WHEREAS, the Constitution of the Republic of the Philippines guarantees the fundamental rights of every
individual, regardless of sexual orientation or gender identity;
WHEREAS, the Local Government Code of 1991 (Republic Act No. 7160) empowers local government
units to exercise necessary powers and functions to promote the general welfare;
WHEREAS, it is the duty of Barangay La Medalla o ensure the protection and inclusion of all its
constituents, including members of the LGBT community;
WHEREAS, there is a need to promote equality, respect, and understanding among all residents of Barangay
[Barangay Name];
NOW, THEREFORE, I, Amalia M. Pelecia, Barangay Captain of Barangay La Medalla by virtue of the
powers vested in me by law, do hereby order the following:
A committee shall be established to oversee the implementation of policies and programs aimed at
protecting and including LGBT individuals in the community. The committee shall be composed of
the following:
o Amalia M. Pelecia Chairperson, Punong Barangay
o Members:
Eduardo M. Jimena Barangay Council Members
Herson D. Pelecia -do-
Jeremias C. Realubit -do-
Hilarion C. Polbinar -do-
Emma A. Palma -do-
Ely R. Palima -do-
Arnulfo S. Romero -do-
Maricris Marpiga Representatives from the LGBT community
It is hereby declared that discrimination on the basis of sexual orientation or gender identity is strictly
prohibited in Barangay La Medalla. This includes, but is not limited to, discrimination in
employment, education, public services, and housing.
The Barangay Council shall conduct regular awareness and education programs to promote
understanding and respect for LGBT individuals. These programs shall include, but are not limited to,
seminars, workshops, and information campaigns.
The Barangay Council shall provide support services for LGBT individuals, including counseling,
legal assistance, and referral to appropriate agencies and organizations.
The Barangay Council shall designate safe spaces within the barangay where LGBT individuals can
seek refuge and support in cases of harassment or violence.
The Barangay Council shall seek partnerships with non-governmental organizations (NGOs) and
other relevant agencies to enhance the implementation of this Executive Order.
SECTION 8. Funding.
Funds necessary for the implementation of this Executive Order shall be sourced from the barangay
budget and/or other available funding sources.
SECTION 9. Effectivity.
