REDLINEandASBUILTPROCEDUREANDGUIDELINES TheAsBuiltproceduredescribedbelowshallbeappliedbystaffandconsultantstoallprojectswhichinvolve ADOToversighttoassureADOTandotherstakeholdersthedeliveranceandavailabilityoftheAsBuilt information.AsBuiltPlansarerequiredonallprojectsincludingbutnotlimitedto:permitprojects, procurementprojects,subprogramprojects,TransportationEnhancementprojectsandLocalGovernment projects. IfaprojectcrossesorimpactspropertyownedormaintainedbytheCentralArizonaWaterConservation District(CAWCD),MaricopaWaterDistrict(MWD),refertotheContractSpecialProvisions. AsBidPlans: TheAsBidPlanSetisthefinalsealedandsignedplansincludingaddendumsatbidopening. FieldRedLinePlans: TheFieldRedLinePlansrecordthechangesthathaveoccurredduringconstructionandareincorporatedonto theplansmanuallyand/orelectronically preparedbytheConstructionAdministrator.

ThefieldRedLineset andothermiscellaneousdocumentswillbeprovidedbytheConstructionAdministratorforthepreparationof theAsBuiltplans. AsBuiltPlans: AsBuiltPlansaretheofficialrecorddrawingthatdocumentswhatwasconstructed.PleaserefertoARS32152 fortheofficialdefinition. AsBuiltDesigner: IsapersoninchargeoftheAsBuiltPlansforaprojectwhoensuresthattheFieldRedLinePlansare transferredaccuratelytotheAsBuiltPlans. ConstructionAdministrator: IstheADOTResidentEngineeror thepersonwhoisinchargeofadministratingtheproject. DesignerofRecord: Istheprofessionalregistrantwhoisresponsibleforsealingtheplansheet. Purpose ThepurposeoftheseguidelinesandproceduresistoensurethattheAsBuiltDrawingsarecreatedconsistently andaccuratelyforallprojects.

PROCEDURE 1. TheConstructionAdministratorensuresthatallprojectchangestotheAsBidPlanshavebeenrecorded ontheFieldRedLinePlans.UsetheFieldRedLinesConstructionInspectionQuantlist(Attachment #1)andtheRedLineGuidelinessectionofthisdocument. 2. TheConstructionAdministratorcompletestheFieldRedLineinformation onthecoversheet (Attachment#2) andcoordinateswiththeADOTprojectmanagerforthedeliveryofthecompleteRed LinepackagetotheAsBuiltDesignerinchargeoftheproject. 3. TheAsBuiltDesignerwillreviewtheFieldRedLinePlansforlegibilityandaccuracy.Duringthe reviewprocess,theAsBuiltDesignerandConstructionAdministrator mustaddressanydiscrepancies, resolveanyconcerns,andestablishascheduleforcompletionoftheAsBuiltPlans.TheAsBuiltset willbecompletedinamaximumof60daysfromthedatetheFieldRedLinePlansarereceivedbythe AsBuiltDesigner.WhentheConstructionAdministrator hasconfirmationthattheAsBuiltDesigner hasreceivedtheFieldRedLinePlans,theywillsendanemailtoFieldReportsindicatingthedatethe AsBuiltDesignerreceivedthedocuments.ThatemailwilltriggeranentryintotheFASTsystemthat willbeusedtodocumentthecompletiondeadline. 4. TheConstructionAdministratorandtheAsBuiltDesignerwillconsulttodeterminewhatprocesswill beusedtocreatetheAsBuiltplansandwillinformtheprojectmanagerofthedecision. Withall processestheAsBuiltplanswillbecreatedby followingtheAsBuiltGuidelinesection ofthis document. Theycanchooseoneoracombinationofthefollowingprocesses: o ProcessOneIfthefinalFieldRedLinePlansareahandwrittenhardcopyandareclean, completeandlegibletheycanbeconvertedtoAsBuiltplans.Thedocumentwillthenbescannedto PDF bytheAsBuiltDesignerunlesstheConstructionAdministrator choosestodoso. o ProcessTwoIf theFieldRedLinesheetsareinPDFformat,redlinedelectronically,andare clean,completeandlegibletheycanbeconvertedtotheAsBuiltplansbytheAsBuiltDesigner unlesstheConstructionAdministratorchoosestodoso. o ProcessThreeTheAsBuiltDesignertranscribesall of theRedLineselectronicallyontotheplans usingtheTIFForPDFfilethathasbeenimportedintoMicrostationorAdobeProfessionaland preparestheAsBuiltplans. 5. OncetheRedLinesareconvertedintotheAsBuiltset,theAsBuiltDesignerwill returntothe ConstructionAdministrator,anelectroniccopy(PDF)andattherequestoftheConstruction Administrator one(1)hardcopysetofhalf sizeAsBuiltplans.TheConstructionAdministrator will completethefinalreview.

6. TheConstructionAdministratorwillnotify theADOTprojectmanagerandtheAsBuiltDesignervia emailthattheAsBuiltplansarecompleteandapproved.TheywillalsosendorrequestthattheAs BuiltDesignersend:one(1)hardcopyhalf sizeset(11x17)of AsBuiltplansandaCD/DVDin PDFformatof theAsBuiltplanstotheStatewideProjectManagementTransportationEngineering Specialist(SWPMTES).TheAsBuiltDesignerwillnotifytheConstructionAdministrator &PMwhen theplanshavebeensenttotheSWPMTES. 7. TheSWPMTESwillcheckthatallpagesareprintedandensurethatthefilesdonotcontainunreadable orcorruptfile(s)andthenwillloadthemintotheAIDW.IftheAsBuiltdeliverablescontaincorruptor unreadablefile(s),theSWPMTESwillnotifytheAsBuiltDesigner,projectmanagerandConstruction Administrator ofthediscrepancyandrequestthedeliveryofanewfile.WhentheAsBuiltPlansare checkedintotheAIDWitwilltriggeranentryintoFASTthatwillentertheAsBuiltsubmittaldateand sendemailnotificationstotheConstructionAdministrator &PM.Untilthistriggercanbeputintoplay theSWPMTESwillsendnoticetoFieldReportsthathe/shehasreceivedtheAsBuiltPlans. 8. TheSWPMTESwillsendtheAsBuiltsettoEngineeringRecordsandsendanemailtotheConstruction Administrator,theAsBuiltDesignerandtheprojectmanagerstatingthattheAsBuiltPlanshavebeen delivered.

RedLineGuidelines
1. ThebaseforRedLineswillbeacopyoftheAsBidPlans. 2. CompletetheapplicableRedLineinformationonthecoversheet(seeexampleAttachment#2). 3. EnsurethateverysheethasbeensealedandsignedbytheEngineerofRecord. 4. Allfieldrevisionstopermanentconstructionwillbedocumented. Theserevisionsincludebutarenot

limitedtogeometric,utilities,underground,guardrail,striping,signageandpermanenterosioncontrol.
5. Shopdrawingsthatareuniqueinnatureandareoriginalcontractorsubmitteddesignsthatwerenotincluded

intheasbidplans,shopdrawingsthatchangethedesign,RFIsandSupplementalAgreementswill all be documented.Anyadditionalshopdrawingplansheetswillbeaddedattheendoftheplanset.


6. MinorRevisionswillbedrawnontheoriginalsheets. o

TheConstructionAdministratormay addsketchesthatclarifyordocumentnewfindingsorfield modificationsthatneedtoberecorded.

ConstructionAdministratorshouldensurethattheRedLinePlansarereadable,withoutleavingany extraneousdataontheplans.

Useredtorecordyourchanges.ChangesmaybecloudedatthispointiftheConstruction Administratorchoosesto.

7. MajorRevisions: o

IfarevisedsheetisneededthenewsheetshallbesealedandsignedbytheDesignerofRecord (PE) makingtherevision.

Theoriginal AsBidsheetisnotdiscarded.AnXmustbedrawnfromcornertocornerofthe borders.

Thelineshouldnotbesowideastoobscureanydetailsthatshouldremainvisible.

o Therevisedsheetisnumberedwiththesamesheetnumberandincludesarevisionlinewith the RevisionNumber,description,dateandinitialsofthepersondoingthechanges. o Ifasinglesheetisbeingrevisedseveraltimes,anXmustbedrawnontheoriginalsheetand subsequentsheetsuntilthelastrevisedsheethasbeensubmitted.Placethesheetsbehindtheoriginal inchronologicalorder,numberingthemusingtheoriginalsheetnumberandtheRevisionNumber. o Theconstructionfieldofficemay RedLinechangesontotheplans.Ifthereweremultiplerevisions forasinglesheet,allrevisionsshouldbetransferredontothelastrevisionsheet. o Ifthereisnotimetoprepareanelectronicdetail,handdrawnsketchessealedandsignedbythe ProfessionalRegistrantresponsibleforthechangemaybeused.Thesetypesofdetailsshouldbe convertedtoaformalrevisiontotheplanspriortothecompletionoftheconstruction.(See Attachment#3and#4). o Allrevisionspreparedbythedesignerwillbecloudedandifnecessary numberedusingthetriangles legend.
8. AddedPlanSheets: o

Addedplansheetsshallbeinsertedwithintheappropriatesection.Labelthesheetwiththesheet numberandthenextletterinthealphadesignationsequenceusinguppercasealphaletters(18A, 18B,etc) intheupperrighttitleblock.

AsBuiltGuidelines 1. TheprimeconsultantortechnicalgroupthatistheleadfordesignisalsotheleadfordistributingtheRed LinePlansandcompilingtheAsBuiltdocuments. 2. CompletetheAsBuiltinformationonthecoversheet(seeexampleAttachment#2) 3. Allchangesneedtobelegible.WheredraftingofchangesisrequiredtheAsBuiltDesignerisresponsible forproducingqualitydrawingsfromtheRedLinesprovided. 4. Allrevisionswillbeclouded.Neverremoveoldvaluesordetails,justlineorXthroughthem.Ifthereis noroomforthenewvalue,youcangotothesideonthesamelineorbeneaththetableandstatethatvalue XisbeingreplacedbyY. 5. Ifsheetsarerevised,onlytheoriginal asbidsheetwiththeXacrossitandthefinalrevision sheetshowing all revisionswillbeincludedintheAsBuilts. 6. EnsurethateverysheethasbeensealedandsignedbytheEngineerofRecord. 7. ThepersonpreparingtheAsBuiltdrawingsmustdateeverysheetintheupperrighthandcornerwhether ornottherearechangesinthatplansheet. 8. Whenthesetiscompletethesheetsaretobenumberedconsecutivelyinthelowerrightcornerofthetitle block.

FileSizeandNamingConvention 1. Themaximumfilesizeis75MBwhichshouldcontainaprojectofabout580pages(donotusecolorPDf orprintsaretheseincreasethefilesize).Mostoftheprojectsshouldfitinonesinglefile,youcanobtainthe maximumfilesizeby: a. Scanningthe11x17sheets,combiningthem(becareful,PDFprofessionaldoesnotrecognizepage numbersandtendstoaccommodatefilesaccordingtoitsformatwhichcanresultinpage10tofollow page1)tothenoptimizeandreducethefilesize(ifnecessary).Ausefultipistocombinethefilesas followssaythatbyscanning100pagesyouobtained5PDFs. i. Openthefirstone,gotothelastpageofthefile(ae.page20ofthe1to20scannedpages)and clickoninsertpages(foundunderDocuments). ii. Inthepromptwindowyouwillbepromptedtosearchforthefilethatcontainsthenextbatchof pages(ae.21to40),clickonthatfilesothenameshowsunderFilenameintheprompted window. iii. ClickSelect,youwillbepromptedwithanotherwindow(insertpages).Chooselastpage(or after)makingsurethelastpageisshownaspageunderLocationandthenclickOK. 5

iv. Yourfilenowcontains40pages(1to40continuous)repeatthisprocessuntilyouhaveallthe pagesoftheproject. v. ClickOptimizeScannedPDFfoundunderDocuments,youmaybepromptedtosavethefile atthispointyoucangivethenewfileanameandproceed. Choosethesmallfilesizeoption insteadofthehighqualityoption. vi. OnceoptimizedthenclickReduceFileSizealsofoundunderDocumentsandOK. vii. Savethenewfile(shouldbeasmallsizefile). b. IfyouareusingPDFprofessionaltocreatetheAsBuiltplanstryoptimizingandreducingthefilesize afterthepreparedAsBuiltplansarefinishedtoattainsimilarfilesizeasscanning.Otherwise,scanof theprepared11x17AsBuiltsheetstoreduce thefilesize(youmayhavetofollowtheabove procedure). c. IfyouareusingTIFFfilestocreatetheAsBuiltplans,youcan: i. TryconvertingtheAsBuiltfileintoaPDFfile,optimizingitandthenreducingthefilesize. Dependingonthenumberofpagesintheprojectitmaytakeseveraltimesoptimizingrangesof pagesandreducingthefilesizeoftheserangespriortocombiningthemintoonesinglefilesize andonceagainoptimizeandreducefilesize.ThismethodisHIGHLYDISCOURAGEDbecause itmaycauseyourcomputertoeitherslowdownconsiderablyorfreeze,plustheprocesstaketoo muchtime. ii. AfasterwaytoobtainonefileafterworkingwithTIFFfiles(thathavebeenimportedin Microstation)istoscantheprepared11X17AsBuiltplansintoasinglePDF(seeaabove). 2. Ifyourprojectcontainsmorethan1volume(includingchangeorders)and/orincludesshopdrawingsbreak downtheprojectintovolumes(iftheyhavenotbeenbrokendownalready)andnamethemaccordingly(see examplesbelow). 3. Namingoffilesshouldusethefollowformat(Useunderscorebetweeninformationanddonotleavegaps, seeexamples): ForALLprojects: TracsNumber,VolumeNumber(usea,b,cifnecessary),PageRange(includeschangeorders)in parenthesis,AsBuilts,FileExtension. Forprojectsthatcontainshopdrawingsuse: TracsNumber,VolumeNumber,Pagerangeinparenthesis,ShopDrawings,FileExtension. 6
