The definitions below are pertaining to EO and EEO and are taken from the Department of
Defense and Federal policies as indicated in the column to the left of the definition.
DEFINITIONS.
Terms Definition
Abuse of authority An arbitrary or capricious exercise of power by a military member or a
federal official or employee that adversely affects the rights of any
person or results in personal gain or advantage to himself or herself or to
preferred other persons.

Accessibility Encompasses the design, construction, development, and maintenance
of facilities, information and communication technology, programs, and
services to enable all people, including those with disabilities, to fully
and independently use them. This includes providing accommodations,
reducing physical and attitudinal barriers, and adhering to best practices
like universal design.

Awareness and Efforts which involve contact with leadership, Service members,
outreach families, civilians to provide them with information, awareness of
programs and services, encourage use of services, and connect them to
resources. Efforts may take place within or outside the MFR access
points and may be a part of the larger MFRS efforts.

Collaboration Working together towards a common goal or purpose. Can refer to a
wide range of practices and activities, including networking (i.e.,
exchanging information for mutual benefit), coordinating (i.e., altering
activities to achieve a common purpose), cooperation (i.e., sharing
responsibilities, resources, or expertise), and integrating activities over
time (i.e., merging prevention operations, administrative structures, and
budgets).
Inclusion quotient An index score calculated by the Office of Personnel Management that
uses a subset of 20 questions from the Federal Employee Viewpoint
Survey.

Primary Stopping a self-directed harm and prohibited abusive or harmful act
prevention before it occurs. Can be implemented for an entire group or population
without regard to risk (universal primary prevention) or can be
implemented for individuals, groups, or a population that is at risk
(selected primary prevention). Primary prevention activities can target:
• Influencers, such as leaders who set a climate and shape norms,
but may not be present when a self-directed harm or prohibited
abusive or harmful acts may take place;
• Bystanders, who may be present when self-directed harm or
prohibited abusive or harmful act may take place;
• Individuals, who may commit self-directed harm or prohibited
abusive or harmful acts; or,
• Individuals who may be affected by self-directed harm or
prohibited abusive or harmful acts.

Referred report of A harassment report that was received via one response process but was
harassment referred to another response process (e.g., EEO, Military Criminal
Investigative Organization) during the data reporting period.
Unconscious bias Unconscious biases are beliefs, attitudes, and assumptions about people
and groups that individuals develop automatically based on
interpretation of cues (perceived social norms) and past individual
experiences (Fazio et al., 1986; Fazio, 2001; Marsh, 2009); these can be
inaccurate or incomplete, which can lead to a pattern of unintended
marginalization of people from certain groups.
Underrepresented A situation in which the number of women or members of a minority
group employed by a DoD Component constitutes a lower percentage of
the total number of eligible employees within the employment category
than the percentage women or the minority constitutes within the
civilian labor force of the United States.
