2- Developing WBS
• Steps for developing WBS:
• Work categories should be clearly defined and
distinguished
• Each work category should have a clear start and end
dates
• Each work category should have its own separate
budget
• Work categories should be big enough to clearly depict
the project
• Work categories should be small enough to allow for
the accurate measure of work progress

• Major Categories Based on Design Elements: structures, roadway, and
general.
1. Roadway Work: earthwork and pavement.
– Earthwork: clearing, excavation, filling and finishing (including seeding and

5- Cost Estimate and Control


• WBS can be used to define cost accounts.

• The WBS facilitates estimating the total cost of the project.

• When the bid is accepted the cost estimate is converted to


a budget.

• The budget is tied to the WBS.

• Cost accounts are used to control the cost of the project.

• For each cost account, there is a unique account code

• The WBS can be used to define the accounts codes

• The code should be well defined to help trace the cost of
