The first characteristic is that the local government must have its own territory.
Whereby, territory refers to a specific area of land that has been controlled by the

is crucial to determine the sovereignty of a state. Therefore, in order to succeed in
the first characteristic, the local government shall fulfil all the requirement to own the

The democracy system used in our government has positively impacted the

another words, it gives the locals opportunity to voice out their opinions as the
system focuses on the opinion of the majority. This has open up many doors for the

development and socioeconomic.
Other than that, through democracy, we get divide the authority of the Central
Government and delivery of system from the State to the Local government to
promote liberty.
