1. PURPOSE
The purpose of this document is to outline the engineering execution methodology for
EPC for The Refinery Development Master Plan (RDMP) RU VI Balongan Phase-1: CDU
LIGHT DISTILLATE SECTION UPGRADING PROJECT to be followed by Owner and
CONTRACTOR. This document will form the basis of the engineering execution of the EPC
Phase.
2. SCOPE
CONTRACTOR is responsible for the Detail Engineering of the facilities based onthe Project
criteria and specifications set out in the Contract. CONTRACTOR will comply with all the job
requirements except that CONTRACTOR (or selected Vendor) specifically raises deviations
with acceptable technical reasons and subject to OWNER's approval

4. ENGINEERING OBJECTIVE
The PROJECT EPC Taskforce Engineering Groups will be headed by Engineering Manager,
and includes Lead Engineers assigned from the Discipline Departments. The Lead Engineers
will be responsible for liaison with OWNER on all design matters and for the detailed design
being carried out in CONTRACTOR PROJECT EPC Taskforce offices.
Engineering will be executed using PROJECT specific strategies for a well-planned concurrent
and logical engineering activity sequence that prioritizes timely production of documents for
long lead and critical items; and incorporate safety, operability, maintainability and
constructability from the inception of engineering activities and throughout the engineering
cycle.
Proper and proven engineering processes and procedures will be used to optimize the quality
of deliverables by, for example, focusing on manpower levels and qualifications, schedule dates
and plans, key activities in the basic and detail design phases, and interfaces among functional
disciplines and selected vendors and subcontractors.

A Master Specification and Standard List will be maintained by the Engineering Manager. Any
changes or additions to specifications and standards issued after establishment of the Contract
will only occur upon approval from OWNER. Engineering works will be executed under
coordination and supervision of Engineering Manager.
Design review and 3D model review will be part of design assurance plan.

Engineering Strategy
The objectives and key success factor of engineering activities will be achieved through the
following strategies:
Close cooperation and communication with Owner throughout the whole stages of the
engineering;
Assign to the dedicated strong engineering team with the key personnel have already
participated in the preparation of FEED and maintain the team through the various stages
of the EPC PROJECT
No basic design data and PROJECT specification changes from FEED to EPC stages
Implement a well-planned concurrent and logical engineering activity sequence that
prioritize timely production of document for long lead and critical items; and incorporate
safety, operability, maintainability and constructability from the inception of engineering
activities and throughout the engineering cycle;
Ensure smooth and comprehensive interfacing among engineering disciplines,
engineering group with procurement, engineering group with construction and
commissioning groups, and with vendors/suppliers to ensure that the engineering
deliverables are consistent across the discipline, groups and parties to ensure technical
integrity of the deliverables. Engineering interface management and Design review
meetings which are the key for formal interfacing to maintain technical integrity of the
deliverables.
Incorporate CONTRACTOR lesson learned gained by CONTRACTOR and others in
performing similar PROJECTs in the past by conducting engineering workshop in the
early stage of engineering

6. ENGINEERING MANAGEMENT
6.1 Mobilization
CONTRACTOR will mobilize Engineering team at Contract Effective Date and maximize the
manpower who works on the FEED to be assigned in EPC.
6.2 Organization
The Engineering Group is organized through Engineering Manager for the design
deliverables to their respective systems. The Engineering Manager will manage and
responsible for all engineering works.
The Engineering Manager will also be responsible for the effective design effort and
coordination of the multidiscipline within engineering group and interface with procurement,
construction, QA/QC, HSE, and Operability Assurance groups. In addition, the Engineering
Manager will ensure that all designs comply with the requirement of the work that efficiently,
safely, and effectively executes as PROJECT scope of work. The Engineering Manager will
report to PROJECT Manager.
The Discipline Lead Engineer leads the engineering within discipline and responsible for all
engineering activities, deliverable schedule, man-hour consumed and technical direction
within the discipline. The Discipline Lead Engineer will develop good teamwork with the
subordinates and any other discipline engineering during designing the Facilities,

coordinating and supervising all technical/Safety matters related to the design work, and to
ensure the quality and correctness of all deliverable documents. In order to ensure the quality
of all deliverable documents, the Discipline Lead Engineer is supported by the Principal
Engineer. The Discipline Lead Engineer reports to the Engineering Manager on technical
integrity, quality and design consistency.
Department. The Principle Engineer will be responsible for all engineering in the discipline
and ensure the quality and that PROJECT requirements are incorporated into the design.
The Principle Engineer will ensure that all planned QA audits are carried out and that any
corrective actions raised by the audits are followed-up and closed out. QA audit plan during

During detail engineering stage, Discipline Lead Engineers will provide engineering support
to the procurement including the preparation of technical part of requisitions, development
of technical bid analysis, and vendor print check. In order to support procurement team,
discipline engineer will be appointed as package engineer to be focal point for technical
matter coordination with vendor.
Engineering group will also support construction group to provide shutdown and tie-in
procedure especially for instrument and electrical tie-in.
Relevant discipline engineers will then be mobilized as well to the sites to join the Field
Engineering Group when they have finished their task in the home office. The output of field
engineering will be reported back to Engineering Manager to be incorporated in the final
detail engineering report. Relevant discipline engineer will also be mobilized to site to support
shutdown activities.
The Engineering Group is supported by the PROJECT Control Group to supply all the
applicable planning, scheduling, cost reporting, cost estimating and analysis for each
Discipline Lead Engineer to plan, monitor and control the work. The PROJECT Control
Group will also provide the technical document control requirements for the Engineering

3) Principal Engineer
1. Responsible for engineering document quality and ensure that all engineering and
design will comply with standard, codes as stated on Company Technical Specification
Documents, scope of work and government regulations.
2. Support the Lead engineer in resolution of discipline and inter-discipline issue
3. Responsible for implementation of value engineering in the design.
4) Discipline Engineer
1. Prepare Specification, Calculation, Data Sheet, Standard Drawing, Requisition, TBE
and other engineering deliverables as output from each discipline based on input data
or work instruction. If the output product is drawing, Discipline Engineer will provide
instruction to Designer/Drafter to prepare drawing and review the product.
2. Check input data from other discipline and provide feed back or clarification if there
are any findings
3. Ensure that engineering deliverables under his responsibility has complied with
standard, codes as stated on Company Technical Specification Documents, Scope of
work and government regulations and ensure consistency between input data and
output product.

6) Drafter
1. Prepare and revise drawing using drafting software (AutoCad or similar) for
engineering deliverable based on design (sketch or draft) provided by Discipline
Engineer/Designer or other.

1. Responsible for 3D system configuration during the PROJECT execution

Engineering Software
Engineering software to be used during PROJECT execution refers to Section 9 in this
document.
Engineering Meeting
Engineering meeting will be held during engineering stage;
Engineering Weekly meeting with OWNER
The Engineering Manager will be the chairman and be responsible for the engineering
weekly meeting at which Discipline Lead Engineers will attend. Main subject in the weekly
meeting are the present engineering progress, coming schedule, interfaces among
disciplines and change of engineering.

Engineering Correspondence
The Engineering Manager will do single contact point for engineering correspondence with
Company. Communication with vendors and other third parties will be done by Lead Engineer
and acknowledged by Engineering Manager. Formal communication and correspondence with
Company will be through document issue/approval, Engineering weekly meeting, special
meeting (if required), technical query and site query. Engineering Manager will sign minutes of
Meeting (MOM) for engineering weekly meeting. MOM for special meeting and meeting with
vendors and third parties will be signed by Lead Engineer and acknowledged by Engineering
Manager. Engineering Manager will sign technical query related with technical matter.
Engineering Manager is also responsible to give deposition of Company response on technical
query to related disciplines.
6.6 Schedule
Engineering work schedule during EPC is 10 months including for preparing engineering
deliverables and other support engineering for procurement and construction team such as
clarification with vendor/sub contractor and review vendor documents.
After the issue of the Level-5 Engineering Implementation Schedule at M-1 (30 days after
effective date), the Schedule controller directed by Engineering Manager will issue the detailed
engineering schedule after confirmation with Lead Discipline Engineers. This schedule will

specify the times of required design inputs and outputs to and from the disciplines and
departments and the required issue dates of vendor information. In particular,
engineering activities will be scheduled so as to accommodate procurement requirements and
to meet the construction schedule.
The Engineering Manager will monitor the progress and, in case of delays, will take the
necessary countermeasures to restore the schedule.
The verification and validation will be done to the long lead items and any items
related to the long lead items. This means that the verification and
validation is not limited to the long lead items only, but also to the input from its predecessor
process, requirement of its subsequent process and requirement of supporting
utilities that directly affect the design and performance of the long lead items. The subsequent
basic and detail engineering activities will also be prioritized to fulfill all required documents and
materials for managing the purchase, transportation, and installation of long lead items.
at the planned date, the TBE documents related to the long lead items and
critical activities shall be approved at FEED stages such as TBE for new pumps, Desalter and
preflash colum. For other Long Lead items TBE shall be approved within 2 months after
effective date, if engineering document related to TBE already approved by OWNER.

Immediately after the purchase order placement, a kick-off meeting with the selected vendor
will be done to finalize all issues, such as, schedules for engineering input,
bought out item, fabrication schedules, tests and inspections and delivery
schedules. The complete vendor design data and drawing will be submitted as early as possible
to provide sufficient time for review, verification and clarification process of
the data. This process will require close communication between CONTRACTOR and vendor
to ensure the compliance with PROJECT requirement and applicable standards. Any related
detail design document and drawing will be further developed and updated to incorporate the
vendor data.
The vendor document and drawing requested by OWNER for approval will
be submitted to OWNER for Approval prior to return to vendor. The delivery of the vendor
documents and equipment and materials will be closely monitored as well
as the schedule of tests and inspections for those items to ensure that the long lead items can
be delivered as per design requirement within the PROJECT schedule.
PROJECT interfaces and coordination related to engineering activities will be covered in the
Engineering Execution Plan to be issued to OWNER.
Coordination between disciplines is the responsibility of Engineering Manager, who will ensure

continuous communication and timely exchange of data. This coordination will, in particular,
cover the following:
Interdisciplinary exchange of information. Officially this is done by using Engineering
Distribution Order issued by originator to related disciplines (it is like internal transmittal).
Unofficially interdisciplinary exchange of information can be done by conducting meeting and
record the information in MoM.
Cross-checking with concerned disciplines such areas of possible interference as tie-ins and
encroachments
Implementation and follow-up of corrective actions involving more than one discipline
Expediting of the issuance and flow of information and the review and approval of documents
Regular coordination meetings will be held under the authority of the Engineering Manager to
verify that required information is being exchanged between the engineering
groups, to ensure that the various detailed designs being developed in parallel
by the different disciplines are consistent and complement each other, and to resolve any
conflicts.
These meetings will be chaired by the Engineering Manager and attended by Lead Discipline
Engineers and by the key persons from engineering, procurement and construction sections as
required.
Vendors
Requisitions
The Lead Discipline Engineers will prepare the requisitions for equipment and materials will
ensure they incorporate the requirements of the other disciplines involved
and define quality control procedures, positive material identification and
traceability, welding procedures, heat treatment, non-destructive examination, non-
conformance procedures, hydrostatic testing, loop checks and equipment alignment if
applicable. Shipping instructions and temporary shipping bracing will also be included in a part
of the requisitions as applicable documents.

The Lead Discipline Engineers will be responsible for reviewing the vendor documents,
distributing the documents to related disciplines for comments, incorporating the comments
from related disciplines, and issuing the final comments.
After receipt of the vendor documents, they will be recorded and distributed to the Lead
Discipline Engineers based on PROJECT Procedures, issued by the Engineering Manager,
which specify the Lead Discipline Engineers in charge of the various purchase orders. Along
with tis time CONTRACTOR shall issue vendor document for OWNER reviewing and approval
such as Vendor data sheet, calculation (if any), General Arrangement Drawing, performance
curve, interconnection or tie-in list, and other documents required to be reviewed by OWNER.
After the review has been completed, the commented drawings will be returned to vendor.
Communication with vendor will be directly handled by the Lead Discipline Engineers.
Expediting of vendor documents will be done by the Lead Discipline Engineers through the
Expediter. Expediter also will prepare report to OWNER for equipment manufacturing progress
from vendor.

b) Calculations
Methods applied are in accordance with the relevant codes and standards or consistent
with normal practice
Data used are as specified in the applicable specifications

Quality Control
Coordination with vendors related with quality control of manufacture/fabrication material will
be the responsibility of the Home Office QC personnel. QC personnel shall also develop and
initiate quality standard for test & inspection.
Construction
The Home Office Construction Manager will be responsible for providing the
constructability input to the Engineering and coordinating the participation of the Construction
Engineers in the various design reviews, especially the plot plan and piping
layout reviews, to ensure that there will be adequate access for construction, safety, operability
and shorter schedule.
The Home Office Construction Manager will be responsible for drafting the Construction
Required Dates (CRD) for the issue of drawings for construction. The CRD list will be issued

to the Engineering Manager for review and, after approval, will be issued to the Schedule
Controller for incorporation into the PROJECT planning and scheduling.
The Home Office Construction Manager will also be responsible for coordinating the following
with the Engineering Group:
Manpower mobilization plans and schedules for Vendor Specialist and Field Engineer
Review by the Construction Engineers of the various detailed design drawings to ensure
an adequate level of detail and clarity for construction
Construction Procedures to ensure an adequate level of detail and clarity for
construction, testing and inspection
Construction allowances for bulk material to be quantified

After getting feedback from inter-disciplines, the documents then revised and issued to OWNER
after getting approval from Discipline Principal/Senior Engineer and Engineering Manager.
The design review will mostly focus on the development of Piping and Instrumentation
Diagram (P&ID), Plot Plan, and basic control philosophy, since those documents will be the
basis for the largest part of other engineering documents. Soon after issuance of those
documents to OWNER, CONTRACTOR will conduct HAZOP and SIL Classification study

The 3D model interface will be coordinated through the Lead 3D. Internal meetings will be held
with the Discipline Lead Engineers to identify technical or 3D model issues requiring specific
configurations or system configuration changes. Regular meetings will be held to identify and
monitor coordination issues. A listing of key items will be recorded and reported at engineering
coordination meetings. In addition, there will be regular meeting between each discipline of
CONTRACTOR and OWNER, but for approval basis will be based on integrated review meeting
when the modeling progress achieves 30%, 60% and 90%. This meeting will provide all parties
to address safety, operability, accessibility, and maintainability issues on the design.
Document Controller performs two functions, document registration and document transmittal.
The Document Controller maintains all document references, revision histories, and document
cross references. All other disciplines utilize this central repository to perform any portion of
their work associated with documents. For submission, review and approval document to
Owner will use PIPMS (Pertamina Integrated Project Management System), while for
distrubtion to internal consortium will use Edocs.
Document Registers
The system organizes document groups relative to Engineering Documents, Procurement
Documents, Traffic Documents, Supplier Documents, and General correspondence.

Within each of these groups documents can be organized by document types and sub-types.
All documents are associated with the appropriate Reference coding.
All documents can be controlled through multiple filing references at multiple locations as well
as life-cycle coding to provide for archiving and turnover procedures. Individual document
media and size information can also be maintained.
Supplier Documents
Supplier Data requirements, both technical and commercial, are included as part of the Inquiry
Specification/Request for Quotation to the individual CONTRACTORs and verified in the
Procurement Specification/Award to the successful supplier.
Supplier Documents can be tracked to the individual equipment items, including sub-supplied
components as required. Status and expediting is maintained until all requirements have been
filled.
Transmittals
Standard Transmittal Matrices are established along with the defined distribution lists, with each
recipient's requirements defined including quantity, media and size of documents as well as any

The engineering objective can only be achieved if an effective control of the engineering and
design activities based on a proven quality assurance program is consistently applied. The
engineering quality assurance program will meet the intent of ISO 9001 and is based on using
proven the CONTRACTOR procedures.
CONTRACTOR ensures that any work carried out or documents produced through of the
internal review and approval stages in order to obtain high quality work. Join review meetings

Engineers are directly responsible to their respective Discipline Lead Engineers for the following
aspects of their work:
a. Compliance with quality requirements (ISO:9001 and PROJECT specification)
b. Compliance with CONTRACTOR engineering procedures/work instructions
c. Compliance with defined codes and standards
d. Compliance with government regulations
e. Commonality and consistency in production of deliverables
The design work begins with confirming or establishing design inputs and output such as feed
condition and composition, product condition and composition, environmental conditions,
design specification and criteria, etc. Design input data provided by the OWNER will be
reviewed by the relevant disciplines and clarified if there is any discrepancy and unclear data.
The resulting design output can be in the form of drawings, specification documents,
requisitions or other appropriate documentation. The contents of the design output will be
reviewed and approved by the Senior Engineer/Lead Engineer, QC Principal of each discipline
and Engineering Manager to ensure that the design output

CONTRACTOR will utilize the laser scanning of the existing facilities provided by
OWNER, verify with the actual and to notify the OWNER if any mistake occurs to
take corrective action.
CONTRACTOR will also ensure that the design already consider the existing facility
in the site plan, by performing verification design in the site in the early stage. This
will also to minimize any design error in the construction stage that will impact to
the PROJECT delay.
Following activities will be held in regard to the health, safety and environmental program:
a. Health, safety and environmental plan and procedures for the PROJECT.
b. Conduct an internal safety review and will be held to familiarize the PROJECT team
with the associated safety issues and identify the safety-related issues to be
addressed during the engineering phase of the PROJECT.
c. Establish and maintain a risk register and mitigation plan for the potential safety issues.
d.
e. Comply with all local environmental laws and will highlight any deviations, in writing,
to OWNER, along with recommendation for their closure.
f. Develop a PROJECT-specific HSE Policy which will align with OWNER's Policy on
Safety, Health and Environment.
g. Widely distribute the HSE policies on office notice boards at Site during the
construction phase.
h. Adopt a series of Safety Beliefs which will be communicated to all parties including
CONTRACTOR staff, Subcontractors, Vendors, etc. who participate in the PROJECT.

respective area of responsibility. It embraces HSE as a work business value and considers the
protection of people and the environment.
CONTRACTOR will also demonstrate leadership visibly to support of the policy by leading the
following activities as a minimum:
Organizing and leading the CONTRACTOR's HSE program
Establishing clear HSE objectives and expectations for the Works
Conducting and participating in HSE orientations
Actively engaging in HSE programs
Establishing the requirements to begin meetings with an HSE moment
Requiring mandatory compliance with the HSE Execution Plan
CONTRACTOR will implement systematic risk management process to conduct formal and
comprehensive analyses at various stages of the Contract Execution to identify risks and
mitigations measures.
Risk management resources will be used to ensure risks are appropriately managed, reduced
or eliminated. Risk management decisions will be documented and periodically reviewed.
An HSE Risk Register will be established and maintained to manage any risks through
participation or execution of the following activities:
Engineering & design reviews (P&ID review, plot plan review, constructability review,
model review, hazardous area classification review, fire water requirement, etc)
Fire Hazard Analysis
Quantitative Risk Analysis (QRA)
Construction Site Safety Plan (CSSP)
Hazard and Operability (HAZOP)

Simultaneous Operations (SIMOPS) studies
Critical transitional phases of the Contract (e.g., mobilization, construction,

Risk scenarios may be reassessed at any stage of the Contract. New information may mean
that consequences and likelihood are no longer as originally assessed, or actions have been
taken to reduce the risk. In such cases, consequence and likelihood factors are adjusted
accordingly and progress notes are documented by the person making the adjustment on the
risk assessment. All HSE risks for every task will be maintained As Low As Reasonably
Practical (ALARP).
