Foreword
This ‘Dubai Trip Generation and Parking Rates Manual 2013’ provides the most up-to-
date trip generation and parking rates information. This manual will provide guidance
to developers and their consultants to determine the trip generation and parking
requirements for new developments within the Emirate of Dubai.
The ‘Dubai Trip Generation and Parking Rates Manual 2013’ will exemplify the current
efforts of the RTA in providing the most efficient and smooth transport systems in the
Emirate of Dubai.
This manual addresses the planning requirements for different developments, including
forecasting peak hour traffic volumes to assist in the geometric design of highway
projects; assessing master plans in terms of traffic generation and parking demand and
their impact on the surrounding local road network; balancing the land use proportions of
a multi-use development to minimize the adverse impact on the adjacent road system;
and help in determining private developer contribution costs in support of transportation
infrastructure improvements.
The ‘Dubai Trip Generation and Parking Rates Manual 2013’ also provides detailed
guidance to developers and their consultants on how to use this publication.
RTA hopes, through the appropriate use of this manual, the users will continue to support
the development of a safe and efficient transport system for the Emirate of Dubai.

1 Introduction

1.1 Background
The Emirate of Dubai has experienced extraordinary levels of growth in recent years.
It was the first city in the region to form free trade zones two decades ago, attracting
significant foreign investment. Beyond trade and manufacturing, other sectors, such as
media, finance, health and tourism have shown considerable signs of growth.
Such an unprecedented level of growth in all sectors of the economy has necessitated
the development of a safe, reliable and efficient transport system. In order to maintain a
satisfactory level of service for all transport users, it is essential that future developments
are carefully planned. This requires an accurate assessment of the trip generation and
parking requirements of future developments. For this reason, the Roads and Transport
Authority (RTA) in the Emirate of Dubai decided to update the first edition of the Trip
Generation and Parking Rates Manual issued in 1998.
This manual closely follows best international practices, methods and procedures set out
by the Institute of Transportation Engineers (ITE) and the United Kingdom’s Trip Rate
Information Computer System (TRICS).
1.2 Purpose
The purpose of this manual is to provide end users with a comprehensive and up-to-
date set of trip and parking rates for a number of different land uses. These rates are the
result of field and survey data that has been collected and submitted to the RTA. This is
the second edition of the Trip Generation and Parking Rates Manual for the Emirate of
Dubai.
This manual has been developed to assist end users in estimating the trip generation
and parking requirements of single or multi-use land uses. The manual is intended to be
used by stakeholders involved in transportation engineering, in particular consultants
undertaking transport planning and traffic engineering studies. This manual can also
serve as a reference for public and private bodies such as the RTA and Free Zone
Authorities in assessing potential schemes.

The trip generation and parking rates presented in this manual can be used to carry out
advisory and design tasks as summarized below:

• To conduct parking, access and traffic impact studies where it is necessary to estimate
the number of trips generated by a development and the number of parking spaces
that it requires;
• To forecast peak hour traffic volumes to assist in the geometric design of highway
projects;
• To assess masterplans in terms of traffic generation and parking demand and their
impact on the surrounding local road network;
• To balance the land use proportions of a multi-use development to minimize the
adverse impact on the adjacent road system; and
• To help determine private developer contribution costs in support of transportation
infrastructure improvements.
Trip generation rates for each of the land uses have been developed for the morning (AM),
lunchtime (LT) and evening (PM) peak hours. These peak hours have been identified
through analyzing the traffic characteristics on city level road network and trip generation
profiles of the land use classes. These analyses show that the AM, LT and PM peak hours
occur during the periods of 6:00 to 10:00, 11:00 to 15:00 and 17:00 to 21:00 respectively.
In addition, the highest trip generating hours for all land use classes have been determined,
as in some cases this occurs outside the AM, LT and PM peak hours. This highest trip
generating hour is termed as peak hour generator (PHG). Trip generation rates for PHGs
have been determined for both weekday and weekend.
Parking rates have also been developed for all land use classes based on the field
surveys.
The trip generation rates for each land use class in this manual represent the weighted
average of studies conducted in the Emirate of Dubai for similar classified sites.
A range of sites was selected for each land use, identifying local conditions such as
urban setting, prevailing travel patterns and level of public transport access. The sites
surveyed under each land use class are representative and show similar trip making
characteristics and parking demands.

This manual represents the second edition of the Dubai Trip Generation and Parking
Rates Manual. The manual is subdivided into two constituent parts:
• Part 1 is the User’s Guide. This contains an introduction to the manual and instructions
on its use.
• Part 2 contains land use descriptions and trip generation and parking rate information.
Two further groups of land uses have been added and numerous sub-level land use
classes have been introduced or modified. In addition, revisions have been made to
several land use classes and descriptions.
In total, 69 land use classes have been presented and 330 sites surveyed to produce this
2013 edition of the Dubai Trip Generation and Parking Rates Manual.
To reflect the greater diversity of land use types that have been introduced into Dubai
over the past decade, the land use classifications contained in the first manual have been
re-structured.
Land uses have been classified into three tiers. The first tier is the land use group, the
second tier is the land use category and the third tier is the land use class. For example,
commercial is considered as the land use group, a shopping mall as the land use category
and a regional shopping centre as the land use class. The following table lists the land
use tiers contained in this Manual.

2.2 Other Variations

In addition to the changes in land use classifications detailed in Section 2.1, a number of
other variations exist in the second edition of the manual:
• Functionality: The proposed land use classes have been defined according to
their functionality rather than locality. An agglomeration of Central Business Districts
(CBD) has occurred over the past decade. As a result, the previous distinction of
many land uses being in CBD or non-CBD locations has become impractical, and
therefore this distinction is no longer considered relevant.
• Weekend data: The new manual contains trip and parking rate information for
weekend AM, LT and PM peaks, as well as the conventional weekday information.
• Multi-Use Development: These are sites that contain a number of different land
use types rather than being dominated by a single land use. Details of internal
trips between the land uses within a development have been captured by the
surveys and are included within the manual. This will assist users in determining
the proportions of internal and external trips.
• The trip generation and parking rates for each land use class are presented against
one variable only. This variable has been selected based on a number of criteria
including statistical significance, ease of measurement etc.

This chapter provides definitions of key terms and acronyms related to trip generation
and parking requirements used throughout this Manual. Many of these definitions are
based upon those provided in the Dubai Trip Generation and Parking Rates Manual 1998
and the ITE Trip Generation Manual.
-- AM, LT and PM Peak Hour Volume refers to the highest hourly volume during the
morning, lunchtime and evening periods respectively prevailing over Dubai roads.
The AM, LT and PM peak hours occur during the periods of 6:00 to 10:00, 11:00 to
15:00 and 17:00 to 21:00 respectively.
-- Average Vehicle Trip Rate is the weighted average of the number of vehicle trip
ends per unit of independent variable, for example, number of trips per unit floor
area.
-- Average Vehicle Trip Rate for the Peak Hour refers to the one hour weighted
average vehicle trip generation rate at a particular site during the AM, LT or PM
peak periods.
-- Average Vehicle Trip Rate for the Peak Hour of the Generator (PHG) refers to
the one hour weighted average vehicle trip generation rate for a particular land use
class during which the highest volume of traffic enters or exits the site. This may
or may not coincide in time or volume with the trip rate for the AM, PM or LT peak
hour.
-- Average Vehicle Weekday Trip Rate is the weighted weekday (Sunday through
Thursday) average vehicle trip generation rate.
-- Average Vehicle Weekend Trip Rate is the weighted weekend (Friday or Saturday)
average vehicle trip generation rate.
-- Berth is a ship’s alloted place at a marina, warf or dock. This is a variable used to
assess the trip generation and parking demand by a Marina.
-- Central Business District (CBD) also called central activities district or downtown
refers to the heart of a city where commercial, retail and trade businesses are
predominant. The main characteristics of a CBD are a high concentration of
traffic, good provision of public transport, high employment rate, high pedestrian
movement and extensive parking restrictions.
-- Directional Distribution is the percentage share of the incoming (In) and outgoing
(Out) movements.
-- Employee is defined as a full-time or part-time worker. The number of employees

refers to the total number of persons employed at a facility, not just those in
attendance at the time the study was conducted.

-- External Trips refers to trips to, or from, a Multi-Use Development which originate,
or end, outside the Multi-Use Development.
-- Gross Floor Area (GFA) is the sum of the area of each floor level, including all
floor areas as well as corridors, lobbies, mechanical and storage spaces, and
balconies. For the purpose of trip generation calculations, parking garages within
a building, should be excluded from GFA calculations. Areas corresponding to any
void/ shaft/ atrium at any floor should be deducted from the GFA calculation of that
floor.
-- Independent Variable is a physical, measurable or predictable unit describing the
study site that can be used to predict the number of trip ends or parking spaces
required. Some examples of independent variables used in this manual are Gross
Floor Area, Unit, Berth etc.
-- Internal Trips refers to trips to a Multi-Use Development which originate from land
uses within the development.
-- Internal Capture Percentage is the proportion of internal trips to a Multi-Use
Development, to the total number of trips for all land uses within the Multi-Use
Development. The figure is expressed as a percentage. This can alternatively
termed as Internal Capture Rate (ICR).
-- Multi-Use Development describes a site that contains a number of different land
use types, but is not dominated by a single land use type.
-- Parking Rate is the weighted average of the maximum number of parking spaces
occupied in a given development during a typical day. This is measured in units
of independent variable, for example, number of parking spaces per residential
unit. The weighted average rate is used rather than the average of the rates of
individual sites due to the variance within each data set. It provides an estimate of
the number of parking spaces that must be provided by the proposed development,
considering the weekday and weekend demand profile.
-- Peak Hour of the Generator (PHG) is the hour when the highest Trip Ends are
generated by a development site.
-- Site Area is the area of a plot deliniated by the plot bondary. This is consistent with
the site area defined in the affection plan. This can alternatively be termed as plot
area. This is used as a variable for some land use classes, e.g. Park & Beach, Bus
station etc.
-- Square Metre (Sqm) is the unit for measuring the area equal to a square that is 1
meter on each side.
-- Total Area refers to the total area of a development plot. It includes any built-up
areas, parking areas, storage areas as well as any open areas that are not in use.
Total Area is typically used for industrial developments whose facilities are located
over a large expanse of land.

-- Trip is a single or one direction movement of an individual with either the origin or
the destination contained within the study site. The total trips for a land use over a

given period of time are the total of all trips entering and exiting a site.
-- Unit is referred only to housing in this manual. A unit is a dwelling unit, where a
single family resides. This can be an apartment or a villa.
-- Vehicle Fuelling Position is defined by the number of vehicles that can be fuelled
simultaneously at a service station. For example, if a service station has three fuel
dispensing pumps with one hose of gasoline on each side of the pump, then the
number of vehicle fuelling positions would be six. This can be termed as Fuelling
Position also.
-- Vehicle is a motorized machine, motorcycle, car, bus, or any other device that runs
on the road by motorized power.
-- Vehicle Trip is the calculated number of vehicles in absolute numbers to be
generated by the site. Vehicle occupancy and person trip information are used to
calculate the vehicle trip.
-- Weekdays are from Sunday to Thursday.
-- Weekends are Friday and Saturday.
-- Weighted Average is an average that takes into account the proportional relevance
of each component, rather than treating each component equally. For example
the parking demands generated by developments with a large Gross Floor Area
have been given a proportionally greater weighting than the parking demands for
developments with a smaller Gross Floor Area.

This chapter details out the methodology for developing the trip generation and parking
rates, contained in this manual. These rates were developed using the database, compiled
through following three key principles:
• Site Selection Criteria, which incorporate the detailed procedures and checklists
for selecting each of the sites surveyed;
• Data Organization, which describes the basis on which the data has been derived
and the manner in which it is presented; and
• Statistical Analysis methods, which describe the methods used to establish
satisfactory levels of confidence in the data.
The success of estimating trip generation and parking rates is associated with the data
collected and its relevance to the characteristics of individual sites being assessed.
The criteria for selecting appropriate sites for the database and the suggested ‘targets’
appropriate to these criteria are described in Table 4.1.

The data analyzed to produce this manual was collated with consideration of a range of
selection criteria, as outlined in Section 4.1, to ensure that biased and non-representative
data was avoided.
In total, trip generation and parking surveys have been conducted for 330 sites across
69 different land use classes. The sample size for each land use class has been chosen
according to the analysis needs of the land use class and availability of appropriate
sites. For example some land uses classes are prone to fluctuations in traffic generation
volumes and therefore it is preferable to get a large sample size.
The sites have been studied through Automatic Traffic Count surveys (ATCs), manual car
occupancy surveys, person count surveys and site interview surveys. Parking demand
has been assessed through parking surveys and analysis of trip generation patterns. Site
interviews have been targeted to cover at least 10% of the total person trips.
The data collection process has followed a number of sequential tasks. The step-by-step
methodology is summarized as follows:
1. Review the land use classifications contained in the first edition of the manual and
identify requirements for new land use classes for inclusion in the second edition
of the manual;
2. Define the independent variables for each land use class;
3. Selection of the study sites based upon the site selection criteria as highlighted in
Section 4.1 and newly proposed land use classes;
4. Identify survey timings and schedules considering seasonal, weekly and hourly
variations;
5. Preparation of a survey plan for each site to identify its exact location, the number
of surveyors required, the survey method, and the distribution of surveyors within
the site; and
6. Adoption of quality control systems to ensure that site selection criteria were followed
and supervisors, surveyors and enumerators trained prior to commencement of
the surveys.

4.4 Data Analysis

This section summarizes the methodology for analyzing the collated survey data. The
statistical and arithmetic analysis of the data was undertaken through the development
of a spreadsheet tool developed in Microsoft Excel. Surveyed trip generation and parking
counts were entered into relevant spreadsheets corresponding to their land use class
classification. Following the procedure outlined below, trip generation and parking rates
were then produced for each land use class:

This chapter provides instructions on the use of the trip generation and parking rates
contained in this manual. The estimation of vehicle trips and parking requirements follows
a simple arithmetic formula thus ensuring a consistency of results amongst end users. A
simple example is also included at the end of this section to assist the users in calculating
trip generation and parking demand.
5.1 Methodology
The figure below lists the key steps to follow when determining the trip generation and
parking demand for a development. While undertaking a Traffic Impact Study (TIS) for
a proposed development, these steps, including land use classification, analysis period
etc. should be agreed with the RTA Liaison Engineers during the Methodology Stage of
the study.
Step 1: Determine the most appropriate land use group, category
and class that best describes the development.
Step 2: Check the unit of the independent variable for the chosen
land use class.
Step 3: Pick the relevant trip generation & parking rates depending
on the analysis time period.
Step 4: Multiply the trip generation & parking rates chosen in Step 3,
by the independent variable identified in Step 2, to determine the
trip generation & parking demand of the land use class.
Step 5: Apply the inbound and outbound percentage splits to the trip
generation value identified in Step 4 to determine the inbound and
outbound trips for land use class.

5.1.2 Step-2: Check the Independent Variable
The independent variable of a land use class is the unit by which a development is
measured. In this manual, typical independent variables are Gross Floor Area (GFA),
Number of Unit (for residential group only), Berth (for Marina) etc. A land use is typically
allocated an independent variable based on its representativeness of the land use class,
ease of measurement and the availability of information for the surveyed sites. For
example, the independent variable for a Local Shopping Centre is ‘100 sqm of GFA’ and
the independent variable for a Marina is the number of ‘Berth’. To ensure consistency in
the calculation of trip generation and parking demand rates, only one variable has been
selected for each land use class within this manual. It is important that the independent
variable is accurately measured for a land use class. Guidance on the definitions and
measurements of each independent variable is contained in Section 3 of this manual.
5.1.3 Step-3: Select the relevant trip generation and parking rates
depending on the Analysis Period
Within the manual, trip generation and parking rates have been provided to coincide
with the network peak hour flows. These have been provided for the morning (AM),
Midday (Noon), and evening (PM) peak hour of the transport network. The highest traffic
generation figure throughout the day is given by the Peak Hour Generator (PHG). In
addition to the selection of an appropriate time period, some land use classes contain
trip generation values for a typical weekday and a typical weekend. The selection of an
appropriate day and time period for determining the number of trips from a development
is dependent on the type of land use and the peak traffic period of the adjacent road
network. When undertaking a TIS, the appropriate analysis scenarios should be applied.
5.1.4 Step-4: Calculate the trip generation and parking demand
The overall trip generation and parking demand for a given time period is calculated
by multiplying the independent variable identified in Step 2 by the trip generation rate
identified in Step 3.
5.1.5 Step-5: Calculate directional trip distribution
The total trips estimated in Step 4 are multiplied by the ‘% In’ and ‘% Out’ directional
distributions, provided in Part-2 of the manual, to estimate the number of incoming and
outgoing trips.
The following figure (Figure 5.1) presents a typical layout of a ‘trip generation and parking
rates sample sheet’ for any land use class.

The expected number of trips to be generated by this hospital in the AM peak hour of the
adjacent street is estimated as follows:

way vehicle trips.

6 Multi-Use Development

A Multi-Use development is a large development, which spreads over a large site and
comprises of a variety of prominent land uses. However, it is different from the mixed-use
buildings, which accommodate different uses in different floors. This section excludes
mixed-use buildings.
6.1 Characteristics
Multi-Use developments are characterized by the internal interaction that occurs amongst
the different land use components. For example, residents living in a multi-use site will
often use retail or leisure facilities housed in the same development. These trips thus
become internal to the multi-use development as they are “captured” on site.
This effectively reduces the level of development traffic using the road network external
to the site.

PART 2
Trip generation and parking rates are provided for land use classes that reflect the nature
of the prevailing developments in the Emirate of Dubai. These rates are the outcome
of trip generation and parking studies from which local data has been collected and
analyzed.
The individual land use classes have been organized into nine ‘Land Use Groups’, each
with a unique series code. These are:
In addition, a tenth land use group has been identified called ‘Multi-Use’, defined as a site
which has a combination of two or more of the single land use classes listed above. The
code for this land use group is 1000.
The nine individual land use groups are then split into categories, referred to as ‘Category’.
Each of these categories is again sub-categorised into ‘Classes’. For example under
Land Use Group 100 (i.e. commercial) there are four Categories, coded as 110, 120, 130
and 140. Under Category 110 there are six Classes, coded as 111, 112, 113, 114, 115
and 116.
The corresponding descriptions, vehicle trip generation and parking rates for all of the
land use classes can be found in this part (Part 2) of the Manual. Detailed list of groups,
categories & classes are included in Table 2.1 of Part 1.
This land use group represents the land use classes used for commercial activities. These
activities include the buying and selling of goods in retail and wholesale businesses. It
excludes financial establishments related to ‘businesses’. This group includes 16 land
