EXTRAORDINARY ASSEMBLY

PENTECOSTAL METHODIST CHRISTIAN CHURCH

In the city of Santiago, at _______________________, and being the

___________ hours, in the temple of the Pentecostal Christian Methodist Church located
at ______________ number _______________, commune of _____________, Region of
_____________, and in accordance with the call made by the Executive Board through
notices published on the ______ days of ____________, in the ________________
Newspaper, and through a circular letter addressed to the Churches and Organized
Groups, dated ______________, the Extraordinary Convention begins and that in a single
plenary session, the point to be discussed will be “the reform of the statutes” that
currently govern the Christian Methodist Pentecostal Church . Pastor
_________________________ presides over the session in his capacity as President of
the Executive Board.
The members attending this Convention are registered and accredited, registering a total

Next, the Secretary of the Executive Board reads in full the text containing the new
statutes, so that the assembly becomes fully aware and is put to a vote in the terms
indicated in the current statutes.
Being ________ hours, the President takes the address of the Convention and expresses
the reason for this which, as indicated in the summons notices, is to proceed with the
reform of the statutes of the PENTECOSTAL CHRISTIAN METHODIST CHURCH –
hereinafter and interchangeably “the CHURCH ” as agreed at the _____________ Annual
Convention held in the city of ___________ on the ___________ days of ________ of the
year ____________________. The Presiding Pastor addresses the assembly and
expresses: “The Executive Board that I am honored to represent has placed in your hands
a new Statute so that, in accordance with our system of congregational government, we
can decide whether to approve it or not. For this reason I address this assembly with the
Word of God before me, so that when deciding, His Word puts the necessary light and
the Holy Spirit works in our minds and hearts. In the letter we sent to pastors, churches
and groups we reminded the Evangelical people of the reasons taken into account to
undertake this arduous initiative: it is necessary to fill some gaps in the statutes currently
in force, for example: One) Give legal existence to the Board of Ecclesiastics which,
although it really functioned, had not been established or formally constituted. The text
we propose establishes the functions and powers of this council that comprises the group
of ecclesiastics of the Pentecostal Christian Methodist Church. Two) Establish a system of
ecclesial discipline, the Disciplinary Council , with the necessary authority and
competence, to which we must all submit, without exception. Three) Formalize the
agreement of the Seventy-Sixth Convention in the sense of establishing a domestic
administration system that allows, through the operational departments, the incorporation
of lay talents in order to support the Executive Board in that area, so that Board members
can prioritize the spiritual aspects of the ministry; In this way we can also improve and
advance technologically for the administration of material resources and communications.
Four) Leave the fundamental principles that govern and identify us established in the
clearest way possible, so that they can remain over time. This is increasingly necessary as
the gospel becomes increasingly “light” and the church of Christ is dragged by pastors
and leaders increasingly towards humanism, while moving further and further away from
Christianity. We want future generations, if the Lord does not come first, not to forget the
true purpose of the gospel and the church of Christ. Five) Protect the integrity of the
pastoral ministry by establishing norms that make it more expensive, that is, that the
candidates become aware of the seriousness and discipline that it implies and the
enormous responsibility that it entails. Six) Strengthen the identity and unity of our
Church by establishing - although implicitly - the principle that the Church is prior and
superior to us as individuals. We belong to the Church, not the Church to us; because the
Universal Church – and with it the local churches like ours – belongs to Christ, our King
and Savior. He builds it (establishes it), He rules it, He judges it according to His holy
precepts. We must submit to Him.

The new Statute that we submit to scrutiny today is the result of observing our reality as
a church, in terms of the domestic and spiritual aspects. In this work, our system of

congregational government has been put into practice, as rarely before, since all those
who have wanted to contribute with some observation or suggestion have had the
opportunity to participate and collaborate. In fact, on ___________ the project of
statutory reforms was sent to pastors, churches and groups and they were given until
__________________ to respond, so that everyone had the opportunity to read the full
text and could make observations, suggestions, contributions, comments and/or criticism
that they consider relevant. The results of this consultation - between churches and
pastors - were received with humility and gratitude, and many of these observations were
incorporated into the text in this latest version. We also consider it necessary to assure
you that we are not motivated by any personal interest in any of the proposed
stipulations, we are only moved by the duty to ensure the future of our beloved Church
and a sincere fear of the Lord of the Church, who has placed us in these charges to watch
over His Grace.
Finally, we urge churches and groups, boards, delegates and pastors to continue praying
in our hearts until the moment of the vote, with an eye toward the greater good of our
beloved Pentecostal Christian Methodist Church, according to what Ephesians 4:3-6 tells
us: “Eager to keep the unity of the Spirit in the bond of peace. One body, and one Spirit;
as you are also called to the same hope of your calling: One Lord, one faith, one baptism,
One God and Father of all, who is over all things, and through all things, and in you all.” ;
Once the words of the Pastor President have concluded, a period of discussion of the
proposed text begins, giving rise to opinions and suggestions.
Being _______ hours, the Notary Public Mr. ____________________________ enters the
session who, in his capacity as competent minister of faith, and in an annexed document
that forms an integral part of this instrument, proceeds to verify the number of attendees
who amount to ______, certifying their identities and signatures, for the purposes of
certifying the fact of the vote and the quorum required for the reform of the statutes.
Once the new text has been voted on, it is approved unanimously by the members
present, consequently approving the new statutes that will govern the Alliance Evangelical
Church, and which are of the following tenor:

“STATUTES OF THE PENTECOSTAL METHODIST CHRISTIAN CHURCH.”

This text contains the new Statute that will govern the Pentecostal Christian Methodist
Church, approved in an Extraordinary Convention held on ________________________.
This entity will be governed by the provisions of this Statute and, additionally, by law
number nineteen thousand six hundred and thirty-eight that established norms on the
legal constitution of churches and religious organizations and by Decree number three
hundred and three of the Ministry of Justice, published in the Official Gazette dated May
twenty-six of the year two thousand, which contains the Regulations for the registration
of religious entities under public law. The following regulations contain all the
ecclesiastical, paraecclesiastic, administrative and judicial provisions of the Pentecostal
Christian Methodist Church.

FIRST TITLE: NAME, DECLARATION OF FAITH, PURPOSE, DURATION AND
ADDRESS.

FIRST ARTICLE.- These statutes contain all the ecclesiastical, doctrinal, disciplinary, and
administrative norms of the religious entity called PENTECOSTAL METHODIST CHRISTIAN
CHURCH, which are granted to obtain recognition of its legal personality under public law,
in accordance with Law number nineteen thousand. six hundred thirty-eight and its
Regulations. This entity is the successor and successor of the Corporation of the same
name with legal personality number six hundred and ninety-six under private law.

SECOND ARTICLE - DECLARATION OF FAITH: One) We believe in God the Father, Son
and Holy Spirit as one God, Holy and Infinite, living, true, and eternal, of infinite power
and wisdom, full of goodness and mercy, omniscient and omnipresent , creator of all
things visible and invisible; Two) We believe in Jesus Christ, son of God, Word of the
Father, true and eternal God, true Man conceived by the Holy Spirit, to whom according
to the Holy Scriptures all authority, power and dominion over every name has been given
eternally, that all things are under his feet, that he rose from the dead and ascended into
heaven, and on the last day he will judge the world. He is the head of the Church, he is
our Savior, Redeemer and Lord, he is our Advocate and only intercessor between God
and men, from his fullness we all take, which has been divinely revealed in the Holy
Scriptures; Three) We believe in the Holy Spirit, who proceeds from the Father and the
Son, who guides, consoles, teaches, sanctifies, edifies, purifies and seals, and who is the
promise fulfilled for all believers; Four) We believe in the Divine Inspiration of the Holy
Scriptures, The Bible, as the Word of God, the only rule of Faith and conduct and which
contains all the things necessary for Salvation. Which is composed of the Old Testament -
which contains thirty-nine books - and the New Testament - which contains twenty-seven
books -; Five ) We believe in the transfer of the Church to heaven and in the Second
Coming of our Lord Jesus Christ.

ARTICLE THREE.- The Pentecostal Christian Methodist Church's objective is: One ) To
shelter within it all believers who voluntarily enter it and who profess and practice the
Evangelical cult, in accordance with the Holy Scriptures, the Bible, and who accept
Statutes and Internal Regulations; Two) Preach the Gospel of Jesus Christ to every
person to bring them to the knowledge of the word of God and achieve the regeneration
of their lives and seek its expansion among all the inhabitants of the Republic and abroad;
Three ) Erect Temples, Schools, Institutes, Universities, Rehabilitation Centers, Shelters,
Hospitals, Clinics, Kindergartens, Recreation Centers and other Social Assistance Centers;
Four ) Create among all members a spirit of community and social solidarity and
disseminate it to others by any written or audiovisual means, especially to those most in
need so that they elevate their ethical and moral, religious, cultural and socioeconomic
condition; Five ) Participate with other Religious Institutions of the same nature in
Conventions, Conferences, Councils, Congresses, Study and Reflection Centers and in the

realization of common objectives equal or similar to those of this CHURCH, being able to
associate for this purpose on a temporary basis. or permanent; Six ) Ensure that all
members of the CHURCH make the word of the Lord their own, demonstrating it with
actions in their individual, family and social lives. The Christian Methodist Pentecostal
Church will not pursue profit motives and will be separate from any union activity and
partisan politics; Seven ) To fulfill these objectives, it may create or form other legal
entities, with administration dependent on the current Board of Directors.

ARTICLE FOUR.- The duration of this religious entity called the Christian Methodist
Pentecostal Church will be indefinite and the number of its members may be unlimited.

ARTICLE FIFTH.- The Christian Methodist Pentecostal Church will have legal domicile in
the City of Santiago, at María Elena street number six hundred and ninety-seven,
commune of La Florida, without prejudice to the fact that it may carry out its activities
anywhere in the country and/or in the foreigner, as well as modifying their legal address
if necessary.

TITLE TWO: DISCIPLINE, FUNCTIONS AND DUTIES OF ACTIVE MEMBERS

ARTICLE SIX.- Any person - man or woman - may be a member in accordance with the
classification of Article Seven, which will be integrated into one of the four indicated
classes, without any limitation of nationality or social condition, and provided that the
applicant commits to abide and faithfully comply with the statutes and regulations of this
CHURCH.

ARTICLE SEVEN.- There will be Active, Volunteer, Cooperator and Honorary members.
“Active Members” will be those people who have the quality of pastors and who form
the General Assembly, therefore, they enjoy the fullness of the rights and obligations
established in these Statutes; They will be “ Voluntary Members” those people who
voluntarily adhere and who have publicly declared to comply with the biblical principles
and doctrines that this CHURCH professes, who will only have the right to speak and vote
in the assemblies of the respective Local Church to which they belong and are not part of
the General Assembly; They will be “Cooperating Members” natural or legal person
whom the CHURCH will recognize as voluntarily committing to collaborate with money or
goods, periodically or occasionally, to help the work of the churches. To obtain this
membership, the sole intention to cooperate is required and that your donation be
recorded in the Book of Minutes of the church that receives the collaboration; “Honorary
Members” will be those who, due to their performance in the objectives that this Church
pursues, have obtained this distinction by virtue of an agreement of the General
Assembly. These members lack all rights and obligations before the CHURCH.

ARTICLE EIGHTH.- The quality of active member is lost: One) By written resignation
presented to the Bishop and Presbytery; Two ) Due to death; Three ) For serious breach
of morality and good customs; Four) For expulsion based on the following causes: A) For
serious verbal or written damage caused to the honor or interests of the CHURCH and/or
its Active Members; B) For an infraction committed in accordance with number 3 of this
Article; C) For having suffered three written warnings, in accordance with the provisions
of Article Twelve within a period of two years, counted from the first warning; D) For
non-payment of ordinary fees that have been set and demanded one hundred and eighty
days late.

The Bishop and Presbytery must rule on the resignations presented by the active
members and inform the Board of Directors and General Assembly at the first meeting
held after they are presented.

ARTICLE NINTH.- Without prejudice to the provisions of Article Seven, among the
Active Members there will be qualified members who will be the following: A) Pastors-
Priests; B) Pastors Deacons; C) Pastors in Property.

ARTICLE TEN.- Active Members have the following powers and rights: One) Elect and
be elected to serve in the management positions of the CHURCH; Two ) Administer a
Local Church subject to the norms, doctrine and Statutes of the CHURCH; Three )
Present any project or proposal to the study of the Bishop, Presbytery, or the Directory,
depending on the matter in question, remaining for their consideration. ; Four) Any
project or proposal presented to an Ordinary General Assembly, by ten percent or more of
the Active Members, will be submitted for its consideration; Five ) Participate with the
right to speak and vote in the General Assemblies; Six ) Enjoy the services and benefits
that, according to the Statutes, the CHURCH grants as long as it is up to date with its
pecuniary obligations.

ARTICLE ELEVEN.- Active Members have the following obligations: One) Mainly comply
with what is established in The Bible, for which purpose The Bishop and Presbytery are
the main internal entities of this CHURCH, which must ensure compliance; Two) Obey
and comply with what is indicated by the Bishop and Presbytery in ecclesiastical matters;
Three ) Comply with the provisions of the Statutes of the CHURCH and abide by the
agreements of the General Assemblies and the Board of Directors; Four ) Attend
meetings or assemblies that are legally convened; Five ) Timely fulfill their pecuniary
obligations to the CHURCH; Six ) Serve the positions that are proposed and elected and
collaborate in the tasks entrusted to them; Seven ) Comply with the activity programs of
Commissions or Related Groups, which were approved in General Assemblies.

ARTICLE TWELVE.- The following will be suspended from all their rights in the
CHURCH: One ) Active Members who unjustifiably do not comply with the obligations
contemplated in Article Eleven; Two ) For failure to comply with the functions and duties

as a Property Pastor, contained in the Fourteenth Article; Three ) For failure to comply
with the functions and duties as Pastor Deacon, contained in Article Fifteen; Four ) For
failure to comply with the functions and duties as Pastor Priest, contained in Article
Sixteen; Five ) For failure to comply with the functions of the Major Presbytery,
contemplated in Articles Forty-Second to Forty-Sixth, which will be applied by the Bishop
and communicated to the General Assembly; Sixth ) For non-compliance with what is
established for the Bishop in Articles Forty-Seventh and Forty-Eighth; Seventh ) For
failure to comply with the Pastor's responsibility towards his Local Church according to the
Article Forty-Ninth; Eighth ) For non-compliance with what is established for the
Commissions in the Fiftieth Articles Second, Third, Fourth, and Fifth; Ninth ) For non-
compliance with what is established for Supervisors in Article Fifty-Sixth; Tenth ) For
non-compliance with what is established for the Headquarters of Internal Organizations or
Related Groups, in Articles Fifty-Seventh, Eighth, Articles Sixty-First and Second ;
Eleventh ) For members who are more than one hundred and eighty days late in
fulfilling their pecuniary obligations to the CHURCH, the suspension will cease immediately
once the delinquent obligation that gave rise to it has been fulfilled.

ARTICLE THIRTEEN.- To exercise discipline and apply their respective sanctions, the
Department of Ministerial and Headquarters Ethics will abide by what is established in the
following numbers of this Article: One ) In all cases contemplated in Article Twelve, with
With the exception of number Six, the Department of Ministerial and Leadership Ethics
must inform the Bishop of these suspensions, and will inform the next General Assembly
that is held which members are suspended; Two ) In any case, the Department of
Ministerial and Headquarters Ethics will first send a written warning to the reported
offender, as the case may be, or will initiate the corresponding one in the event of a
complaint that warrants it; Three ) Secondly, a suspension for up to sixty days will apply,
if the offender does not give the corresponding response or does not correct the fault for
which he was reprimanded, communicating in writing the sanction that affects him;
Four ) To apply a second suspension to a repeat offender, he or she must appear before
the Ethics Department; Five ) Upon application of a third suspension, the offender must
appear before the Department of Ministerial and Headquarters Ethics and must be
notified in writing of his imminent loss of membership in the CHURCH, in accordance with
Article Eight; Six ) When a pastor is suspended, in accordance with the provisions of this
Article, the Local Church that ministers will remain under the authority of the respective
Supervising Pastor. The same will occur if the suspension affects any National Head of
any Internal Organization of the CHURCH, who will remain under the authority of the
Advisory Pastor; Seven ) The expulsion based on the provisions of Article Eight, number
Four, will be decreed by the Department of Ministerial and Headquarters Ethics, after
having carried out the corresponding investigation and due process, by means of an
agreement reached by two thirds of its members in office. at least, prior report sent to
the Bishop and Directory. This measure may be appealed in writing to the Board of

Directors, who must call an Extraordinary General Assembly, within the next thirty days
from the date of appeal.

ARTICLE FOURTEENTH.- To be a Pastor in Property, it is required: One ) To have


complied with all the requirements as a Brother Worker, according to Article Fifty-Third
Letter C.; Two ) Have been approved by the Bishop and the Examination and Promotion
Commission; Three ) It will last six years in said condition, with an impeccable proven
moral life; Four ) You must keep your Local Church organized in accordance with the
structure that these Statutes indicate; Five ) You must tithe promptly and regularly to the
Bishop; Six ) He must regularly fulfill his pecuniary duties towards the CHURCH; Seven )
You must respect and obey the Bishop and Presbytery, Directory and other authorities of
the CHURCH. Eight ) You must respect and obey all agreements made in the General
Assemblies; Nine ) He must receive the Supervising Pastor, when he indicates it in
writing and present the Official brothers with whom the Supervisor will hold a private
meeting. In addition, he will make available to the Supervising Pastor the books of
Minutes, Treasury, Member Registry, Ceremony Registry and Inventory. He will join this
meeting when the Supervising Pastor tells him to do so; Ten ) You must attend all official
events of the CHURCH; General Assemblies, Anniversaries, Bishop's Day, Bible Studies,
and all events to which it was duly summoned. If due to force majeure you cannot attend
some of these events, you must give written excuses to the person who invited you, who
reserves the right to accept or reject the excuses; Eleven ) You must teach and motivate
your congregation to participate in all the programs that the CHURCH organizes through
its Bishop, Presbytery, Directory or its Internal Organizations; Twelve ) You can celebrate
all the ceremonies or liturgical acts that the Bible indicates and that this CHURCH
recognizes; Thirteen ) He must guide, teach and prepare his congregation in the
knowledge of the Holy Scriptures and everything that the CHURCH indicates for its
spiritual growth; Fourteen ) Be the husband of one wife, who govern their children and
their homes well. You can serve any position on the Board of Directors, for which you are
proposed.

Failure to comply with these duties will subject you to sanctions, and you may be
demoted, for which you will be called to the Department of Ministerial and Headquarters
Ethics.

ARTICLE FIFTEENTH.- To be a Pastor Deacon, it is required: One ) To have fulfilled all


the duties and obligations as a Pastor in Property, of the Fourteenth; Two ) Have been
approved by the Bishop and the Examination and Promotion Commission; Three ) It will
last eight years in said condition, with an impeccable proven moral life; Four ) You must
keep your Local Church organized in accordance with the structure that these Statutes
recognize; Five ) You must tithe promptly and regularly to the Bishop; Six ) He must
regularly fulfill his pecuniary duties towards the CHURCH; Seven ) He must respect and
obey the Bishop, Presbytery, Directory and other authorities of the CHURCH; Eight ) You
must respect and obey all agreements made in the General Assemblies; Nine ) He must
receive the Supervising pastor, when he indicates it in writing and present the Official

brothers, with whom the Supervisor will hold a private meeting. He will also make
available to the Supervising Pastor the books of the Minutes, the Treasury, the Register of
Members, the Register of Ceremonies and the Inventory. He will join this meeting when
the Supervising pastor tells him to do so; Ten ) You must attend all official events of the
CHURCH; General Assemblies, Anniversaries, Bishop's Day, Bible Studies, and all events to
which it was duly summoned. If due to force majeure you are unable to attend some of
these events, you must give written excuses to the person who invited you, who reserves
the right to accept or reject the excuses; Eleven ) You must teach and motivate your
congregation to participate in all the programs that the CHURCH organizes through its
Bishop, Presbytery, Directory or its Internal Organizations; Twelve ) You can celebrate all
the ceremonies or liturgical acts that the Bible indicates, according to the way that this
CHURCH interprets and recognizes; Thirteen ) He must guide, teach and prepare his
congregation in the knowledge of the Holy Scriptures and everything that the CHURCH
indicates for its spiritual growth; Fourteen ) Be the husband of one wife, let them govern
their children and their homes well. You can serve any position on the Board of Directors,
for which you are proposed.

Failure to comply with these duties will subject you to sanctions, and you may be
demoted, for which you will be called to the Department of Ministerial and Headquarters
Ethics.

ARTICLE SIXTEENTH.- To be a Pastor-Priest, it is required: One ) To have met all the


requirements as a Pastor-Deacon, according to Article Fifteen; Two ) Be at least forty
years of age; Three ) Have been approved by the Bishop and the Examination and
Promotion Commission; Four ) During his condition, he will maintain an impeccable
proven moral life; Five ) You must keep your Local Church organized in accordance with
the structure that these Statutes indicate; Six ) You must tithe promptly and regularly to
the Bishop; Seven ) He must regularly fulfill his pecuniary duties towards the CHURCH;
Eight ) He must respect and obey the Bishop, Major Presbytery, Directory and other
authorities of the CHURCH; Nine ) You must respect and obey all agreements made in
the General Assemblies; Ten ) He must receive the Supervising pastor, when he indicates
it in writing and present the Official brothers, with whom the Supervisor will hold a private
meeting. In addition, he will make available to the Supervising Pastor the books of
Minutes, Treasury, Member Registry, Ceremony Registry and Inventory. He will join this
meeting when the Supervising Pastor tells him to do so; Eleven ) You must attend all
official events of the CHURCH; General Assemblies, Anniversaries, Bishop's Day, Bible

Scriptures and everything that the CHURCH indicates for its spiritual growth; Fifteen )
Husband of one wife, may they govern their children and their houses well; Sixteen ) He
can serve any position or ecclesiastical activity that the Bishop assigns him. You can
become part of the Major Presbytery, for which you must not have judicial or criminal
lawsuits against you, not have suspicions against you or have committed acts of
immorality, not have committed abuses of authority or carried out deliberate acts of
disobedience to your authority. CHURCH or authorities, in accordance with the provisions
of these Statutes and their Regulations.

Failure to comply with these duties will subject you to sanctions, and you may be
demoted, for which you will be called to the Department of Ministerial and Headquarters
Ethics.

TITLE THREE: OF THE MAJOR PRESBYTERY

ARTICLE SEVENTH.- Major Presbytery: One ) To be a member of the Major


Presbytery, the Pastor Priest must be in full compliance with the provisions of Article
Sixteen; Two ) With a state of physical and mental health, compatible with the position
held; Three ) With an acceptable level of prestige among the pastoral ministry, affable,
reliable, honest, balanced in all its actions; Four ) He can be proposed to be Bishop;
Five ) To be Bishop you must be elected with a vote of at least 70%; Six ) He will
remain in his capacity as Bishop until he turns 80 years of age ; Seven ) Be ministering
to a Local congregation, and that the real estate, its facilities, and furniture are part of
the assets of the church, or that for the real estate, there is a transfer of rights, or it is
on loan in favor of it.

TITLE FOUR: OF THE AUTHORITIES

ARTICLE EIGHTEENTH.- The authorities of the Pentecostal Christian Methodist Church


are: One ) The Assembly of Pastors; Two ) The Board of Directors; Three ) The
President and Legal Representative; Four ) The Bishop and Major Presbytery.

The General Assembly of Pastors is the highest authority of the Pentecostal Christian
Methodist Church and represents all of its Active Members. Its agreements oblige the
present and absent members to faithfully comply with them, provided that they have
been taken in the manner established by the Statutes and are not contrary to the laws
and regulations.

ARTICLE NINETEENTH.- Two Ordinary General Assemblies will be held, one semi-
annual in the month of July and another annually in the month of February of each
year. At the Semiannual General Assembly, the current programs will be reviewed and
any corrections that may be necessary will be made. The Commissions of any nature,

and the Headquarters of Related Groups, will not account for the administrative and
ecclesiastical procedures, only the Board of Directors will carry out information sessions
in preparation for the Annual General Assembly. At the Annual Assemblies any matter
related to the financial, material and ecclesiastical interests of the CHURCH may be
discussed. If for any reason an Annual and/or Semi-Annual Assembly is not held within
the stipulated time, the Assembly to be called later and whose purpose is to hear the
same matters, will in all cases have the character of an Annual or Semi-Annual
Assembly, according to correspond.

ARTICLE TWENTY.- Extraordinary General Assemblies will be held every time the
Board of Directors agrees to convene them, considering them necessary for the
progress of the Institution or whenever they request it from the President in writing, at
least one third of the active members, indicating the purpose of the meeting. In the
Extraordinary Assemblies, only the matters indicated in the call may be discussed; Any
agreement made on other matters will be null and void.

ARTICLE TWENTY-FIRST.- It is up to the Extraordinary General Assembly to deal


with the following matters: One ) The reform of the Statutes of the CHURCH; Two ) Of
the dissolution of the Legal Status of the CHURCH; Three ) Claims against the
administrative or ecclesiastical authorities and members of the Accounts Review
Commission, to enforce the corresponding responsibility for serious transgression of the
Law or the Statutes, through suspension or dismissal if the charges were proven,
without prejudice to the civil and criminal actions that the Church has the right to bring;
Four ) The Association or Federation of the CHURCH with other similar Institutions in
an Association or Confederation of them; Five ) Of the mortgage or sale of real estate.

The agreements referred to in numbers one, two, three and five must be reduced to a
public deed, which will be signed on behalf of the General Assembly, the President or
another member of the Board of Directors.

ARTICLE TWENTY-TWO.- Summons to the General Assemblies will be made through


a letter or circular sent at least five days in advance, to the addresses that the Active
members have registered with the CHURCH. In the case of summons to Extraordinary
General Assemblies, it must also be published at least five days in advance and no more
than twenty, once in a newspaper of national circulation. The day, time, place and
purpose of the meeting will be indicated. A second meeting cannot be cited in the same
notice when the first meeting does not take place due to lack of quorum.

ARTICLE TWENTY-THIRD.- General, Ordinary and Extraordinary Assemblies will be


legally constituted if they are attended by at least half plus one of their Active Members.

If this quorum is not met, this fact will be recorded in the minutes and a new summons
must be issued, with the same requirements as the previous one, for a different day,
within twenty days following that of the first summons, in which In this case, the
Assembly will be held with the active members who attend.

ARTICLE TWENTY-FOUR.- The agreements of the General Assemblies will be


adopted with an absolute majority of the Active Members in attendance, except in cases
in which the Law or the Statutes have established a special majority.

ARTICLE TWENTY-FIFTH.- Each Active Member will have the right to one vote and
may not represent another under any circumstances.

ARTICLE TWENTY-SIX.- The deliberations and agreements adopted in the General


Assemblies will be recorded in the Book of Minutes, which will be kept by the Secretary.
These minutes will be an extract of what happened at the meeting and will be signed by
the President and Secretary or by whoever takes their place. In these minutes, the
members attending the assembly may record appropriate claims regarding their rights,
due to procedural defects related to the summons, constitution and operation of the
assembly.

ARTICLE TWENTY-SEVENTH.- In the General Assemblies, the sessions and


administrative activities will be presided over by the President of the CHURCH and the
Secretary of the Board or the person acting in his place will act as Secretary. IF the
President is absent, the Assembly will be chaired by the Secretary and, if he is absent,
by a Director.

TITLE FIVE: OF THE BOARD OF DIRECTORS

ARTICLE TWENTY-EIGHTH.- The Board of Directors is responsible for the


administration and superior direction of the CHURCH in accordance with the Statutes
and the agreements of the General Assemblies. The Board of Directors will serve for
three years, and its members may be re-elected for a similar period, except for the
president who can only be re-elected once.

ARTICLE TWENTY-NINTH.- The Board of Directors will be elected every three years
in the Ordinary General Assembly of active members according to the following rules:
One ) Each active member will vote freely and secretly, indicating a preference for the
election of the President elected from a list previously proposed by the Assembly; Two)
In a second vote you will vote freely and secretly, indicating as many names or marking
as many preferences, depending on the other positions to be filled. Active Members
when voting may not mark or indicate more than one preference per candidate; Three)
The Board of Directors that is elected will take office within 30 days of the election.

ARTICLE THIRTY.- In the event of the death, absence, resignation, dismissal or


inability of a Director to perform his or her position, the Board of Directors will appoint a

replacement who will remain in office for the remaining time to complete the period of
the replaced Director.

ARTICLE THIRTY-FIRST.- In the General Assembly in which the Board of Directors


has been elected according to the majority of their votes, they will assume their
respective positions; a President, a Secretary, a Treasurer, and two Directors,
recognizing them as the Board of Directors.

ARTICLE THIRTY-SECOND.- The powers and duties of the Board of Directors are:
One) Direct the Pentecostal Christian Methodist Church and ensure that the Statutes
and Regulations and the purposes pursued by it are fulfilled; Two) Manage social assets
and invest resources; Three) Summon Ordinary and Extraordinary Assemblies, in the
form and times indicated in these Statutes; Four) Form Subsidiaries or Departments,
Internal Organizations or Commissions, which are deemed necessary for the best
administrative functioning of the CHURCH and the various departments; Five) Draft the
Statutes and Regulations necessary for the proper functioning of the CHURCH and the
dependent organizations that are established, for the fulfillment of its purposes and
submit said Statutes and Regulations to the approval of the General Assembly; Six)
Comply with the agreements of the General Assemblies; Seven) Report at the Ordinary
General Assembly of the year, both on the progress of the Institution and on the
management of its funds through a Management Report, which on that occasion will be
submitted to the members for approval; Seven) Resolve everything that is not provided
for in these Statutes; Eight) Create an Advisory Council, which will be made up of
professionals, as the case warrants, these may be members of the congregations or
external professionals. Once its work is completed, this Advisory Council will be
dissolved.

ARTICLE THIRTY-THIRD.- As Administrator of social assets, the Board of Directors


will be empowered to: buy, sell, exchange, lease, assign and transfer all types of
personal property and securities. Give and lease real estate, accept pledge and
mortgage actions and raise said guarantees, grant cancellations and receipts. Enter into
employment contracts, set their conditions and terminate them, enter into mutual and
current account contracts, open and close current, deposit, savings and credit accounts
and draw on them, withdraw checkbooks and approve balances, endorse and cancel
checks, cash all types of checks, demand vouchers, receive and contract, raise and
postpone pledges, establish, modify, extend, dissolve and liquidate companies and
communities, attend meetings with the right to speak and vote, grant general and
special mandates, delegate or revoke powers and compromise, accept all kinds of
inheritances, legacies or donations. You will be able to contract insurance, pay
premiums, approve settlements of claims and receive the value of the policies, sign,
endorse and cancel insurance policies. He may delegate all or part of his powers to one
or more members or officials of the Church. Stipulate in each contract that you enter
into, the prices, terms and conditions that you deem appropriate, cancel, terminate,

terminate, revoke and terminate said contracts, put an end to current contracts by
resolution, eviction or any other way. Contract credits for social purposes and execute
all those acts that tend to the good administration of the Church. Only by agreement of
an Extraordinary General Assembly of active members will it be possible to sell,
mortgage, exchange, assign and transfer real estate; constitute an easement and
prohibitions on recording and alienating and leasing real estate for a period not
exceeding the period of office of the Board of Directors.

ARTICLE THIRTY-FOUR.- Agreed upon by the Board of Directors or the General


Assembly, if applicable, any act related to the powers indicated in the preceding Article,
will be delegated to the President. If he cannot exercise these powers, they may be
delegated to the President. Bishop or other Director that the Directory indicates. In any
case, they must faithfully adhere to the terms of the agreement of the Assembly or the
Board of Directors, if applicable, and will be responsible before the CHURCH if they
contravene it.

ARTICLE THIRTY-FIFTH.- The Board of Directors must meet with the absolute
majority of its members and its agreements will be adopted by the absolute majority of
the attending Directors, except in cases where these same Statutes indicate a different
majority. In the event of a tie, the vote of the president will decide. The Board of
Directors will meet bimonthly on the date agreed upon by its members. The Bishop
may attend Board meetings, when he decides, with the right to speak. The Board will
attend to and study the suggestions and proposals made by the Bishop.

ARTICLE THIRTY-SIX.- The deliberations and agreements of the Board of Directors


will be recorded in a Book of Minutes, which will be signed by all the Directors who have
attended this session. The Director who would like to save his responsibility for any act
or agreement must demand that his opinion be recorded in the minutes.

ARTICLE THIRTY-SEVENTH.- The following may be part of the Directory: One)


Any pastor whose ecclesiastical rank is pastor in Property up to pastor of the Main
Presbytery; Two) He will be elected by vote as established in the Statutes, Article
Twenty-Ninth. In a first vote, the one with the largest majority will be the President,
elected from a shortlist proposed by the General Assembly; Three) In a second vote,
the other members of the Board of Directors will be elected, for which the first four
majorities of a list proposed by the General Assembly will be considered. The President
is empowered to make the composition of the Board of Directors from these four elected
officials; Four) Notwithstanding the above, the candidates must be duly qualified, fully
committed to the doctrinal line of the Church and in complete obedience to the Statutes,
Regulations and Authorities of THE CHURCH; Five) Candidates must have been in the
CHURCH for eight years as an Active Member, have an impeccable testimony, have not

suffered afflictive punishment or have suspicions of immorality, nor be in any condition
of sanction imposed by the Department of Ministerial Ethics and of Headquarters.

TITLE SIX: FUNCTION OF THE OFFICES OF THE BOARD OF DIRECTORS

ARTICLE THIRTY-EIGHTH.- It is especially up to the President to: One) Represent the


CHURCH extrajudicially and judicially before all types of natural or legal persons,
institutions and authorities; Two) Chair the meetings of the Board of Directors and the
Ordinary and Extraordinary General Assemblies of members; Three) Call Ordinary and
Extraordinary meetings, of the Board of Directors and of the General Assembly of
members, when appropriate in accordance with the Statutes; Four) Execute the
agreements of the Board of Directors, without prejudice to the functions that the Statutes
entrust to the Secretary, Treasurer and other officials designated by the Board of
Directors; Five) Organize the work of the Board, and propose the general plan of
administrative activities of the CHURCH; Six) Appoint the work committees that you
deem appropriate; Seven) Sign the documentation pertaining to your position and that in
which you must represent the CHURCH; Eight) Report annually, in the Ordinary General
Assembly, on behalf of the Board of Directors, the progress of the Institution and its
financial status; Nine) The other powers and duties determined by these Statutes; Ten)
The president, once his term in office has ended, may be re-elected only once.

ARTICLE THIRTY-NINTH.- The duties of the Secretary will be the following: One)
Keep the Book of Minutes of the Board of Directors, the Book of General Assemblies and
the Register of Members; Two) Send summons to General Assemblies of members,
Ordinary and Extraordinary; Three) Form the table of sessions of the Board of Directors
and General Assemblies in agreement with the President; Four) Authorize with your
signature the correspondence and documentation of the Church, with the exception of
that corresponding to the President and receive and dispatch correspondence in general;
Five) Sign the Minutes as Minister of Faith of the Church and grant copies of them duly
authorized with his signature, when requested by a member of the CHURCH; Six)
Update, design and promote the use of audiovisual and written means of communication,
aimed at improving communication between the Board of Directors and the members of
the CHURCH; Seven) In general, carry out all the tasks entrusted to you by the Board of
Directors, the President, or the Statutes related to your function; Eight) Will keep an up-
to-date resume of each pastor; Nine) Temporarily substitute the President, in case of
absence, with the same powers established in Article Thirty-Eighth.

FORTIETH ARTICLE.- The functions of the Treasurer will be the following: One) He will
be responsible for the financial management of the CHURCH, as Head of the Finance
Department; Two) It will keep the Accounting up to date, with the corresponding Books

of Records, Files with Proof of Income and Expenses and supporting documentation;
Three) Collect ordinary and extraordinary fees, such as travel expenses, mortuary fees,
social fees and others that need to be collected, providing the corresponding receipts;
Four) Deposit the funds collected in the checking or savings account(s) that the CHURCH
opens or maintains and sign jointly with the President the checks or receipts for money
withdrawals made against these accounts; Five) Report bimonthly to the Board of
Directors on its financial management; Six) Prepare the annual Management Report for
the Ordinary General Assembly, this report must contain the Financial Report and
Inventory and must be reviewed by the Accounts Review Committee; Seven) Maintain an
up-to-date Inventory Record Book of the physical assets of the CHURCH, in accordance
with Article Sixty-four; Eight) Design, propose and promote forms of financing for the
activities of the CHURCH; Nine) In general, comply with all the tasks entrusted to you by
the Board of Directors, the President, or the Statutes in relation to their functions.

FORTY-FIRST ARTICLE.- The Directors will be the ones who will permanently
collaborate with the other members of the Board of Directors, in the tasks entrusted to
them; they may replace any of them if necessary.

SEVENTH TITLE: OF THE MAJOR PRESBYTERY

ARTICLE FORTY-TWO.- The Major Presbytery will be made up of all the Pastoral
Priests who have met the requirements indicated for this quality in the Seventeenth
Article and together with the Bishop and under his authority, they will be recognized as
the Ecclesiastical Authority of the CHURCH.

ARTICLE FORTY-THIRD.- The main responsibility of the Main Presbytery will be to


permanently ensure that the doctrinal line of the Pentecostal Christian Methodist
Church is applied in all Local Churches. Advise the Bishop in all ecclesiastical matters,
especially in training and educating new Workers, reviewing the teaching methods that
are in use, applying discipline, receiving and forming new Churches and in general
designing, promoting and organizing workshops, courses, seminars and permanent
teaching methods, which allow the constant spiritual growth of all members of the
CHURCH. Collaborate with the Bishop to anoint new ministers and ministers in the
period of promotion.

ARTICLE FORTY-FOURTH.- The Supervisors of the Local Churches designated by


districts and other commissions that need to be formed to fulfill the ecclesiastical
purposes of the CHURCH will also be appointed from the Major Presbytery.

ARTICLE FORTY-FIFTH.- The Major Presbytery, however, if recognized as an


Ecclesiastical Authority, together with the Bishop, must communicate and inform the
other authorities of its activities and its agreements or resolutions must be submitted
for ratification by the General Assembly. depending on the importance of the subject
matter.

ARTICLE FORTY-SIXTH.- The Major Presbytery will not have interference in
administrative matters, which are the exclusive responsibility of the Board of Directors,
however, it may make written queries, proposals and suggestions on all matters that it
deems pertinent.

TITLE EIGHTH: OF THE BISHOP

ARTICLE FORTY-SEVENTH.- To be Bishop, you must meet the following


requirements: One) You must be in office and have complied with everything required
as Pastor of the Major Presbytery; Two) Of proven impeccable moral conduct; Three)
He will be elected by secret vote of all the pastors in office from Pastor in Property to
Pastor of the Major Presbytery, in a solemn session of the Extraordinary General
Assembly, immediately after the death of the current Bishop, or because the provisions
established in numbers five have been fulfilled. and seven of this Article; Four) He will
remain in office until he reaches eighty years of age, provided that he does not present
mental or physical deterioration that prevents him from fulfilling his duties, or until he
mutually decides to leave his duties before the established age limit; Five) In any case,
the psychological or physical incapacity, for the exercise of their functions, must be
determined by a qualified doctor; Six) Your position is not compatible with any other on
the Board of Directors; Seven) Once the age limit for the exercise of his position has
been met, he will be recognized as Honorary Bishop, without prejudice to continuing his
pastoral work in his Local Church.

ARTICLE FORTY-EIGHTH.- The Bishop's powers will be to permanently ensure that


the doctrinal line of our Church is applied in all Local Churches, fulfilling the following
requirements: One) Train and educate new Workers; Two) Review methods that are in
use, receive and form new churches, following a report from the respective Commission
and in general design, promote and organize workshops, courses, seminars and
permanent teaching methods that allow the constant spiritual growth of all members of
church; Three) He may anoint ministers, promote or demote them, for which he may
have the collaboration of the Major Presbytery following a report from the respective
commissions; Four ) Visit all the congregations of the CHURCH, without ceasing to
minister to one's own; Five) Work in the ecclesiastical area, with the commissions of the
Presbytery and the Greater Presbytery, coordinating their activities; Six) Attend General
Assemblies with the right to speak and vote, Board Meetings with the right to speak,
Headquarters Meetings and other official acts of the CHURCH; Seven) Propose
candidates for administrative positions; Eight) Suggest and propose to the Board of
Directors all matters that its faculty deems convenient or necessary for the growth of the
CHURCH; Nine) Appoint Heads or National Directors of Related Groups

TITLE NINTH: OF THE LOCAL CHURCH

ARTICLE FORTY-NINTH.- Any congregation that has voluntarily adhered to the


principles, customs and doctrine of the Pentecostal Christian Methodist Church will be
recognized as a Local Church, and will be understood as an integral part of it with all its
duties, obligations and rights established by its Statutes and Regulations. It will be
subject to the following: One) It will be governed by a pastor, who will have all
ecclesiastical and administrative authority over it. However, the pastor is not
autonomous, the pastor has duties, obligations and has powers; Two) The pastor's
services are free. He will not receive a specific remuneration, however, he will be able to
freely use for his support and that of his family, the tithes, offerings, donations or first
fruits that his congregation voluntarily grants him; Three) According to the powers that
the pastor of the Local Church has to request subsidies from fiscal or semi-fiscal
organizations, with support from the Church or with Municipal Legal personality; The
goods acquired must be in the name of the CHURCH, with the corresponding invoice,
and entered into the respective Inventory; Four) The congregation of the Local Church
will not be part of the General Assembly of the CHURCH; Five) Internally it will be
organized as follows) Official Board, Body of Teachers, Men's Volunteers, Women's Class
(Dorcas), Youth, Children, Choir, Cyclists and other groups that the pastor deems
appropriate to organize in the future; Six) It will hold official services on Tuesdays,
Thursdays and Sundays, without prejudice to other days that are deemed necessary;
Seven) He will also hold special meetings of the groups organized in his Local Church;
Eight) It will also carry out Sunday Schools divided into different classes, namely) Men,
Women, Young People, Ladies, Adolescents, Children, all these classes attended by
teachers; Nine) You will also carry out Bible Studies; Ten) The following liturgical
ceremonies will also be recognized: Blessing of Marriages, Deaths; Eleven) There will be
baptisms for children and adults and celebration of Holy Communion; Twelve) Both the
ceremonies and the sacraments will be taught according to the minister's manual or
ritual of the CHURCH; Thirteen) The internal discipline of the Local Church is the
responsibility of its respective pastor, however, in the event of the application of a
disciplinary measure for an act considered serious, which could be classified as a crime
according to law, it must be reported in writing to the Department of Ministerial and
Headquarters Ethics, through the Supervising pastor. On the contrary, if the pastor does
not maintain an orderly, disciplined or subordinate Local Church to the CHURCH and its
authorities, he will be subject to sanctions applied by the Department of Ministerial Ethics
and Headquarters; Fourteen) The pastor of the Local Church can carry out activities
that allow the growth of his congregation, as long as they are subject to the doctrine,
norms and customs of this CHURCH and that they do not interfere with the Official
activities of the CHURCH that are approved in Assemblies Generals.

ARTICLE FIFTY-FIFTY.- The Local Churches will be grouped into Districts, which will
be under the Supervision of a Pastor of the Major Presbytery, accompanied by a
secretary pastor and who meets the requirements for said function.

TITLE TEN: COMMITTEES AND SUPERVISORS

ARTICLE FIFTY-FIRST.- To fulfill its objectives according to the Third Article, the
CHURCH may create or form all the commissions or work groups that it deems
necessary, such as those listed below and others that it deems appropriate to create or
form in the future) Of Doctrine and Biblical Studies; Examiner and Promotions; Of
Ministerial Ethics and Headquarters; Account Auditor; Electoral; Supervisors.

ARTICLE FIFTY-SECOND.- The Doctrine and Biblical Studies commission will have
the following functions) Train and train new Workers; Conduct Bible courses for
practicing pastors; Outline Bible studies for Sunday Schools; Conduct Bible Studies once
a month; Ensure that the same doctrine is taught and applied in all Local Churches,
based on the Holy Scriptures; Design a regular study plan for pastors; Review the
doctrinal line, norms and rituality of the CHURCH.

You must prepare a written report annually for the information of the General Assembly.

ARTICLE FIFTY-THIRD.- The functions of the Examining and Promotion Commission


will be to propose the Promotions of practicing pastors, the reception of New Churches
and the appointments of Workers. This commission will be appointed by our Bishop and
will be made up of Pastors who have the rank of Priests . They will adhere to the
following rules)

A) Promotions: One) Before this commission proposes a promotion to the Bishop,


they will examine the personal and family life of the pastor, his spiritual level, his
economic and financial situation, as well as the administrative capacity with which he
manages his church; Two) They will examine the customs, rites and doctrine of the
Local Church that ministers; Three) He will propose the promotion in writing to the
Bishop, for his approval; Four) The mere fact that the pastor has completed the
regulatory time stipulated for his degree is not a sufficient condition to be promoted.

B) New Churches: One) For the reception of a Local Church already formed, a
written report of the last mission in which it served must be requested, confidentially;
Two) The personal and family life of the pastor to be received must be examined,
including his financial situation; Three) The doctrine, custom and rituality of the Local
Church must be examined; Four) The corresponding entry application must be filled
out, accompanying passport-sized photographs of the pastor and his wife, in addition to
background and marriage certificates; Five) A report must be written to be sent to the
Bishop, accompanying all the documentation described in number four; Six) Regarding
congregations in formation within the CHURCH, the provisions of letter C for New
Workers will be followed.

C) New Workers : One) The brothers aspiring to be Workers must be presented to
this commission by their pastor; Two) It must have conditions for the ministry and a
vocation for service; Three) He and his wife must have impeccable, proven moral
condition; Four) The corresponding entry application must be filled out, accompanying
passport-sized photographs of the applicant and his wife, in addition to background and
marriage certificates; Five) You must be legally married, and be over twenty-five years
old; Six) You must give a good personal and family testimony, with five years'
experience in your Local Church; Seven) He must complete, together with his wife, a
training period with the Doctrine and Biblical Studies commission; Eight) This
information must be examined by the Department of Ministerial Ethics; Nine) The
commission will write a report to be sent to the Bishop, attaching the application for
admission and all supporting documents, according to number four of letter C of This
Article; Ten) The Workers once accepted will last two years in that condition; Eleven)
He must tithe opportunely to the Bishop; Twelve) He must comply with all pecuniary
duties towards the CHURCH, provided that it is a previously constituted Church;
Thirteen) When a brother has been called to be a Worker in a new Church, he will
enjoy a one-year exemption from his pecuniary obligations, with the exception of the
mortuary fee; Fourteen) You must respect and obey all agreements made in General
Assemblies; Fifteen) He must respect and obey the Bishop, and other authorities of the
CHURCH; Sixteen) You must punctually attend all official events and programs of the
CHURCH and all services to which you are duly summoned. If due to force majeure you
are unable to attend, you must present your excuses in writing to the Board of
Directors, who reserves the right to accept or reject the excuses; Seventeen) He must
work for the formation of the Local Church under his charge, with all its internal organs,
as instructed in these Statutes; Eighteen) You must teach and motivate your
congregation to participate in all CHURCH programs; Nineteen) You must receive the
Supervising Pastors, when they indicate it, and present to them the collaborating
brothers you have formed, the Books of Minutes, Treasury, Register of Members,
Register of Ceremonies and Inventory. He will be present at this interview when the
Supervising pastors indicate it; Twenty) He is not authorized to bless marriages,
celebrate holy supper, baptize, baptize children. You will have an assistant, teachers

D.- Department of Ministerial and Headquarters Ethics: The Department of


Ethics will act strictly in accordance with the Statutes. Its members will remain in office
for three years, and will be made up of qualified Pastors-Priests, who will be appointed
by our Bishop . It will be subject to the following special rules) One) A Head of
Department, a Secretary and a Delegate will be appointed among them; Two) It will
maintain a confidential record of all its actions and resolutions; Three) Its scope of

action is above all the ministerial body, over the Headquarters, whether they are
Related Groups or Internal Organizations of the CHURCH; Four) It will act when there
is a formal complaint or accusation in writing, for which it will determine whether or not
it is appropriate to proceed with an investigation; Five) In no case will you act based
on rumor, comment or simple suspicion; Six) Their actions will be with absolute
reserve and impartiality, not accepting to act under pressure of any kind; Seven) He
will apply the sanctions that the Statutes establish, prior written communication to the
Bishop and must report his actions in writing at the next General Assembly; Eight) It
must always act as an autonomous and independent Department in its actions.

ARTICLE FIFTY- FIFTH.- At the Annual Ordinary General Assembly in which the new
Board of Directors has been elected, the Accounts Review Commission, composed of
three members, will be elected in a separate vote. Any Active Member may be a
member of this Commission, provided that at the time of the election they are not
prevented from their rights, in accordance with the provisions of Article Twelve, and
preferably that one of those elected has the technical knowledge necessary for the
performance. of these functions. Its obligations and powers will be the following) One)
Annually review the accounting with its records and the corresponding supporting
documentation; Two) The same will be done with the accounting of the Internal

the Treasurer prepares, both for the knowledge of the authorities and the General
Assemblies; Seven) Among the three elected, a Head of Commission, a Secretary and
a Delegate will be appointed; Eight) The commission will not intervene in the
administrative affairs of the Board of Directors; Nine) The commission will operate if a
vacancy occurs in one of its positions.

ARTICLE FIFTY-SIXTH.- The Electoral Commission will be composed of three Active


Members of the Assembly, who will be elected at the beginning of the respective
Annual General Assembly in which the elections for the new Board of Directors must be
held. They will have an organizational meeting where a Head of Commission will be
elected, a secretary who will draw up minutes of this meeting and subsequent ones,
and a delegate, the Secretary of the CHURCH will attend this meeting in his capacity as
minister of faith. To be part of this commission, the members must have fulfilled all
their pecuniary and ecclesiastical obligations to the CHURCH. For the election, voting
cards will be prepared with the candidates, whose order will be drawn. The commission
will act in accordance with the provisions of Articles Twenty-Eighth and Thirty-Sixth of
the Statutes. The vote count will be public. In the event of a tie between two or more
candidates, they will be based first on the seniority of the applicants and if the tie

occurs between candidates of the same seniority, it will be resolved by this
Commission, by secret vote between them. , acting as minister of faith, the Secretary
of the CHURCH.

ARTICLE FIFTY-SEVENTH.- The Supervisors of the Local Churches will act according
to the following norms: One) The Supervisors will be appointed from the Greater
Presbytery, and from the Presbytery, by the Bishop in the Annual General Assemblies for
one year in charge of a certain District ; Two) At the request of the Pastor of the Local
Church they may) celebrate Holy Supper, Baptize, Bless Marriages; Three) They will
permanently collaborate in the formation of a Local Church, especially where a Worker
has been designated; Four) They will be able to visit the Local Churches as many times
as necessary. However, two visits will be considered official, one before each General
Assembly; Five) They will report their visits in writing to the next General Assembly,
delivering a copy of their reports to the Bishop and Directory; Six) Official visits must be
announced at least fifteen days in advance and in writing to the Pastor of the Local
Church indicating the date and time of the visit; Seven) During their visit they will meet
with the Official Board, or with the collaborators, requesting the Books of Minutes,
Treasury, Register of Members, Register of Ceremonies and Inventory. Later he will
request the presence of the Pastor, informing him of the result of his visit; Eight) In the
Book of Minutes of the Local Church they will leave a record of their visit, also recording
the irregularities that they have detected and the suggestions so that these are
corrected as soon as possible; Nine) They will be able to receive the offering of the cult
and dispose of it; Ten) They may represent the Bishop or Board of Directors in all
official events and programs of the Local Church, when they cannot attend; Eleven)
They are empowered to know and seek solutions to all the problems of the Local
Church; If not, they will communicate it in writing to the Bishop or Directory depending
on the matter to be resolved; Twelve) The Secretary of the Supervisor will prepare a
Minute with everything discussed in the interview with the Pastor and the Official Board
or collaborators, also regarding the attendance at the general worship and the amount
of the offering received; Thirteen) Failure to comply with these duties will make the
Supervisors and their secretaries deserving of sanctions, for which they may be removed
from their position; Fourteen) The Secretary of the Supervisor is not empowered to
advise official or collaborating boards; it is the exclusive power of the Supervisor.

TITLE ELEVENTH: INTERNAL ORGANIZATIONS OR RELATED GROUPS

ARTICLE FIFTY-EIGHTH.- The CHURCH, according to its powers and to comply with
the purposes and objectives it supports, will organize groups or internal organizations that
it deems necessary. The following and others that are agreed to be organized in the
future will be recognized in this category: Women's Classes (Dorcas), Youth, Cyclists,
Official Instrumental Choir, Department of Social Welfare, Department of
Communications, Theological Bible Institute.

The activities of these related groups will be regulated by what is established in the
following points of this Article and others that are applicable to you, especially with regard
to discipline: One) Each organization will be directed by a National Headquarters, which
will be elected by direct vote of the respective Related Group, with the exception of the
National Head who will be appointed by the Bishop, in the same Annual Assembly that
corresponds to renew the Board of Directors; Two) They will have the direct advice of a
pastor appointed by the Bishop of the CHURCH; Three) All Internal Organizations or
Related Groups are dependent and non-profit and may not develop activities outside the
purposes for which they were created; Four) They may hold conferences, meetings,
seminars, retreats, symposiums, courses and other events; Five) Edit; print distribute
brochures, magazines, newspapers and books, related to your activities; Six) They must
prepare an annual activities program, which must be sent in advance to the Board of
Directors for their knowledge and approval; Seven) They will prepare a Financial Report
which will be reviewed by the Accounts Review Commission, before being presented to
the Board of Directors; Eight) They may not make sales of goods without due
authorization from the Board of Directors, maintaining an up-to-date Inventory of the
goods acquired; Nine) The Advisory Pastor has the power to apply discipline, together
with the respective Headquarters, however, in the cases that warrant, they must be
informed in writing to the Department of Ministerial Ethics and Headquarters; Ten) They
must keep two Minute Books, Treasury Books, Inventory Books and the corresponding
documentation supporting their Income and Expenditure movements up to date.

ARTICLE FIFTY-NINTH.- The wives of pastors will develop their activities in the social
and spiritual sphere with the sisters of the Local Churches, being called “Dorcas”, in
accordance with the provisions of the Fifty-Eighth Article, and which is common for all
related groups and their internal regulations.

ARTICLE SIXTY-SIXTY.- The Youth will be known as “Pentecostal Methodist Christian


Youth” or “JUCRISMEP” and will carry out its activities in the youth field and will be made
up of all the youth groups of the Local Churches. All its activities must be subject to these
Statutes and the doctrine that this CHURCH supports, and its activities will be regulated in
accordance with the provisions of the Fifty-Eighth Article, which is common to all related
groups, and its internal regulations.

ARTICLE SIXTY-FIRST.- There will be a Body of Cyclists made up of all the cycling
groups of the Local Churches, with their respective Headquarters at the national, regional
or zonal level depending on the need and their activities will be regulated in accordance
with the Fifty-Eighth Article, which is common for all related groups, and its internal
regulations.

ARTICLE SIXTY-TWO.- The CHURCH will have an Official Instrumental Choir,
composed of all the choirs of the Local Churches and will have the responsibility of being
present in all its official events and programs, and its activities will be regulated in
accordance with the provisions in Article Fifty-Seventh, which is common to all related
groups and their Internal regulations.

SIXTY-THIRD ARTICLE.- For socioeconomic cooperation with its Active Members, the
CHURCH will create the Department of Social Welfare, which will be a non-profit
organization, with a National Headquarters appointed by the Board of Directors of the
CHURCH and whose internal organization and functions will be contained in an Internal
Regulation.

ARTICLE SIXTY-FOURTH.- The Communications Department will be headed by the


Pastor Secretary of the CHURCH and three suitable people - preferably with computer and
administrative knowledge - and regulated by an Internal Regulation and in accordance
with the provisions of Article Sixty-Eighth of these Statutes.

SIXTY- FIFTH ARTICLE.- The Theological Bible Institute is the official body of the
PENTECOSTAL METHODIST CHRISTIAN CHURCH for the teaching of biblical doctrine and
interpretation. This organization's function is to train all pastors and their wives who
belong to the CHURCH, and to promote systematic Bible study for anyone who voluntarily
wishes to learn from the Holy Scriptures. Its director will be appointed by the Bishop and
its ecclesiastical degree must be from the Major Presbytery. Its activities will be regulated
in accordance with Article Sixty-Eighth and its Internal Regulations.

TITLE TWELFTH: HERITAGE

ARTICLE SIXTY-SIXTH.- All real estate and its facilities, movable or immovable
property that is acquired with contributions from the membership of the local churches or
by the members of the Internal Organizations, through donations or inheritances, will
form part of the patrimony of the CHURCH. the Board of Directors had previously
accepted, in accordance with the laws in force on this matter.

ARTICLE SIXTY-SEVENTH.- An Inventory Record Book will be kept permanently up to


date, in each Local church, under the responsibility of each pastor; in each Internal
Organization or related Group, under the responsibility of the National Head, who will
have the obligation to timely send all the necessary information to the Board of Directors
for the preparation of a General Inventory Record Book - under the responsibility of the
Pastor Treasurer - of all the assets that form the patrimony of the CHURCH, with their
corresponding original supporting documentation. In all cases it will be classified as

follows: Land; Buildings Furniture and Facilities; Audio and Music Equipment; Computer
and communications equipment; Vehicles.

The Local and general Inventory Record Books will consist of, at least, the following
information: Date of Acquisition of the Good; Description of the Property; Provider's
name; Purchase Value or Valued Donation; Location location; Estimated useful life, and;
Responsible for its Administration and Custody.

ARTICLE SIXTY-EIGHTH.- For the comprehensive management of the Patrimony, in


relation to physical assets of the Immobilized Assets, the provisions described in the
Procedure Manual of the Patrimony of the CHURCH will be followed, which the Board of
Directors will deliver for use in a timely manner.

ARTICLE SIXTY-NINTH.- To meet its purposes, the CHURCH will have the income
produced by the assets it possesses and in addition to the ordinary and extraordinary
contributions contributed by its members and the donations, inheritances, legacies,
disbursements and subsidies obtained from natural or legal persons, national or foreign,
of public or private law, of the Municipality or of fiscal, semi-fiscal or autonomous
administration organizations and other assets acquired under any title.

SEVENTEENTH ARTICLE.- All Local Churches, without exception of any nature, will
contribute to the Church Treasury, a monthly fee equivalent to ten percent of the income
that corresponds to the ordinary offerings of all the cults that the Local Church performs,
and which must be duly recorded in the Treasury Book. Its compliance will be monitored
by the respective Supervisor taking written notes.

ARTICLE SEVENTY-FIRST.- The extraordinary fees will be determined by the General


Assembly at the proposal of the Board of Directors. A quota of this nature will be set and
demanded whenever the needs of the CHURCH require it.

ARTICLE SEVENTY-TWO.- It is the responsibility of the Board of Directors, within its


administrative powers, to determine the distribution of social funds, in compliance with
the purposes of the CHURCH. In any case, the funds collected through extraordinary fees
may not be used for any other purpose than the purpose for which they were collected,
unless a General Assembly specially convened for this purpose resolves to give them
another destination.

TITLE THIRTEENTH: MODIFICATION OF STATUTES AND DISSOLUTION

ARTICLE SEVENTY-THIRD.- The CHURCH may modify its statutes only by agreement
of an Extraordinary General Assembly, adopted by two-thirds of the active members
present. The Assembly must be held with the assistance of a Notary or other legally
authorized Minister of Faith, who will certify the fact that all the formalities established
by these Statutes for their reform are complied with.

ARTICLE SEVENTY-FOURTH.- The CHURCH may be dissolved by agreement of an
Extraordinary General Assembly, adopted by two-thirds of the active members present,
with the same formalities established in the preceding article. Once the dissolution of the
Pentecostal Christian Methodist Church has been agreed, its assets will be transferred to
the evangelical religious entity that replaces it.

ANNEX: GENERAL SPECIFICATIONS

ONE) The economic and social help and collaboration of the widows of active members
will be the responsibility of the local Church where their deceased husband ministered
and in accordance with their economic possibilities.

TWO) In the event of the death of a Pastor, the CHURCH will make a monetary
contribution according to the following scale, equivalent to seventy-five percent of a
normal funeral service: Death of the Bishop or his Wife, in office or honorary, hundred
percent; Death of a Priest or his Wife, seventy-five percent; Death of a Deacon or his
Wife, seventy-five percent; Death of a Pastor in property or his Wife, seventy-five
percent; Death of a Brother Worker or his Wife, seventy-five percent.

The remaining twenty-five percent of the funeral service will be the direct responsibility
of the pastors.

The president of the Executive Board Pastor ______________________________ is


authorized to reduce these statutes and the corresponding approval minutes to public
deed.

Next, ___________________________ _ informs the assembly of the legal procedures


that must be managed after the present vote, it being essential to reduce the present
minutes to public writing, and then submit the new text of the statutes to the approval of
the Ministry of Justice, the latter being the last step in the process. of reform.
