Local government is defined as a subsystem operating within or among a
number of other subsystems (definition). Higher government gave its one body to
handle on local issues that represent the power whether from federal government or
state government, which has limited autonomy in terms of financial and
administration, have power to sue and be sued by others and have legal property
(elaboration). One example of a local government existing in Malaysia is the Majlis
Perbandaran Sepang. (example).

The first characteristic is that the local government must have its own territory.
Whereby, territory refers to a specific area of land that has been controlled by the
government. (the border is officially recognized by the law and gazzetted) A territory
is crucial to determine the sovereignty of a state. Therefore, in order to succeed in
the first characteristic, the local government shall fulfil all the requirement to own the
territory in accordance to the law. Example?? Majlis Perbandaran Sepang covers the
whole territory of District of Sepang which is 61, 900 hectares.

It also has the responsibility to develop the area for the benefit of the locals in the

The local government is also considered as an institution that has been established
under special law. The institution was controlled by the superior government.

On the other hand, the local government also performed its duties by abiding by the
law, which grants them the right to own property, to sue and be sued, and to execute
contracts and agreements. example

Furthermore, in a federal system, local government is essentially infra-sovereign. In


Malaysia, local government are further limited in their jurisdictional competence by
the principle of ultra vires. The local government can only perform those functions

Other than that, it is a separate local legal entity, where company is liable for its own
debts and although it is part of the government but local government is considered

Moreover, the representatives are either appointed by higher authority or elected by


local people. Yang di Pertua also known as president for rural districts &
municipalities works together with council member and is elected by the State
Government.

Local Government also carry out functions towards the local people such as
cleanliness servives, health services and security, and grant licenses and permits for
any trade in its area of jurisdiction, in addition to providing basic amenities, collecting
and managing waste and garbage as well as planning and developing the area
under its jurisdiction. + example
Moving to the local goverment's purposes, it is essential to upholding fairness and
justice for all residents. To create a sense of ownership and responsibility among
community members, LG encourages citizens to actively participate in local affairs
through the implementation of programs. District officers have a crucial role as go-
betweens, bridging the divide between the local populace and the upper ranks of
government to guarantee that issues are handled efficiently and openly.

Furthermore, by encouraging inclusion and equitable access to necessary services


and infrastructure, LG projects can make a substantial contribution to national unity.
This involves making certain that goods and services like roads, schools, hospitals,
clinics, and utilities like culverts, drainage systems, and lamp posts are dispersed
fairly throughout all neighborhoods, irrespective of socioeconomic class or race.

The democracy system used in our government has positively impacted the
community as it provide space to articulate the political demands on the society. In
another words, it gives the locals opportunity to voice out their opinions as the
system focuses on the opinion of the majority. This has open up many doors for the
citizens to involve themselves in various project relating to the community
development and socioeconomic.

Other than that, through democracy, we get divide the authority of the Central
Government and delivery of system from the State to the Local government to
promote liberty.

Navigating to the following concept, the jurisdiction of Local Government, delineated

final decisions necessitate approval from the State Government, a mechanism in
place to ensure cohesion and compliance with broader regulations. Within the realm

revenue, and oversee expenditure, thereby fostering self-sufficiency and enabling
responsive governance. Furthermore, administrative autonomy extends to the
prerogative of appointing and discharging personnel, reinforcing the Local
Government's capacity for independent decision-making and efficient operation. Use
