INTER-BARGY. VOLLEYBALL TOURNAMENT


June 22-30, 2024

Rules and Regulations


1. Participants in the tournament must be REGISTERED resident of municipality of Kibawe.
2. No Cut off year for the following age categories: MEN and Women
3. To be eligible to play/participate, player/team must submit the following documents:
A. Team Gallery B. TEAM Composition C. Original PSA/NSO
D. Voter’s Certificate/ID (parents/player)
F. Certificate of Residency (special case) G. Parental Consent under Age.
4. Players must represent only one BARANGAY in the entire.
5. Teams will be allowed to have a maximum of 13 players (inclusive of libero ), a Coach and an
Assistant Coach.
6. Only those above-mentioned will be allowed to sit on their Team Bench during games.
7. Any MISREPRESENTATION on the Team’s Line-up is subject to DISQUALIFICATION from the
tournament. Any MATTER(s) regarding ELIGIBILITY will ONLY be entertained during the
Preliminary Round.
8. NO UNIFORM – NO PLAY. Players must play in their OFFICIAL PLAYING UNFORM (at least UPPER
Uniform) and must have a number visible on the front and on the back. IMPROVISATION is not
allowed. Failure to follow this rule means, NO PLAY.
9.1 Players must use same/permanent jersey number all throughout the tournament
9. SCREENED and SIGNED GALLERY will be submitted the officiating officials assigned to every
category. Non-submission means NO PLAY.
10. NO COACH, NO PLAY, and we will allow playing coach in ALL CATERGORY.
11.1 Coach must wear appropriate attire for coaching. Dress code: Any casual style except
tattered Jeans/tattered shorts, sleeveless. Footwear: Sports shoes/sneakers. Strictly no slipper
or sandal.
11. PLAYERS WHO ARE NOT AROUND DURING THE PRELIMINARY ROUND CAN NO LONGER PLAY IN
THE QUARTER, SEMIS, AND FINAL ROUNDS.
12. TEAM RANKING
Team Rankings will be based on the OPTION BELOW:

FIRST OPTION : Number of WINS (win-loss record)

RULE FOR BREAKING TIE(S).


Double tie - Winner over the other.
In case of a triple tie(s) or more in the Teams’ Ranking after the Preliminary
Round, OPTIONS below shall be applied to break the existing tie(s)

Option 1: TOTAL AWARDED POINT(S)

OPTION 2: Total number of points accumulated by the team in all


matches are divided by the total number of points accumulated by
the opposing teams in all matches.

13. TOURNAMENT FORMAT -


-MEN- 4 POOLS- SEEDED -SINGLE ROUND ROBIN
-WOMEN- 4 POOLS, SEEDED, SINGLE ROUND ROBIN

15. Rule of succession shall be implemented; teams are advised to be at the playing venue
16. SCORING SYSTEM
Preliminaries and quarter final rounds - STRAIGHT 21-point system and 15 point in
a deciding set (NO 2 POINT ADVANTAGE)
In the Semi-final round, 25-point rule will be followed and 15 point in a deciding set with two-
point advantage in every set.
In the FINAL Match, team will play in a best of 3 series adapting the 25- point rule with two-point
advantage in all sets or depending on the agreement of the both coaches and
the officiating officials.
17. Time-out
– A team is given only 1 time out every set in the preliminaries and in the quarter final rounds.
-During the semis and final rounds, there will be two (2) time-out for every team in every set.
18. A team must be composed of at least six (6) regular players and must be in complete uniform at the start
of the match. Failure to do so will automatically mean losing their match by default.
19. Team is given 10 minutes to report after the match ending time of the previous match. A team that defaults
TWICE will be disqualified and blacklisted from further participation in the League.
DEFAULT PENALTY: in case of failure to meet their scheduled game-time, teams will be penalized and
sanctioned of the ff:
a. Losing the match and b. Pay a default fee of one thousand pesos (P2,000)
20. Protest may be filed 30 minutes after the end of the first match and team wishes to lodge a protest will pay
two Thousand Pesos (P2,000) to the association.
A. Protest fee will be returned when the protest is valid.
21. The Organizer of the tournament reserves the right to disallow a team to play their scheduled match in
case of incomplete requirements.
22. Statistical Record for Individual Awards will start in the Semi-Final up to Finals rounds.
23. No coach, player, and officiating officials under the influence of alcohol are allowed to play/participate during
the conduct of the tournament.
23.1 Team will be disqualified if found guilty under the influence of alcohol under the ff: circumstances:
A. Drinking alcoholic beverages before, during, and after the match
B. Inside the billeting quarter
C. Instigating disturbance before, during, and after a match
D. Fighting with team mates/other players on and off the court
24. Any misconduct/misbehavior committed by the players, coaches, officiating officials, managers, and even
parents that can cause harm and damage the reputation, moral, and properties, of the coaches, players,
officiating officials, Barangay Officials, SK officials, venues, and the association in general must be
disqualified from the tournament and shall be banned for the next season.
25. The Organizer of the Tournament reserves the right to reschedule matches if deemed necessary.
26. Matters not included in this rules and regulations will be decided upon by a Technical Committee headed
by the Technical committee and in accordance with the updated FIVB Volleyball Rules.

27. NON- ATTENDANCE IN THE SOLIDARITY MEETING automatically waives the right of the teams to file protest
and appeal.
