Haflong Govt. College :- A Profile
Haflong Government College has completed its 60th year of glorious existence on the 4th of
September 2021. This college was born through the vision of the illustrious sons of the soil like Late
N.L. Daolagupu, backed by the unstinted support of the intelligentia of that time like Sonaram Thaosen,
J.B Hagjer, Surath Chandra Daulagupu, Hironmoy Das Barman, G.C. Langthasa, P.C. Langthasa, D.
Hojai, P.K. Gorlosa, V. Hmar, Nishikanta Daulagupu, Yusuf Khan and B. Chakraborty. The dream and
vision of the pioneers became a reality with the establishment of this college on the 4th of September,
1961 and thus a new chapter was added to the annals of this hilly district. Since its inception this
premier institution took up cudgels to articulate the aspirations of the ethnic societies of the district.
This college was started as a private night college with 17 students on its roll in the Pre-university
Arts classes at the Cultural Institute Hall. Later on it was shifted to its present site in 1964. In course
of time, the college was converted to a day- college retaining the night section as an additional shift.
During later years Science and Commerce streams were added in 1969 and 1988 respectively.
Moreover, under the patronage of Dima Hasao Autonomous Council Post Graduate courses in Political
Science and History were introduced from 1997. This college can legitimately take credit for producing
a large number of graduates over the years and enabling them to occupy high positions in the society
as Doctors, Engineers, Magistrates, Administrators, Teachers and political leaders.
In the very first year of its establishment, Haflong Govt. College got recognition of Gauhati
University up to the Pre-university level. The college became eligible for financial assistance under
Section 2(f) and was declared fit to receive central assistance (UGC grant) under Section 12 (B) of
UGC Act, 1956 as per approved pattern of assistance under various schemes. The college obtained
recognition from Gauhati University for degree course in 1965. Pre-university science classes were
started from 1969. Subsequently recognition was obtained from the Department of Higher Education,
Government of Assam. Haflong Govt. College got a new dimension when it was taken over by the
Government of Assam on 5th of November, 1975. The College remained under Gauhati University till
the 20th of January 1994. But, after the establishment of Assam University, its affiliation shifted from
Gauhati University to Assam University on the 21st of January, 1994. Since 15th February 2005, the
college came under the administrative control of the Dima Hasao Autonomous Council. The problem
of acute shortage of teachers was solved with the appointment of contractual teachers/ tutors by
the Autonomous Council.
History is testimony to the fact that Haflong Govt. College has consistently been at the vanguard
of the most defining changes that the district has witnessed. Infrastructure facilities have been
continually upgraded through the initiative of the Autonomous Council and the Government. However
Haflong Government College still require genuine attention in upgrading its infrastructure facilities
and advantages enjoyed by the other government colleges of Assam.
The college is the tree of knowledge, faithfully serving the entire district. Admittedly , the
intervention and support of the Autonomous Council and the Government is indispensable for the
proper functioning of the academic scenerio.

THE MOTTO
“TAMSO MA JYOTIRGAMAYA”
The motto of the college is “Tamso Ma Jyotirgamaya”
Meaning: “Lead us from Darkness to Light”
Title is part of a Sanskrit prayer, taken from the Brihadaranyaka Upanishad, that goes:(Asato Ma
Sad Gamaya, Tamaso Ma Jyotir Gamaya, Mrityor Ma Amritam Gamaya)
Lead us from ignorance to truth, Lead us from darkness to light, Lead us from death to deathlessness.
VISION
The vision of the College includes:
• To provide quality education to all and to the under privileged class in particular.
• To shape our students into agents of social change, preparing them for concerted social action
and thus paving the way to mass movements which will bring about the desired liberation.
MISSION
The college believes in excellence in all spheres so that the students and faculty of the college gets
high class infrastructure and opportunity learn new skills to deal with global challenges. The missions

A. H.S. COURSE:
Two year Higher Secondary (HS) Course in Science, Arts and Commerce
Admission is given purely on merit and is subject to the Assam Higher Secondary
Education Council (AHSEC) regulations.
Number of Seats available:
i) Arts Day Shift = 200 Afternoon Shift = 200
ii) Science Day Shift = 200
iii) Commerce Day Shift = 200
Eligibility Criteria:
HSLC or equivalent Exam passed from recognized Board.

Compulsory subjects for all streams (HS Arts, Science and Commerce):
i) General English
ii) Modern Indian Language (MIL)
• Modern Indian Languages taught in the College includes Assamese and Bengali only.
• HMAR MIL is allowed as Institutional Private (IP) subject with due permission from AHSEC.
iii) Environmental Education : The mark distribution and grade formula for this subject are as

HS COURSE STRUCTURE
i) Two years Higher Secondary Course is governed by the Rules & Regulations of Assam Higher
Secondary Education Council, (AHSEC). Total marks=500.
ii) The course comprises of two Examinations, viz (i) First year and (ii) Final year.
III) Promotion to Final year depends on the successful completion of the First year examination
conducted by the college as per Assam Higher Secondary Education Council (AHSEC) guidelines.
Eligibility Criteria for Admission in Examinations:
i) A candidate should have 75% of attendance both in theory and practical papers. 65%
attendance may be considered only on special circumstances and on certification by the
Principal of the concerned college.
ii) A candidate shall have to qualify in the unit test securing at least 40% marks.
iii) A candidate shall be allowed to appear in those papers only in which he/she has secured
qualifying marks in the unit test.
iv) The college takes periodic appraisal of the students through unit test and pre final examination
in HS classes as required by the AHSEC. The date of such examinations is
notified well ahead as per academic calendar of the college. A student who fails to appear in
the unit test, Pre- final/ Test examination and whose performance is very poor will not be
allowed to fill up their forms in the Final examination. In case of illness, sick-room will be provided.

Promotion to H.S Final Year
i) Promotion to Final year depends on the successful completion of the First year examination
conducted by the college as per Assam Higher Secondary Education Council (AHSEC)
guidelines.
ii) A student can take admission into Final Year and is qualified for appearing in the Final
Examination at the end of the Final Year classes, if his/her attendance in class & performance
in the college examinations are as per AHSEC norms.
iii) First Year result is declared on the basis of grading system. The grade is determined as follows:
Grade-A: 60% marks and above,
Grade-B: 45% marks and below 60%,
Grade-C: Below 45%
Grade-D passed with grace marks.
iv) The result of H.S. Final Examination is determined on the basis of marks obtained in the Final
examination only. No credit of First year examination is counted toward the result of the Final
examination.
v) A student who does not appear in a particular subject at the H.S.1st year Examination will not
be allowed to appear in the same subject at the H.S. Final Examination.
ATTENDANCE RULES
i) HS First Year: Students who do not attend at least 75% of the total number of classes held in
the First year will not be allowed to appear in the examination conducted by the College.
ii) HS Final Year: Students who do not attend at least 75% of the total number of classes held in
the Final year will not be allowed to appear in the Pre-Final Test or fill up the forms for HS
Final Examination held by AHSEC. The attendance in the HS 1st year classes will not be taken
into account in HS Final year classes.
CANCELLATION OF SEATS
Students failing to attend classes for 15 (fifteen) days at a stretch in the first month of
commencement of classes will forfeit their seats.
B. THREE YEARS DEGREE COURSE (TDC) UNDER CHOICE BASED CREDIT SYSTEM (CBCS)
i) The Three Year Degree Course (TDC) of the College is affiliated to Assam University and is
governed by the Rules and regulations of Assam University.
ii) The Course comprises of six semesters spread over a period of three years in B.A/B.Sc./
B.Com./Degree and there shall be two programmes of study viz. TDC (CBCS) General
Programme & TDC (CBCS) Honours Programme
iii) Admission is given purely on merit and is subject to Assam University (AU) regulations.
Eligibility Criteria (1st Semester):
(i) Higher Secondary (HS) or equivalent (10+2 standard)
(ii) Other equivalent examinations recognised by Assam University.

For a course with practical, there shall be ONE THEORY PAPER and ONE PRACTICAL PAPER
in each course (Credit distribution: 4 for theory + 2 for practical)
4. Marks Pattern
(i) Each theory course paper will be of 100 marks for non practical subjects and of 70 marks for
subjects having practical.
(ii) Each practical paper will be of 30 marks for General course and Honours course for Science.
Practical classes will be held round the year and examinations shall be held in both odd &
even semesters.
5. Theory Examinations
Duration of theory examinations shall be of 3 hours. There may be two shifts of examination in
each day.
6. Practical Examinations
Duration of practical examinations shall be as suggested in course content in the syllabi.
7. Admission period
i) First semester admission should be completed within August in each Academic Session.
8. Schedule of classes:
(i) Odd Semester classes from 1st August
(ii) Even Semester classes from 5th January
Classes will be continued till 15 days before commencement of the examinations.
9. Tentative schedules of examinations are as under :-
(iii) Odd Semester : Month of November
(iv) Even Semester: Month of April
10. Examinations Pattern
Each Semester Examination (odd/Even) has two parts : (i) Continuous and Comprehensive
Assessment (CCA) (ii) End Semester Examination (ESE). The CCA (Internal Assessment) has two

component : Unit Test & Class Attendance. The full marks of CCA is 30 for non practical subjects
and 20 for practical subjects. CCA (Internal Assessment) is not included in Skill Enhancement
Course (SEC). The maximum marks of Unit Test is 20 for non practical subjects and 14 for practical
subjects. The allocation of marks for Class Attendance is as follows :
1. Courses with only Theory Paper
Theory Paper (max. marks = 10)
Attendance 90% & above : 10 marks
Attendance 80% to below 90% : 08 marks
Attendance 75% to below 80% : 06 marks
Attendance below 75% : 00 marks
2. Courses with both Theory & Practical Papers

Attendance 90% & above : 06 marks
Attendance 80% to below 90% : 05 marks
Attendance 75% to below 80% : 04 marks
Attendance below 75% : 00 marks
Practical Paper (max. marks = 5)

Attendance below 75% : 00 marks
Class Attendance of the students shall be calculated on the basis of the number of classes
(Lecture + Tutorial for courses WITHOUT practical and Lecture and Practical separately for courses
WITH Practical) held during each semester in each course.
The maximum marks for ESE (odd/even) is 70 for courses without practical and 50 for course
with practical. Duration of ESE shall be of 3 hours.

11. Unit Tests
There shall be two unit tests per semester and dates of such tests shall be notified by the Controller
of Examinations, Assam University. The highest mark scored by a student out of two unit tests shall
be awarded to the student as the marks under Unit Test of CCA. Setting of question and evaluation of
unit test shall be done by the teachers of the concerned department of the college. Marks obtained
by the students will be announced within one week of the unit test. Each unit test will be of 20 marks
for non practical subjects and 14 marks for subject having practical. Qualifying mark is 40%. If a
candidate fails to obtain qualifying marks and for those who have failed to attend the test on bonafide
grounds, one special test may be arranged before submission of application forms and fees to the
University. The unit tests marks are to be sent to the University as per notification to be issued by the
University from time to time.

12. Eligibility criteria for appearing in Examinations
(i) A candidate should have 75% of attendance both in theory and practical papers. 65%

Principal of the concerned college

(iii) A candidate shall be allowed to appear in those papers only in which he/she has secured
qualifying marks in unit test.
(iv) If a candidate after taking admission in 1st semester is unable to continue the classes or fail
to obtain eligibility to appear in the 1st semester examinations, in such cases the student will
not be allowed to continue in second semester and he/ she has to take fresh admission in 1st
semester again in next academic year.
13. Lecture-Tutorial-Practical Periods/Classes
There shall be a minimum 75 lecture Periods/Classes & 15 Tutorial Periods/Classes for non
practical subjects in TDC Honours and General Programme. There shall be a minimum 60 Lecture
Periods/Classes and 60 Practical Periods/Classes for subjects having practical.
14. Promotion Rules
(i) A candidate who has been admitted in first semester class may be allowed to proceed to the
next semester (up to sixth semester) irrespective of number of papers in which the candidate
has failed.
(ii) A candidate will get a maximum of two chances for clearing the back papers within five
years, i.e. 10 semesters from the year of registration to the degree course.
(iii) A candidate will be considered eligible to sit for the sixth semester examination with not
more than six back papers of earlier semester classes excluding fifth semester.
(iv) Failing in any semester examination, a candidate will be allowed to appear the same in the
following manner:
(a) Odd semester papers with the odd semester examination.
(b) Even semester papers with the even semester examination.
15. Other Guidelines
i) Maximum duration for the completion of a TDC (CBCS) programme of study is 5 (five) years at
a stretch from the date of admission i.e. 10 (ten) consecutive End Semester Examination.
ii) In the TDC (CBCS) programme of study, a student shall not be allowed to change either from
Honours to General or vice-versa during any semester of the programme. However, Principal
of the college with the recommendation of HoD may allow a first semester student once for
such change before submission of Registration Forms to the University.
iii) To drop Honours or to change course/subject after the stipulated period as mentioned above,
a student may get re-admition in first semester, subject to the availability of seats to continue
with his/her studies in TDC (CBCS) programme.
iv) Non-collegiate private candidate, as per ordinance, may appear in the TDC examinations
choosing only non-practical subjects in the new system like that of regular pass course
students.
v) The process of re-checking and re-evaluation is followed as per University Guidelines.

18. Restriction in combinations of elective subjects
Combinations that are not allowed:-
• Two elective languages
• Language with Physics, Chemistry, Botany, Zoology
• Mathematics with Philosophy, Zoology, Botany, Bio-technology and Fish & fisheries.
• Classics subjects with science subjects
• Two practical subjects for TDC Arts
• Non practical subjects other than Mathematics and Economics for TDC Science
• Physics, Chemistry without Mathematics.
• Chemistry is not allowed without Mathematics at H.S. Course.
Attendance Rule for TDC Odd & Even Semester
i) A TDC student must attend at least 75% lectures, tutorial and practical Classes to fill up the form
for appearing University examination. The student whose attendance is in between 75% & 65% in
any subject may be considered by the Principal on genuine ground.
ii) Students who fail to attend the requisite percentage of total number of classes held in any semester
will not be allowed to appear in the Final Examination (ESE) held as per University norms. This
applies to all the subjects (compulsory, honours and subsidiary)
iii) Attendance in a particular semester will not be taken into account in the subsequent semester.
iv) Students who fail to attend their classes for a certain period of time at a stretch on genuine,
reasonable, and acceptable grounds such as serious medical or emergency situation involving
themselves and members of their family, death of near and dear ones, academic/ sports/ cultural
activities approved by the college etc. must apply, in writing to the Head of the Department concerned
for consideration of exemption of the absence for the period, immediately after such absence.
Application must be supported with testimonials/documents wherever necessary. However, such
applications will be considered only if the student has the requisite 75% class attendance till the last
date he/she has attended classes. Even for such cases the actual attendance must not fall short of
50%.
Cancellation of Seats
Students failing to attend classes for 15 (fifteen) days at a stretch in the first month of commencement
of classes will forfeit their seats.

C. POST-GRADUATE COURSES
Post-Graduate course under Assam University was started in the year 1997 with the permission of
the Govt. of Assam. PG in History was introduced in the year 1997; while PG in Political Science was
introduced in 1999.
ELIGIBILITY FOR ADMISSION
A candidate who has passed TDC examination (10+2+3) in the concerned subject shall be eligible for
admission to the P.G. Course. Preference is given to the students having Major/Hons, in the relevant
subject. Students who have secured at least 40% marks in the Major/Hons or at least 45% marks in
the Pass Course examination in the relevant subject only are eligible for admission to the P.G. Course.

Attendance Rule:
i) Students who do not attend at least 75% of the total number of classes held in Semester I, Semester
II, Semester III and Semester IV will not be sent up for appearing in the corresponding University

GENERAL RESERVATION RULES FOR ADMISSIONS
There is a provision for reservation of seats, as per Govt. of Assam Rules for SC, ST(P), ST(H),
OBC/MOBC candidates belonging to the State of Assam and in this respect caste certificate issued
by the competent authority under Govt. of Assam only shall be valid.The provision are as follows:
• OBC/MOBC 15%
• SC 7%
• ST(P) 10%
• ST(H) 5%
A few seats may be allotted in HS (Day Shift) and TDC (Arts, Science and Commerce) courses to
the students having outstanding performance in the field of Sports, Culture, NCC and Scouts & Guides.
A relaxation of 10% is allowed in cut-off marks for HS and cut-off credit point for TDC admission.
However, for OBC (MOBC)/SC/ST(P)/ST(H) candidates their is relaxation of 15% of cut off mark. Thus,
if the cut off mark for admission in a particular class/ subject is 300 then the maximum relaxation will
be 30 marks for general category and 50 marks for caste quota category students. For each Course
i.e., HS and TDC the maximum numbers of reserved seats are as follows:
Sports = 3, Cultural = 3, NCC = 2, Scouts & Guides = 1
(i) Outstanding sports person/ cultural activist who represented the country in International meet
will be admitted directly without considering the cut off mark. However the maximum number of
reserved seats in a particular field will not be enhanced for inclusion of such candidates.
(ii) Sports persons will be selected from those disciplines which are recognized by IOC and BCCI and
also such sports which are included in the Assam University inter-college meets and All India University
meets.
(iii) In case of Cultural quota, candidates will be selected for their proficiency in the fields of Music
(Vocal), Drama, Debating and Quiz, Fine Arts and Sculpture. In case of music (instrumental) and
Dance, candidates will have to produce degree/diploma certificates from recognized institution.
(iv) There is a provision of reservation of 3% of the total seats for ‘differently abled’ candidates.
(v) A Candidate seeking admission in any of the above categories (i to vi), must hand over personally
to the Convenor of the admission committee concerned, a photocopy of his/her original application,

submitted to the office. Attested copies of the supporting documents as regards to his/her eligibility
for consideration under the concerned quota must be enclosed with this separate application form,
which should be submitted in a cover on which “Application for admission to HS/TDC Course under
Sports/Cultural/NCC/Scouts & Guides /differently abled quota seats” must be clearly written. However,
if the candidates, selected under above mentioned quota (except Differently Abled), do not participate
in the respective events/activities on behalf of Haflong Govt. College, they may forfeit their seats.
They will have to give written undertakings in this regard.
(vi) Interview/ Selection trial of such candidates will be held on date and time notified on the College
notice board. Candidates must appear and submit the original documents at the time of interview/
selection trial/medical check up (in case of differently abled Quota seats).
(vii) There is no reserved seat for extra-curricular activities in case of admission into Post-Graduate
courses.
ADMISSION PROCEDURE
1. Application for admission into the College should be made in prescribed application form issued
by the College Office (with Prospectus) on payment of Rs. 100/- (Rupees one hundred only). A copy
of the mark sheet of the qualifying examination only and two copies of recent 4cm x 3.5cm size
(Colour) Photographs must be enclosed with the application form.
2. Online application is not yet facilitated; but students can download the Application Form from
College Website (www.haflonggovtcollege.ac.in). The downloaded application form must be
submitted along with a Bank Draft/Multicity cheque of Rs. 200/- in favour of “Principal Haflong Govt.
College”.
3. Admission into the College is made strictly in order of merit and is governed by the College Admission
Rules. The selection list for admission into different courses showing the percentage of marks (converted
Credit points into percentage wherever necessary) obtained in the last qualifying examination is displayed
in the College Notice Board and the College website. No request from any quarter will be entertained in
respect of admission. The Principal’s decision regarding admission is final.
4. Candidates are required to produce at the time of interview the original copies of (a) Mark sheet
of the last qualifying examination, (b) Age certificate (c) Character Certificate from the head of the
Institution last attended (d) Caste Certificate wherever necessary and (e) BPL Certificate (in case of
BPL Card holders) .
5. At the time of admission the candidates must submit xerox copies (no attestation is required) of
(1) Character Certificate from the head of the Institution last attended (2) Caste Certificate (in case
of SC, ST(P), ST(H), OBC or MOBC categories) and (3) BPL Certificate or copy of BPL Card (belonging
to BPL family) to avail the benefits of aid in kind (students uniform etc).
6. Students passing the qualifying examination earlier than the current year will have to submit a
Gap certificate (in original) from the Head of the Institution last attended or the Office in Charge of
nearest Police station testifying to his/her activities during the interim period. Candidates having
more than three years study gap will not be eligible for admission.
7. Admission to the hostels takes place on a later date for which a separate notice will be served.
8. Properly filled up forms submitted within the stipulated date shall only be considered for admission.
Candidates selected for admission should get themselves admitted on the specified date of admission

failing which they will forfeit their claim.
9. Students seeking admission into Honours courses must secure at least 45% marks in the concerned
subject and 50%in the total aggregate in the H.S. Final examination or equivalent (10+2) examination.
However, the final selection for Honours course will be made by the Head of the Department, concerned
with the approval of the Principal. A student provisionally admitted into Honours course in any subject
will have to appear a test examination within one month from the date of commencement of the
session. Those who show poor results will be asked to give up Honours. Besides, the Head of the
Department concerned may also, with the approval of the Principal, ask any student to discontinue
Honours course, if his /her progress and performance are not at all satisfactory.
RENEWAL OF ADMISSION:
i) Students promoted to HS Final year class after declaration of result shall have to deposit college
fees at the counter within two weeks of the declaration of results-the exact dates will be notified by
the Principal. All the above categories of students must get their college identity cards revalidated.
ii) Students of TDC (2nd, 3rd, 4th, 5th & 6th semesters) classes shall have to deposit college fees at
the counter within two weeks after the examination is over. The exact dates will be notified by the
Principal.
iii) Students who are eligible to attend M.A. (2nd, 3rd and 4th Semester) class shall have to deposit
college fees for the course within two weeks of commencement of classes. The exact date will be
notified by the Principal.
ADMISSION OF UNSUCCESSFUL HS STUDENTS
i) As per rules framed by the Assam Higher Secondary Education Council (AHSEC), a student of H.
S. class must complete his/her H.S courses within five years from the date of registration.
ii) Unsuccessful students of HS Final examination who appear from this College shall have to get
their names enrolled as Casual students right after the result of HS Final examination (or as notified)
and such students need not appear in the Pre-Final/Test examination. But HS (Science) Final Year
students must attend requisite number of practical classes.
iii) Unsuccessful students of HS Ist year Examination who appear from this College shall have to get
their names enrolled as Casual students right after the result of HS Ist Year examination (or as notified)
and such students need not appear in the Pre-Final/Test examination. This facility will not be extended
to the same students who fail to clear the Ist year HS examination in the subsequent year.
iv) HS Ist year students detained in Pre-Final/Test Examination or declared as dis-collegiate are to
apply for admission along with the fresh applicants. However, they will not get any preference in
respect of admission to the College or to a hostel. Students detained in the same class for two
consecutive years will not be admitted to the regular classes of the College.
v) Students detained at the Pre-Final/Test Examination of HS Final year declared as dis-collegiate,
will be re-admitted to the respective classes as regular students. They must attend regular classes
and appear in the Pre-Final Test.
vi) A student who fails to pass the H.S. Final examination even after availing him/herself of the
maximum five chances (including first year) of appearing in the H.S. examination will have to seek re-
admission into First year class and for fresh registration.
vii) Expulsion from any examination will lead to expulsion from the College.

ADMISSION OF UNSUCCESSFUL TDC STUDENTS
I) A TDC student must clear and pass all subjects (including arrear) within five years of registration.
If he/ she fails to pass within five years he/she will have to start and appear as a fresh student.
ii) TDC (1st & 2nd semesters) students who failed to appear or detained in Unit Test Examination or
declared as dis-collegiate, are to apply for admission along with the fresh applicants. However, they
will not get any preference in respect of admission to the college or to a hostel. Students detained in
the same class for two consecutive years will not be admitted to the regular classes of the College.
iii) Students who failed to appear or were detained at the unit test Examination of TDC (3rd & 4th
semesters) and TDC (5th & 6th semesters) classes or were declared as dis-collegiate, will be re-
admitted to the respective classes as regular students. They must attend regular classes and appear
in the unit test.
iv) Unsuccessful candidates of TDC (1st & 2nd semesters) & (3rd & 4th semesters) Examinations of
Assam University appearing from this College shall have to enroll their names as regular students of
TDC (3rd & 4th semesters) and (5th & 6th semesters) classes respectively as notified by the college
authority.
v) Unsuccessful candidates of TDC (6th semester) Examination of Assam University appearing from
this college shall have to enroll their names as Casual students of TDC (6th semester) class as
notified by the college authority.
vi) A student who has been admitted in first semester class may be allowed to proceed to the next
semester (up to sixth semester) irrespective of number of papers in which the candidate failed.
vii) A student will get a maximum of two chances for clearing the back papers within five years, i.e.
10 semesters from the date of admission to the degree course.
viii) A student will be considered eligible to sit for the sixth semester examination with not more
than five back papers of earlier semester classes excluding fifth semester.
ix) Failing in any semester examination, a student will be allowed to appear the same in the following manner:
a) Odd semester papers with the odd semester examination.
b) Even semester papers with the even semester examination.

COLLEGE TRANSFER CERTIFICATE


Any student seeking transfer from the college will have to apply to the Principal for transfer certificate.
The following documents must accompany the application.
i) Clearance certificate from the College Office.
ii) Clearance certificate from the Librarian.
iii) Clearance certificate from the Superintendent of the Hostel concerned (in case of boarder).
iv) Clearance certificates from the Vice-President, Athletic/Cultural Section, Haflong Govt. College

GENERAL INFORMATION
Maintenance of Discipline among students
• The student admitted to the College must abide by all Rules and Regulations as prescribed by the
College Administration. Irregular attendance, indifference with regard to class work, tests and
assignments, discourtesy towards professors, insubordination, obscenity in word or act. wilful damage
to college property, adoption of unfair means during examination etc are liable for disciplinary action
which includes warning, fine, withholdings of scholarships and certificates and even expulsion from
the college and hostel.
• No student shall enter the class or leave the class without the permission of the professor.
• Students who are not in the class at the commencement of each period will be marked absent for
the period.
• Students who have no classes shall not loiter in corridors or disturb class in progress.
• Student of each section will be under the care of a selected Class Monitor.
• The properties of the college are meant for the benefit of the students. They must be used with
care and protected at all costs.
• Students should refrain from ragging in any form.
• On admission, every student will receive an Identity Card, which invariably carries his passport size
photo and the principal’s signature on it. He must present the identity card whenever it is demanded.
• Using Mobile Phone in class room is strictly prohibited; but is allowed to keep in the campus in
Switch off mode.
• If a student loses a library book, he/she must either arrange to replace the book within a month or
pay double the price of the book.
• Class tests will be conducted to assess the performance of the student for the purposes of internal assessment.
• Students must read all the information put up on the notice board of the college.
• Parents are allowed to meet the principal to keep themselves in touch with the attendance and
progress of their wards.

Renewal of College Identity Card
College Identity Cards are issued annually. Old identity cards are to be surrendered at the end of
each academic session for renewal.
C. Ragging is Illegal and punishable
As per the UGC Guideline [No. F 1-16/2007 (CPP-II), April, 2009], all forms of ragging in hostels
and the college campus are prohibited. Ragging is considered as a cognizable offence under the law
of the land and ragging in all its forms is totally banned in the entire institution, including its
departments, constituent units, all its premises (academic, residential, sports, canteen etc.) whether
located within the campus or outside and in all means of transportation of students whether public or
private. Punishable ingredients of Ragging are (1) Abetment of ragging; (2) Criminal conspiracy to
rag; (3) Unlawful assembly and rioting while ragging; (4) Public nuisance created during ragging; (5)
Violation of decency and morals through ragging; (6) Injury to body, causing hurt or grievous hurt; (7)
Wrongful restraint; (8) Wrongful confinement; (9) Use of criminal force; (10) Assault as well as sexual
offences or unnatural offences; (11) Extortion; (12) Criminal trespass; (13) Offences against property;
(14) Criminal intimidation; (15) Attempts to commit any or all of the above mentioned offences against
the victim(s); (16) Physical or psychological humiliation; (17) All other offences following from the
definition of “Ragging”.
The College Authority has set up an empowered ‘Anti-Ragging Committee’.
Following strong disciplinary action may be taken if any one is found to be involved directly or
indirectly in ragging:
• Suspension from attending classes and academic privileges
• Withholding/withdrawing scholarship/fellowship and other benefits
• Debarring from appearing in any test/examination or other evaluation process
• Withholding results
• Debarring from representing the institution in any regional, national or international meet,
tournament, youth festival etc.
• Suspension/expulsion from the hostel
• Cancellation of admission
• Rustication from the institution for period ranging from 1 to 2 years
• Expulsion from the institution and consequent debarring from admission to any other institution
for a specified period
• Fine ranging between Rs. 25,000/- and Rs1,00,000/-
• Collective punishment: when the persons committing or abetting the crime of ragging are not
identified, the authority will resort to collective punishment.

Mobile phone must be switched off over the plinth area of the College except in the Hostels and
the Canteen
E. Any form of sexual harassment may be reported to the College Authority by means of written
complaints to be filed in the Grievance Redressal Cell Box.
F. The courses of studies in Haflong Govt. College are full time courses. No student can take any
other full time course simultaneously.
G. Student Societies and Associations shall be subject to such rules and regulations as the College
Authority may prescribe from time to time.
H. Only those Societies and Associations recognized by the College Authority shall have the facilities
of the College premises.
I. Any notice desired to be pasted or circulated by the students anywhere in the College and hostel
premises will need the prior approval of the College Authority.
J. All powers of maintenance of discipline are vested with the Principal and his decision shall be
final in all such matters.
Any violation of the Code of Conduct will invite strict disciplinary action extending upto
expulsion from the College
SERVICES & FACILTIES
HOSTEL FACILITIES
The College has both Boys’ and Girls’ hostel situated within the college campus. Hostel seats are
allotted considering the merit and distance of college from his home, inside and out-side the district.
Application for admission into hostel is to be made to the Principal through the Superintendent of
hostel in prescribed form. Admission to and conduct of the hostel is governed by the hostel rules.
Hostel remains closed during summer and Puja vacation. Students are required to vacate the hostel
immediately after its closure for such vacations. No unauthorized person is allowed to stay in the
hostel. Failed students and service holders are not eligible for hostel accommodation. All boarders
are to maintain strict disciplines as per the hostel rules, copies of which are available in the college
office and would be provided at the time of admission. Violation of any hostel rules will invite punitive
action even to the extent of expulsion from hostel and college. Hostel boarders are entitled to
scholarship at enhanced rates provided they submit certificate from the Principal. The guidelines,
prospectus & forms for admission to the hostel can be obtained from the office after college admission.
A five member Hostel Management Committee has been formed for the smooth functioning of the
Hostels.
HGC BOYS’ HOSTEL
A 45 bedded Boy’s Hostel is functioning in the college to accommodate students of Haflong Govt.
College. Recently another 100 bedded New Boy’s Hostel is constructed and inauguarated by the
Chief Minister of Assam Dr. Himanta Biswa Sarma. However the new hostel is yet to render its service
to the students. Name of the warden - Dr. Sarbojit Thaosen.
HGC GIRL’S HOSTEL
An 80 beded Girl’s hostel is constructed for accommodation from the Academic session 2021-22.
The necessary arrangement has already been made for accommodations of the students with the
joint efforts of district administration and College authority.

LIBRARY
A. CENTRAL LIBRARY
The Haflong Govt. College library building is located within the campus. It is conveniently accessible
by the user community. All the bonafide students, teachers and employees of the college are the
members of the library. Text books are issued from the college library to the students, teachers, and
employees of the college.
Books may be renewed by the students after 10 days of loan period. Students are penalized for
not returning books within the loan period by imposing Re.1/- per day per book as over-due charge.
Students should carefully examine the book issued to them before leaving the library counter. If any
damage or mutilation in the book issued to him/her is noticed, it should be reported to the librarian
before taking delivery of the same. The borrowers will be responsible for the loss or damage of any
book borrowed from the College library.
Facilities:
The Central Library of the College provides the following facilities for the benefit of the student
community and the teaching faculty in general-
• A good collection of multiple copies of textbooks and other recommended books for the various
courses offered in the college.
• Entry register is maintained to keep the record of the number of every day user. Out side readers
can use the Library with due permission from the Librarian. They are provided only with reading and
photocopying facilities.
• Two newspapers are displayed in the paper stand in the entrance lobby.
• List of journals, subscribed by the Library are displayed in the Student Notice Boards.

There is a Library Management Committee the Principal as its Chairperson and 7 members from

departmental heads, who assign a teacher for the management and keeping of the records.

CAREER COUNSELLING CELL (CCC)


The Career Guidance & Counselling Cell (CGCC) of the College is constituted with a professor in-
charge and faculty members of the college to provide necessary guidance and information to the
students in shaping the future career. The cell provides relevant academic and career related
information to the students.
The Career Counselling Cell provides services by organizing Job Placements and training programs
for our students that enable them to develop applicable skills in the competitive job market. The Cell
also organizes Workshops and Seminars on Personality Development, Interpersonal Relationship,
Communication Skills, Interview skills and Presentation kills to enable the “All Round” development
of individuals.
As per the guidelines stated under the XIth plan of the University Grants Commission (UGC), the
colleges and universities are required to organize career guidance and counselling programs for the
benefit of the students. Accordingly, the Career Counselling Cell was established in 2011 in Haflong
Govt. College from the grant sanctioned vide letter No. F.3-13/2007-12 (NERO)/6187 dated 30/12/09.
The Career Counselling Cell is equipped with all the aids or gadgets necessary for conducting a
counselling program or any other presentation. These include i) Smart Class room (ii) Digital Board
(iii) LCD projector (iv) White board, (v) Laptop (vi) Desktop computer and (vii) Photocopier.
Sri Ron Kemprai is the Co-ordinator of the College CGCC.

1. COMPUTER LAB & UGC NETWORK RESOURCE CENTER (UGC-NRC)
The University Grants Commission has been assisting colleges for procuring personal Computers

since 1987 under the scheme of providing computers to Colleges. The objective of the scheme is to
create awareness among staff and students about the use of computers in various activities like
administration, finance, examination and research the UGC- Network Resource Center is established
in the college premises under the financial assistance from the UGC. In addition to information and
communication network, this centre helps colleges to have an access to multimedia material in
teaching and learning at places of eminence in India & abroad.
Haflong Govt. College Network Resource Center (UGC-NRC) was established attaching the Central
Library in the year 2011. The Centre has been provided with computers and Internet facilities.
NATIONAL SERVICE SCHEME (NSS)
National Service Scheme, under the Ministry of Youth Affairs & Sports Govt. of India, popularly
known as NSS was launched in Gandhiji's Birth Centenary Year 1969, in 37 Universities involving
40,000 students with primary focus on the development of personality of students through community
service. Today, NSS has more than 3.2 million student volunteers on its roll spread over 298 Universities
and 42 (+2) Senior Secondary Councils and Directorate of Vocational Education all over the country.
From its inception, more than 3.75 crores students from Universities, Colleges and Institutions of
higher learning have benefited from the NSS activities, as student volunteers.
Activity Forum of NSS include National Integration Camp, Blood Donation, Plantation, Immunisation
Shramdaan, Disaster Management, Adventure Programmesetc.
Haflong Govt. College has a unit of National Service Scheme under Assam University with alloted
capacity of 100 volunteers. This unit was started from the Academic Year 2014-15. Sri Bubul Das is
the Programme Officer of the College unit of NSS.
AMENITIES
1. College Canteen
The College canteen is opened from the Academic Session 2012-13. The students and the college
faculties are provided beverages and various food items at reasonable prices. During the college
hours the entry of outsiders are restricted in the College canteen.

2. Parking
There is an all weather Parking shed for Motor Bikes and Scooters and Parking corner for LMVs in
front of the Arts & Science Block.

History:
Dima Hasao District is predominantly habitation of more than 13 tribal ethnic groups having their
distinctive culture and languages. Scheduled tribes form 68.2% of the total population of the district.
The founders of the College felt the importance of this state language and opened this subject from
the very inception of this College. Assamese department was started with the establishment of the
college in 1961 and Shri Nabin Sharma, Assistant Teacher of Haflong Govt. Boy’s School joined as a
part time lecturer and later on Shri Tarun Khakhlari was appointed as the first Head of the Department.
Shri Nagen Thakur, Birendra Nath Barpujari, Shri Dharanidhar Roy are amongst the founder lecturers
of the department. Initially there were four posts in this subject; but during 90th decade, the Higher
Education Department, Govt. of Assam had withdrawn two posts and transferred to Cotton College.

History:
Post-Graduate course under Assam University was started in the College in the year 1997 with
the permission of the Govt. of Assam. PG in History was introduced in the year at which it came into
being. The first batch came out with spectacular result in 1999 and in the same year PG in Political
Science was introduced. Since inception this college has produced more than 300 Nos. of Post
graduates. Among the successful candidates many of them passed with UGC norms and a considerable
number passed in 1st class. The PG Department came into being with the initiative of Prof. Tushar
Kanti Dey (Retired Principal i/c) and Prof. Namdeb Sinha (Retired) of History Department was amongst
the founders of this section. At present total intake capacity is 50 in each subject.

CO-CURRICULAR & EXTENSION ACTIVITIES


COLLEGE N.C.C.
Haflong Govt. College N.C.C. is the Senior Division (SD) unit under 3rd Assam Bn. Silchar for Boy’s
and 62 Assam Girl’s Bn. for Girl’s students of the College. Students having certificate “A” can take
admission in this unit in proper form prescribed by the N.C.C. head quarter. Thus a student desirous
of being enrolled in this Unit shall apply to the Officer commanding the unit.
This unit provides facilities of Annual Training Camp (ATC), Trekking, National Integration Camp
(NIC) as per vacancy allotted to this unit by the head quarter from time to time and Republic Day,
Independence Day march past etc. The students showing excellent performance are selected for
participation in these vacancies. Certificate B and C Examination is held in every session under this

unit. It is worth mentioning that a good number of cadets of this college qualify themselves in ‘B’ and
‘C’ Certificate examinations every year. Every year our cadets participate in the “Road Safety Week
Programme” to make the common people aware of the general traffic rules. Apart from these, extension
activities are also undertaken from time to time through different forums of the college.

(IQAC) INTERNAL QUALITY ASSURANCE CELL
In pursuance of its Action Plan for performance evaluation , assessment and accreditation and
quality up gradation of institutions of higher education , the National Assessment and Accreditation
Council proposes that every institution is to establish and Internal Quality Assurance Cell (IQAC)
since quality enhancement is a continuous process, the IQAC will become a part of the institution’s
system and work towards realization of the goals of quality enhancement and sustenance. The prime
task of the IQAC is to develop a system for conscious, consistent and catalytic improvement in the
overall performance of institutions.

COLLEGE MAGAZINE “VISION”
The college magazine ‘Vision’ which acts as a medium for developing literary and other
potentialities of the students is published annually. It publishes articles and creative writings from
the students and teachers of the college.
COLLEGE JOURNAL (ESTIA)
The college has a well equiped peer reviewed Multi Disciplinary Research Journal ESTIA . It is
an ISSN numbered journal. The main objective of this journal is to publish original research works of
research scholars, academicians and students from different fields.
WALL MAGAZINE
Periodical publication of wall magazines is enriching the literary habits among the students of
the College. The college authority always encourages periodical publications of wall magazine for
the students with the hidden talents in the field of literature. The following are the six wall magazines
that can be noticed in front of the concerned department.

INFRASTRUCTURE
College Buildings
The Arts Block is a multistoried building with smart class rooms, inauguarated in 2022. The Science
is a Assam type building constructed in the year 1969. The Commerce Block is in the recently
constructed RCC multistoried building.
Central Library
The Central Library of the College is a multistoried building located in the centre of the Arts Block.
The Library is having the facility of Reading Hall, Magazine & Journal section, Copying (Xerox) facilities.
At present total number of books including reference books is 25,000 (Approx). The Library remains
open for six hours from 10 a.m. to 4.00 p.m. The College has a UGC Network Resource Center in the
library building.
Hostel
The College has limited accommodation facilities for boys and girls. The college has one RCC
boy’s hostel and two RCC girl’s hostel in the campus. The accommodation capacity in boy’s hostel is
45 and in Girl’s hostel 80.
Smart Class Room
The College has 13 Nos. of smart class rooms with projector and digital board, Laptop and Godrej
Almirah etc. The digital room is used for holding seminar/workshop and meetings.
Auditorium
The College has an auditorium with a capacity to accomodate 500 audience. It is fully furnished
with a stage and a good sound system. It is meant to organise meetings, freshers and all other
grand programme of the college.
Staff Quarter
The College has only one unit of quarter for Office staff and one unit of quarter for IV grade staff.

Professor’s Quarters
Haflong Govt. College has 3 multistoried buildings (blocks) for accommodation of the professors.
Each block consists of 6 units i.e., the college has all together 18 number of professors quarters. The
occupants of the Professors quarters are the teaching staffs belonging to different districts of Assam.

1960: On 5th June, the 27 member Haflong College Implementation Committee formed with S.D.O.
Civil being the president and Nitya Lal Daolagupu Secretary.
1961: 4th September, the College founded
1964: The College was shifted to its present building from Cultural Institute Hall

1975: 5th November, Haflong College taken over by the Govt. of Assam and became a Government

1994: 21st January, after establishment of Assam University, Silchar in 1994, the affiliation of this
College shifted from Gauhati University to Assam University.

2005: 15th February, by virtue of MoU, the Higher Education came under the administrative control
of the North Cachar Hills Autonomous Council.
2007: His Excellency the Governor of Assam Lt. Ajoy Singh visited the College
2011: 4th to 6th September, Golden Jubilee of the College Celebrated. Shri N.K. Das, Chief Secretary
to the Govt. of Assam attended as the chief guest of the function.
2013: 11th February, the foundation stone of multistoried Auditorium Building of the College was
laid by Shri Paban Singh Ghatowar, Union Minster of Development of North East Region, (DoNER).
2013: Philosophy Honours program started.
2013: 4th & 5th October - Silver Jubilee celebrated in the Department of Commerce.
2015: 29th April - Hon’ble Minister of Education Shri Sarat Barkotoki visited the College
2015: Mega construction of 3 storied Arts & Administrative Block started.
2016: The College Football Team won the Runners Up Trophy of Inter College Tournament of Assam University.

THE MANAGEMENT
Haflong Government College was established on the 4th of September, 1961 as private night
College. Initially, it was managed by Haflong College Implementation Committee with the then S.D.O.
(Civil) as president and late Nityalal Daolagupu as it’s Secretary. After recognition by the Govt. of
Assam it was replaced by a Governing Body with the S.D.O. (Civil) as President and late Nityalal
Daolagupu as it’s Secretary. The College was taken over by the Government of Assam on 5th of
November, 1975, since then the college came under the administrative control of the Education
Department, Government of Assam. On 1st April 1995, the College came under the administrative
control of the North Cachar Autonomous Council, when greater autonomy was provided to the District
Council within the framework of Sixth Schedule to the Constitution of India and the District Council
were renamed as “Autonomous Council”.

 HAFLONG GOVERNMENT COLLEGE STUDENTS’ ASSOCIATION (HGCSA)
The College Students’ Association is an elected (or selected) body of the students. The student
representatives are entrusted with the job of looking after the welfare of the students. The college

The Haflong Govt. College Teachers’ Association (HGCTA) is the General Body of all the teachers
of the College. Each and every teacher of this college is the member of this Association. Office

Haflong Govt. College Commerce Forum is an association of teachers & students of Commerce

Haflong Govt. College Arts Academic Forum is an association of teachers and students of Arts

Haflong Govt. College Science Forum is an association of teachers and students of science faculty.

The main objective of Research & Promotional Cell is to explore new avenue of knowledge,
encourage and promote research culture at the College. The research and teaching should go hand in
hand for knowledge accumulation. The committee encourages faculty members to under take and
pursue their research and publish their findings. They are also encouraged to participate and present
papers at conferences, seminars, symposia and workshops. The Committee is to organize regularly
research oriented Faculty Development Programs, workshops, Management Development Programs,
Seminars & conferences In the College. This committee deliberates all important issues relevant to
research at the college level, which include research clusters, college research seminars, research
infrastructure; research funding, research productivities. The committee shall meet once.
EXAMINATION COMMITTEE
The Examination Committee is an apex body of the college which is headed by Principal and shall
be facilitated by three sections: Examination, Record Maintenance and Administration. The main
function of this committee is to carry out Examinations, publish results of HS First Year, Unit Test and
Pre-Final Examinations. Keeping the record of each and every issue related to the Examination and

GRIEVANCE REDRESSAL CELL


This committee is vested with the authority to settle any type of grievances raised by the students,
teachers and non-teaching staff of the college. The students are ought to lodge their grievances to
their respective tutors, and they in turn intimates the matter to the committee for necessary action.
Students are not encouraged to petition the Principal, initially. They have to avail the avenue provided
by the grievance redressal cell and then the Principal, if the grievances are not redressed.

INFORMATION TECHNOLOGY (IT) CELL & WEB TEAM


The IT Committee acts as a liaison between the students and the Computer Centre. Commonly
known as ITCELL on campus, it manages the network, servers etc. With an unavoidable need for
internet on campus, the committee works through out the year providing the best IT support to the
students and is the first point of contact for any internet related or connectivity issues. The committee
also provides support to the students, meeting the requirements of software, educational

documentaries, journals, e-books etc. The committee is also responsible for procurement of all
hardware items and renewal of software licenses and AMC's. Website Design and Website
Programming of the College is the responsibility of the web team constituted for the purpose. The

HGC WOMEN’S CELL
“Educate a man and you educate an individual, Educate a woman and you educate a family.” HGC
women cell endeavours to empower women and at creating wider gender sensitivity so as to facilitate
a congenial working environment its objective is to create awareness among women employees so
that they are not subjected to gender-specific discrimination or sexual harassment and ensure that
their fundamental rights (provided by the Constitution of India) are not violated. The women’s cell of

HOSTEL MANAGEMENT COMMITTEE
Hostels function under the administrative control of the Warden. The warden is appointed by the
Principal. The Warden is assisted by an office assistant with computer knowledge and peon for day
today activities. There is one Warden for each hostel. The policy framework/decisions regarding
hostels is decided by Warden in consultation with Principal. Hostel Policies are implemented by the
Warden. The decisions of Warden in their respective jurisdictions are final. Haflong Govt. College

In pursuance with the UGC Regulations on curbing the menace of Ragging in Higher Educations-
2009, the college has set up an Anti-Ragging Committee with the faculty members of the various

The Admission committee is to follow the admission procedure keeping in view the Reservation
Policy of the Government Admissions in all categories are made strictly in order of merit and are
governed by the College Admission Rules. The selection list for admission into different courses
showing the percentage of marks (converted Credit points into percentage wherever necessary)
obtained in the last qualifying examination is displayed in the College Notice Board and the College

CONSTITUTION OF INTERNAL COMPLAINTS COMMITTEE


(Under the Prevention of Sexual Harassment (POSH) Act., 2013)
The Sexual Harassment of women at work place (Prevention, Prohibition and Redressal) Act,
2013 came into force on 9th December 2013 and it applies to all companies/organizations conducting
business in India with more than 10 employees. As enshrined in the Preamble to the Constitution of
India, “equality of status and opportunity” must be secured for all the citizens. With improved access
to education and employment, more and more women are entering the work force very day. But
sadly,women face sexual harassment at work. Every day. Sexual Harassment is a gross violation of
women’s rights to equality and dignity. Not only is it an infringement of women’s fundamental rights,
but it also results in the loss of work place motivation and productivity.
Sexual harassment results in violation of the fundamental rights of a women to equality under
article 14&15 of the constitution of India and her right to life and to live with dignity under article 24
of the constitution and right to practice any profession or to carry on any occupation, trade, or business
which includes a right to safe environment free from sexual harassment . The protection against
sexual harassment and the right to work with dignity are universally recognized human rights by
various international conventions and instruments.

RIGHT TO INFORMATION (RTI) CELL


Implementation of 'The Right to Information Act, 2005' in the Universities/Colleges
The Right to Information Act,2005 (22 of 2005) has been enacted by the parliament and has come
into force from 15th June, 2005. This Act provide to information for citizens to secure access to
information under the control of public authorities in order to promote transparency and accountability
in the working of every public authority. All Universities and Colleges established by law made by
parliament or by state legislature or by notification by the appropriate Government or owned, controlled
or substantially financed directly or indirectly by funds provided by the Government shall come into
the meaning of a public authority under this act.

Whereas, some provisions of this act have come into effect immediately or its enactment (that is
on 15th June, 2005), other provisions shall come into effect on 100/120 days of its enactment. All
Universities and Colleges are therefore advised to carefully go through this act and take necessary
steps for implementation of various provisions including proactive disclosure of certain kind of
information. Such information shall be made available to the public at large through the website by
the concerned universities / colleges.
