWS),
Ex-Servicemen (ESM) etc. are as per extant Central Government Orders,
Guidelines, and Rules & Regulations etc.
5.2 Selection of candidate(s) will be made in accordance with the vacancies
projected by CAPFs and Assam Rifles for the post(s). Implementation of
reservation policy, maintaining reservation roster and earmarking of
vacancies for different categories comes under the domain of respective
CAPFs and Assam Rifles
Ineligibility of aliens/non-citizen of India:-No person who is not a citizen of India
shall, except with the prior permission of the Central Govt. in writing be appointed
under these rules. Provided that nothing contained in these rules shall debar/apply
for the appointment, enrolment or employment of a citizen of Nepal or Bhutan.
Age Limit(as on 01/08/2024):-Age limit of candidates, who apply subject posts, will
be between 18 (eighteen) to 25 (twenty five) years as on 01.08.2024
Note-Crucial date to determine the age limit shall be in accordance with DoP&TOM
No.AB-14017/70/87-Estt. (RR) dated 14.07.1988 i.e. 1" day of January of the year in
which examination is held, if the competitive or written examination is conduct in the
1" half of the year and 1° day of August of the year, if competitive or written
examination is conducted in the 2" half of the year.

Ex-Servicemen (ESM) who have already secured employment in civil side
under the Government in Group ‘C’ & 'D' posts on regular basis after availing
of the benefits of reservation given to Ex-Servicemen for their re-employment
are not eligible for reservation in ESM Category and fee concession
However, he/she can avail the benefit of reservation as. Ex-Serviceman for
subsequent employment, if he/she immediately after joining civil
employment, given self-declaration/undertaking to the concerned employer
about the date-wise details of application for various vacancies for which
he/she had applied for before joining an initial civil employment as mentioned
in DoP&T OM No.36034/ 1/2014/Estt (Res) dated 14.08.2014.
The period of "Call up Service" of an Ex-Serviceman in the Armed Forces
shall also be treated as service rendered in the Armed Forces for purpose of
age relaxation as per Rules
For any serviceman of the three Armed Forces of the Union to be treated as
Ex-Serviceman for the purpose of securing the benefits of reservation,
he/she must have already acquired the status of Ex-Servicemen at the
relevant time of submitting his/her application for the Post/Service or is in a
position to establish his/her acquired entitlement by documentary evidence
from the competent authority that he/she would complete specified term of
‘engagement from the Armed Forces within the stipulated period of one year
from the closing date for receipt of online application form (i.e. 08/07/2024).
Such candidates must also acquire the status of an Ex-Serviceman within
the stipulated period of one year from the closing date of receipt of online
application form
‘A Matriculate ex-serviceman (which term includes an Ex-Serviceman, who
has obtained the Indian Army Special Certificate of education or the
corresponding certificate in the Navy or the Air Force), who has put in not
less than 15 years of service as on closing date i.e. 08/07/2024 with Armed
Forces of the Union shall be considered eligible for appointment against the
posts reserved for Ex-Servicemen.
Explanation: An ex-serviceman means a person:
7.8.4 Who has served in any rank whether as a combatant or non-
combatant in the Regular Army, Navy and Air Force of the Indian
Union, and
i) Who either has been retired or relieved or discharged from such
service whether at his own request or being relieved by the
‘employer after earning his or her pension; or

attributable to Military service or circumstances beyond his control
and awarded medical or other disability pension; or
ili) Who has been released from such service as a result of
reduction in establishment;
OR
Who has been released from such service after completing the
specific period of engagement, otherwise than at his own request,
or by way of dismissal, or discharge on account of misconduct or
inefficiency and has been given a gratuity, and includes personnel
of the Territorial Army, namely, pension holders for continuous
‘embodies service or broken spells of qualifying service;
OR
Personnel of the Army Postal Service who are part of Regular
‘Amy and retired from Army Postal Service without reversion to
their parent service with pension, or are released from Army
Postal service on medical grounds attributable to or aggravated
by military service or circumstance beyond their control and
awarded medical or other disability pension;
OR
Personnel, who were on deputation in Amy Postal Service for
more than six months prior to 14.04.1987;
OR
Gallantry award winners of the Armed forces including personnel
of Territorial Army;
OR
Ex-recruits boarded out or relieved on medical ground and
granted medical disability pension
Persons serving in the Armed Forces of Union, who on retirement
from service, would come under the category of Ex-Serviceman
will be permitted to apply for re-employment one year before the
completion of specified term of engagement and avail themselves
of all concessions available to Ex-Serviceman but shall not be
permitted to leave the uniform until they complete the specified
term of engagement in the Armed Forces of the Union.
‘Age relaxation/ESM reservation is not admissible to sons,
daughters and dependents of Ex-Servicemen. Therefore, such
candidates should not indicate their category as Ex -servicemen.
7.8.8.1Children means: Son (including adopted son) or Daughter
{including adopted daughter)
7.8.8.2Dependent family member means: Spouse or Children
or Brother or sister in the case of unmarried victim who was
wholly dependent on that victim at the time of his getting killed in
the riots would be eligible. In order to be eligible for upper age
relaxation in the category of SC/ST and OBC, the applicant
should produce a certificate to that effect from the concerned
District Collector/District Magistrate wherein the victim was Killed.
8. Process of Certification and format of certificates:
8.1 Candidate(s) who wish to be considered against reserved vacancies or seek
age relaxation must submit requisite certificate issued from t

sought by the authorities otherwise, their claim for SC, ST, OBC, EWS &
ESM etc. status will not be entertained and their candidature will be
considered under UR Category. The formats of the certificate(s) are annexed
with this notice. Certificate(s) in any other format are liable to be rejected.
A person seeking appointment on the basis of reservation to OBCs must
ensure that he/she possesses the castelcommunity certificate as per the
notification of the Centre Govt. meant for appointment to the post under the
Govt. of India (not as per the notification of State Government) and does not
fall in creamy layer on the crucial date. For OBC Centre list, candidates
may refer to NCBC website.
A person seeking appointment on the basis of reservation under EWS must
ensure that he/she possesses the "Income & Asset certificate" valid for the
financial year 2023-24 issued on the basis of income for the financial year
2022-23 in accordance with the DoP&T OM No.36039/1/2019-Estt(Res.)
dated 31.01.2019
Candidates may also ensure that their candidature will remiain provisional
until the veracity of the concerned certificate(s)/ document(s) relating to the
educational qualification, caste/category etc. is verified and found
satisfactory by the Appointing Authority. Candidate(s) are cautioned that they
will be debarred from the examination in case they fraudulently claim the
status of SC, ST, OBC, EWS & ESM etc
Crucial date for claim of SC, ST, OBC & EWS status and any other benefits,
viz., fees concession, reservation, age relaxation etc, where not specified
otherwise, will be the closing date for receipt of online applications form i.e.
08/07/2024
Candidate(s) are cautioned to ensure that they belong to the category as
filled up in the online application form and are able to prove the same by
furnishing the requisite certificate issued by the competent authority when
such certificate(s) are sought by concerned User Department, falling which
candidature of the candidate will be cancelled. if the candidature of a
candidate is cancelled by concemed User Department for non-furnishing of
the requisite certificate in support of the category filled up in his/her online
application form, candidate himself/ herself would be solely responsible for
furnishing false information in his/her online application form and CAPFs/AR
would not be held responsible in this regard. Candidate(s) shall have no
claim for consideration of his/her candidature under any other category at
that stage. Further, it should be noted that any grievance(s) in this regard
received in any form like Post, Fax, E-mail, by hand, etc, shall not be
entertained and will be summarily rejected
FOR EXAMPLE, a candidate X filled OBC in his application form. If X is
unable to produce the OBC certificate for relaxation of age as per the notice
‘of examination at the time of Document verification or at any stage before the
User Department, in such circumstance, candidature of X will be considered
under UR Category on fulfiling the conditions as UR.
9. Essential Educational qualifications (as on i.e. 01/08/2024)

Physical Efficiency Test (PET), Computer Based Test (CBT), Skill Test will
be required to produce all relevant Educational Certificates in original as
proof of having acquired the minimum education qualification on or before
01/08/2024, falling which the candidature of such candidates will be
cancelled. The candidates who are able to prove by documentary evidence
that the result of the qualifying examination was declared on or before the
cut-off date and he/she has been declared passed will also be considered to
have the required Educational Qualification. It is reiterated that the result of
requisite educational qualification must have been declared by the
Board/University by the specified date. Mere processing of the result by the
Board/University by the crucial cut-off date does not fulfil the Educational
Qualification (EQ)
In case of the candidates possessing equivalent educational qualification,
such candidates shall also produce relevant Equivalence Certificate from the
concerned authorities at the time of Document Verification. However, final
decision regarding selection of such candidates will be taken by the
concerned Appointing Authorities,

website of BSF i.e. https:/rectt.bsf.gov in. For detailed instructions, please
refer to Annexure-1 of this notice. Sample proforma of One Time
Registration and online application forms are attached as Annexure-|.
Candidates can apply for the post provided they fulfil the prescribed eligibility
conditions.
In online application form, photograph of candidate to be uploaded should
not be more than three (03) months old from the date of publication of this
notice in compliance of order dated 05.03.2020 passed by the Hon'ble
Supreme Court of India in the matter of Shantanu Kumar &OrsWP (C)
No.234/2018}, failing with histher application/candidature willbe
rejectedicancelled. Photograph should be without cap and spectacles.

Candidates are advised in their own interest to submit online applications

Before submission of online application, candidates must check that they
have filled correct details in each field of the form. After submission of online

any circumstances. Requests received in this regard in any form like Post,
Fax, Email, by hand, etc. shall not be entertained.

adjusted against any other examination or selection.
44.7 Applications received without prescribed fee shall not be considered and

14.1 The examination will consist of Physical Standard Test (PST), Physical
Efficiency Test (PET), Computer Base Test (CBT), Skill Test, Documents

Standards, Test ie. height and chest, may prefer an appeal, if

PST/PET will not carry any marks but will be of qualifying in
nature.
Ex-Serviceren applying for the post are not required to undergo

16.1.7. The transcription of shorthand notes will have to be done on
computers & keyboards provided by the Recruitment Centres and
in no case use of other typing mode shall be allowed,
16.1.8 The dictation will have to be noteditaken by the candidatesin
shorthand strokes and same will also be evaluated. Noting/taking
of dictation in long hand (i.e. other than standard shorthand
strokes) will not be accepted and such candidates will be declared
failed in skill test even if they transcribe correctly in given time.
16.1.9 No request for re-test of skill test will be accepted! entertained.
16.1.10 BSF reserve the right to make any modification compatible with
Recruitment Rules in Skill Test assessment procedure and any

Documents Verification: Candidates will be shortlisted for Documents Verification
from the pool of candidates who qualify/shortlist in PST, PET, CBT and Skill Test.
17.4 The candidates are advised to carry original documents along with self-
attested photocopies of the same with them at the time of reporting at
Recruitment Centres. At the time of Documents Verification, documents as
mentioned below will be physically verified,
17.2 Departmental candidates will produce ‘No Objection Certficate’ and
‘Disciplinary/Vigilance Clearance Certificate’ issued by concerned competent
authority before the Recruitment Board.
17.3 Candidates have to bring three passport size recent colour Photographs and
one original valid Photo ID Proof while appearing for Documents Verification
Photo ID Proof can be, i) AadhaarCard/Printout of E-Aadhaar, i)Voter's 1D
Card, ii) PAN Card, iv) Passport, v) Driving License, vi) Government

17.4 Candidate will have to submit copies of various documents like:
i) Matriculation/ Secondary Certificate.

indicating the Authority (with number and date) under which it has been so
treated, in respect of equivalent clause in Essential Qualifications, if a
candidate is claiming a particular qualification as equivalent qualification.

format prescribed at Annexure IV, Annexure-V and Annexure-Vil of the

17.8 It is reiterated that after scrutiny of the certificates/documents of
EwsiCaste/Category, etc., if any claim made in the application is not
substantiated by certificates/documents at the time of documents
verification, or at any stage, the candidature of candidate will be

Medical Examination:
18.1 The shortlisted candidates will be medically examined by the Medical
Officer/Medical Board constituted by Recruitment Centres to assess their
physical and medical fitness. The medical examination of the candidates will
be conducted in terms of Uniform Guidelines for recruitment, medical
examination for GOs and NGOs in CAPFs and AR issued vide MHA UO No.
AVi1/ 2014-Rect(SSB) dated 20.05.2015 += and. «OM
No.£.32012/ADG(Med)/DME/RME/DA-1/2020 (Part file) 1166 dated
31.08.2021 and as amended from time to time by the Government of India
in case of medical examination, "Temporary unfitness" will not be allowed.
However, a woman candidate, who as a result of testis found to be pregnant,
irrespective of duration of pregnancy, she may be declared temporarily unfit
and her appointment held in abeyance until the confinement is over. The
vacancy against which a woman candidate was selected will be kept
reserved for. She should be re-examined for Detailed Medical Examination
six weeks after the date of confinement, subject to the production of the
medical certificate of fitness from a registered medical practitioner. If she is
found fit she may be appointed to subject post kept reserved for and allow
the benefit of seniority in accordance with the instructions of the government,
as amended from time to time.
