to Enterprise” – investment 3.3 “Introduction of innovative PhDs responding
to the innovation needs of companies and promotion of recruiting
researchers from businesses”;
HAVING REGARD TO Notice 341 of March 15, 2022, "Public notice for the presentation of
intervention proposals for the creation of "Partnerships extended to
universities, research centres, companies for the financing of basic
research projects" to be financed in the underof the PNRR Mission 4
Component 2 Investment 1.3;
HAVING REGARD TO the DD No. 1549 of October 11, 2022, which approves the funding for the
Extended Partnership dedicated to the theme PE1 “Artificial Intelligence:
Foundational Aspects”;
HAVING REGARD TO the resolution of the Academic Senate of 14.05.2024, no. 130 with which
the doctoral scholarships were allocated to the individual Courses and
identified the PhD programmes consistent with the binding themes
referred to in art. 11 para. 6 of Ministerial Decree 629/2024 and art. 8
para. 7 of Ministerial Decree 630/2024;
HAVING REGARD TO the agreements stipulated or the commitment letters signed with financing
entities or enterprises to guarantee the co-financing of Doctoral
scholarships for which such co-financing is provided;
HAVING the obligations of the subjects implementing the interventions financed by
CONSIDERED the PNRR to ensure that PhD students can benefit from qualified and
specific operational and scientific structures for study and research
activities; to promote, in compliance with intellectual property, the
valorisation of research results through an adequate circulation of the
results pursued, in any case according to the principles of "Open science"
and "FAIR Data"; to comply with the principle "do not cause significant
damage" (DNSH) pursuant to art. 17 of regulation (EU) 2020/852 in line
with the technical guidelines prepared by the European Commission
(Communication of the European Commission 2021/C58/01); to establish
suitable procedures to address and bridge gender inequalities and in
support of the participation of women and young people;
WITH RESERVATION to any changes, updates or additions to this call, which will be announced,
exclusively, through publication on the website

DECREES

ART. 1 – ANNOUNCEMENT
1. Sapienza University of Rome announces the following exam-based open call for admission to PhD
Programmes of National Interest (DIN) of the 40th cycle - academic year 2024/2025, administered
by Sapienza University of Rome. All DIN PhD programmes last three years.
2. In Annex A, which is to be considered an integral part of this call, is indicated the list of the DIN
Programmes, including potential curricula, the number of the available positions, with and without
scholarship, scholarship type, the CUP code in the case of scholarships funded under the PNRR
projects, any specific thematic requirements and the type of examination tests.
In the same Annex A is indicated the website where candidates will find the specific
admission procedures and evaluation criteria.
3. The number of places with scholarship may be increased following further funding from external
public or private bodies, obtained both through competitive calls and agreements. In such cases,
where the scholarship is funded under a specific topic and project, the University reserves the right
to initiate new selection procedures.

ART. 2 - TYPES OF SCHOLARSHPIS AVAILABLE


1. Type 1 - PNRR PhD scholarships pursuant to Articles 7, 8, 9 and 10 of Ministerial Decree
629/2024

The scholarships referred to in this paragraph relate to programmes concerning:


- research topics pertaining to digital and environmental transitions (Article 7 of the Ministerial
Decree), research topics aimed at bringing about significant development of knowledge,
including applied knowledge, in areas of interest of the PNRR (Article 8 of the Ministerial
Decree), and applied research topics for Public Administrations (Article 9 of the Ministerial
Decree), as regards the DIN in Artificial Intelligence;
- research topics pertaining to digital and environmental transitions (Article 7 of the Ministerial
Decree) and research topics aimed at bringing about significant development of knowledge,
including applied knowledge, in areas of interest of the PNRR (Article 8 of the Ministerial
Decree), as regards the DIN in Earth Observation;
- research topics aimed at bringing about significant development of knowledge, including
applied knowledge, in areas of interest of the PNRR (Article 8 of the Ministerial Decree), and
applied research topics for Public Administrations (Article 9 of the Ministerial Decree), as
regards the DIN in Peace Studies;
- applied research topics for Public Administrations (Article 9 of the Ministerial Decree) and
research topics for cultural heritage (Article 10 of the Ministerial Decree), as regards the DIN
in Heritage Science.
These types of scholarships entail:
a) a bound research topic coherent with the specific projects, if not already individuated, which
will be formalised by 1 September with procedures to be communicated to the winning
recipients of such scholarships;
b) mandatory periods of study and research abroad, even non-continuous and at multiple
institutions, from a minimum of six (6) months up to a maximum of twelve (12) months over
the three-year period, extendable to eighteen (18) months in case of joint supervision
(cotutelle) of the thesis;
c) the drafting, through the dedicated online platform (http://dottorati.mur.gov.it), of a semi-
annual report indicating the time commitment (divided into months at the company/institution
if applicable, at the home institution, abroad) and a summary of the main activities carried out,
validated by the Coordinator of the PhD programme.
Furthermore, for the scholarships referred to in Articles 7 ("research topics pertaining to digital and
environmental transitions"), 9 ("applied research topics for Public Administrations") and 10 ("research
topics for cultural heritage") of the Ministerial Decree, the following are envisaged:
d) further compulsory periods of study and research in companies, public administrations or
research centres, including museums, institutes of the Ministry of Culture, archives, libraries
from a minimum of six (6) months to a maximum of twelve (12) months, which may be non-
continuous and at multiple institutions, over the three-year period.

2. Type 2 - PNRR PhD scholarships pursuant to Ministerial Decree 630/2024


The scholarships referred to in this paragraph, available to all DINs under the present call, concern
innovative PhD programmes that meet the innovation needs of companies and promote the hiring of
researchers by companies. Such scholarships provide for partial co-financing of the scholarship by
the host companies as well as:
a) mandatory periods of study and research at the company from a minimum of six (6) months
to a maximum of eighteen (18) months, which may also be non-continuous and at multiple
institutions, over the three-year period;
b) further mandatory periods of study and research abroad, which may also be non-continuous
and at multiple institutions, from a minimum of six (6) months up to a maximum of twelve (12)
months over the three-year period, extendable to eighteen (18) months in case of joint
supervision (cotutelle) of the thesis.
The periods of study and research referred to in letters a) and b) are distinct and must be
carried out at different host institutions;
c) a compulsory research topic coherent with the specific project under Ministerial Decree
630/24 (if not already individuated, will be formalised by 1 September with procedures to be
communicated to the winning recipients of such scholarships);
d) drafting, through the dedicated online platform (http://dottorati.mur.gov.it), of a semi-annual
report indicating the time commitment (divided into months at the company, at the home
institution, abroad) and a summary of the main activities carried out, validated by the
Coordinator of the PhD programme.
The assignment of the scholarships referred to in this paragraph is subject to the condition of
effectiveness pursuant to Article 15, paragraph 2 of this call for applications.

3. Type 3 - PhD scholarships financed by Extended Partnerships (PE)


The scholarships referred to in this paragraph, available only for the DIN in Artificial Intelligence, are
financed by the projects under the PNRR Mission 4 Component 2 Investments 1.3 (Extended
Partnerships) of which Sapienza is a beneficiary partner.
Therefore, the entire PhD path, training and research must be carried out in coherence with the topics
and goals of the projects that fund the scholarship, in collaboration with the respective scientific
referents of the Spoke and the project.
The winning candidate of the scholarship referred to in this paragraph must report on the research
activities, as required by the PhD programme and the project, producing:
- a periodic summary of the main activities conducted, countersigned by the tutor and the scientific
supervisor;
- suitable documentation attesting the activity conducted;
- a report indicating the time commitment.

4. Type 4 - PhD scholarships financed by Departments and third parties


The scholarships referred to in this paragraph are financed by public or private bodies, other
Universities or Departments, Departments of excellence of Sapienza, some with a compulsory theme
required by the funding body.
The assignment of the scholarships referred to in this paragraph is subject to the condition of
effectiveness pursuant to Article 15, paragraph 2 of this call for applications.

5. Type 5 - Sapienza PhD scholarships


The scholarships referred to in this paragraph are entirely funded by Sapienza.

ART. 3 - ADMISSION REQUIREMENTS


1. Access to the PhD programme is open to individuals of any age and nationality, who, by October
31, 2024, hold a degree from the pre-Ministerial Decree 509/99 system (so-called "old system") or
laurea specialistica and/or magistrale (D.M. 509/99 or D.M. 270/2004), second-level academic
qualifications issued by institutions belonging to the AFAM sector (Higher Education for Art, Music
and Dance), or an official foreign degree corresponding to the second-cycle according to the
Bologna Process qualifications framework and level 7 according to the European Qualifications
Framework (EQF), which allows access to the PhD programme at academic institutions in the
country where it was issued and is recognized as suitable for access to the PhD programme in
Italy (Master's Degree or equivalent title, in any case with a written final thesis), and that does not
present any "substantial difference" according to the principles of the Lisbon Convention and the
national methodology adopted by the Italian ENIC-NARIC center (CIMEA)1.
The suitability of the foreign qualification is assessed by the selection Committee (Art. 11) solely
for the purpose of the exams, without prejudice to subsequent checks of competence by the
Administration in compliance with the applicable laws in Italy and the country where the
qualification was awarded, as well as international treaties or agreements on the recognition of
qualifications for further studies (PhD programme).
2. Candidates who obtain the required degree to access PhD programme between the date of
submission of the application and 31 October 2024 will be admitted "with reserve" until they obtain
it.
3. Winners of places without a scholarship enrolled in previous years may be admitted to the
competitive tests for the same PhD programme to which they are already enrolled, but they are
required to formally renounce their previous career by notifying the "PhD Unit – programmes and
careers" before enrolment and by notifying the Board of Professors (Collegio dei Decenti) before
the start of activities.
4. Those who have already obtained a PhD degree without a scholarship can participate in this call,
provided that the predominant research topics and scientific-disciplinary sectors of the aspired
PhD programme are different from those of the PhD programme for which the title was obtained.
5. Those who have already benefited, even partially, from a scholarship to attend PhD or equivalent
programmes, at this University or another university in Italy, cannot benefit from another PhD
scholarship.
6. Pursuant to Article 11, paragraph 6 of Ministerial Decree 629/24 and Article 8, paragraph 7 of
Ministerial Decree 630/24, those who have already accepted a PNRR scholarship in previous
cycles, at Sapienza or other universities, even in the case of subsequent renunciation of the same
and even without receiving any instalment, may not select a Type 1 or 2 scholarship among those
available in this call for applications.
7. When submitting the admission application, the candidate self-declarers possession of the
admission requirements referred to in this article pursuant to art. 76 of law 445/2000.
8. The University carries out suitable checks, at any stage of the procedure, on the truthfulness of
the self-certifications made by the candidate. If the check ascertains the falsity of the content of
the declarations, the candidate will be excluded from taking the competitive tests or, if already
enrolled as a winner of the competition, will be declared forfeited, without prejudice to the criminal
sanctions provided for by Article 76 of Law no. 445/2000.

ART. 4 - SIMULTANEOUS ENROLMENT
1. Attendance to PhD programmes and benefit of the scholarship are compatible with the
simultaneous enrolment in any degree programme, including programmes provided by AFAM
sector (Higher Education for Art, Music and Dance).
2. Joint attendance to PhD programmes and specialisation schools in the health area with access
reserved for doctors and non-doctors is compatible on condition that the emoluments are not
accumulated and the student renounces to the PhD scholarship (art. 7 paragraph 1 letter b) of
the Ministerial Decree 226/21) without prejudice to the provisions of the following paragraph 3 of
this article.
3. Type 1 and 2 scholarships referred to in Article 2 of this call for applications cannot be assigned
to those already enrolled in Specialization Schools in the healthcare area with access reserved
for doctors, due to the prohibited accumulation of the respective emoluments with those, which
cannot be renounced, received as a result of the stipulation of the medical specialization training
contract.
4. Attendance of PhD programmes is incompatible with the simultaneous enrolment in another PhD
Programme and Advanced Professional Course (in Italian called “Master di I e II livello”).

ART. 5 – APPLICATIONS
1. When submitting the application, the candidates declare their intention to compete for the
scholarship. They may specify which PhD scholarship(s) they wish to apply for, indicating their
preferences in order of priority.
However, these preferences will not be binding for the Commission mentioned in Art. 10 in the
allocation of the scholarships.
2. Applications must be submitted by 10 July 2024 at 23:59 pm (local time) without any
exception.
To submit the application, candidates must login to Infostud, go to the "PhD Programmes" section,
fill out the online form, proceed with uploading the required documents, and then close and submit
the application.
The application can be modified until it is closed and submitted.
Only applications submitted by and no later than 10 July 2024 at 23:59 pm (local time) will be
considered valid for the competition.
Once closed and submitted, the application is unmodifiable and cannot be resubmitted.
The participation application once submitted, cannot be modified and can no longer be
resubmitted.
It is permitted to apply for more than one PhD programme.
To participate in the competition, candidates must also pay the participation fee through
the PagoPA system integrated into the online form.
It will be possible to pay the participation fee for the competition by and no later than 10 July 2024
at 23:59 pm (local time).
In the case of applications for multiple programmes, a participation fee must be paid for each
application submitted.
Only applications that are "closed and submitted" with the corresponding payment will be
considered valid for the competition.
The receipt of the submitted application and the payment receipt must be kept by the candidate
and presented to the Selection Committee and/or the PhD Sector - programmes and careers if
requested.
Complaints due to any IT system malfunctions near the deadline will not be accepted, nor will the
participation fee be refundable in any case; therefore, candidates are advised to complete the
application process well in advance of the deadline to allow the Offices to provide the necessary
assistance.
Instructions are available at https://www.uniroma1.it/it/pagina/dottorati-presentazione-della-
domanda and the help-desk service is active within the application portal.
Applications submitted or payments made in a manner other than that indicated in this
article will not be accepted.

ART. 6 - ADMISSION APPLICATIONS FOR CANDIDATES IN POSSESSION OF AN ACADEMIC


DEGREE ACHIEVED ABROAD
When submitting the application according to the guidelines in the previous art. 5, candidates in
possession of an academic qualification obtained abroad must submit the following documentation:
• For candidates with a qualification obtained in a country of the European Union:
pursuant to articles 46 and 47 of Presidential Decree 445/2000 and subsequent amendments
and additions, a self-certification of the academic qualification with list of exams and related
grades in Italian or English, pursuant to art. 3 of this call.
• For candidates with a qualification obtained in a NON-EU country: certification of the
degree, as referred to in Article 3 of this call, with a list of exams and relative grades translated
in Italian or English and legalized2 (or with Apostille3).

ART. 7 – CANDIDATES WITH DISABILITIES AND SPECIFIC LEARNING DIFFICULTIES

1. Candidates with legally recognised disabilities pursuant to art 3, para. 1 and 3 of law 104,
February 5, 1992 or holding disability certificates, who require special aids or additional time to
take the test, must submit a request to the Office for Students with Disabilities and Specific
Learning Difficulties by writing to testaccesso.inclusione@uniroma1.it and attaching the
documentation certifying the recognition of disability or the certificate of invalidity.
2. Candidates are granted additional time up to a maximum of 50% more than that defined for the
test and, depending on the certification presented, the assistance of a tutor for writing and/or
reading, an interpreter L.I.S, a basic calculator, an accessible table. Requests must be received
strictly by the closing date of the call for applications.
3. Students with learning disabilities recognised pursuant to law 170/2010 and Ministerial Decree
5669/2011, requiring specific tools for the test shall make an official request at the Office for
Students with Disabilities and Specific Learning Difficulties testaccesso.inclusione@uniroma1.it
and sending proper certification provided by Italian National Health Service structures (Italian
acronym SSN), or by specialists and accredited structures. Learning Difficulties certificates must
mention the specific code and caption of the Learning Difficulty it refers to (reading, calculus,
writing).
4. Candidates will be granted additional time for the admission test, equivalent to 30% of the
standard exam duration, based on the type of disability certification they present. Additionally,
applicants will be allowed to use a basic non-scientific calculator (subject to the type of disability
certification presented), which they must provide themselves.

ART. 8 – ORGANISATION OF THE ACTIVITIES OF THE PHD STUDENTS ENROLLED IN THE


PROGRAMME
1. Scholarships of types 1, 2, 3 and 4 may be bound to a specific theme and/or location, and are
offered within a framework of extensive sharing of the facilities necessary for carrying out
teaching and research activities aimed at realizing the doctoral project. Therefore, the enrolled
PhD students involved in a single, joint and shared teaching-scientific project, primarily conduct
their research at the location responsible for the scholarship they hold, but they are guaranteed
mobility among the different locations for scientific and training purposes.
2. The doctoral activity begins on 1 November of the first year of the programme and ends on 31
October of the third year of the programme.

ART. 9 – ADMISSION EXAMS


1. The admission exam to the DIN PhD programmes is aimed at guaranteeing an appropriate
comparative evaluation of the candidates. All testing modalities as well as the grids containing
the evaluation criteria are published on the web pages of each individual DIN PhD
programme, shown in Annex A.
2. Candidates are required to arrive in the stated place, date and time without attending further
convocation, as indicated in the course webpage shown in Annex A. Candidates shall provide an
ID to participate in the test.
3. The oral examination may also be conducted via videoconference as indicated on the course
webpage referenced in Annex A. If this mode is not provided, it can still be requested for proven
and documented reasons of impediment by submitting an application to the PhD Coordinator, with
adequate notice prior to the scheduled date of the examination, by writing to the email address
indicated on the same webpage. The request is subject to the absolute discretion of the Selection
Committee. The oral examination may also take place over several days, according to a schedule
that will be made available from the date indicated on the same webpage.
4. A foreign language examination may also be included, as specified on the webpages of the
individual DIN PhD programme mentioned in Annex A.

ART. 10 – SELECTION COMMITEE AND COMPETITION RESULTS


1. The Selection Committees are appointed pursuant to the Sapienza PhD Regulations published on
the website https://www.uniroma1.it/it/pagina/dottorati-di-ricerca.
2. The Selection Committees consists of at least three members chosen from full or associate
professors or researchers from Italian and foreign universities, or qualified research institutions in
disciplines pertaining to the scientific areas of the PhD Programme. In the case of a Committee
formed by more than three members, the members of the Committee external to the Board of
Professors must be at least two. The Committee may be supplemented by the addition of no more
than two experts chosen from public and private research bodies and institutions, including foreign
ones, provided they have documented particular expertise in the disciplinary areas of the training
programme.
3. In the case of Type 3 scholarships, the Selection Committees may be supplemented by a scientific
expert from the funded projects.
4. For DIN PhD programmes with multiple curricula, there will be a single competition with a single
Selection Committee. The competition examinations are the same for all curricula as indicated on
the individual Course webpages listed in Annex A of this Call.
5. The meetings of the Selection Committee are held in person, either wholly or in part. Remote
participation by one or more members is possible.
6. The Selection Committees will define, in preliminary meetings, the methods of application of the
evaluation criteria indicated in the grids published on the individual DIN Course webpages, which
will be reported in the competition minutes.
7. In the case of scholarships with a specific theme, the Committee will ensure that the candidates
have a scientific and cultural profile consistent with the topic of the scholarship awarded, indicating
this in the competition minutes.
8. For each examination conducted, the Committee will publish the results on the website of the
individual DIN PhD Programme, indicating, next to each candidate, identified by their Student ID
number (in Italian “matricola”), the score obtained. The published results will only show the
candidates who have passed the examinations; if the oral examinations are spread over several
days, the Committee will display the evaluations of the examined candidates at the end of each
day.
9. The Committee will publish the final outcome document indicating the overall score obtained and
the eligibility for the specific scholarship.

ART. 11 – RANKINGS AND APPROVAL OF ACTS


1. The rankings will indicate the sum of the marks obtained in the admission tests. Candidates will
be admitted to the DIN PhD programmes in descending order of scores, up to the number of places
available.
2. The ranking list is single even for the DIN PhD Programmes divided into curricula. The activation
of a particular curriculum will depend on the position in the ranking of the candidates who have
applied for that curriculum.
3. For candidates admitted with a PhD scholarship, the rankings will show, in addition to the scores
obtained in the admission examinations and the chosen curriculum (if any), the specific
scholarship assigned as per Article 2. The specific scholarship will be assigned based on the
eligibility assessments expressed by the Committee and reported in the final outcome document
referred to in Article 10.
4. In the case of a scholarship funded for a specific curriculum, it can only be assigned to the
candidate placed in a useful position in the ranking (i.e., within the number of available PhD places)
who has opted for that curriculum or has been deemed eligible for that curriculum by the
Committee.
5. For candidates admitted without a scholarship and for eligible non-admitted candidates,
the rankings will show, in addition to the marks obtained in the admission tests and any chosen
curriculum (and/or possibly the curriculum(s) for which the Committee has attributed suitability),
suitability for the specific scholarship(s), based on the suitability assessments expressed by the
Committee, reported on the final outcome document referred to in the previous art. 10.
6. In the event of a renunciation or failure to enroll by the winner of a scholarship of any type by the
deadline indicated in the rankings, the scholarship will be reassigned on a sliding scale based on
the score to the first eligible candidate placed in the ranking (i.e., within the number of available
PhD places) who has been deemed eligible for the specific scholarship by the Committee.
7. After verification of regularity of procedures by the PhD Unit - programmes and careers, the final
rankings will be published exclusively on the website https://www.uniroma1.it/it/pagina/elenco-
dei-corsi-di-dottorato.
8. In the event of a tie between candidates the winner will be chosen according to the following further
criteria:
• In the event of a tie for a place covered by scholarship the candidate with a less favourable
economic condition will prevail, pursuant to the Prime Ministerial Decree n 159, art. 8, para.
4 of December 5, 2013.
• In the event of a tie for a place without scholarship candidates with the following
characteristics will prevail:
1. higher graduation mark;
2. in the event of same graduation mark, higher average mark;
3. in the event of same graduation mark and average mark, achievement of the
degree in the shortest possible time, considering the legal duration of the
programme;
4. in the event of a tie in all of the above, younger candidates will prevail.

9. Upon publication of the rankings on the website https://www.uniroma1.it/it/pagina/elenco-dei-corsi-


di-dottorato a notification will be sent to the successful candidates via email to the address provided
during the application process. This notification will outline the procedures and deadlines for
enrollment completion. Failure to comply with the enrollment requirements within the specified
timeframe will result in the candidate being considered as having withdrawn, and the next
candidate in line according to the ranking will be offered the place.

ART. 12 – ENROLMENT TO PHD PROGRAMMES


1. All PhD admitted candidates, including those admitted in supernumerary as per Articles 7 and 8
of this call, are required to pay a stamp duty of €16,00 and a regional tax of €140,00.
2. Candidates who anticipate completing their master’s degree by 31 October 2024 and are
therefore temporarily unable to enrol, must communicate their intention to accept the place and
enrol in the PhD programme as soon as they obtain their required degree, according to the
methods that will be indicated in the communication referred to in the art. 11 para. 9 of this call.
Along with their communication of intent, they must attach a scanned copy of their identification
document. Failure to do so will result in disqualification. The communication of intent and the
attached ID scan must be received by the deadline published on the rankings. Failure to meet this
deadline will be considered a withdrawal of the place.
3. PhD students with a recognised disability of at least 66% or with a disability recognised under
Article 3, para. 3 or para. 1, of Law No. 104 of 5 February 1992, are exempt from paying the
regional tax. Upon enrolment, they must provide documentation attesting to their status to the PhD
Unit - programmes and careers at the email address ufficio.dottorato@uniroma1.it.
4. Candidates admitted to the PhD Programme holding a foreign master’s degree must also provide
for the purposes of enrolment, by the date indicated in the communication referred to in Article 11,
paragraph 9:
1. certificate of the academic qualification referred to in Article 3 of this call,
authenticated with an Apostille4 stamp, or, if the country is not a member of the Hague
Convention, legalized5 by the Italian Diplomatic Representation (Embassy or Consulate)
in the country whose education system the qualification refers to;
2. transcript of records (ToR) of the academic qualification referred to in Article 3 of
this call, in the original language, authenticated with an Apostille6 stamp, or, if the country
is not a member of the Hague Convention, legalized 7 by the Italian Diplomatic
Representation (Embassy or Consulate) in the country whose education system the
qualification refers to;
3. official Italian translation of the aforementioned certificates under letters a) and b)
of this paragraph, if the certificates are not already issued in Italian or English. Both
documents must be legalized8 (or with an Apostille9 stamp);

4. statement of comparability10 of the academic qualification referred to in Article 3 of this
call, issued by the Italian ENIC-NARIC centre (CIMEA)11:
or:
• Declaration of Value12 issued by the Italian Diplomatic Representation (Embassy
or Consulate) in the country whose education system the qualification refers to;
or:
• Diploma Supplement issued by the competent institution (if produced by higher
education institutions according to standards agreed by the Commission, the
Council of Europe and the United Nations Educational, Scientific and Cultural
Organization (UNESCO)), legalized13 (or with an Apostille14 stamp)
5. In addition to the aforementioned documentation under paragraph 4 of this article, for the purposes
of enrolment, the following must be produced by the date indicated in the communication referred
to in Article 11, paragraph 9:
1. Passport or, for EU citizens, a valid Identity Card;
2. Visa for "post-graduate studies", issued by the Diplomatic Representation – Embassy or
Consulate – (only for non-EU citizens requiring an entry visa for long-term stays in Italy for
the purpose of enrolment at higher education institutions);
3. Tax identification number (codice fiscale) issued by the Revenue Agency;
4. Receipt of First Residence Permit Request for study purposes (only for citizens of
non-EU countries holding a visa for "post-graduate studies");
5. Valid Residence Permit (only for non-EU citizens regularly living in Italy). If the residence
permit is expired, it is necessary to provide the Receipt of Renewal Request.
N.B. Foreign candidates requiring a visa for "post-graduate studies" must first access the
UNIVERSITALY15 portal and complete the relevant "pre-enrolment application", which must

subsequently be presented to the Italian Diplomatic Representation in their place of residence once
digitally validated by the PhD Unit – programmes and carees.

ART. 13 - SCHOLARSHIPS
1. The annual amount of the scholarship is € 16.243,00 gross of statutory withholdings to be paid by
students, pursuant to M.D 247/2022. The duration of the scholarship is equal to the legal duration
of the programme. Scholarships are paid on a monthly basis.
Payment of the scholarship financed by external bodies is subject to the payment of the
amount owed to Sapienza by the body.
2. The amount of the scholarship is increased up to 50% for authorised periods abroad up to 12
months. Such periods may be extended up to a total of 18 months for joint PhDs with international
institutions.
3. The gross annual salary limit to benefit from the scholarship is € 16.243,00 – scholarship
excluded
4. The examples of partial or total incompatibility to benefit from the scholarship are determined by
the regulation in force. In particular, scholarships cannot be accumulated with research grants or
other scholarships granted at any title, exception made for scholarships assigned by national or
international institutions which are useful to integrate the training and research activity of
scholarship holders and with financing from MUR funding for young researchers
5. In the event of sudden incompatibility, the instalments for the scholarship wrongfully received must
be returned. This refers to the whole academic year or any received fraction. Those who have
already benefited from a study scholarship cannot benefit from a second one under the same title.
6. The amount of the scholarship is increased to €19,800.00 (gross of welfare charges borne by the
recipient) for any first potential winner of a doctoral scholarship in the final rankings, holding a
degree obtained abroad, as referred to in Article 3 of the present call, and residing abroad
(maximum one per PhD Programme).
7. Attendance of the PhD programme and/or use of the scholarship may be suspended for a
maximum of six (6) months as provided for in Article 16bis of the University PhD Regulations,
following a written request from the doctoral student, in the following cases: a) military or civil
service; b) study or fixed-term work opportunities that are not incompatible with subsequently
resuming doctoral activities; c) serious and documented illness; d) caregivers of beneficiaries
under Law no. 104/92; e) foreign students awaiting a visa.
8. The provisions protecting parenthood set forth in the Decree of the Minister of Labour and Social
Policies of 12 July 2007, published in the Official Gazette no. 247 of 23 October 2007, apply to
doctoral students.
ART. 13bis – SCHOLARSHIPS TYPE 1 AND 2 – ANNULMENT AND FORFEITURE
1. By submitting the application, the candidate in the event of assignment of a scholarship type 1
or 2 (art.2 of this call), accepts that:
a) The enrolment to the PhD and allocation of the scholarship is subject to the positive results of
MUR checks on coherence and correspondence of the project to the thematic areas subject
to the PNRR projects
b) That the modification of the project objectives and expected results (if not previously
authorized by the MUR) will result in the revocation of the study scholarship and the restitution
of any amounts already received in the semester in which the revocation occurred, unless
otherwise provided for by ministerial provisions;
c) That any negative assessment by the Board of Professors (Collegio dei Docenti), pursuant to
Article 16 bis of the Sapienza PhD Regulations, will result in the revocation of the study
scholarship, exclusion from the PhD programme, and the restitution of the scholarship
amounts already received for the semester in which the revocation occurred, unless otherwise
provided for by ministerial provisions;
d) That withdrawal from the PhD programme will result in the restitution of the monthly
instalments received in the semester in which the withdrawal was submitted, except for the
instalments received in relation to the half-yearly periods of activity already carried out or in
case of different ministerial provisions;
e) That the request for withdrawal, even temporary, from the use of a Type 1 or 2 scholarship
alone, in the event that proper reporting has not been carried out within the terms provided for
by the respective decree and/or subsequent communications implementing it, will result in the
forfeiture of said scholarship and the restitution of the monthly instalments received in the
semester in which said withdrawal was submitted, unless otherwise provided for by ministerial
provisions. In any case, the periods of suspension referred to in Article 13, paragraphs 7 and
8 of this call for applications are safeguarded.
2. In the event of withdrawal or revocation of a Type 1 or 2 scholarship, the remaining amount may
be used to allow another candidate to take over only until 30 April 2025.

ART. 14 – “BUDGET FOR RESEARCH ACIVITIES” AND “BUDGET FOR RESEARCH ABROAD”
TO NON-BENEFICIARIES OF THE SCHOLARSHIPS
Every PhD student, with or without scholarship has a budget for research activities in Italy and abroad
corresponding to 20% of the amount of the scholarship.
PhD students without scholarship will also have access to an amount corresponding to 50% of the
scholarship parametrised on a research period abroad of a maximum of 12 months, beforehand
authorised by the PhD Programme Coordinator and confirmed by the host institution. Such period can
be extended to a maximum of 18 months in case of joint agreements (cotutelle) with international
bodies.

ART. 15 – EFFECTIVENESS
1. This Call is issued pending the accreditation of PhD programmes in accordance with Ministerial
Decree 226/2021. For those programmes that are not accredited, activation for the 40th cycle -
academic year 2024/2025 will not proceed.
2. In the event of scholarships financed or co-financed by third parties, the assignment of the
scholarship is subject to confirmation of the commitment through stipulation of a specific
agreement.

ART. 16 – PROCEDURE MANAGER AND PERSONAL DATA PROCESSING

Legal basis and aims of the data processing


In accordance with art. 6 of the Regulation, the data processing is necessary for the performance of a
task carried out in the public interest or in the legitimate exercise of official authority.
Personal data will only be processed for purposes of the conducting of the PhD programmes and for
candidates’ application.
Namely, the information will be collected and processed for the following purpose:
- verification of the requirements to participate to the competitive examination.

Nature of data provision and consequences of potential refusal.


The data collected will be processed fairly and lawfully, in accordance with the law. The treatment will
be made also by means of computer and telecommunication tools appropriate to guarantee the safety
and protect the confidentiality. The handling of the data is mandatory. The refusal will make impossible
the application to the call.

Processing methods and authorized data processors


The collection of data is carried out in compliance with the principles of relevance, completeness, and
non-excessiveness in relation to the purposes for which they are processed. The processing of the
aforementioned data is carried out through manual, paper-based, and computerized procedures, by
entering them into paper and/or electronic archives solely for the purpose of fulfilling legal
requirements or for administrative and educational purposes, by authorized individuals responsible for
data processing.

Rights of the data subject.


The data subject will have the right to obtain from the controller the access of the data related to him
or her are being processed, (art. 15 of the Regulation), the rectification without delay of inaccurate or
incomplete personal data (art.16 of the Regulation), the erasure (art. 17 of the Regulation), the
restriction (art. 18), portability (art. 20 of the Regulation). The data subjects have the right to object to
processing their personal data (art. 21 of the Regulation). In case of violation of the provisions above,
the data subject has the right to lodge a complaint with the Data Protection Authority.
