Message

The Local Government Code of 1991 set forth the process of redefining
and reinventing Philippine governance. It has also paved the way towards
local autonomy through decentralization of powers and functions from the
national government to the local government units (LGUs). It laid the
foundation of empowering the grassroots communities to be able to deliver
basic services to its constituents and make them more effective partners in
the attainment for national development.
The barangay, given their new responsibilities for development is left
without any other choice but to maximize the use of its resources, powers
and authority in the attainment of its developmental goals.
Towards this end, the Department of Interior and Local Government
(DILG) has introduced the concept of BGPMS, an assessment tool that
measures the barangay’s delivery of services and accomplishments in
relation to their functions as mandated in the 1991 Local Government Code
(RA 7160) and other related issuances.
It is my passionate hope that this instrument could be a guide to our
barangay officials as a reference document to improve barangay’s
performance and productivity, thus, leading to a better quality of life for its
residents.

PREFACE

Barangays are the building blocks of cities. The development of a


city depends largely on the vitality, health and dynamism of the different
barangays which comprise the city. Economic activities to name a few,
occurs in specific barangays where sea ports, reclamation area,
department stores, markets, cultural heritage and tourism sites are
located if taken together, these activities comprise the city economy
which provides employments, spurring investments, generating income
and building revenue base for the city. Any serious problems and
deficiencies in the barangays in turn affect the pace of development not
only in the barangays but in the city as a whole.
The primary objective of a city development through its
comprehensive development plan is to improve the quality of life of its
residents who are all living in barangays. Thus, any city development
effort should start with barangay development which is initiated, defined
and planned not only by the barangay officials but by residents and other
barangay stakeholders as well.
Development planning is mandated by law-The Local Government
Code (LGC) of 1991 (R.A 7160); The Urban Development and Housing
Act of 1992 (R.A 7279); and the Social Reform and Poverty Alleviation
Act of 1997 (R.A 8485) all mandated the formulation of local
developments plans.
As defined by the LGC, that barangay is “the primary planning
and implementing unit of government policies, plans, programs,
projects and activities in the community, and as a forum wherein
the collective views of the people may be expressed crystallized
and considered“
Furtheremore, the LGC also stipulated the creation of the Barangay
Development Councils (BDCs). Sec. 106 states that ”each local
government unit (including barangays) shall have a
comprehensive multi-sectoral development plan to be initiated by
its development council and approved by its sanggunian“ For this
purpose, the development council at the barangay level, shall assist the
corresponding sanggunian in setting the direction of economic and
social development, and coordinating efforts within its territorial

jurisdiction. Ensuring people’s participation in local development
efforts; prepare barangay development plans and monitor and
evaluate the implementation of national or local programs and
projects.
Most importantly, said development plan must be a Gender-
Responsive (with sex-disaggrated data in the Socio Economic Profile to
facilitate the gender gaps and gender differentiated impacts of PPAs) and
Disaster Risk Reduction-Climate Change Adaptation (DRR-CCA)
mainstreamed (with database on barangay disaster hazard, risk, climate
change vulnerability/exposure assessments to increase adaptive capacity
of the community, managed risks and disaster impacts on the lives and
properties).
Hence, the formulation of the Barangay Development Plan of
BarangayNovallas thru the full support and guidance of the City Local
Government Unit of Tanjay City, DILG Office, CPDO, CDRRMO, Barangay
Council of Novallas, Barangay Health Workers, Barangay Nutrition
Scholar, Midwife, and other stakeholders.

History of Barangay Novallas


Barangay Novallas is one of the twenty-four (24) barangays under
the City Government Unit of Tanjay, a fourth-class city under the
Province of Negros Oriental.
According to Mrs. Esperanza Reyes, our former Barangay
Treasurer in the time of Punong Barangay Montano S. Gabas, that long
time ago there were only few people living in this area. Only the
Reyeses, Leonardo Reyes, Victoriana Reyes and Telesfora Reyes.
The Kapitan del Baryo that time was Leonardo Reyes. There were
Igorots with spears looking for corn. The Governor proclaimed that the
land will be taxed. The people worked hard in the woodland planted corn
that started cultivation.
According to the late Barangay Kagawad Rogelio R. Agir, Barangay
Novallas was formely named Cambatog for there were many guava trees
and birds picking up fruits – “mobatog”.

The first two original teachers came in Novallas were of Spanish
bloods. Mr. Dominador Agir, the father of the late Barangay Kagawad
Rogelio R. Agir and Mr. Severiano Calumpang, the father of the late
Zosima Calumpang, who was then a former teacher.

As time went by, according to the late Barangay Kagawad Rogelio


R. Agir, Cambatog was then changed to Novallas. Nova which means
stars. Because there were many falling stars during the night. Llas
(pronounce as varias) means due to many parsillistas.
Based on the Name of Sitios 2017 Commission on

records, the 2. Odiongan barangay has 3,112
of registered voters. 3. Talaptap It has 22 precincts
and clustered into 9 4. Comba precincts.

Profile of Barangay Novallas


Barangay Novallas has a total area of 1,776.713 hectares wherein
majority of the land where used in agricultural sector like sugarcane and
corn farming. It has a distance of 11.004 kilometers from the heart of
Tanjay City.
Barangay Novallas is geographically bounded on the East of
Barangay San Jose, West of Barangay Pal-ew and Bahian, North of Sta.
Cruz Nuevo and Sta. Cruz Viejo and South of Municipality of Pamplona,
Negros Oriental.
It is classified as rural and upland barangay.

BarangayAnnual Patronal Fiesta/Cultural Celebration:


Barangay Novallas annual fiesta is celebrated every 15 th of May in
honor of our patron Saint, St. Isidore the Laborer. It is a celebration of
thanksgiving for a good harvest and for all the blessings received.
To highlight the celebration, there are a lot of activities being
prepared to commemorate this festivity. It has been a tradition, that on
the month of March is the start of the weekly disco held during Saturday
night and also is the opening of basketball tournament and usually the
awarding ceremony is conducted either on the 14th or 15th of May. Aside
from these, a series of activities conducted like live band, modern dance
competition, singing contest, variety show, Miss Novallas and many
others.

Disaster Risk Reduction Management BGPMS:

Efforts are made to ensure Public Safety and Disaster Risk


Management thus the high performance of 3.79. However, still a little is
needed to be done. Factors that have the ability to improve performance
in this area have to be considered. Suggested action to take include:
purchase of additional disaster equipment, formulate and implement
Barangay public safety plan, conduct quarterly meeting for Barangay
Peace and Order Committee and conduct of regular monthly Lupon
meetings. Also, the barangay failed to establish Barangay Human Rights
Action Center.

A. Community Risk Assessment (CRA)


Community Risk Assessment (CRA) is way to determine hazards or
risk vulnerabilities that may possibly experience and to know the vitality
and how wide the potential for danger it caused or danger to the
community. By collectively knowing the strengths and opportunities
available in the barangay to help reduce risk or danger.
1. Barangay Disaster Risk Profile
According to Tanjay City Disaster Risk Reduction and Management
Office, there are parts of Barangay Novallas that may experience
flooding like Sitio Comba, Talaptap, Odiongan and Proper Novallas
especially if there are Category III and IV typhoons or when there is
heavy downpour in parts of Barangay Pal-ew and Sitio Camansi which
would result to sudden rise of Tanjay River and Inolucan River.

Methodology on Data Gathering using Barangay

(BGPMS) Tool and other available Data

BNS, City Planning Development Office and City
Disaster Risk Reduction and Management Office)

Barangay Novallashas organized a BDP Planning Team through an


Executive Order/Barangay Resolution to spearhead the gathering and
collection of needed data in coordination with the Local Government Unit
of Tanjay City (Office of the Mayor, Sanggunian Panlungsod, Liga ng mga
Barangay, Office of the City Planning, DILG and other LGU departments
and offices), analyze and validate the assessment result, prepare and
present them during the BDP planning workshops until done. The
barangay planning team uses BGPMS 2017 and other available data from
the city to capture the current state of the barangay in order to find
solutions and address the development gaps.
The Enhanced Barangay Governance Performance Management
System (BGPMS) is an assessment tool that measures Barangay
Novallas’s delivery of services and accomplishments in relation to their
functions as mandated in the 1991 Local Government Code (R.A 7160)
and other related issuances.
Data gathering covers barangay’s performance for Calendar Year
2017 as the year under review. Data interpretation was limited only to
the indicators required in the 2017 enhanced BGPMS Data Capture
Form. Data and information are useful in the identification of priority
areas for improvement are also made available to enable barangay
officials to plan and implement appropriate strategies for their
constituents.
The BGPMS shall focus on the following priority performance
areas: (1) Administration; (2) Social Services; (3) SC Development; and
Environmental Management. The performance areas are further
subdivided into several service areas as follows

SITUATIONS
Governance Performance Area BGPMS:

Good governance as defined in the Local Government Code of 1991


is “the process by which communities address their own needs,
problems and priorities through responsive and accountable local
governments.” Its component Service Areas are: Local Legislation;
Transparency; and Citizen’s Participation.

A. Service Area 1.1 Barangay Legislation


The imperatives of quality legislation have been looked into as it
has formulated the Barangay Internal Rules of Procedure. It has also
conducted the twice a month regular sessions, passed resolutions and
has an approved Annual Budget within the budget calendar year for
2017. The sanggunian has the capacity in terms of the establishment
of the sangguniang barangay’s session hall with complete furniture,
fixtures and equipment. The barangay has enacted any general
ordinances but does not have a legislative tracking system or
monitoring system that keeps track of the implementation of the
ordinances. Thus, this service area has an average of 4.43.

B. Service Area 1.2 Barangay Transparency


Promoting transparency in governmental transactions and
practicing it require a certain degree of urgency. Communicating
information which the public should know or should be aware of, such
as plans, programs, services and special events is a step in the right
direction. Maximizing communication channels like a Bulletin Board, a
Public Information Office or Desk, the print or broadcast media, a
website and public forum is desired. After all, good governance is
synonymous to transparent governance. This process requires posting
of annual income and expenditures in conspicuous places which the
barangay has implemented. Over-all, this area got a high score of
5.00.

C. Service Area 1.3 Barangay Citizen’s Participation


Citizen’s participation is vital in local governance thus participation
of the NGOs, POs and civil Society is still being looked into. The
service area hasa performance of 3.67 in citizen’s participation can be
attributed to the compliance of the barangay in the conduct of the
Barangay Assemblies and the inclusion of CSO/PO representative as
member in the Barangay Development Council, Barangay Disaster
Risk Reduction Management Committee Barangay Peace and Order
Committee, Barangay Council for the Protection of Children and the
barangay has established suggestion/feedback mechanism. However,
barangay Novallas failed to conduct Katipunan ng Kabataan (KK)
Assembly Every Quarter since there was no SK during the reviewed
year 2017 and there were no organized community service volunteers.

Administration Performance Area BGPMS:


The administrative function as used in this system refers to the
related services and activities performed by each barangay. It covers
the following service areas: Development Planning; Revenue
Generation; Revenue Allocation and Utilization; Financial
Accountability; Facilities and Customer Service; and Human Resource
Management and Development.
D. Service Area 2.1 Barangay Development Planning
Barangay Novallas got a rating of 3.80 for Development Planning.
In the pursuance of the vision and in the administration of the
barangay, quality plans were formulated and put in place for a more
participatory planning process. Support mechanisms of the following
sectors which are integrated in the plan were; Differently-Abled
Persons, Children and Gender and Development as well as the Senior
Citizens.
It has likewise develop/update the following databases such as the
following: Registry of Barangay Inhabitants and its Socio-Economic
Profile however failed to adopt measures/plans to prevent and control
the proliferation of squatters and mendicants in the barangay.

E. Service Area 2.2 Barangay Revenue Generation


Revenue Generation got an excellent rating of 4.20 with efforts
geared towards local revenue generation with the presence of
enacted tax ordinance, has conducted fund raising activity, generated
income from barangay economic enterprise and presence of barangay
revenue code. However, there is a need to develop its financial
management system.

F. Service Area 2.3 Barangay Revenue Allocation And Utilization


The barangay revenue allocation and utilization got an excellent
rating of 5.00 wherein the barangay has appropriated the following:
55% - personal services, 20% - development fund, 5% - BDRRM, 10% -
SK Fund, 5% - GAD, 1% - BCPC and 1% - senior citizens and
differently abled-person.

G. Service Area 2.4 Barangay Financial Accountability


Barangay Novallas is doing an excellent performance on this area
with an excellent rating of 5.00. This can be attributed to the Presence
of the Barangay Bids and Awards Committee (BAC). It has also
prepared the Certified Statement of Actual Income and Expenditures,
Formulated NGAs, Prepared the Annual Inventory of Barangay Assets
using NGAs, Barangay Financial Report and Barangay Disbursement
report using NGAs.
H. Service Area 2.5 Barangay Facilities And Customer Service
Barangay Novallas got a high rating of 4.14 in this service area.
This can be attributed to following areas: a). Presence of Barangay
Hall; b). Presence of Organizational Structure; c). Presence/Display of
administrative requirements; d). Presence of Barangay Public
Information Desk and e). Issuance of Barangay Clearance and
Certification. However, the barangay has no formulated manual of
operations/citizen’s charter. As for properties and equipment, the
Barangay already possesses a computer/typewriter, photocopying
machine, but no internet connection, mobile phone/telephone/hand-
held radio and has its own rescue/service vehicle.

I. Service Area 2.6 Barangay Human Resource Management And Development


The barangay is doing an excellent performance in Human
Resource Management and Development with an excellent rating of
5.00, mainly because it is geared towards a desired end which is
“desirable organizational performance and productivity”.

II. b DEVELOPMENT SECTOR SITUATIONS


Evaluation of this particular field is made in the context of
changing community needs that provide the basic criteria for
determining whether the services are successfully delivered. Social
Services include: Health and Nutrition; Education and Culture;
Women and Children; and Peace; Public Safety and Disaster Risk
Management.

Health & Nutrition Situation


Generally, health and nutrition services reveal an excellent rating
of 4.75. This may be attributed to the following conditions: Presence
of Health and Nutrition Program Implementers,
Presence/Maintenance of Health and Nutrition facility, Access to
Potable Water Supply System, Advocacy on/Implementation of Health
and Nutrition Programs. However, there is an absence of Botika sa
Barangay.

Barangay Performance on EDUCATION Implemented Programs
BPMS:
A certain level of support to basic education has been extended by
the barangay to education and culture hence the high performance of
4.00. This comprised the esblishment of education/information
facilities, implemented education program for day care and access to
alternate learning system and conducted cultural activities. However,
further assistance to matters such as the conduct of Linggo ng
Kabataan activities needs to be addressed.

Barangay Performance on Service Area 3.3 Women and Children


BGPMS:
The barangay plays a vital role in the protection of women and
children. Likewise, the barangay is the front liner in the
implementation of RA 9262 or the AVAWC Act of 2004. Plans and
programs and implementation of policies geared towards the
protection of women and children should be conducted. The
Barangay Council for the Protection of Children should conduct
regular quarterly council meetings to ensure that all issues will be
addressed upon. Barangay Novallas got a high rating in terms of
women and children’s concern.

Barangay Performance on Service Area 4.1 Agriculture and


Fisheries Development BGPMS:
Barangay support is extended to the Agriculture Sector, thus high
rating of 4.50. Barangay agricultural support services like planting
materials distribution system and farm product collection and buying
stations. The barangay has also agricultural development program
like piglet dispersal and have maintained farm-to-market roads.
However, greater intervention is necessary such as establishment of
Agricultural Support Services such as: Thresher and other post-
harvest equipment and multipurpose pavement and install communal
or backyard fisheries.

4.2. Entrepreneurship, Business and Industry Promotions
BGPMS:
A little is needed to be done to institutionalize a business-friendly
environment thus a high rating of 3.00. Factors such as the following
suggestions need to be looked into. The barangay failed to provide
livelihood program and have not conducted or participated in job fairs.

5.1. Natural Resource Management BGPMS:
The barangay has a clean and green program which resulted to a
high rating of 3.93. However, the barangay does not have an
ecological or forest tree park.

5.2. Waste Management and Pollution Control BGPMS:
The Barangay has organized its Ecological Solid Waste
Management Committee, it has enacted ordinances and resolutions on
Solid Waste Management, formulated Barangay solid waste
Management Plan, Implemented Waste Segregation and Volume
Control, has Garbage Collection Scheme and presence of materials
recovery facility, thus an excellent rating of 4.43. However, the
barangay failed to maintain Sewerage/Drainage Canal.

Vision Statement

We envisioned the Barangay as a disaster-resilient and peaceful community of


healthy citizenry with right value system who contribute the economic
development under a leadership that is participatory and honest.
