MINUTES OF THE BARANGAY ASSEMBLY OF BARANGAY COMUNAL, LILOY,


ZAMBOANGA DEL NORTE DURING ITS 1 ST QUARTER SYNCRONIZED
BARANGAY ASSEMBLY HELD AT THE BARANGAY COVERED COURT ON
MARCH 24, 2021.

1. The assembly meeting was called to order by the Barangay Captain Hon. Rigoberto O. Isip Jr.
at about 1:00 PM on March 24, 2021.

2. Then followed by the opening prayer/invocation led by Barangay Kagawad Hon. Joey A.
Lemosnero.

3. The pambansang awit was conducted by Barangay Kagawad Hon. Florencia P. Abarido.

4. The calling of the roll and attendance report was done by the Barangay Secretary, Albino P.
Paez.

5. Barangay Kagawad Hon. Albert G. Arboiz moved a motion declaring that there is a quorum
for the said assembly meeting March 24, 2021 and duly seconded by Barangay Kagawad Hon.
Percibal O. Laluna.

6. Barangay Kagawad Hon. Albert G. Arboiz read the SILG’s message 2021 FIRST SEMESTER
BARANGAY ASSEMBLY DAY.

7. The Barangay Secretary Mr. Albino P. Paez presented the agendum as follows:
a. Financial Report of the Barangay to include status, income, disbursement or remaining
barangay funds.
b. Accomplishments, on-going projects, COVID-19 initiatives
c. COVID and NON-COVID related plans or upcoming projects
d. Report on the implementation of the Social Amelioration Program
e. Newly enacted barangay ordinances
f. Other information involving barangay operations
8. Deliver the State of Barangay Address (SOBA) by the Punong Barangay. Hon. Rigoberto O.
Isip Jr. presented the theme “BarangayYan: Barangay at Mamamayanan, Sama-sama at
Magkaisa Upang Labanan ang Pandemya Tungo sa Isang Ligtas, Maayos at Maunlad na
Pamayanan” as an opening statement of the barangay assembly day for the 1st quarter of CY
2021 highlighting the following topic:
a. Accomplishment for the 2nd semester of CY 2020;
b. Financial Report for the 2nd semester of CY 2020;
c. Plans, Programs and Projects for CY 2021;
d. Newly-enacted barangay ordinances; and
e. Planned activities to contain the spread of COVID-19.

*Hon. Rigoberto O. Isip Jr. shared about the accomplishments done by the barangay and he also
explained about the financial report …
*Hon. Rigoberto O. Isip Jr. explained about the plans and projects of CY 2021 like construction
of the concrete bench with canopy around the barangay covered court, construction of barangay
stage, and the construction of public toilet.
*He also explained about the newly-enacted barangay ordinance, the Ecological Solid Waste
Management which mandates the barangay on the segregation and collection of solid wastes and
the creation of Barangay Ecological Waste Management Committee (BESWMC) that he
reminded all the residence of Barangay Comunal to always clean the surroundings and to get
used cellophanes and bottles that you/we saw on the streets or at your/our houses, to follow the
proper segregation of waste in order to stop the spread of the viruses.
*Barangay Captain also explained about the anti-terrorism group, in case that there will be
cousins and friends who will visit to your/our house that member of a terrorism or rebel we
should be careful and if there’s a person who arrived at your house please let the barangay or
barangay officials know.
*He explained about BADAC drug surrendered to follow up their papers so that they will be
drug cleared/drug free.

9. Brangay Issues and Concern


Peace & Order and Disaster. Barangay Kagawad Hon. Joey A. Lemosnero remind the
residence on maintaining the peacefulness of Barangay Comunal. He also explained that we
residence should always prepared in times of disaster.

Ordinance for Proper Disposal of Garbage. Mrs. Ophelia N. Esturco moved a motion for
penal provision – any person found violating the provision of this ordinance shall meted in the
following penalties:
1st offense – a fine of P250.00
2nd offense – a fine of P500.00
3rd offense – a fine of P750.00 w/ imprisonment for 3 mos.
It was voted by viva bossi and approved by the barangay assembly.

10. Open Forum


*Chairman of Committee on Education Hon. Albert G. Arboiz naghisgot nga ang DepEd naay
plan nga ibalik ang face to face classes.

*Hon. Darwin A. Rojas naghisgot kabahin sa road barriers along the national highway, in front
of Comunal Elementary School – kadaghan na mi nagpadala ug resolution apan wala tuguti sa
taga Highways.

11. Closing Remarks


*Hon. Darwin A. Rojas nagpasalamat sa pagtambong sa gipahigayon nga barangay assembly
day.
