Project Safety Officer Job Responsibilities

The project safety officer mainly implements the company's safety

management policy and completes the company's safety management goals,

and carries out various tasks in combination with the daily safety

management tasks assigned by the project safety manager and the project

manager. The specific job responsibilities are as follows;

1. Meeting, Education And Training:

(1) Organize weekly, monthly and quarterly work safety education, training

and meetings for teams, share accident cases, publicize relevant notices

and document spirit issued by superiors; and form written records,

photo records, and signature records as required;

(2) Complete the pre-job safety production operation training for team

members, and special operation personnel need to complete third-party

relevant work operation training. Those who have not participated in the

training and have not formed a record are prohibited from taking up

their posts, and form a written record, a photo record, and a signature

record as required;

(3) The company sends safety-related documents and notifications to team

members in the form of emails, meetings, and What’s app, and forms

written records, photo records, and signature records as required;

2. Safety Production Inspection:

(4) Before starting the construction, check whether the on-site TL,

supervisor engineers, operators, laborers, etc. are all present, and

whether the construction operation is carried out correctly in

accordance with the safety and construction design standards;

(5) Carry out safety inspections on the construction site of the team, mainly

to check whether the personnel entering the construction area are

equipped with correct wearing PPE, employee training card records,

construction operating tools, instrument safety inspections, driver

authorization, operator compliance, vehicles/machinery Whether the

safety warning card meets the requirements, initiate temporary

shutdown and rectification for potential safety hazards on site; form

inspection records;

(6) Check the fire-fighting equipment, circuits, sanitation, fire and other

hidden dangers in the office area, dormitory, kitchen, warehouse and

other areas of the team each month, and require the formation of

written records and photo records;

(7) According to the subcontractor's safety checklist, check whether the

subcontractor is equipped with a safety administrator, subcontractors

organization health & safety Policy, daily safety inspection, vehicle

safety management, special operation management, safety regular

meeting, near misses and accident records etc., and output the

checklist as required;

3. PPE, Safety Facility Management

(8) Implement daily PPE, safety facility issuance, replacement and

registration, and report to the safety manager in a timely manner if the

team members are missing or damaged PPE; routinely check whether

the PPE and safety facilities at the construction site meet safety

requirements and standards, and if unqualified timely request for

replacement and repair;

4. Check The Problem Rectification And Processing

(9) Record, track and deal with the problems found in the on-site inspection,

and at the same time conduct on-site education and conduction for the

relevant construction personnel, output inspection records and photos,

and issue rectification opinions and rectification deadlines;

5. Competency Assurance.

(10) Before the start of construction, Safety supervisor to make sure that

Site engineer, supervisor & workers who going to proceed constructions

on site are competent, trained, equipped with right tools and PPE and

well aware about the operation, Risks and their control measures, in

case of any emergency situations workers shall know the emergency

response procedure and the workers have to comply with Health and

safety and constructions quality regulations

6. Vehicle And Machinery Safety Management

(11) Implement the OBD online service for on-site construction vehicles.

If the OBD installation has not started the service, it is required to stop

using the vehicle;

(12) Check whether the vehicles used by the team have implemented the

vehicle safety management work records: driver test record form,

vehicle handover record form, vehicle maintenance record form, vehicle

inspection record form, vehicle driving record form, vehicle insurance

form;

(13) Check whether the machinery used by the team has implemented

safety management work records: operator certification, machinery

insurance, machinery maintenance record form, machinery inspection

record form;

7. Carrying Out Safety Activities

(14) Organize team safety production drills according to the work plan,

such as escape, emergency rescue, firefighting, etc., and form written

records, photo records, and signature records as required;

8. Safety Warning And Assessment

(15) Issue a warning letter to on-site management and team employees

who do not implement safety regulations, issue rewards to outstanding

members, collect relevant materials and report them to the safety

manager and project manager for review, and implement assessment

and punishment;

9. Incident And Accident Reporting

(16) When a safety accident or incident occurs on the construction site,

report it to the project manager and safety manager as soon as possible,

and verify the incident and the specific information of the incident

according to the detailed accident report rules, and require to fill in the

accident report record correctly;

10. Safety Risk Assessment

(17) Conduct safety risk assessment for all types of activities before

project construction, and output relevant safety risk assessment records

and establish countermeasures;

11. Summary Of Safety Work

(18) Do a good job of daily safety work records, and report weekly safety

production management records (PPT records) as required;

(19) Summarize the monthly, quarterly and annual safety production

work, and prepare report materials to report to the safety manager;
