Barangay Ordinances-Resolution - Amended - 2024
SIR:
Respectfully submitting to your good office herewith Barangay Ordinance No/s 21-05, 21-06, 21-
09, 21-10 and 21-11 Series of 2021 have been amended by the council last April 5, 2024 to wit;
WHEREAS, the Barangay Council agreed that mortuary aid should increase;
WHEREAS, for the grieving family have at least something to use during wake;
WHEREAS, Barangay Ordinance No. 21-11 Series of 2021 was enacted on June 5, 2021
and thereafter confirmed by the Barangay Council on April 5, 2024 it has been there (3) years
already from the time of its approval and still there were no amendments made by the Barangay
Council on the same;
WHEREAS, being the backbone in delivering the basic services to their constituents, the
elected barangay officials have faithfully serve without taking into consideration the adversity
that often jeopardize their health and worse put at stake their very lives, hence, there is a need for
the amendments as to the rate of mortuary aid that may be extended to them.
Seciton 1. Title: The ordinance shall be known as the “INCREASE OF MORTUARY AID
GIVEN TO BEREAVE FAMILY OF BARANGAY 9 STA. ANGELA, LAOAG CITY”
Section 2. the Sangguniang Barangay urge the constituents to help one another in time of grief;
Section 3. that the purpose of increasing the mortuary aid is to give assistance to the grieving
family to augment their expenses;
Section 5. that the amount of mortuary aid will be given Fifty pesos (Php 50.00) per head of the
family and One hundred pesos (Php 100.00) for BASCA member in every death in the barangay;
Section 6. that if the head of the family is a member of BASCA (Barangay Senior Citizen’s
Association) he/she is obliged in paying One hundred pesos (Php 100.00) and Fifty pesos (Php
50.00);
Section 7. that if the the head of the family is not a member of BASCA he/she is obliged to pay
Fifty pesos (Php 50.00);

WHEREAS, the Barangay 9 Sta. Angela Laoag City is committed to the cleanliness of
the surroundings of the community;
WHEREAS, Barangay Ordinance No. 21-09 Series of 2021 was enacted on June 5, 2021
and thereafter confirmed by the Barangay Council on April 5, 2024 it has been there (3) years
already from the time of its approval and still there were no amendments made by the Barangay
Council on the same;
WHEREAS, it is recommended that one (1) representative per household will be part of
the Oplan Dalus held twice a month and Weekly Kalinisan Activities.
Seciton 1. Title: The ordinance shall be known as the “RECOMMENDING ONE (1)
REPRESENTATIVE PER HOUSEHOLD TO JOIN EVERY OPLAN DALUS AND
WEEKLY KALINISAN ACTIVITY OF THE BARANGAY TO SUSTAIN THE
CLEANLINESS OF THE COMMUNITY”
Section 2. the Barangay Council shall implement/ monitor the participation of one (1)
representative per household;
Section 3. it shall be the duty of every household to maintain cleanliness at all times within their
respective property they occupy including where applicable;
Section 4. all household including business establishments within the premises of Barangay 9
are responsible to provide their own garbage/s receptacles located in their areas accessible to
garbage collectors;
Section 5. an announcement of the schedule of Oplan Dalus and Weekly Kalinisan Activities
will be disseminated 3 days prior to the said date;
Section 6. Penalties/Sanction that non- participation of one (1) household representative will
have a fine in the amount of Two hundred pesos (Php 200.00);
Section 7. that said penalty will kept in the coffer of the Barangay Treasurer and will be
accounted properly;

Section 10. EFFECTIVITY: The Barangay Ordinance shall take effect upon its approval by the
concerned authorities.

WHEREAS, imposition of penalties to violator pet owners and in so doing it will deter
the proliferation of stray animals in public places especially in the barangay;
WHEREAS, Barangay Ordinance No. 21-06 Series of 2021 was enacted on March 6,
2021 and thereafter confirmed by the Barangay Council on April 5, 2024 it has been there (3)
years already from the time of its approval and still there were no amendments made by the
Barangay Council on the same;
Seciton 1. Title: The ordinance shall be known as the “RESTRICTING STRAY ANIMALS
ROAMING OR LOITERING AT PUBLIC PLACES AND FOR OTHER PURPOSES AND
IMPOSING PENALTY ON NEGLIGENT PET OWNERS IN THE BARANGAY”
Section 2. pet owners shall be penalized if caught pets are wandering in public;
Section 3. the collected penalty will be shared by the barangay and the informant; further the
share of the barangay will be utilized as representation during regular sessions, oplan dalus and if
there are official visitors;
Section 4. the pet owners shall be given three (3) days to settle obligation upon receiving the
notice of violation if beyond the prescribed period and penalty will be automatically be
considered as community service;
Section 5. the only accepted evidences shall be through a photograph or a video recording
indicating the time and date, where and when the incident happened; Furthermore, the identity of
the informant will be strictly confidential;
Section 6. Penalties/Sanction: The penalty will be monetary in nature in the amount of Two
hundred pesos (Php 200.00) or Community Service (3 consecutive Kalinisan Activity);
Section 7. All expenses from the collected fines will be presented by the Barangay Treasurer
every second regular meeting of the month for transparency of collection and expenses.

Section 9. EFFECTIVITY: The Barangay Ordinance shall take effect upon its approval by the
concerned authorities.

WHEREAS, the Barangay 9 Sta. Angela Laoag City is committed to the protection
preservation and conservation of ecosystem;
WHEREAS, Barangay Ordinance No. 21-05 Series of 2021 was enacted on March 20,
2021 and thereafter confirmed by the Barangay Council on April 5, 2024 it has been there (3)
years already from the time of its approval and still there were no amendments made by the
Barangay Council on the same;
WHEREAS, the practice of waste segregation to facilitate reuse and recycling does not
only reduce the cost of collection and disposal of garbage but conserves the natural resources;
Seciton 1. Title: The ordinance shall be known as the “REINFORCING THE ECOLOGICAL
SOLID WASTE MANAGEMENT OF BARANGAY 9 STA. ANGELA, LAOAG CITY”
Section 2. that the Barangay Council shall implement/monitor every household in the proper
segregation of solid waste for preventing the perennial mess of garbage’s on the road;
Section 3. that utilization of transparent garbage bag shall be utilized, further non utilization of
such shall not be collected;
Section 4. that all garbage’s shall be placed in front of residences in time for the collecting
period of the City Government on Mondays and Thursdays of every week;
Section 5. to promote and protect the health, safety, peace and convenience of the general
welfare of the inhabitants of the Barangay;
Section 6. to guide, control and regulate the generation of solid waste within the Barangay and
promote an orderly and sanitary system for the same;

Section 7. the residents from neighboring barangay caught dumping garbage’s within the
vicinity of Barangay 9 shall be reported and penalized);
Section 8. Penalties/Sanction that inhabitants who will violate the said ordinance shall be
penalized with a fine of Eight hundred pesos (Php 800.00), further failure to settle the penalty
shall not be issued any legal documents coming from the Office of the Sangguniang Barangay
for 6 months;
Section 10. EFFECTIVITY: The Barangay Ordinance shall take effect upon its approval by the
concerned authorities.

WHEREAS, that one representative of every house and establishments shall attend the
general assembly meeting;
WHEREAS, Barangay Ordinance No. 21-10 Series of 2021 was enacted on June 5, 2021
and thereafter confirmed by the Barangay Council on April 5, 2024 it has been there (3) years
already from the time of its approval and still there were no amendments made by the Barangay
Council on the same;
WHEREAS, the purpose of which is to inform the constituents of the program, projectsd
and plans of the Barangay Council;
Seciton 1. Title: The ordinance shall be known as the “RECOMMENDING ONE (1)
REPRESENTATIVE PER HOUSE AND ESTABLISHMENTS TO ATTEND THE
SCHEDULED GENERAL ASSEMBLY MEETING EVERY 1ST AND 4TH QUARTER OF
THE YEAR”
Section 2. that the representative shall attend General Assembly meeting every March and
October for every year;
Section 3. that the purpose of which is to improve the attendance during general assembly
meeting for the constituents to be made aware of the program, projects and plans of the barangay
council;
Section 5. that non-attendance to the scheduled general assembly meeting a penalty be imposed
and fine collected will be kept in the coffer of the barangay treasurer for safe keeping and it will
be used for the beautification of the barangay as well as resources needed for program/projects of
the barangay;

Section 6.1 that non participation of one (1) business/establishment representative will be
sanctioned of the following;

WHEREAS, the proposed project would benefit the whole Barangay 9 community;
WHEREAS, there is a deficiency of chairs and tables in Barangay 9 Sta. Angela, Laoag City for
various programs and activities of the Barangay;
WHEREAS, the chairs and tables are highly needed so as to avoid the need to rent of borrow
such items from neighboring barangays/or the residents of the said barangay;
WHEREAS, the construction of Material Recovery Facility would help reduce the volume of
dispose Garbage every day by the constituents;
WHEREAS, it is our duties & responsibilities to respond the call of the environmental
protection through City Ordinances 669 & Republic Act 9003 or the Solid Waste Management
Segregation at source;

WHEREAS, the Barangay Council establishes regulations for boarding houses in the
barangay;
WHEREAS, Barangay Ordinance No. 24-01 Series of 2024 was created last on May 18,
2024;
WHEREAS, the purpose of which is to inform the boarding house owners such as
violations face penalties, while community groups will support enforcement through inspections
and information campaigns;
Seciton 1. Title: The ordinance shall be known as the “AN ACT ESTABLISHING THE
BOARDING HOUSE ORDINANCE OF BARANGAY 9 STA. ANGELA, LAOAG CITY”;
Section 2. the council is committed to insuring that the community members and resident are
secured in their persons and property against criminal elements. It has been observed that one of
the sources of criminality is the teeming turnout of unrecorded boarders/ real estate lessees in the
barangay. One solution that is seen by the council to reduce or eliminate these criminal elements
is to monitor and ascertain the character of individuals or persons who will apply as boarders or
real estate lessees in boarding houses or building spaces;
Section 3. a primary step to achieve this goal is to mandate Real Estate Lessors or Boarding
House owners and any other persons operating a similar business to require lessees or occupants
to secure and submit a clearance from the last barangay where they came from, together with a
completed personal data sheet or PSA with an attached of 2 Government Valid ID’s BEFORE
they accept or maintain them in their business;
Section 4. responsibility of Boarding House Owners/ Lessors. The Boarding House owners or
Lessors are mandated to assume these responsibilities:
a.) To secure permits for their businesses;
b.) To require their boarders or lessees to present barangay clearances from the
last place where they came from, and attached completed personal data sheets/
bio-data with recent identification pictures. Provided that, old boarders or
those who have been boarders or lessees of space, a building or part of the
building which is located at Barangay 9 Sta. Angela for six months shall
secure their barangay clearances herein;

c.) To submit original duplicates of their boarders’ or lessors’ clearances with said
attached personal data sheets/bio-data and identification pictures to the barangay for its
records;
e.) To assertively remind and make certain boarders/lessees obey other local
ordinances or existing laws of the barangay and even the municipality
Section 5. barangay record. The barangay shall have a record containing the compilation of
theclearances and personal data sheets/bio data with picture of boarders/lessees submitted by
theirlessors or boarding house owners;
Section 7. EFFECTIVITY: The Barangay Ordinance shall take effect upon its approval by the

WHEREAS, the Barangay Officials concurred that the equal share from the City Fund will be
utilize for the construction of (3) Tanod Outpost and beautification of the Barangay Hall;
WHEREAS, the Barangay Hall should be repaired for the convenience of day care learners,
Barangay officials, Tanod, BHW, and BNS, particularly when they are on duty;

WHEREAS, it is imperative for the Local Government Unit to draw the road map aimed to
improve the quality of life of its inhabitants, pursuant to the Local Government Code of 1991;
WHEREAS, ccomponent of this program is the construction of roads canals which if
implemented will necessary facilitate the transport of needs of the community in the barangay;
WHEREAS, most of these plans remain unimplemented due to inadequate resources of the
Barangay Government, hence the barangay is constrained to seek the assistance of National
Government agencies tasked for the implementation the said project;

WHEREAS, President Rodrigo Roa Duterte during his 4th State of the Nation Address
directs and mandates all Provincial Governors, City and Municipal Mayors, and Punong
Barangays to exercise their powers essential to reclaim all public roads which are being used for
private ends and in the process, rid them of illegal structures and constructions;
WHEREAS, the Department of the Interior and Local Government (DILG) has issued
Memorandum Circular No. 2019-121 dated July 29, 2019 directing all Local Chief Executives to
implement the Presidential directive, develop strategies to address displacement issues and to
revoke permits that give authority to private entities to occupy public roads, alleys and other
thoroughfares;
WHEREAS, the DILG Memorandum Circular No. 2020-027 directs all Local Chief
Executives to continue the implementation of the Presidential directive to clear roads of illegal
obstructions (Road Clearing 2.0) and ensure that their efforts to maintain the cleared roads are
sustained;
WHEREAS, Executive Order No. MMK-004 series of 2020 issued by Hon. Michael
Marcos Keon, City Mayor, City of Laoag directing all the Punong Barangays and Sangguniang
Barangay Members to perform their roles relative to the Presidential Directive to clear roads of
illegal structures/constructions/obstructions with their jurisdiction;
Section 1. Composition. The Barangay Road Clearing Task Force is hereby organized to
be constituted as follows:
Section 2. Fuctions. The Barangay Road Clearing Task Force shall exercise the following
functions:
a. Revisit approved ordinances and make them consistent with existing City Ordinances,
and their related laws and policies pertaining to road clearing operations;
b. Collaborative with the City Mayor for harmonization of the efforts in the clearing of
roads of illegal structures and obstructions;
e. Ensure to maintain and sustain the cleanliness of all cleared roads within their respective
jurisdiction.
SO ORDERED.
