About us
Jan Sahas was founded in the year 2000 to ensure dignity for India’s most socially excluded
communities. Since then, we have made significant contributions to support communities and shift
systems to address forced labor, sexual violence (e.g., designed and piloted a nationally recognized
model for survivor support center), and manual scavenging (e.g., helped bring about landmark
legislation to prohibit the practice and compensate victims). Today, we work in ~100 districts across 13
states.
The Migrants Resilience Collaborative (MRC) was convened by Jan Sahas in 2020 to plug India’s broken
social protection delivery systems and make migrant families more resilient. MRC builds on Jan Sahas’
two decade-long experience of working with migrants to implement a two-pronged strategy: First, direct
implementation where we work to implement last mile delivery systems, ensuring the most vulnerable
migrants have access to existing social protection schemes. Second, systems change, where we partner
with governments to strengthen infrastructure and implementation, and with industry, where we work
with investors and real-estate companies to improve incentives and accountability towards worker
welfare. Since October 2020, we have reached more than 5 million migrant households.

About the position


Through its government systems change partnerships, MRC seeks to identify, test and scale solutions to
transform the delivery of social security schemes. We are currently in an exciting partnership with the
Punjab Development Commission (PDC), Government of Punjab. We are looking for an enterprising Lead
to work closely with the Commission and the state’s Building and Other Construction Workers Welfare
Board to unlock social security for millions of workers in Punjab. They will be responsible for driving the
engagement at the state level, managing government partnerships, identifying pain points in the design
and delivery of social security schemes, proposing and testing potential solutions, all while representing
MRC’s theory of change.
Key responsibilities
We are looking for a passionate individual with a high degree of ownership of their work, confidence to
interact with senior government functionaries, a knack for identifying relevant problems, strategizing
solutions, and supporting implementation in collaboration with the government.
• Manage relationships with government officers at the Commission and various line departments
• Foster relationships with government officials and other partners to secure buy-in for the
implementation of new ideas and reforms
• Identifying key bottlenecks through administrative data analysis, key informant interviews,
consultations, etc.
• Oversee the implementation quantitative and qualitative research as required
• Work closely with MRC’s technical teams to develop data-informed, testable hypotheses to
solve identified problems
• End-to-end management of the piloting of solutions
• Draft high-quality written documents and presentations to synthesize findings

Qualifications
• Bachelor’s/Master’s degree in economics, Management, Public Policy or related disciplines
• At least 5 years of work experience in government, social sector consultancies or multilaterals
• Ability to build and manage relations with government stakeholders across levels
• Ability to deliver quality outputs on time
• Good written and spoken communication skills in Punjabi (Gurmukhi), and English
• Proficient at quantitative data analysis and interpretation
• Experienced in developing compelling decks, narratives and memos
Bonus points if you have previous experience of:
Working on issues related to social protection, public service delivery, informal work and/or internal
migration.
