1 SCOPE
The scope of this specification is to provide the technical requirements for the design,
manufacturing, inspection, factory tests, packing, shipping, delivery to site, installation and
commissioning for Controlled Pole Mounted MV Capacitors Banks to be used along the overhead
lines of distribution networks of ADDC/AADC.
2 APPLICATION FIELD
This specification refers to outdoor MV capacitors banks installed for the improvement of the
power factor along the overhead lines they are connected to. This kind of devices consists of power
equipment (capacitors, switch, arresters, etc.) and a control system for the regulation of the
compensation. The suitable enclosures for outdoor application of this device is included in this
specification, too.
3 REFERENCE DOCUMENTS
The list of the reference documents is indicated in the following paragraphs.
In case of discrepancy between these Specifications and any of the applicable Codes and
Standards, the following order of precedence shall apply:
1) ADDC/AADC specifications
2) applicable reference standards
3) other documents.
The Supplier shall note that compliance of the manufacturer with the provision of these
specifications does not relieve him from his responsibility to supply the equipment and accessories
of proper design, electrically and mechanically suited to meet the operating guarantees at the
specified service conditions.

3.3 Regulation and law
During the creation of this specification no known regulations or laws were available related to
power compensation banks.
The Supplier shall note that compliance of the supplier with the provision of these specifications
does not relieve him from his responsibility to supply the equipment and accessories of proper
design, electrically and mechanically, so as to meet the specifications and guaranteed parameters
during the service conditions.

4 SERVICE CONDITIONS
The service conditions are specified in S-GEN-SER, in case something is not or not properly
specified regarding the service conditions, the Reference Standards prescriptions shall be
considered.

5 TECHNICAL FEATURES AND RATINGS
This specification covers the design, manufacture, factory testing, marking, packing, shipping,
transportation to site, installation, site testing and commissioning of controlled MV OHL pole
mounted three-phase capacitor banks for improvement of the power factor along the line.
The capacitor banks shall be connected/installed outdoors, mounted on concrete or steel pole as
specified.
The capacitor bank shall consist of individual capacitors, grouped to make a three-phase complete
system, as required. The equipment shall include a common support structure for pole mounting
and all necessary equipment and accessories for the effective and trouble-free operation.
The three-phase capacitors bank shall be composed of one stage only (per phase) switchable by
suitable motor operated switch. Each phase stage capacitor consists of one or more capacitor units.
Each three-phase capacitor bank shall be star connected with isolated neutral (ungrounded wye).
The capacitor bank shall be connected via suitable conductors to the proper motor operated switch
and this to the OHL phase conductors.
The proposed switch is subject to TAQA/ADDC/AADC approval.
The MV three-phase capacitor bank shall include, but not limited to:
• One three-phase capacitor bank consisting of one stage per phase
• Capacitor units (Capacitor elements in series and/or parallel connection)
• Capacitor elements (internal) fuses
• Capacitor elements (internal) discharge resistors
• Suitable motor operated switch for capacitor switching (on and off), motor operated
• HRC fuse for each capacitor unit
• Service single-phase transformer as voltage sensor and for supplying the motor of the switch and the
control system, equipped with its own fuse.
• Single-phase Current sensor (or CT)
• Surge arrester
• Post insulators
• Bare Copper conductors
• Other hardware and accessories required for complete functionally installation.
5.1 Ratings
The power rating for each 11 kV three-phase capacitor bank is selected among the following set
of values, as required by ADDC/AADC (see D-POC-MV-OHL-AUT):
• 50/100/200/300/500 kVAr
5.2 Capacitor Units
Capacitor Units shall consist of:
• Capacitor elements
• External fuses
• Discharge resistor
• Stainless steel container with two bushings.

A common and interchangeable design of capacitor unit shall be utilised for all banks.
The supplier shall provide supportive calculations to confirm that the internal temperature will not
exceed the maximum operating temperature of the capacitor unit.
As per IEC, the temperature category is D corresponding with a temperature of 55 °C. The Supplier
shall give demonstration of complying with the thermal requirements to TAQA/ADDC/AADC for
approval. The thermal stability test (type test) shall be made to prove the suitability of the design
for the site conditions.
Each capacitor units shall be designed to meet the following minimum requirements:
• Permanently connected across the capacitor elements built-in resistor to discharge the unit voltage after
disconnecting to a value of 75 V within 10 minutes.
• Suitable for continuous operation at voltage between terminals of 1.10 times the rated voltage,
excluding transients.
• Suitable for continuous operation at line current of 1.30 times the current which occurs at rated
sinusoidal voltage and rated frequency excluding transients.
• Identical and of the same capacity.
Unless otherwise specified the reference temperature for the capacitor performance is 45°C.
The reactive power output (kVAr) computed from the measured capacitance, at 45°C, rated
voltage and frequency, shall not be less than the rated declared value and not more than 110 % of
this value for each capacitor unit. The capacitor unit having output kVAr beyond these limits shall
not be accepted.
The entire capacitor unit shall not have to be changed due to single capacitor element failure. It
shall be able to continue in operation.
Isolation of one capacitor unit (due to its own fuse blown) should not cause voltage unbalance of
more than 110% rated voltage on the remaining capacitors. During the design stage the Supplier
shall submit the detailed calculation for selection of the capacitor unit rating and total number of
units to be used for the capacitor bank for the approval of TAQA/ADDC/AADC.
The capacitor units shall have a record of production and field experience of not less than three
years. Reference lists of supply and failure rate of capacitor of the same design and material shall
be submitted with the bid.
The transient current that flows on energising shall not exceed the rated making current of the load
break switch switching the bank. For the specific installation along the OHL, the current which
flows upon energising shall be declared.
5.3 Switches
Each capacitor bank shall be switched in and out by suitable motor operated switch.
The motor operated switch shall consist of three poles operated either by individual motor or by a
common single motor and mechanism. The motor operated switch shall have a good record of
production and experience of not less than five (5) years.
The interrupter shall be completely sealed utilizing vacuum as the interrupting medium.
The switch shall be suited to switch on and off the capacitor, with its inrush and outrush current,
in any condition and it shall withstand any current occurring in service, including also the event of
fault with short circuit in the line (making current), even in the same pole. The Supplier shall give
demonstration of complying with these requirements to TAQA/ADDC/AADC for approval.

The switch shall be restrike-free and shall not produce excessive transient overvoltage to overstress
any equipment. Tripping mechanism shall be of quick-trip type within 5 cycles after applying a
trip signal.
The switch shall be supplied with associated control as per paragraph 0.
All mounting hardware shall be supplied.
5.4 Intrinsic protection by power devices

5.4.1 Internal Fuses


The fuse shall only operate when the capacitor element it is protecting fails. The fuse shall not
operate when the protected element discharges into a parallel connected and faulted element. The
fuse shall not operate due to the inrush or outrush currents, which flow when the bank is energised
or de-energised.
Facilities shall be provided to allow for safe simple and quick identification of defective capacitor
units. Portable capacitance measurement bridge / test equipment or other means shall be supplied
suited to enable replacing defective units without need for breaking any connection of the capacitor
banks.
If one internal capacitor (element) fuse gets burnt, this shall not affect the total power and
capacitance of the concerned capacitor unit by more than 3 %. During the design stage the Supplier
shall submit the detailed calculation for number of internal fuse element failure to be considered
for safe operation.
5.4.2 External HRC Fuses
Each capacitor unit shall be protected by a HRC (High Rupturing Capacity) fuses, meeting the
fault level rating stated in datasheet. In case each phase of the capacitor bank consists of more than
one capacitor unit, each unit is protected by its own fuse. The fuses protect also the switch against
short circuit current downwards in the capacitors.
HRC fuses shall be of modern industrial design, current limiting type and with a breaking capacity
of over 100 kA. They should have a current rating of not less than 1.6 times the rated three phase
capacitor unit current.
External HRC fuses shall have a visual indicator when fuse link is blown. HRC fuses shall be
shipped separately from fuse holders to avoid any possible mechanical damage.
External HRC fuses shall:
• Withstand the maximum system voltage.
• Withstand the inrush current due to switching operation.
• Withstand the outrush current (discharge current) due to faults external to the capacitor unit.
• Withstand the maximum continuous capacitor unit current allowing for system overvoltage, capacitor
tolerance and harmonic currents.
• Operate as promptly as possible in response to an escalating capacitor failure, and in all cases respond
to a completely shorted capacitor bank.
• Be capable of permanently carrying 130 per cent of rated current of the capacitor unit.
• Be furnished with metal bases and insert plugs.
• Be suitable to be replaced without removing any other equipment or item.

5.4.3 Single-phase Service Transformer
A single-phase transformer shall be provided as voltage sensor and for supplying the motor of the
switch and the control system. The transformer shall be connected phase-to-phase (between two
phases) and shall have a power rating large enough to supply the switch motor and the control with
a suitable margin. The rated value of the secondary voltage is up to the Supplier, but it shall be not
greater than 240 V AC, and it shall correspond to the rated voltage of the switch motor and of the
supply input of the control unit.
The Supplier shall give demonstration of transformer power rating adequacy for approval.
The transformer shall withstand the overvoltage stresses and its Lightning Impulse Withstand
Voltage (BIL) shall be not less than 95 kVpeak, between each terminal and the other terminal
connected to the tank grounded (twin tests). The surge arresters (see paragraph 5.4.5) connected
phase-to-earth protect the capacitors and also the transformer terminals against phase-to-ground
overvoltages. The transformer shall be connected line side (upwards) with respect to the switch
and it shall be equipped with a fuse in order to disconnect it from the line in case of its failure. The
cut-off characteristics of the fuse shall be coordinated with the current rating of the transformer.
The Supplier shall give demonstration of the fuse adequacy for approval.
5.4.4 Single-phase Current sensor (or CT)
The Supplier shall propose and provide a single-phase current sensor applied to the single phase
where the service transformer is not connected to. The ratio of such transducer is up to the Supplier.
In place of a sensor, a conventional CT can be applied. Either the current sensor or the CT shall
have adequate ratio, insulation and line short circuit current withstand. The Supplier shall give
demonstration of the current sensor or CT adequacy for approval.
5.4.5 Surge Arresters
The Supplier shall propose and provide suitable overvoltage protection devices to control
transferred internal and external overvoltage on the capacitor banks. Since each capacitor bank
shall be star connected with isolated neutral, four metal oxide surge arresters for each stage shall
be provided, i.e. one for neutral protection to earth and three, one for each phase, for the protection
between the phase terminal and the neutral. Other equivalent provisions for overvoltage protection
can be proposed, subject to the approval of TAQA/ADDC/AADC.
If surge arresters are adopted, the Supplier shall provide, for each proposed surge arrester in the
system, details of and justification for the choice of technical data selected. Subsequent to the
acceptance of the proposal and prior to the commencement of manufacture or ordering of surge
arresters, the Supplier shall provide studies and calculations to show the correctness of the selected
surge arrester. Sufficient evidence has to be provided by the Supplier subject to the approval of
TAQA/ADDC/AADC if no overvoltage protection is considered necessary.
5.5 Connections
The connections and their supports shall be of an approved type and shall be capable of carrying
the rated short circuit duty of the installation. All connections (copper conductors) from HRC fuses
to the remaining part for each stage shall have a minimum continuous current rating of not less
than 200% of the respective stage rating.

5.6 Capacitor Bank Control
Automatic, manual and remote switching control shall be provided for the banks as a whole.
The operating mode of each Capacitor bank shall be selectable via an Auto/Manual/Remote
switch. There shall be ON/OFF push buttons for manual Close/Trip. Manual closing shall only be
possible with the selector switch in Manual position.
In automatic mode a numerical type reactive power regulator shall provide automatic control to
switch in/out the whole bank depending on the measured power factor and respective set values.
Time delay facilities shall be provided in the control circuit to inhibit any contactor reclosing
within a set time delay. The delay shall be adjustable over the range 0-60 minutes.
Switching on shall also be prevented during up to 10 minutes to allow for discharging of the
capacitors.
The sensitivities for switching on and off shall be evaluated by the Supplier in the design and
declared with technical justification for ADDC/AADC approval. The selected sensitivities for
switching on and off, respectively, shall be suited to prevent hunting. The sensitivity setting shall
be easily editable for future changes, also in terms of deadband (±) for the power factor error
evaluation.
Two automatic control modes shall be implemented: one controlling the power factor (power
factor control mode) and the other controlling the reactive power flow (reactive power control
mode). Such control modes shall coexist and the master one shall be selectable. The power factor
target value and the reactive power flow target value shall be editable with their respective
sensitiveness.
For control purposes, the voltage signal comes from the single-phase service transformer and the
current signal comes from the single-phase current sensor (or CT) incoming into the same bus.
Provision should be made to integrate the capacitor bank control into the SCMS/DMS by use of
approved communication protocols (IEC).
The detailed design of the complete control system including the type of numerical power factor
control unit shall be subject to TAQA/ADDC/AADC approval.
The man-machine interface shall provide at least:
• Information Display:

5.6.1 Control Panel enclosure
For Control Panel enclosure requirements, reference shall be made to Standard Technical
Specification S-GEN-ENC
5.7 Earthing
Portable insulated earthing equipment shall be provided ensuring the discharge of the capacitor
units before handling. This portable earthing equipment shall be equipped with insulated stick to
enable the operator for safe earthing; moreover, there should be leads from the capacitors to
facilitate connection of the earth.
5.8 Losses and Temperature Rise
Losses shall not exceed the value stated in Technical Datasheet (D-POC-MV-OHL-AUT) under
rated conditions. The guaranteed value of losses of the capacitor unit shall include the losses of
the internal discharge resistor. The temperature rise of any part of the capacitor bank and associated
equipment shall not exceed the maximum permissible temperatures specified in the associated IEC
Standards for the various components when operating under site conditions.
5.9 Enclosure of capacitor units
Capacitor bank units shall include metallic enclosure as per S-GEN-ENC (with IP 54 Protection
Degree). Forced cooling of the enclosure is not acceptable for heat dissipation.
5.10 Penalties
Supplier shall quote capacitor losses measured at elevated temperature. Offers without this value
will be rejected.
If the measured losses during the FAT are exceeding the offered losses with 15%
TAQA/ADDC/AADC has the right to reject the order. If the measured losses are higher than the
offered losses but not exceeding 15%, compensation to TAQA/ADDC/AADC shall be made at the
rate of 300 DIRHAMs per % for the exceeding loss tan δ times total purchased kVAr.

6 CONSTRUCTION AND DESIGN REQUIREMENTS
The supplier is responsible to provide adequate test reports proving that the complete device is
tested according to the applicable standards and is considered maintenance free for at least a period
of 5 years.
The complete capacitor bank with all accessories is for installation on a steel pole. Supporting
structures and all electrical connections shall be provided even if every item is not mentioned in
this specification.
Capacitor unit mounting bracket and provision for lifting shall be provided with the capacitor tank.
Concerning the MV Capacitor Bank Identification, reference shall be made to Standard Technical
Specification: S-GEN-ID, components identification and markings.
6.1 Capacitor Units

6.1.1 Elements
The dielectric material of a capacitor element shall consist of an all film material being suitable to
operate the capacitors on continuous load under the specified ambient conditions. The capacitor
should be completely leakage proof. The impregnant shall be according to IEC 60871 of a
hydrocarbon type fluid characterised by high electrical strength (class III B – OSHA classification)
and adequate physical and chemical properties and shall be non-PCB (Poly- Chlorinated-
Biphenyl), but rapidly biologically degradable, non-poisonous, of trouble-free disposal and have
a flash point >1500C. In order to ensure good ionisation performance, the aluminium foils shall be
folded at the edge.
Each capacitor (element) shall have an internal fuse combined with a secondary solid foil electrode
to ensure safe disconnection from the circuit at the end of its normal working life.
6.1.2 Container
The capacitor elements container shall be constructed as specified in Technical Datasheet.
The capacitor elements shall be enclosed in a stainless-steel housing with all joints welded and
tested for liquid tightness.
Corrosion protection shall comply with S-GEN-COR; other kind of protection of the supplier may
be acceptable but subject to approval of TAQA/ADDC/AADC based upon the submission of the
complete factory painting procedure.
6.1.3 Bushings
Each capacitor unit shall have two terminal bushings which shall be hermetically soldered to the
case. Terminal bushings shall be with a creepage distance as specified in the Technical Datasheet.
Connections between the bushings and elements and the bushings and container shall not rely on
soldered joints for mechanical support. Sealing gaskets shall not be accepted.
6.1.4 Connections
The connection between individual capacitor units in the same block shall be such that a failed
capacitor unit can be easily replaced. All interconnections between various components shall be
preferably carried out using suitable copper material.

6.2 Clearances
The spacing between phases and between live conductors and earth (pole) shall provide the
necessary clearance for the voltage rating and shall be completely insulated in air or in another
way subject to approval of TAQA/ADDC/AADC.
6.3 Capacitor unit enclosure
The enclosure design shall be such that there is adequate dissipation by radiation and convection
of the heat generated by capacitor losses. The arrangement shall be naturally ventilated, and the
maximum temperature of all components shall not exceed the specified values under all site
conditions.
The supplier shall provide supportive calculations to confirm that the internal ambient temperature
within the capacitor unit enclosure will not exceed the maximum operating temperature of the
capacitor unit as defined by the capacitor unit supplier and based on the actual operating
temperature the units will experience in service based on the type of fusing and physical
arrangement.
The arrangement of the enclosure and its equipment shall be such as to provide easy access for
replacement of the equipment units and safety of operating staff shall be ensured.
The metallic housing shall meet the requirements as specified in the Technical Datasheet.
6.3.1 Corrosion Protection
For Corrosion Protection, according to the ISO 14713 and ISO 1461 the protection grade is
classified as C5VH. Reference shall be made to Standard Technical Specification S-GEN-COR,
corrosion protection.
6.4 Connections
All connections shall consist of bare copper conductors of suitable size. For each connection, the
Supplier shall give demonstration of the adequacy of the size, which is subject to
TAQA/ADDC/AADC approval. The eventual use of insulated cable for any connection is subject
to TAQA/ADDC/AADC approval.
6.5 Labels and Plates
Rating plates, labels and other markings shall be clear, indelible, in the English language, and in
accordance with IEC 60871. Drawings of stainless-steel rating plates shall be submitted for
approval.
Capacitor unit nameplate marking shall indicate the corresponding purchase contract number, year
of manufacture, type of insulating liquid, rated capacitance, and ratio of measured capacitance to
rated capacitance.
6.6 Inspection and maintenance
All components of the capacitor-banks shall be inspected periodically and carry out routine
maintenance such as replacement of failed capacitor units or blown fuses as required, but major
maintenance intervals shall not be less than 60 months.

7 TEST

7.1 Routine tests


Routine tests shall be performed according to IEC Standards and shall be witnessed by
TAQA/ADDC/AADC unless otherwise waived in writing.
7.2 Type and special tests
Unless specified otherwise, type tests may be omitted if acceptable test records (not older than 5
years) can be submitted,
The tests shall conform with IEC and must include at least the following:
• If applicable, complete assembled capacitor banks according to IEC 62271-200 recommendations. In
all cases the design of the completed equipment shall be verified by:
o Temperature Rise Tests,
o Lightning Impulse Withstand Test
o Short Circuit Withstand Test
o Ingress Protection Test and Salt Mist Test. The ambient temperature during the temperature rise
test shall be 50°C. The testing Lab shall be a TAQA approved testing laboratory and shall have
suitably dimensioned climate control chamber to create a uniform ambient temperature of 50°C
during the test.
• Capacitor Units according to IEC 60871- 1, 2 & 4.
o Thermal stability test
o Capacitor loss angle
o A.C. voltage test between terminals and container
o Lightning impulse voltage test between terminals and container
o Short circuit discharge test
Fuses according to IEC 60549 / 60282 recommendations

7.3 Site Tests


Not less than one month prior to the commencement of site testing, the Supplier shall submit to
TAQA/ADDC/AADC the Site Test and Commissioning procedure (SAT).
The tests shall be carried out as per approved SAT document.
No testing shall commence until the format and test procedures are agreed and all results shall be
submitted on the approved form.
Testing shall be carried out during normal working hours as far as practicable. Tests, which involve
existing apparatus and outages, may be carried out outside normal working hours. The Supplier
shall give sufficient notice to allow for the necessary outage arrangements to be made in
conformity with the testing programme.
The Supplier shall advise TAQA/ADDC/AADC in writing at the time of commencement of site
erection of the site supplies, which will be required for the operation of the test equipment.
The Supplier shall provide the requisite experienced test personnel and all relevant test equipment,
unless otherwise agreed by TAQA/ADDC/AADC or stated in the Schedules.
On completion of any group of tests the Supplier shall submit two clean copies of the test results
recorded on the approved form. TAQA/ADDC/AADC shall countersign the test sheets found to
be satisfactory and retain one copy.

The Supplier shall subsequently provide to TAQA/ADDC/AADC six bound copies of all site test
sheets as final records. The test sheets shall be grouped by substation sub-divided by plant type
and further on a circuit-by-circuit basis.
Since the records may be used for maintenance tests, the final records shall be provided as soon as
possible after completion of testing.
No tests as agreed under the programme of tests shall be waived except upon the instruction of
TAQA/ADDC/AADC in writing.
All tests shall be carried out in the presence of TAQA/ADDC/AADC unless otherwise agreed.
The Supplier shall carry out all the necessary tests for the Capacitor bank units and other associated
equipment and submit a report that they are ready for commissioning. Tests on the Capacitor Bank
Units will be carried out by the Supplier under the supervision of the supplier and energised by the
Engineer from TAQA/ADDC/AADC, after witnessing necessary commissioning tests carried out
by the Supplier. Any defects noticed during commissioning due to poor workmanship, wrong
phasing or any other reason shall be made good by the Supplier immediately.
Any defects noticed due to poor workmanship in the guarantee period must be rectified by the
Supplier to the satisfaction of TAQA/ADDC/AADC.
The Site Tests shall include but not limited to the following.
7.3.1 General Checks
A general check of switch, external fuses, surge arresters, single-phase service transformer,
labelling and ancillary equipment shall be made and shall include a check of the completeness,
correctness and condition of earth connections, painted surfaces, connections (cables, if any) plates
and all other auxiliary and ancillary items. Checks shall be made for any leaks, and that insulators
are clean and free from external damage. A check shall be made that items which are to be taken
over by TAQA/ADDC/AADC, e.g. tools, spares, are in order and are correctly stored for taking
over.
Shutters, interlocking, earthing procedures and the interchangeability of components shall be
checked.
7.3.2 Continuity of Connections and Phasing
Continuity of connections and phasing sequence to be checked.
7.3.3 Insulation between Phases, Insulation to Earth
Insulation resistance between phases and to earth shall be measured.
7.3.4 Operation of Power Factor Regulator
Functional testing of the power factor regulator shall be carried out the Supplier by measuring the
power factor in the upward substation feeding the line.
7.3.5 System Measurements of Harmonics
In order to ensure that installation of the Capacitor Banks has not badly affected the system, system
measurement of harmonics shall be carried out by the Supplier in the upward substation feeding
the line.

7.3.6 On Load Tests
In view of the hazards inherent in these tests, they shall be carried out under the direct supervision
of TAQA/ADDC/AADC.
An operation and stability test shall be carried out for on load commissioning of each bank.

8 QUALITY AND CERTIFICATION

8.1 Documentation supplied during the tender


The technical documentations to be produced by the Supplier for the economical offer shall contain
the following items:
• The datasheet D-POC-MV-OHL-AUT filled.
• Preliminary general arrangement
• Equipment list and associated technical material
• Reference list, with the same ratings of the ones requested in the offer, in the last 10 years.
• Type test reports list
• Corrosion protection method
• List of deviation from tender specification
8.2 Document to be supplied after the order

The technical documentation to be produced by the Supplier after the order shall contain the
following items:
• The technical datasheet D-POC-MV-OHL-AUT filled with the design values.
o General arrangement
o Detailed drawing (layout, section and installation)
o Corrosion protection procedure approved by ADDC/AADC
o Manufacturing and test quality plan
o Type test certificate of the accessories installed
o Routine test certificate of each component
o Factory tests procedure
o Installation and Commissioning test procedure and report
o Factory test report (to be submitted after witness tests)
o Operation and maintenance manual including test reports witnesses by ADDC/AADC or their
representative.
o Datasheet of all accessories installed

9 DELIVERY, HANDLING AND LOGISTIC ISSUE

9.1 Packaging and transportation


The Supplier is responsible for all the delivery procedures and provisions for storage of the
equipment in factory after the tests and until the transport operations.
The supplier shall pack the equipment with a suitable cases and protective measures granting the
safe delivery of the good at the final place of installation.
9.2 Installation and erection
The capacitor banks shall be factory pre-assembled as far as possible to minimize the work
required at site.
10 EXCEPTIONS
Possible exceptions to the present prescriptions, concerning the adoption of technical and/or
manufacturing aspects different from the ones prescribed in the present GS, can be evaluated by
ADDC/AADC.
In such a case, ADDC/AADC will take into account the opportunity to require additional tests
with regard to the technical/manufacturing proposed solutions.
Such exceptions can be approved by ADDC/AADC.
