The LL 66/88 convention limits, by MINIMUM FREEBOARD, the draughts to which a ship
can be loaded, taking into account the hazards and the nature of her voyage as well as her
cargo. This also takes into account the type of ship, her built, the cargo, the season and the
area of operation.
An overloaded ship is difficult to manoeuvre, can become unstable and will also sit low in the
water increasing the risk of grounding.
When a ship is built, the Class Society will determine this figures based on their surveys and
technical measurements.
The LL 66/88 certificate is issued once the initial survey is carried out and reviewed at
intervals of 5 years.
This applies to all ships above 24 metres in length, except warships, fishing vessels and
other exempted crafts.
IMPORTANT DEFINITIONS
Freeboard: vertical distance downwards amidship from the upper edge of the deck line to the
upper edge of the related load line
Deck line: horizontal line 300mm x 25mm, amidship, with upper edge = freeboard deck
Freeboard deck: uppermost complete deck exposed to weather and sea, permanent means
of closing all openings and below which all openings are fitted with permanent means of
watertight closing.
