EMERGENCY PREPAREDNESS PROCEDURE PLAN

Project: M/s. CapitaLand Discoverer lobby ground floor Bangalore - 560066 OBJECTIVE:

To provide a standard procedure to control emergency situations regarding environment and personal arising out
of the industry’s activity. To develop emergency preparedness and response plan in compliance with all applicable
local regulatory requirement.

SCOPE:

This procedure describes how we prevent, mitigate, handle and respond to emergency arising due top major fire, spillage
or natural calamities etc.

POSSIBLE EMERGENCY SITUATIONS IN CapitaLand Discoverer ground floor Bangalore - 560066

CONSTRUCTION IS LESS THAN 1 MONTH’S MOCK DRILL WILL NOT BE CONDUCTED BUT EMERGENCY
EVACUATION PLAN WOULD BE DISPLAYED ALL ACROSS THE FLOOR.

Natural and Man-made Emergencies:

Natural – Storm, cyclone, flooding due to heavy rain, earthquake etc.

Man made - Electrical fire, Earth caving in, Scaffolding collapse, structural collapse, Lifting equipment failures, Vehicle
accidents etc.

Based on past experiences, most common emergency situations may arise at project site due to following:
 Fire (Electrical, flammable liquid, carpentry yard)
 Structural Collapse (Earth caving in, lifting equipment failure, inadequate /improper shuttering.)
 Cyclone /Flood /earthquake.
 Health emergency
 Electric shock
 Terrorist attack & threat from local/goons
FIRE PREVENTION MEASURES:

1. Construction area and vendor stores are designated as no smoking zone.


2. All Electrical equipment, sub stations and office buildings shall be protected with earthen and bonding to
dissipate static charge (if generated) to earth.

Entry shall be restricted for unauthorized persons at all CapitaLand discoverer building
ground floor. Site premises.

3. Protection devices like ELCB/RCCB are installed to avoid overloading and cable melting.
SAFETY MEASURES:

1. Personal protective equipment e.g., Helmets: hand gloves, Face Shields, Safety Shoes, Life Jacket & etc. are
made available for employees for use during various operations in hazardous areas.
2. Suitable fire extinguishers are provided near electrical equipment & flammable substances are
provided.
3. Spillages are promptly cleaned and high standard of housekeeping shall be maintained in fire hazards
areas.
4. Safety audits of areas are conducted by Site OHSE Officer Periodically.
5. Work Permit system shall be followed for hot work at site.
EMERGENCY ASSEMBLY POINT

There is 1 Emergency assembly point in the project site, it is near the Emergency Staircase in the South West corner
of the floor.

PROCEDURES

Sequence of operation in case of emergency


First Observer
1. Not to create panic
2. Shall Switch on the fire Alarm
3. If fire is in incipient stage
4. Use the nearest suitable fire extinguisher.
5. If the fire is uncontrollable –
EVACUATE THROUGH THE
NEAREST EXIT.
6. Inform Incident Controller.

ACTIONS TO BE TAKEN IN CASE OF FIRE

Raise the alarm by shouting FIRE! FIRE! FIRE! (Raise the alarm bell or siren if available).

 Get help from nearby worker/s to assist and also to inform site supervisors.
 Inform site office/emergency crew statics the exact location of the fire.
 If situation allows, fight the fire with fire extinguishers and remove flammable and combustible materials away
from the fire.
 If necessary, ensure that all personnel are evacuated from site. In case of missing persons, do not enter the fire to
search but inform the Emergency Team Leader who intern will advise the Fire Service upon their arrival.
 Emergency Team Leader (site controller) shall inform the team and EHS Manager as soon as possible.
 Means of fire escape:
 All construction and office person shall go to the nominated safe assemble areas of the site when hearing
the emergency alarm siren.
 The access/egress of a fire escape shall be kept clear all times.
ACTIONS TO BE TAKEN IN CASE OF NATURAL CALAMITIES (Flood/High
Wind/Heavy rain)

 Site controller and safety person will analyze the situation along with ERT leader and decide on
evacuation of the employees
 Employees will be evacuated quickly from work place, office etc.
 First aid team will administer the first aid as necessary
 Do not try to move seriously injured people unless they are in immediate danger of further injuries
ACTIONS TO BE TAKEN IN CASE OF ELECTRICAL SHOCK

 Rescue the person from the shock (do not touch the person while contact with electricity, so first cut down the
supply and beat him with non - conducting material)
 Apply CPR and send him to nearest hospital
 Inform cleanup team to remove the flammable and other important items from site.
 To update the client on the condition from the hospital/vendor.
ACTION TO BE TAKEN IN CASE OF TERRORIST ATTACK & THREAT FROM LOCALS/
GOONS

 Security will give alarm to the site controller/all the site team/labor’s etc.
 Inform to the nearest police station.
 Evacuation procedure will be followed.
 Labors are signaled to leave the site through another gate.

ACTION TO BE IN CASE OF COLLAPSE OF STRUCTURE

 Disconnect the power supply.


 Cordon off the area.
 Search for trapped or injured people.
 Stabilize the incident and provide life safety.
 Conserve property

Responsibility in case of emergency

Incident Controller:

 Takes over the control of operation


 Quickly assess the situation
 Engage the trained personnel to extinguish fire or minimize the emergency.
 Instruct personnel to operate the fire extinguisher
 Contact the site controller and apprise about the situation
 Instruct to barricade the incident spot.
 If required call for Ambulance
Further if the fire situation demands

 Request to bring other site operation to a safer level.


 Apprise the site controller for additional help, declaration of emergency, request for internal/
external for service.
 Instruct to shift any injured person to a safer location.
 Instruct the first aider to attend the injury.
 Request site controller for any additional requirement to mitigate the situation such as men,
materials, transport or medical help.
 In case site controller informs regarding any missing personnel, instruct rescue person to check for the
missing person at the spot or elsewhere in the site premises.
 Once the situation is under control communicate to site controller

IN CASE OF NATURAL CALAMITIES SUCH AS EARTHQUAKE RESPONSIBILITY OF INCIDENT


CONTROLLER

 Instruct all the personnel to evacuate and assemble at a safe location.


 Keep informed internal/ external authorities and act as per their instructions.
 Instruct first aiders and supporting staff to transport the injured person if required.
RESPONSIBILITY OF SITE CONTROLLER:

 Rush to Emergency Control Center (ECC) upon hearing the information/alarm to establish contact with the
incident controller
 Information from the incident controller depending on the severity of the situation, he shall declare an
emergency.
 Establish communication with telephone operator to instruct to communicate to authorized
personnel regarding declaration of emergency.
 Continuously review the situation of the site of incident.
 Take charge of all emergency coordinators who have reported at ECC.
 If required instruct for additional help through emergency coordinators.
 On head count completion, if any missing personnel information is received pass on the message to the
INCIDENT CONTROLLER for rescue operation.
 Call for Fire brigade / other relevant department, additional emergency supplies for any other
mitigation services and materials on the request of INCIDENTCONTROLLER.
 Once the situation is under control and on INCIDENT CONTROLLER confirmation, to instruct for
all clear siren
 To get the feedback of all emergencies connected personnel and review.
 Only after ensuring the situation is under total control to return to these normal activities.

Safety officer:

Safety officer or in his absence other safety staff will act as Safety officer. He will on be hearing the alarm proceed to
control center and maintain communication with the incident controller. He will:
1. From the information received, advise the site controller of the situation, recommending (if
necessary) evacuation of staff towards assembly points.
2. Maintain a log of the incident.
3. Provide advice site controller & Incident controller from the information received.
ROLE OF EMERGENCY CO ORDINATORS & SECURITY DURING EMERGENCY

 To call ambulance driver and get ready to take ambulance for the instructed spot.
 Take control of the gate for emergency vehicle movement.
 Request visitors, transporters etc. Instruct them move out of the site premises.
 Not to allow the outside crowd inside the site premises.
 Be ready with the list of visitors, list of contract workmen inside the site
 To prepare themselves for the site controller instruction
 To guide fire brigade personnel by deputing 1 guard outside and also inside the site
 To receive further instruction from SITE CONTROLLER and act accordingly. ROLE OF
HEADCOUNTING PERSONEL

 Upon receiving the information regarding incident move to ECC with below information
 Ensure other departments also ready with the attendance for the day.
 Carry the details of the employees working in the site.
 On declaration of emergency rush and report to SITE CONTROLLER
 Hand over the details to the SITE CONTROLLER
 On instructions of the SITE CONTROLLER, proceed to the nearest assembly point and complete the headcount.
Any individual is found missing as per assembly point headcount and information received, inform is particular to
the SITE CONTROLLER. Further act accordingly as per instruction.
 On instruction of site controller, arrange for additional facility as required such as transportation, medical aid or
emergency supplies.

ROLE OF FIRE FIGHTING TEAM

 Upon hearing the alarm sound or message of any fire incident


 Rush to the hydrant post
 Ensure the system is healthy such as adequate electricity, panel position
 Inform the readiness of the hydrant system and start fighting fire on the instruction of
INCIDENT CONTROLLER
 Until the receipt of the instruction, to stop the pump, allow it to run with required pressure. In case of any
deficiency keep the INCIDENT CONTROLLER informed.
 Do not take any decision. Consult INCIDENT CONTROLLER for any specific observation. Even after “ALL
CLEAR” call, to remain near hydrant post for a while and resume normal activities.

FUNCTIONS OF RESCUE TEAM (First aiders) DURING EMERGENCY

 Up on hearing the alarm or receiving the information regarding the incident they shall report to ECC
 If any first aider is available at site of incident, on instruction of INCIDENT CONTROLLER to administer
first aid and keep informed his presence to ECC
 All other First aiders available in site shall assemble in ECC
 Open the first Aid box & prepare to receive any injured
 On receiving of victim, a quick assessment shall be done to establish the severity
 To follow the necessary first aid procedures
 Collect any required specific MSDS
 If required decide to move the patient to hospital
 Accompany the injured until the medical aid is reached
 Perform all necessary first aid measures on moving ambulance itself if needed
 If any communication is available keep on informing ECC
 Give feedback to SITE CONTROLLER
 Even after the ALL-CLEAR call the first aider should stay for a while in ECC then proceed to their
normal activities

ROLE & FUNCTION OF CLEANING TEAM

 Ensure that all the contaminants arising out of putting out fire do not reach open drain
 Collect water contaminated with oil & dispose as per procedures
 Segregate waste and & dispose it to scrap yard
ROLES OF OTHERS DURING EMERGENCY

 Once they understand or receive any information of an emergency not to panic


 Do not venture in to helping the emergency unless called for
 If inside the Site report to in charge
 If not in the site, to keep informed that you are safe
 Bring activity to as afar level
 Wait for further instructions
 Cooperate for evacuation and assemble in ASSEMBLY Point
 Do not spread rumors, not make use of mobiles for internal and external communication. This action may
jam emergency communication
 Once ALL CLEAR communication is received resume normalcy by following start up procedures

OTHER EMERGENCY PROCEEDURES APPLICABLE DURING


THE DECLARATION OF EMERGENCY

 Depending on the magnitude of incident, the INCIDENT CONTROLLER conveys message to site controller to
declare emergency by the following procedures. Once the message is obtained from the INCIDENT
CONTROLLER the SITE CONTROLLER will communicate all authorized personnel to follow evacuation
procedures.

EVACUATION OF PERSONNEL

 On hearing the message or alarm sound in the site, respective authorized personnel will bring all
activities in their control to a safer level
 All employees of the respective department to report to their HOD
 The department head shall be waiting for any call from the communication team
 In case of declaration of emergency shall be conveyed on telephone
 No to disturb any emergency services or emergency organization personnel
 To stand in the ASSEMBLE POINT all corporate in all their aspects.

ACCOUNTING OF PERSONNEL/HEAD COUNTING

 Up on hearing the emergency evacuation communication, department will proceed to ECC and report to site
controller
 On instruction of site controller, head counts shall be taken of all departments including contractors/transporters,
visitors, and the same shall be compared with the MASTER LIST to identify the missing person
 The name of the missing personnel is conveyed to the SITE CONTROLLER to start rescue operation
 Give feedback to SITE CONTROLLER
 Only after ALL CLEAR CALL and the site controller’s instruction, they shall resume normal Duties
INFORMATION TO RELATIVE OF INJURED

 The relative of injured will be informed by Communication department up on the site controllers’ instruction
 Residential address of the employees and name of the contact person will be made available in the ECC at that
time

INFORMATION TO LOCAL AUTHORITIES

 On instruction of the SITE CONTROLLER, shall inform the directorate of factories and boilers, the pollution
control board, district collector, and superintendent of police.

ALL CLEAR SIGNAL

Once situation is brought under control, the site controller will call off the emergency Communication team up on
instruction from the site controller, the all concerned will communicate these personnel to return to their respective
normal activities.

COMMUNICATION DURING EMERGENCY

 Type of emergency siren (Frequency) –CONTINUOUS


 Type of ALL CLEAR signal (Frequency) – INTERMITTENT

DURING HEALTH EMERGENCY AND FIRE discovered building ground floor EMERGENCY AT C a p i t a L a n d

Steps:

In case of any health emergency-giddiness, unconsciousness Low/high BP, etc.


 Inform Project lead and regional in charge then EHS team.
 In case of minor injury to human give first aid,
 If it is serious concern, person to be rescued and inform security facility operation center (SFOC) will be
informed. SFOC will call LCHC ambulance service to send the person to hospital for treatment.
 Investigate the root cause of the incident
 Flash report to be prepared and send it to clients/regional heads before 6 hours.
 corrective measures for the incident,
 Corrective Action and Preventive Action (CAPA) for the incident to be prepared
 Re-organize the site for commencement of normal work
 Inform cleanup team to remove the flammable and other important items from site.
 To update the client on the condition from the hospital/vendor.
