ARTICLE 1:

SECTION I: PREAMBLE

We, the entire members of COLLEGE OF HEALTH SCIENCE STUDENTS’


ASSOCIAITON FEDERAL UNIVERSITY WUKARI (COHSSA FUW),
having firmly and solemnly resolved to come together as an indivisible
association, burying our personal differences and pledging to promote the
integrity and unity of this association within and outside the showers of the
institution, hereby providing ourselves this constitution for the purpose of equity,
understanding, harmony and fair hearing. The priority of this constitution shall be
binding on all members and shall be promoted and defended.

SECTION 2: SUPREMACY OF THE CONSTITUTION

i. This constitution is supreme and its provisions shall be binding on the


activities of the association and its members
ii. In the event of failure to take decisions based on the provisions in this
constitution, the congress decision on such matters shall be final and
binding and shall supersede the provision of the section or sub-section
of the constitution where such failure emanated.
iii. The association shall not be administered nor shall any authority or
group of persons take over administration of the association except in
accordance to the provision of this constitution.
iv. If any provision of this constitution is inconsistent with the university
rules and regulations, such provision to the extent of the inconsistency
be void and of no effect
v. On no account shall the constitution or part of it be plagiarised;
defaulters shall be charged for abused of constitution and piracy

SECTION 3: NAME OF THE ASSOCIATION


i. The name of the Association shall be called “College of Health
Sciences Students’ Association Federal University Wukari” which shall
be abbreviated as COHSSA
ii. The full name and acronym (COHSSA) shall appear on all official use
iii. Should any authority or group of persons make an attempt to change,
the provision of such case shall be made available in a section or sub-
section of this constitution

SECTION 4: LOGO (DEFINITION, INTERPRETATION)

INTERPRETATION OF THE LOGO

1. THE STAFF OF CADUCEUS:


Is the traditional Symbol of Hermes and feature two Snake Winding
around an often-Winged Staff, it is often used as a symbol of medicine.
2. THE BOOK AND HUMAN BEING:
COMPONENTS: THE BOOK AND HUMAN BEING CLIPART
Signifies Noble COHS Students, undergoing learning process by
education.
The tension on the human being clipart pigments the struggle involved in
the process of learning.
3. THE COLOUR WHEEL
COMPONENTS: COLOURS IN CIRCULAR FORM:
 The Circumference signifies the Earth; Life comes first always
 Green Colour: Safety
 Blue Colour: Trust and Stability
 Orange Colour: Success in Creativity, Happiness and Peace at last

4. LOGO FRAME:
COMPONENTS: CIRCLE AND SPECTRUM

The logo was framed from Federal University Wukari logo to indicate its
solidarity and partnership with the university to bring out the best of health
personnel.

5. MOTTO: Disce et Serve (coined from Latin)

ARTICLE 2: MEMBERSHIP, RIGHTS AND LIMITATION

SECTION 1: MEMBERSHIP BY AUTHENTICATION.


i. Upon admission into College of Health Sciences FUW, membership is
automatic and compulsory
ii. Membership shall be confirmed upon payment of COHSSA dues which
is compulsory
iii. Membership shall be renewed every session with the payment of
COHSSA dues.

SUB SECTION I: RIGHTS (OF AUTHENTICATED MEMBERS)

I. Every member is entitled to every academic privilege provided by


COHSSA
II. Every member is entitled to all social and welfare benefits provided by
COHSSA
III. Every member shall have the right to wear and display all emblems of
the association
IV. Every member shall have the right to own the provided copy of the
constitution upon request.
V. Every member shall have the right to vote and be voted for
VI. Every member has the right to air their opinions and contribution for the
growth of the association.

CEASATION OF MEMBERSHIP BY AUTHENTICATION

1. Membership shall be ceased upon expulsion, withdrawal, and transfer from


FUW.

SUB SECTION II: LIMITATION OF AUTHENTICATED MEMBERS

i. No member shall abuse any right and privileges given to them


ii. In every academic session, no member shall request for the
constitution more than thrice
iii. No member shall make use of any abusive word or violent action

SECTION 2: HONORARY MEMBERSHIP

i. Upon graduation, a confirmed member of COHSSA is entitled to an


honorary/lifetime membership
ii. Honorary membership may be conferred on any individual or group of
persons.

SUB SECTION I: RIGHTS OF HONORARY MEMBERS

i. Every member has the right to attend meetings and gathering organized
by the association
ii. Every member shall have the right to wear and display all the emblems
of COHSSA
iii. Every member shall the right to the facilities provided for them by
COHSSA
iv. Every member shall have the right to air their opinions.

SUB SECTION II: OBLIGATIONS OF HONORARY MEMBERS.

i. Every member is obligated to continue their active participation and


cooperation in future
ii. Every member is obligated to attend meetings when invited except
otherwise
iii. Every member shall uphold the integrity and keep every confidential
information of the association.

SUB SECTION III: LIMITATIONS OF HONORARY MEMBERS

i. Every member shall not interfere in the financial matters of COHSSA


ii. Every member shall not impose any opinion on the association
iii. Every member is not eligible to vote and be voted for

ARTICLE 3: ADMIINISTRATIVE STRUCTURES, FUNCTIONS AND


LIMITATIONS

SECTION 1: THE EXECUTIVE COUNCIL

SUB SECTION I: THE FUNCTION OF EXECUTIVE COUNCIL

1. The Executive Council shall preside over the affairs of COHSSA.


2. They shall in agreement with the house of senate create activities and
programmes aimed at fulfilling the goals and objectives of the association

3. They shall mediate between the association, the college and the university
authority at large
4. They shall have discretion in the disbursement of the association’s fund,
which has to be approved by the house of senate
5. They shall present a yearly budget not more than one month after
inauguration to the house of senate for passage into law and no new
expenditure can be carried out after that.
6. They shall have the power to nominate patrons, which is subject to approval
by the house of senate.
7. They shall leave at least 10% of the yearly income at the end of the tenure;
which shall remain untouched
8. All members of the executive council shall perform duties assigned to them
by the president
9. They shall hand over all documents to the successive executives on the day
of inauguration.
10.The executives shall be issued certificate of service before vacating their
official positions by the senate.
11.Shall be in compulsory attendance in all general executive meetings and
congress and emergence meetings
12.All Directors of standing committee shall have the right to appoint its
members with the approval of the president.

SUB-SECTION II: LIMITATION OF THE EXECUTIVE COUNCIL

1. The council shall not hold any meeting without the approval of the
president unless in an emergence of which 2/3 of the council must agree.
2. No member of the executive council shall make decisions without the
approval of the president.
3. No member shall be found making any form of hate speech, violent actions
in any official handles or gatherings.
4. No member shall privatize any fund or property belonging or made
available for the association.
5. No member shall disobey the directives of the president provided it is in
line with the provision of this constitution.
6. All members shall perform duties assigned to them by the president.

SUB SECTION III: MEMBERS OF THE EXECUTIVE COUNCIL

The executive council shall comprise of the following:
1. The President
2. The Vice President
3. The Secretary General
4. The Financial Secretary
5. The Treasurer
6. Public Relation Officer I (PRO I)

THE PRESIDENT

1. Shall be the chief executive officer of the association and shall preside over
the general and executive meeting
2. Shall take decision and make statement where and when it is not possible to
convene council in extenuating circumstance
3. Shall in the event of (2) seek the approval of the executive council within
72 hours (3 days)
4. The president shall be a co-signatory of the association account
5. Shall at all times defend the integrity of the association in accordance to the
provision of the constitution.
6. Shall be responsible for prompt execution of the association policies and
assign duties to other executives.
7. Shall be the spokesman of the executive council and the members of the
association.
8. Shall be responsible for coordinating the activities of the association.
9. Shall address the house of senate on behalf of the executive council after
been giving at least one-week notice.
10. Must attend consultative meeting on invitation by the house of senate,
such invitation shall be giving at least one-week notice
11.Must maintain a presidential diary of activities, contact and office
proceedings.
12.During any period for which the office of the president is vacant because
the president:
I. Is unable to perform the functions of his office by the reason of
illness lasting for more than a month
II. Is dead (God forbid), removed, impeached, resigned in accordance
with the provisions of this constitution; the function of the office
shall subject to this sub section and be performed by the
association’s vice president

III. Where provision (II) above fails, the function of the office of the
president shall be performed by the senate president.
IV. Shall provision (III) above fails, the function of the president shall be
performed by such person as the house of senate may appoint by an
order published on all the association notice board and an order
under this provision may be revoked upon the expiration of the
stipulated time.
13.The president shall have the power to appoint and dissolve ADHOC
committees
14.Shall in collaboration with the executive council select representative for
the college.
15.Shall in pursuance of the objectives of the association have to assign roles
to other members of the association
16.Shall in consultation with the General Secretary summon all congress and
executive meetings of the association
17.Shall represent and defend the legitimate right and function and interest of
the students before the college and university management
18.Shall ensure due execution of the budget so approved through any of the
office or committee of the executive council

THE LIMITATION OF THE PRESIDENT

1. The president does not have the right to interfere or appoint the electoral
body
2. Cannot suspend/ dissolve any executive council member unless with the
provision made in the constitution
3. Shall not interfere in the house of senate’s decision of the association
4. The president shall not coerce the executive council, house of senate and
congress into accepting and making decisions.
5. Shall not be found making any form of hate speech in all official handles or
gatherings.
6. Shall not privatize any fund or property belonging or made available for the
association
7. Shall not show any form of favouritism or partiality in appointing or
nominating individuals for college representative.

THE VICE PRESIDENT

1. Shall assist and advice the president in performance of his/her duty
2. Shall perform all duties of the president in his/her absence
3. Shall perform other functions that may be spelt out by the president and the
provision of the constitution from time to time
4. Shall chair the COHSSA week committee and other ADHOC committees
when necessary.

LIMITATIONS OF THE VICE PRESIDENT;

1. Shall not coerce the executive council, parliament and congress into
accepting and making decisions
2. Shall not override the president.

THE GENERAL SECRETARY

1. Shall record the minutes of the general, emergency and executive meeting
and shall take charge of the association correspondence
2. Shall at the directive of the president, summon all general and executive
meetings.
3. Shall perform other duties spelt out by the president and the provision of
this constitution from time to time.
4. Shall be in possession of the constitution during both executive and general
meeting
5. Shall keep a comprehensive list of all members of the association for every
session
6. Shall keep attendance of all executive and congress meeting
7. Shall read out minutes of previous meeting in all meetings

LIMITATIONS OF THE GENERAL SECRETARY

1. Shall not call for meeting without the approval of the president
2. Shall not divulge any executive and general recordsof the association

THE FINANCIAL SECRETARY

1. Shall collect and keep records of all dues, donation and assets of the
association
2. Shall submit all funds collected to the Treasurer within 48 hours and
collect receipt from the Treasurer for such funds
3. Shall submit sessional account statements to the congress
4. Shall be a co-signatory to the association account
5. Shall give financial advice to the executive council
6. Must submit the account books for auditory when requested for by auditor
general, house of senate or the congress
7. Shall be the chief accounting officer of the association
8. Shall receive application for expenditure, prepare vouchers for such and
pass to the Executive president for approval
9. Shall have a comprehensive list of the people that have paid dues and
people that haven’t (registered and unregistered)
10.Shall keep an up to date account/record of all the financial transactions on
behalf of the association
11.Must devise a means to collect all finances of the association
12.Shall be the director of standing committee on finance

LIMITATION OF FINANCIAL SECRETARY:

1. Shall not issue receipt to any member of the association without due
payment
2. Shall not withhold the receipt of any member that has paid dues beyond 72
hours
3. Shall not divulge the financial information of the association to non-
executives.

THE TREASURER

1. Shall keep an up to date account of receipt and expenditure of the


association funds
2. Shall issue receipt to the financial secretary upon collection of
funds/money received
3. Deposit all money received from the financial secretary into the
association’s account within 48 working hours
4. Shall be a co-signatory to the association account
5. Shall keep a maximum of N10,000 with him/her in 5working days for
emergency

6. Must submit account books for audit when requested for by the auditor
general, house of senate and congress
7. Shall keep the cheque book of the association
8. Shall in collaboration with the financial secretary and auditor general
prepare the financial report of the association

LIMITATIONS OF THE TREASURER

1. Shall not lend out or borrow the association funds


2. Shall not disclose the financial information to non-executives.

PUBLIC RELATION OFFICER I

1. Shall be the director of the standing committee onmedia and publicity


2. Shall be the media master of the association
3. Shall in consultation with the executive council be responsible for internal
and external publicity of the association’s activities
4. Shall receive information from other organs of the association and
disseminate it
5. Shall make press release on behalf of the association after approval from
the executive president

SECTION 2: THE SENATE

SUB-SECTION I: GENERAL ROLE OF THE SENATE

i. Shall hear reports of the activities of the executive council.


ii. Shall have the power to approve or reject any decision of the executive
council if not beneficial to the members of the association.
iii. Shall have powers to summon any member of the executive council to
appear and explain such matters as may arise, provided the officer is
summoned through writing, specifying issues to be clarified within five
days before his formal appearance.

iv. Shall have powers to receive and consider petitions from any
member(s) of the association on whatever matters, and there after
carryout an investigation and take such action or make
recommendation appropriately according to the constitution.
v. Shall have power to impeach or pass a vote of no confidence on the
president and other members of the Executive committee and of the
assembly as provided by this constitution.
vi. Shall be charged with the responsibility of drafting, interpreting, and
enforcing the association constitution, by-laws and policies
vii. They shall approve a yearly budget from the executive council not
more than one month after the executive council submission of budget.
viii. They shall approve the patrons as nominated by the executive council.
ix. They shall ensure at least 10% of the yearly income shall remain
untouched at the end of the tenure
x. Charged with responsibility of the holding the association leadership
accountable for their actions and decision
xi. Members shall serve as a link between association leadership and its
members
xii. Shall approve at least 2/3 of any committee or board set up by the
executive council
xiii. In case of conflict or disagreement within the association, the house of
senate may facilitate discussion and mediate resolution to maintain a
harmonious environment

LIMITATION OF THE SENATE MEMBERS

1. Shall on no account impeach any executive council officer without any


concrete evidence or appropriate procedure as stated in a section in this
constitution
2. A decorum for decision making and impeachment shall not hold if not less
than 2/3 (must be an odd number) of the senate members are present
3. The president does not have the right to interfere or appoint the electoral
body
4. Cannot suspend/ dissolve any executive council member unless with the
provision made in the constitution

5. The senate president shall not coerce the executive council, senate and
congress into accepting and making decisions.
6. Members of the house of senate shall not be found making any form of
hate speech in all official handles or gatherings.
7. Members of the house of senate shall not privatize any fund or property
belonging or made available for the association
8. No member of the senate should in any way or act override the senate
president
9. The senate president shall not enforce any of his/her personal decision on
any member of the senate house

SUB SECTION II: MEMBERS OF THE SENATE

The house of senate shall consist of 15 members, 3 from each department


cutting across the 3 superior levels.

Shall be made up of the following official offices which shall be rotational per
session amongst all the departments in the college

1. The Senate president


2. The Deputy senate president
3. The clerk
4. The chief whip
5. The members

SUB- SECTIONIII: FUNCTION OF THE SENATE MEMBERS

THE SENATE PRESIDENT:

1. Summon meeting of the senate.


2. Preside over meetings of the senate
3. Shall be charged with the responsibility of enforcing parliament rules and
procedures ensuring that debates and discussion are conducted respectfully
and fearfully
4. Shall represent the senate in external matters

5. Shall summon and communicate meetings and important information to the
parliament, executive council and congress through the clerk and vice versa
6. Shall at meeting of the senate interpret the constitution of the association in
good faith but such interpretation shall be reversible by 2/3 majority of the
members of the senate on voting
7. Shall be charged with responsibility of resolving conflicts, disagreement
that arise within the senate fostering a harmonious working environment
8. Shall perform the role of the president as stated in a section of this
constitution when necessary
9. Shall be charged with responsibility in an alignment with the constitution
offering insight and facilitating discussion to reach a consensus or make
informed choices

DEPUTY SENATE PRESIDENT:

1. Shall be charged with the responsibility of taking role call during and shall
within 24hrs after adjournment send the list of absentees to the senate and
chief whip for necessary actions in accordance with the provision made in
a section of this constitution
2. Shall assist and advice the president in performance of his/her duty
3. Shall perform all duties of the president in his/her absence
4. Shall appoint any qualified member to perform in duty when charged with
the responsibility of the senate president

THE CLERK

1. He/she shall record the minutes of the assembly and shall take charge of
the assembly’s correspondence.
2. He/she shall at the discretion of the senate president, call for sitting
3. He/she shall keep a comprehensive list of all members of the assembly
for every session and the attendance of all members present during the
assembly’s meeting.

4. He/she shall perform other duties spelt out by the senate president and
the provision of this constitution from time to time.
5. Shall send a copy of the preceding of the previous sitting to every senate
member present at every meeting
6. Shall together with the senate president prepare in advance the agenda of
all the points to be discussed at the congress and senate meetings
summoned by the speaker through the clerk.

THE CHIEF WHIP

1. The chief whip shall be responsible for the orderly conduct of the assembly
as provided by the constitution
2. Shall ensure that members of the senate attend all senate and congress
meeting
3. Shall chair all disciplinary committees of the senate

SUB-SECTION IV: THE ROTATIONAL SYTEM OF OFFICES IN THE

SECTION 3: THE COMPOSITION OF THE CONGRESS


1. The general assembly of all the authentic members of the association shall
hereafter be referred to as the congress
2. It shall consist of all the authentic members of the association
3. This august body shall be the supreme decision-making body of the
association

SECTION 4: FUNCTIONS OF THE CONGRESS


1. The congress reserves the right to summon an emergency congress meeting
of the association based on the provision of the constitution; when the
purpose for the emergency congress meeting is duly signed by 2/3 majority

of authentic COHSSITE’s and submitted to the clerk of the house of senate
within 72hours (3 days) of the reception of such notice.
2. The congress shall have the powers to pass vote of no confidence on any
other organ of the association by 2/3 majority votes of authenticated
COHSSITEs
3. The authority to impeach any member of the executive council or member
of senate lies with the authentic COHSSITEs. This authority can be
exercised through a 2/3 majority vote, but only if a petition against the
concerned member remains unaddressed for a minimum of one month after
its submission.
4. The congress shall be the highest decision-making body in all affairs of the
association
5. The congress shall take decision on matter which are of importance to the
general members of the association
6. The congress may debate and pass resolutions, if necessary, on any
matter(s) which the executive council or Senate refer(s) to it
7. The congress may adopt or reject any resolution passed by the executive
council or the Senate
8. The congress has the power to dissolve any Committee or the Executive
Council if found not functioning properly by 2/3 majority of the congress
present and voting

ARTICLE 4: ELECTORAL ACT

SECTION 1: GENERAL
1. Election into the executive council shall be held annually at the end of
every session in accordance to the school academic calendar, at least two
weeks before the school’s sessional examination
2. Election of the senate shall be four working days before the executive
council’s election

3. College electoral committee (COHSSEC – College of Health Science
Students Electoral Committee) shall reserve the right to organize both
elections.
4. COHSSEC shall be an independent body.

SECTION 2: COLLEGE OF HEALTH SCIENCE STUDENTS’


ELECTORAL COMMITTEE (COHSSEC)

1. The COHSSEC shall comprise of 15 members cutting across all


constituency (5 departments), 3 from each department. At least one from
the most senior class and the rest from any other level
2. Members of COHSSEC shall be nominated by the congress from various
constituencies at least one month before the general election
3. The COHSSEC shall be headed by a chairman and assisted by a secretary
and other position as the need arises, which will be internally selected by
the members
4. The chairman shall be the most experienced and from the most senior class
5. The committee shall be dissolved immediately after a successful conduct
of inauguration
6. The committee shall be tasked with the responsibility of issuing certificate
of return
7. Shall rise a working budget for the purpose of conducting their
responsibility of this constitution which shall pass through the executive
council and approved by the senate
8. Shall also prepare and sell nomination forms to all intending executive and
senate candidates
9. Shall submit financial report to the incoming executive council
immediately after inauguration
10.Shall on the day preceding the election into the executive council arrange
for the contestants to present their manifesto to the congress
11.Shall organize an inauguration ceremony within two weeks after the
election
12.Should in case of failure of article (4) section (2.)1. above, class
representatives of each department form the COHSSEC to be approved by
the Deans of the faculties

SECTION 3: ELECTORAL LAW

i. Every authentic COHSSITE reserve voting right and privilege to vote


and be voted for.
ii. Any repeated or probated authentic COHSSITE reserves the right to
vote but not to be voted for.
iii. To be eligible for election into the senate, the member must have spent
one semester in Federal University Wukari.
iv. To be eligible to contest for the office of president candidates:
a. Must be in the penultimate class.
b. Must have a CGPA of not less than 3.5 for the those running credit
award system, except for those who are not running on credit award
system
v. To be eligible to contest for the other offices; candidates must be an
authentic COHSSITE and must have completed one academic session.
vi. Election into the various executive offices shall be rotational (in every
new academy session) between the two faculties within the college

vii. All vying candidates going for I.T shall sign a written agreement to
carry out the I.T programme within Wukari
viii. Any contestant vying for any position within the executive council and
house of senate must have resigned from any position in the department
and Student Union Government (SUG) Level
ix. An intending candidate vying for positions of the executive council shall
obtain a nomination form upon payment of a non- refundable fee to be
fixed by the COHSSEC and submitted 24hrs before the manifestos night

x. It should be noted that no member of the association cutting across all
constituencies shall vote more than one candidate for the same position,
and if found guilty of such offence his/her voting rights shall be revoked
for that session and the nomination considered void.
xi. In case a candidate elected is disqualified by the electoral tribunal, the
first runner up shall be declared winner.
xii. Any member who is found violating any of the electoral law shall lose
his/her electoral rights.
xiii. Every electioneering campaign shall end immediately after the
presentation of manifestos at the manifestos night, any candidate found
guilty of such, shall be punished accordingly by the COHSSEC.
xiv. All election shall be conducted by secret balloting
xv. No individual shall be voted into more than one organ of the association
at the same time.
xvi. In case where there is a vacant position after the election, there shall be a
bye-election one week later.
xvii. For the bye-election, all constituencies (5 departments) shall provide 15
delegates.
xviii. Where in the executive council any post becomes vacant either by
resignation, impeachment, death or incapacitation of any kind, a bye-
election shall be organize by the parliament to fill the position within 2
weeks of vacancy (except for the office of the president or Gen. Sec)
with the house of parliament serving as the COHSSEC, such bye-
election shall be voted by delegates from each constituency.
xix. In an event of equal number of votes for any two or more candidates for
the same position. The COHSSEC shall organize another election within
one week after the election in accordance to (xvii) above.
xx. For unopposed positions, such candidate must obtain not less 2/3 votes
of the registered voters
xxi. Counting of votes and declaration of results must be on the same day as
the election
xxii. The counting process must be done openly
xxiii. Any member or candidate found violating any of the following below,
before, during or after manifestos night shall be disqualified and voting
right lost
a. Violent act, assassination, and deformation of character, hate speech,
coercion to support, and any another law or offence found ethically
wrong

xxiv. Every candidate must present an electoral agent 24hrs before the general
election

SECTION 4: COHSSA ELECTORAL TRIBUNAL COMMITTEE


(COHSSET COM)

1. Shall comprise of 5 student members one from each constituency (5


departments), including the association staff adviser and any other staff, all
nominated by the congress on the day of the general election
2. The staff advisers shall chair the tribunal and other necessary position
needed by the committee, shall be voted by the committee
3. The COHSSET COM shall handle all cases of electoral complaints in
accordance with a section above
4. All electoral petitions shall be filed in at most 24hrs after the election.
5. Filled petitions should be deliberated and concluded within 5 working days
after the petition has been filed
6. The tribunal reserve the right to disqualify any candidate found guilty of
electoral malpractice, candidate shall permanently lose his/her electoral
right.

SECTION 5: INAUGURATION CEREMONY:

1. All successful candidates shall be sworn in 2 weeks after completion of the


general election
2. In a case of bye-election inauguration should be conducted one week after
bye election
3. Such inauguration ceremony shall be preceded over by the chairman of the
COHSSEC or any selected rep. by the COHSSEC
4. The COHSSEC in collaboration with the COHSSA executive council shall
fund the inauguration ceremony
5. There must at this ceremony be a formal handing of all documents to the
elected executive council and house of senate

SECTION 6: OATH OF OFFICE:

i. All elected candidates shall take an oath of office as follows;

ARTICLE 5: THE CONSTITUUTION

SECTION 1: INTERPRETATION OF THE CONSTITUTION


1. The constitution shall be the most supreme document in the association
2. The power of interpretation of the constitution rest with the senate
president of the COHSSA; in senate meeting and also in the event of dead
lock in any official meeting (in case of any controversy any active member
of the COHSSA COREC shall be called upon to interpret it)
3. The power of interpretation of the constitution rest on the executive
president of COHSSA during executive meeting only

SECTION 2: AMENDMENT OF THE CONSTITUTION:
1. This constitution shall be subjected to review and amendment as need be
every 3 years from the date of the last review

SUB SECTION I: POWER OF AMENDMENT

Amendment of the constitution can be proposed by any member of the congress


as the need arises.

SUB SECTION II: PROCEDURE OF AMENDMENT:

i. The amendment and review shall be put in writing and sent to the senate
president through the clerk and the executive president through the
general secretary and made available on the notice by the proposer
ii. Upon presentation of proposition, the senate is charged with the duty of
reviewing and amending such article or section or sub-section or
provisory as the case may be
iii. Upon presentation of proposition, the senate house shall be given a
maximum of 12hrs to give a feedback and a copy made available on the
notice board
iv. The feedback shall be acceptance or rejection of proposition
v. Should the senate house accept the proposition, they will be charged
with the duty of amending the constitution not more than one month
after acceptance
vi. Should in case of rejection of proposition, the proposer of the review
and amendment must present name, matriculation number and signing
of acceptance of not less than 2/3 population of the congress
vii. Should the above requirement be met, the proposition of amendment
shall be re-sent to the senate which shall be amended by the house
within 2 weeks
viii. If the house of senate fails to amend the constitution within the
stipulated period of time as stated in this constitution, it shall be deemed
accepted by the house of senate and presented to the congress by the
senates
ix. The congress at a general meeting shall by 2/3 majority in attendance
vote to adopt or reject the amendment
x. Such approved amendment shall become operational from that moment
xi. Such amendment shall be distributed to every constituency via their
senate representative within one week of adoption

xii. And soft copy of such amendment presented to the general congress by
the General Secretary within one week of adoption
xiii. There shall be not more than two amendment in a session

SECTION 3: REVIEW OF CONSTITUTION

i. The constitution shall be reviewed by COHSSA COREC – College of


Health Sciences Students’ Association Constitution Review Committee
ii. Member of the COREC shall be nominated by 2/3 majority of the
congress
iii. The COHSSA COREC shall consists of 11 members; 2 from each
constituency and the senate president
iv. Move for amendment during review should be forwarded to the senate
house and amendment procedure duly followed as stated in this
constitution.
v. The committee shall have a time limit not exceeding one month after
their inauguration of which they shall present the reviewed constitution
to the congress
vi. They shall work with budgetary modality and forward same to the
COHSSA House of the senate for approval
vii. The COREC reserves the right to replace any non-committed member
or any member found wanting after writing to the COHSSA House of
Senate
viii. Such replacement on writing must be forwarded to the affected
constituency and must be presented to the constituency by the senate.
ix. One copy of the approved constitution shall be made available to the
COHSSA house of senate and executive council for observation only
x. The constitution shall be adopted by 2/3 majority of the congress.
xi. The edited soft copy of the newly adopted constitution shall be made
available to all COHSSITES and stake holders in PDF format through
the General Secretary

ARTICLE 6: BILLS

SECTION 1: SPONSORING OF A BILL

1. Any member of the association wishing to sponsor a bill, will have to pass
through the following:
a. Shall type and submit four (4) copies of the proposed bill, two copies of
such proposed will be addressed to the senate president and submitted
through the clerk at least 7 working days to the days of the meeting. The
other two copies of the bill are to be sent to the executive president
through the general secretary
b. The sponsor must be present at such senate meeting to introduce the
proposed bill(s)
c. The senate president of the house of senate shall call for deliberation
following introduction of the bill by the sponsor
d. If any amendment is offered by the house of the senate, the sponsor of
the bill(s) reserves the right as to whether or not to accept the amendment

e. Where the sponsor accepts, the amendment becomes the bill proper and
is to be discussed
f. If the sponsor rejects the amendment, then his right shall be:
g. If the sponsor rejects the amendment of the bill by the house of senate or
the house of senate the reject the bill, the sponsor should get the name,
matric number and signature of 2/3 of the congress after which the bill
will be passed into law directly.
h. No bill shall be withdrawn without the consent of the sponsor
2. After discussion, the clerk takes the second reading as amended, if any
3. The Senate president shall immediately call on the members of the house of
the senate physically present in a meeting to vote for or against a bill
4. The bill shall then be passed into accordance

SECTION 2: PASSING OF A BILL:

1. Bill shall be passed into law when the majority of the senate members
present vote for adoption of such bill at a meeting
2. The senate is given maximum of two weeks from the date of presentation
by the sponsor to either pass or reject the bill
3. If a bill is passed into law, the senate should provide 3 copies of the passed
bill, where one copy is given to the executive council through the general
secretary for documentation, one copy will be given to the sponsor of the
bill and one copy is to be kept by the clerk of the senate for proper
documentation
4. In a case, where a bill is being amended by a senate house, a summon
should be made to the sponsor of the bill not more than 24hrs from the time
of such amendment.

ARTICLE 7: MEETINGS

SECTION 1: GENERAL MEEETINGS

1. All general meetings shall be convened at least 3 times in one academic


session
2. The PRO shall display a general notice for the meeting at least one week
before the meeting and an announcement made in all constituencies through
the standing committee on publicity and media
3. All meetings shall be conducted in English language
4. The general meetings shall form a quorum before deliberation commence
5. A quorum in a general meeting shall formed when at least 2/3 of the
members are presence
6. A general meeting shall be called by the executive council, the house of
senate and the congress
7. Any organ of COHSSA or congress man/woman calling for a general
meeting must present 3 copies of matters to be deliberated and present one

to the executive, one to the HOS and one pasted on the notice board seven
working days before the meeting
8. Decisions reached during such meetings by the congress shall be binding on
all members of the association.

SECTION 2: CONGRESS MEETING

1. A congress meeting shall be convened twice a session, one in each semester


2. The executive in collaboration with the HOS (House of Senate) shall
convene a congress meeting
3. A quorum is said to have been formed when 1/3 of the congress is present
4. Deliberations can only be concluded by the agreement of at least 2/3 of the
congress present
5. Decisions reached during such meetings by the congress shall be binding on
all members of the association
6. Constitutional matters shall only be deliberated during congress meeting
7. The executive president shall preside over general/congress meeting. The
HOS and executive council recognized accordingly
8. Executive council member and members of HOS must be in attendance of
all general/congress and emergency meetings
9. All the executive council members and HOS shall assumed front seat rolls
position

SECTION 3: EXECUTIVE MEETING

1. Executive council meetings shall be held at least once in a month


2. A notice of such meeting shall be served to members or intended guest at
least 72hrs before the meeting
3. All meeting shall be conducted in English language
4. The executive shall form a quorum before deliberation can commence. A
quorum is said to be have been formed when at least 4 members are in
attendance with at least the President, and either of the Vice president or
General Secretary in attendance
5. Any decision reached at such meeting shall be binding on all members of
the executive council
6. If any member of the executive council comes 20 minute later than the
stipulated time, he/she is a late comer, such a member after 2 consecutive
late coming shall face the disciplinary committee for disciplinary actions

7. A member of the executive council is said to be suspended if such member
misses two executive meetings in a session consecutively without an excuse
8. Suspended member shall face the disciplinary committee with immediate
effect and penalties to be decided by the disciplinary committee.
9. The executive president shall preside over all executive meetings

SECTION 4: SENATE MEETINGS

1. Senate meetings shall be convened at least once in 2 months


2. Notice of the meetings shall be served by the clerk to the HOS and similar
notice passed on COHSSA notice board at least 72hrs before the meeting
3. Congress members may attend senate meetings only as observers, after
applying through their constituency representative. Except when invited by
the senate through the clerk, such a member is no longer an observer
4. All meeting shall be conducted in English Language
5. Senate meetings shall only proceed when a quorum is found by at least 9
members present
6. Any senate member that does not attend senate meetings is an absentee
7. If any member of the senate that comes 20 minute later than the stipulated
time is a late comer, such a member after 2 consecutive late coming shall
face the disciplinary committee for disciplinary actions
8. Suspended member shall face the disciplinary committee with immediate
effect and penalties to be decided by the disciplinary committee
9. Any decision reached at such meeting shall be binding on all member of the
HOS
10.The senate president shall preside over all senate meetings

SECTION 5: EMERGENCY MEETINGS

SUB-SECTION I: EMERGENCY GENERAL MEETING

1. The PRO as directed by the executive president may convene an emergency


general meeting and a notice served not less than 24hrs before the meeting
2. The executive president shall preside over the emergency meetings
3. An emergency general meeting shall not deliberate over constitutional
matters
4. All decision taken at the emergency meeting are binding on all members of
COHSSA

SUB- SECTION II: EMERGENCY SENATE, EXECUTIVE MEETING

1. The meeting shall be convened by the Clerks and General Secretary as


directed by senate and executive president respectively not later than 24hrs
before the emergency meeting
2. In a case where a congress member or committee of the executive council/
member is summoned before the HOS, notice of such meeting shall be
convened not later than 24hrs before the meeting
3. All members or council or committees summoned must appear at the
stipulated time/day
4. Quorum for senate and executive meeting shall be formed as in their
official meeting
5. An emergency senate shall not deliberate over COHSSA matters

SECTION 6: DRESS CODE FOR MEETINGS

1. Members of HOS and executive council shall appear in ironed cooperate


wears (with tie and cover shoes) at all official and emergency meetings
2. All members of HOS and executive council shall appear in their natural hair
colour (black) with clean and modest hair cut (NO DREADLOCKS and
plaiting of hair in Guys)
3. Any member found violating 1, 2 above shall have no right in such meeting
and shall face the disciplinary committee

ARTICLE 8: COMMITTEES

SECTION 1: STANDING COMMITTEES:


There shall be standing committee on;

a. Media and publicity (SCOMP)


b. Academics (SCOA)
c. Welfare (SCOWEL)
d. Games and Sports(SCOGAS)
e. Socials (SCOS)
f. Discipline (SCODIS)

1. Members of such committees shall be an authenticated COHSSITEs of high


integrity, acceptable, pure and unquestionable characters
2. Shall consist of one member from all constituencies
3. Shall be appointed and headed by the president in collaboration with his/her
executive members not later than one month of assumption of office and to
be screened and approved by the house of senate
4. Every standing committee reserves the right to internally select any position
as need arises
5. The standing committee on sports and game shall have the right to appoint
or dismiss the captain or Coach of the COHSSA team
6. No member shall be in two different standing committee simultaneously
7. The executive president shall supervise all the standing committee

8. All the modalities of functioning shall be worked out by such standing
committee in accordance to the constitution

SUB-SECTION I: STANDING COMMITTEE ON DISCILIPLINE


(SCODIS)

1. The standing committee on discipline shall comprise of one member from


each constituency (5 departments) including two (2) staff, and shall be
directed as appointed internally by the committee
2. Members shall be nominated by each constituency and screened by the
house of senate
3. Shall reserve the right to take disciplinary measures in cases where
disciplinary actions are not stated in this constitution

ARTICLE 9: CODE OF CONDUCT, DISCIPLINE AND RIGHT

SECTION 1: CODE OF CONDUCT:


1. All members of COHSSA are expected to abide by the school rules and
regulations as stipulated by the school’s students’ handbook
2. All members are advised to shun all form of cultism, and examination
malpractice as the institution and association has zero tolerance for both.
3. All members of COHSSA are to appear in their right natural hair colour,
with clean and modest hair cut (No dreadlocks) and braiding of hair (for
guys)
4. Improper dressing shall not be tolerated by the association E.g. Sagging of
trousers, indecent dressing and no earrings (for guys)

SECTION 2: DISCIPLINE AND RIGHTS:


1. All member of COHSSA are to enforce discipline, any member who
commits a breach of discipline shall be liable to punishment as provided in
this constitution

SUB-SECTION I: BREACH OF DISCIPLINE

My include or any combination of the following;

1. Acting in a manner likely to bringing the name of the association COHSSA
disrespect or contempt
2. Defrauding COHSSA
3. Engaging in fraudulence practices
4. Failure to perform and abide by constitution duties and functions
5. Intent to make libellous publication and subversive articles of the
constitution without proper procedures
6. Flouting COHSSA constitution
7. Any other in accordance with the students’ handbook

SUB SECTION II: RIGHTS;

a. Every member of the association has the right of a congressman, except


the executive council and House of senate
b. Every member of COHSSA has the right to defend him/herself with
appropriate reasons and evidence
c. And any other right as stipulated in the students’ handbook.

SUB SECTION III: PROCEDURES FOR REPORTING VIOLATION OF


RIGHT:

1. In the case of violation of right of any member, such member should make
3(three) copies of such complains, in which one should be submitted to the
chairman of disciplinary committee, one placed on the notice board and one
copy kept by the complaints for further references
2. The disciplinary committee shall deliberate on such matters and make
recommendations to the senate within 7 days
3. Such decisions shall be made public

SUB SECTION IV: PUNISHMENT

1. Any member who misuses his/her right or violates the right of another
members, such member shall lose all his/her right as a COHSSITE and
shall not perform in any organ for one academic year

ARTICLE 10: FINANCES

SECTION 1: COHSSA ACCOUNT:


a. The bank of the association shall be any registered bank as approved by the
senate
b. The association shall not have more than one account at a time
c. The signatories of the association account shall be the President, Financial
secretary, Treasurer

SECTION 2: ASSOCIATION DUES:


a. All association dues (#500 per student) shall be collected by the financial
secretaries of the two faculties for their respective faculties
b. The dues from the faculties must be remitted or forwarded to the COHSSA
financial secretary at most a week after the collection
c. In cases where the dues are paid to the association account, evidence of
payment shall be sent to the financial secretary not more than 72hrs upon
payment
d. The financial secretary must issue an official receipt at the time of payment
confirmation (including dues)
e. All money received by the financial secretary should be submitted to the
treasurer within 48hrs
f. All money received by the treasurer from the financial secretary should be
remitted to the association account within 72hrs upon reception
g. The association dues shall be not more than N500 for both returning
students and new students.

h. All dues must be paid before the commencement of 1st semester exams

SECTION 3: FUND RAISING:


a. All funds generated during the session in activities such as COHSSA week
and COHSSA COREC or any other activities approved by the association
should be submitted to the financial secretary together with a detailed
financial report of such activity
b. Such financial report should be submitted not less than 72hrs after
completion of such activity.

SECTION 4: ALLOWANCES:
a. There shall be sitting allowances for both the Executive council and House
of Senate
b. The executive council shall be given allowances in not more than 5 official
executive meetings in a session
c. The House of senate shall be given allowances in not more than 3 official
senate meetings in a session

SUB-SECTION I: EXECUTIVE COUNCIL ALLOWANCES

1. The Executive President shall receive N1000 only for each of the 5 sittings
2. Any other member shall receive N500 only for each of the 5 sittings
3. The PRO shall be given N500 only per months for online publicity/
publication
4. Any other official expenses in any of the office should be written to the
financial secretary through the president

SUB-SECTION II: HOUSE OF SENATE ALOWANCES:

a. The senate president shall receive N700 only in each of the 3 sittings.
b. The deputy senate president, the clerk, the chip whip shall receive N600
only in each of the 3 sittings.
c. All other House of senate offices shall receive N500 only in each of the 3
sittings.

d. Any other official expenses in the House of senate should be written to the
financial secretary through the president.

SECTION 5: OFFICIAL REFRESHMENT

1. N2000 only shall be made available for refreshment in each of the 5 official
Executive sittings.
2. N3000 only shall be made available for refreshment in each of the 3 official
senate sittings
3. For other standing and ADHOC committee, refreshment made as at when
needed by the Executive president

SECTION 6: OFFICIAL FINANCIAL REPORTS

1. There shall be a financial report presentation by the financial secretary at


the second congress meeting per session.
2. The financial report should be typed and copies made available to the
congress.
3. At least 10% of the total money generated (including dues) during an
academic session must be left in the association COHSSA, by the outgoing
executive council.
4. It should be noted that such 10% shall be left untouched by the incoming
executive council.
5. Money raised for special activities shall be spent by committee set up for
that purpose and an account must be rendered to the executive council
immediately after the activity and a copy of that audit report of the activity
shall be submitted to the parliament 72hrs after completion of such report.

ARTICLE 11: GRAND PATRON, PATRONS ADVISERS, TRUSTEE AND
LEGAL ADVISERS

SECTION 1: COMPOSITION
a. The association patrons, advisers, trustee and legal adviser are to be
annually communicated and reminded of their roles and the progress of the
association.
b. The names of the patrons, advisers, trustee and legal advisers should appear
on the letter head of the association.
c. They shall be stakeholders in COHSSA.
d. They may be appointed by the COHSSA executive which is subject to
approval by the house of senate.
e. The COHSSA shall have a Grand Patron, a patron, a maximum of 5 staff
advisers, a maximum of 11 trustee and 2 legal advisers.

SECTION 2: GRAND PATRON AND PATRONS

SUB SECTION I: COMPOSITION

1. The grand patron of COHSSA shall be the Aku-Uka of Kwararafa


Kingdom.
2. Any of the following persons shall be approached or appointed as the
patron of COHSSA.
a. The Vice Chancellor of the Federal University Wukari (FUW).
b. The provost of college of Federal University Wukari.
c. The chief Medical Director of Federal University Teaching Hospital
Wukari.
d. The Commissioner of Health of Taraba State.

e. Any other person nominated by executive council and approved by the
house of senate.
3. The executive council reserves the right to re-appoint any patron that is
active.

SUB-SECTION II: FUNCTION OF GRAND PATRON AND PATRON

1. The grand patron and patron of COHSSA are expected to offer moral
and/or financial support.

SECTION 3; TRUSTEES

SUB-SECTION I: COMPOSITION

1. The following people shall be appointed as trustees of COHSSA.


a. The Director General, Taraba State Aids Control Agency (TACA).
b. Permanent Secretary, Taraba Ministry of Health.
c. Chairman, State Primary Health Care Development agency.
d. Director, Taraba State Disease Control Agency.
e. Director/Chairman, Health Service Management Board.
f. Chairman, Taraba State Nigerian Medical Association.
g. And any other as nominated and approved by the executive council.

SUB-SECTION II: FUNCTIONS OF TRUSTEES:

a. Shall offer advice and support to COHSSA over issues of health interest.
b. Shall offer financial and materialistic support to COHSSA.

SECTION 4: STAFF ADVISER

SUB-SECTION I: COMPOSITION:

1. The staff adviser shall be composed of distinguished college staff.

SUB- SECTION II: FUNCTION

1. They shall offer advice to the executive council on issues of interest to


COHSSA when necessary.
2. Shall offer moral, financial and materialistic support to COHSSA.

SECTION 5: LEGAL ADVISERS

SUB- SECTION I: COMPOSITION

1. Any individual entitled to practice as a barrister and a solicitor of the


supreme high court of Nigeria.
2. Shall be of good moral standard.
3. Shall be appointed from within the university community and must have at
least 2 years post call experience as a barrister and solicitor of the supreme
high court of Nigeria.

SUB- SECTION II: FUNCTIONS

1. Shall offer legal advice to COHSSA.

ARTICLE 12: MISCELLANOUS

SECTION 1: COHSSA WEEK;


1. It shall be organised once in a session.
2. The executive council shall organize a COHSSA week as approved by the
house of senate.
3. Special ADHOC committee may be setup to plan and execute the activities
of the week.
4. Where such committee exists, there may be expanded to fulfil the needs of
COHSSA.
5. Money generated by any means during the COHSSA week shall be handed
over to the financial secretary and audit of expenditures during the week
shall be submitted to the auditor general.
6. All needed during the COHSSA week, shall be retrieved from the executive
council.
7. The president, financial secretary and treasurer must be actively involved in
all the COHSSA week activities for smooth running and signing of
cheques.
8. All administrative functions shall be strictly supervised by the executive
council.
9. Activities corresponding with the functions of any executive council
member shall be collaboratively carried out with the COHSSA week
committee.

SECTION 2: SOCIAL ACTIVITIES

1. The social activities of COHSSA shall be as follows:


a. COHSSA dinner night.
b. Bonfire night.
c. Picnic/Hangout.
d. Fresher’s orientation/night

And any other morally inclined social activity proved by the executive council.

2. At least, 3 of the above listed social activities must be executed by the
Director of Socials in each academic session.

SECTION 3: GAMES AND SPORTING ACTIVITIES:


1. The sporting activities to be executed by the director of sports and games as
follows:
a. Sports hangout.
b. Game night and gaming competitions.
c. Footballs competition.

SECTION 4: MANAGEMENT OF COHSSA PROPERTIES

SUB- SECTION I: PREAMMBLE

a. There is a need for effective and efficient management of COHSSA


properties by providing the atmosphere for judicious use and prolongation
of live span of any COHSSA property by bringing out guidelines as
follows;
 Care for the property.
 The usage of COHSSA property.
 Hiring of COHSSA property

SUB-SECTION II: CARE AND MAINTENANCE

1. The president shall oversee the use and maintenance of COHSSA properties
through the office of the secretary
2. The COHSSA official documents shall be kept in the COHSSA office or
any other location as approved by the executive council.
3. Comprehensive report on the use and maintenance shall be kept by the
various directors; and this report shall be presented to the senate and
congress at the second congress meeting and also when needed.
4. All COHSSA properties documents (report) shall be handed over to the
incoming directorate by the outgoing directors.

SUB-SECTION III: THE USAGE OF COHSSA PROPERTIES

1. COHSSA properties may be used to generate funds as approved by


executive council.

2. COHSSA properties shall not be used for any private function.
3. Utilizing COHSSA properties longer than the agreed time shall attract fine
by the affected directorate.

SUB SECTION IV: HIRING OF COHSSA PROPERTY

1. Funds generated through hiring/renting, such property shall be used for


maintenance and profits remitted to COHSSA Account.
2. Application for hiring of COHSSA property shall be addressed through the
offices of the general secretary and receipt issued to the client upon
payment by the financial secretary.
3. Extortion of money by the general secretary from a client or the association
as the case may be in hiring of property situation shall face the disciplinary
committee.
4. Such application shall be approved by the president after consultation with
the general secretary.
5. Any individual or group whose application has been approved by the
president, such applicant has the right to know and confirm the state of
fitness of such property.
6. Any attempt to withhold such information and such property is damaged the
association will bear the complete loss.
7. The applicant on his part is expected to return the property given to him in
good shape and condition, any fault developed during the contract period
(electrical appliances only) should be reported back to the director.
8. Any property not returned in good condition by the applicant, the applicant
shall re-purchase such property within a time agreed by the executive
council.

SECTION 5: BEREAVEMENT AND DEATH OF MEMBER OR


AFFLIATES

SUB- SECTION I: DEATH OF MEMBER, PATRON, ADVISERS,


OTTHER AFFLIATES

1. A sum of money shall be presented to the deceased family.


2. For the funeral, at least 5 delegates led by the president shall be in
attendance.

3. They are charged with the responsibility of delivering a condolence
message on behalf of the association.
4. There shall be a candle night in memory of the deceased member during
which all COHSSITES are to appear on black.

SUB-SECTION II: BEREAVEMENT OF MEMBER’S PARENT

1. A sum of money shall be given to the bereaved member whose loses father,
mother, spouse.
2. Member shall inform the executive council through any of the officers.
3. A condolence message shall be sent to the member through the PRO.
4. There shall be delegates if within the secretariat region.
5. 60% of the money shall be paid by the COHSSITES through their
respective constituencies.
6. 40% of the money shall come from the association account
