1.03 CODES AND STANDARDS

B. The Power Xpert microgrid control system design shall comply with all applicable state
regulations and local codes in effect on the date of the contract for the federal, state, locality, or
other jurisdiction in which the System is to be initially fabricated and factory tested. Further, the
System shall be designed to minimize the necessity for and/or cost of design modifications
required to meet local and state codes and requirements at Owner sites.
C. If any equipment and components in the System are normally manufactured to standards that are
not acceptable in the jurisdiction in which the System will be installed, conformance of the
equipment to the Owner jurisdiction standards shall be certified by the Contractor.

1.07 QUALIFICATIONS
A. The basis for design of the system is Eaton Corporation. The control system manufacturer of
software and firmware will have been regularly engaged in the manufacture, development and
installation of the data acquisition, electric power monitoring, protection systems and/or microgrid
systems for a period of at least ten (10) years and can demonstrate that these products have
been utilized in satisfactory use in functioning systems for similar applications. They shall have
demonstrated for more than ten (10) years, capability in data acquisition, control system design,
modeling, installation, and start-up. The proposed Distributed Energy Resource Controller shall
be based on the Power Xpert Microgrid Controller for function and quality.
B. The manufacturer of the Power Xpert Microgrid Controller shall also be the manufacturer of the
electromechanical power components used within the assembly, such as distribution assemblies
and their major components when specified.
C. Eaton is an ISO 9001 certified manufacturer.
D. Project materials shall be built tested and labeled in accordance with applicable NEMA, ANSI and
UL standards and installed to meet local regulations and ordinances.

1.08 QUALITY ASSURANCE


A. Startup Personnel Qualifications: Project participants shall engage specially trained personnel
who are directly employed by the manufacturer of the distribution system protective devices.
B. Installer Qualifications: Project participants shall engage an experienced installer who is an
authorized representative of the power monitoring and control equipment manufacturer for both
installation and maintenance of units required for this Project.
C. Manufacturer Qualifications: Eaton is a firm experienced in utility SCADA installations like those
for this Project and has a record of successful in-service performance.
D. Electrical Components, Devices, and Accessories: Manufacturer shall furnish components,
devices and accessories listed and labeled as defined in NFPA 70, Article 100, by a testing
agency acceptable to authorities having jurisdiction, and marked for indicated use and installation
conditions.

1.09 DELIVERY, STORAGE AND HANDLING


A. The Client shall take responsibility for handling delivered equipment, and providing adequate
storage facilities, according to the Manufacturer requirements as defined in an instruction
document furnished prior to shipment. This instruction will address requirements that include
ambient humidity, temperature, weather protection, cleanliness, and exposure to corrosive
atmospheres.
B. Project equipment shall be delivered to the site in its original containers and packaging, identified
by the manufacturer’s labeling including Project information as defined on the As Shipped
documentation.
C. Project equipment shall be inspected at the Client’s storage facility for shipping damage, either
external or concealed, or violation of Project storage requirements, and any deviations from
requirements or damage shall be reported to the ENGINEER.

1.10 WARRANTY
A. General Warranty: Power Xpert Microgrid Controller hardware, shall be warranted against defects
in manufacture for a period of ten (10) years. The microgrid controller installation and system
programming shall be warranted against defects in operation for a period of one (1) year after
commissioning or eighteen (18) months after shipment, whichever comes first.
B. Special Warranty: any additional warranty (as specified by the ENGINEER) required for this
project shall cover the manufacturer agreeing to repair or replace power monitoring and control
components that fail in materials or workmanship within specified warranty period.

1.11 EXTENDED WARRANTY SERVICES


Any requirements for extended service contracts, such as may be required for computers and
peripherals, shall be specified by the ENGINEER.

1.12 SPARE PARTS


If required by the ENGINEER,
 list here contact information for the closest parts stocking location.
 List critical spares (those with long lead times, or those critical to the system’s operation).
Provide a recommended spare parts list based upon those required to perform regular maintenance,
consumables needed for replacement during scheduled maintenance. Provide a list of those power
and control fuses needed for the system and offer a set of each type.
Spare parts will be packaged and marked for long-term storage. PC boards will be provided in anti-
static containers.

1.13 COORDINATION
A. Eaton shall coordinate features of distribution equipment and power monitoring and control
components to form an integrated interconnection of compatible components.
1. PC workstations to record designated alarms registered in power monitoring and control
displays.
2. Power monitoring and control components so that metered electrical load and demand
values and associated summary and trend reports available at workstations specified in this
Section are made accessible at workstations via the Power Xpert Microgrid Controller
network.
B. The Power Xpert microgrid control system must be able to coordinate and perform basic control
functions with the following types of microgrid components: ESS, PV, generators, UPS (UPS
status and alarms only, no control) and other DER assets devices.

PRODUCT FEATURES

2.01 MANUFACTURER
A. The Eaton Corporation is the basis for design and shall manufacture and program the proposed
microgrid controller system.
B. General requirements
1. The Power Xpert Microgrid Controller shall consist of the required user interfaces,
communication interfaces, and control functionality to operate two or more DERs as specified
in this document.
2. The controller shall be factory installed if supplied with an Eaton switchboard or field installed
into existing equipment.
3. All circuit breakers or relays suppling data to the Power Xpert Microgrid Controller shall have
electronic trip units capable of measuring and communicating current, voltage, power,
energy, etc.
4. If protective relays are furnished as part of a microgrid control system, the ENGINEER will
describe the relay(s) being offered, their capabilities, target equipment, and
configuration/settings services.

2.02 CLOCK
The Power Xpert Microgrid Controller shall be responsible for ensuring a common time clock for all
elements of the control system. All components operating on the system shall share a common time
clock, which shall be provided by the microgrid controller. This time clock shall ensure that all meters,
devices, generators, breakers, Historians etc. are synchronized to a common time clock. This will
ensure that any recorded events are analyzed correctly. The microgrid controller shall also be
responsible for ensuring that this common time clock signal is available to all control elements.

2.04 CONSTRUCTION
Power Xpert Microgrid Controller equipment can be furnished in two ways: equipment for installation
in a new Client switchboard, or separately mounted in a standalone IT rack. ENGINEER will specify
how the equipment is to be supplied here.
When the controller is supplied by itself for installation in a switchboard, Eaton will furnish controller
programming and startup and commissioning services.
When a controller is furnished in a standalone rack, Eaton will furnish turnkey services (all inclusive).

2.05 WIRING / TERMINATIONS


Wire sizes, wire markers, wire colors for enclosure internal wiring - Eaton’s standards are described
as part of the offer documentation.
If the customer has special requirements that Eaton will quote rather than take exception to, agreed
upon customer specials will be described here.

2.06 UTILITY REQUIREMENTS FOR INTERCONNECTION


Describe here any Client requirements for connecting to the utility feeds.

2.07 OWNER METERING REQUIREMENTS FOR INTERCONNECTION

2.08 MARKING AND LABELING

Engraved nameplates, mounted on the face of the assembly, shall be furnished for all Controller
enclosures as indicated on the drawings. Nameplates shall be laminated plastic, black characters on
white background, and secured. Characters shall be 3/16-inch high, minimum. If applicable, a master
nameplate for each furnished switchgear lineup shall be furnished giving information in accordance
with IEEE Std. C37.20.2. Circuit nameplates shall be provided with circuit designations as shown on
purchaser’s single-line diagrams.
Control components mounted within the assembly, such as fuse blocks, relays, pushbuttons,
switches, etc., shall be suitably marked for identification corresponding to appropriate designations on
Eaton’s wiring diagrams.

2.09 SYSTEM
A. Power Xpert Microgrid Controller can provide the following functions and optimize performance of
the client’s microgrid. Operational and control strategies include:

B. Communications
Below is a list of possible communication protocols for communication between the microgrid
controller and the DER assets.

D. Licensing and upgrades (ENGINEER to define)
The system supplier will outline all software licenses for the operating system and functional
modules and note renewal periods.
E. Control Functions and Transitions: (ENGINEER to select all that apply)
The Power Xpert microgrid control system can provide functions and transitions as follows. Only
the specified functions will be furnished.
Sequence of operation control
The system shall continuously monitor the power system and perform remedial actions in the
event of an electrical fault or other distribution anomaly to detect an outage. A substation
hardened, IEC-61131 compliant logic processor shall assess power system status through
communication with protective relays and other rugged monitoring devices.
Automatic system islanding detection
The system shall continuously monitor system conditions at intertie points through metering and
protective relaying and determine when the facility’s electrical system has been islanded from
one or more utility connections. The system uses breaker status indications, disconnect switch
statuses, voltage measurements, power measurements, and/or synchrophasor phase angle
information to make this decision. The system shall automatically detect when some or all the
customer’s system has been islanded. The system shall be able to handle any number of system
topology bus-connection scenarios.
Automatic system separation
The system shall open intertie breaker(s) when a system island has been detected at one or
more utility intertie points. It shall sever only those connections that are necessary to make the
least number of system islands. This system shall be able to handle any number of system
topology bus connection scenarios.
Automatic load shed/add system
The system shall provide automatic load reduction in response to several predetermined power
system events (contingencies). The system shall include two schemes for determining the
amount of load to shed. The scheme shall shed load based on the power deficit at one or more
power sources (utility intertie connections and/or generators). When a contingency occurs, this
scheme will shed loads to make the total system load equal to the remaining available intertie
and/or generation capacity, thereby stabilizing the system.
Automatic load restoration system
The system shall continuously monitor system conditions at intertie points and determine when it
is acceptable to resume real and reactive power flow across these intertie points. It shall close
breaker(s) at utility tie point(s) after conditions are satisfied.
Generator Control Functions
Automatic generation control (AGC) dispatch and load sharing
The AGC system shall be used to regulate the power output of on-site generators to maintain
power interchange at the utility intertie(s) within predetermined limits. Simultaneously, the system
provides generator load sharing. The AGC system shall remain operational and shall dynamically

recalculate control set points under all system bus configurations. Interchange scheduling shall
be provided for each of the utility ties (at least one generator must be in regulation or dispatch for
the interchange to be controlled with limits). This control system shall run autonomously on a
substation-hardened computing platform.
Cold start / standby generator startup
The system shall detect a loss of utility supply and issue start commands to the cold start /
standby generator and dispatch load to it.
Automatic resynchronization
The Power Xpert Microgrid Controller will follow the sequence of operations agreed upon after
submittal.
Once utility is restored, the DER grid source will match frequency and voltage to the utility
source. Once that synchronization is accomplished, the utility breaker will close, and the load will
be transferred from the DER assets to the utility.
Please describe here any required control function not mentioned above.

2.10 APPLICATION DETAILS


A. Human-Machine Interface (HMI):
The human-machine interface (HMI) shall be able to operate in a native mode on any modern
computing platform (computer and operating system). The HMI shall use standard industry
symbols.
The SCADA display and HMI shall display all elements that the microgrid controls. Screen
examples shall be sent to the owner after the final design is completed for review and approval.
In addition to the functions described in the prior sections, the HMI shall support the functions
described in the following subsections.
1. Virtual Logging: The event logging and reporting function shall support “paperless operation.”
In this mode, the event logs and reports will be stored on magnetic media rather than printed
on paper
2. Alarming: The Master Station shall alert the Operator when certain events occur that are
designated as being important.
The alarmed items are:
a. Any uncommanded change in a status input;
b. Any commanded change of a control and indication (C & I) point that does not result in a
change in the associated indication (status) input within some specified period;
c. Any analog input or calculated value that crosses over any Operator-defined alarm
limits, or
d. A given IED fails to respond correctly to a previously specified number of interrogations.
Any uncommanded transition may result in an alarm. However, the actions that result when
an alarm is given will vary depending on the priority of the transition. The proposed system
shall allow the User to define multiple alarm priorities. Each of these priorities shall be
customized by the User with respect to what summaries the alarm is posted to (if any), if the

alarm requires acknowledgement (and how it behaves after acknowledgement) and what (if
any) audible alarm is given.
Any point may have all alarms temporarily inhibited. When this is done, the point will show an
alarm inhibit attribute (if relevant) on all displays where the point attributes are shown, and
the point will be posted to the alarm inhibit summary display. It will also be possible to
temporarily override a given limit on an analog input with a new value. When the override is
removed, the limit will return to the default value for that limit. A separate attribute for limit
override will be shown.
Interface to Alarm E-mail: An interface to an email alarm system shall be provided that allows
the notification of alarms to a cell phone and via e-mail (if Historian is supplied).
Failed login alarm: The device processor shall alarm any time there's a failed login to the
device be it physical or virtual (i.e., log-in attempts on either HMI console or web interface
which have exceeded the number of allowable attempts in the user authentication policy and
shall have been locked out).

2.11 OPTIONS
Local Historian
Eaton’s Yukon™ Visual T&D™ is integrated into the Power Xpert Microgrid Controller, providing
scalable, pre-configured smart monitoring functionality. It continuously monitors system operation and
performance and collects detailed operational history. The historian resides on the local server and
interface with all elements of the microgrid controller.
Data Logging (requires the optional Historian)
The data logging system is a true historian, providing a complete record of all system data, alarms,
operator actions, and events with millisecond time tagging. The high-performance historian is based
on industry-proven PostgreSQL and Microsoft SQL Server databases. Data can be viewed
immediately in real-time, in a variety of formats.
Microgrid Modeling (HIL /PIL testing)
With microgrid modeling implemented, the microgrid controllers will contain a model of the systems
under the microgrid’s control. The model will be used to calculate effects of system actions and to
display status of the system to the microgrid’s operators. microgrid models require detailed
information including capacities of electric distribution and utility interconnection, component
responses characteristics, island transition capabilities, island load variability handling, and load types
and characteristics. Some of these characteristics are captured in this document. It is expected that
the microgrid Model that is developed shall be used for not only design and testing purposes but shall
be used in virtual real-time operations to help Project load/generation profiles looking forward and
associated stability impacts.
It is expected that Proposers will create their own specific implementations and optimizations. The
Power Xpert Microgrid Controller will use the Client one-line diagrams and knowledge of the electrical
systems, generation and loads to create their specific implementation of the microgrid Model and
verify its operating characteristics and responses.
Finally, to assure reliable, efficient, and stable microgrid operation, a variety of power modeling
simulations are necessary. The Eaton Corporation shall perform their own independent power studies
covering their technical solution which incorporates their proposed equipment, configurations, and

The model contains information about the microgrid electrical circuit layout, the microgrid generators,
and the microgrid loads.

2.12 CYBER-SECURITY
A. Information Security and Risk Management: Secure coding standards shall be followed for all
software and firmware for all major system components, including the Power Xpert Microgrid
Controller Master and Data Concentrators. Software development methodologies such as CMM
level III or higher shall be implemented. All source code, binaries and libraries shall be maintained
in code repositories with appropriate security implemented. It is also recommended that these
repositories shall be isolated from any external or corporate networks. Any cryptographic material
that is generated for use within the devices, such as keys /hashes shall be stored offline.
B. Access Control: Robust and flexible authentication / authorization, strong password complexity
and detailed security logs. Operator passwords shall be a minimum 128-bit encrypted and cannot
be stored in plain text in the real-time database. Passwords shall not be required to be complex
or long. Industry-standard best practices shall be used e.g., passwords required to be 8
characters long with upper-case letters, lower-case letters, numbers, and special characters.
1. Operator Log-on: Each system operator shall have a unique username and password. When
the user logs on to a console, all the user’s access privileges and preferences shall be set for
that console. A system such as active directory (AD) or equivalent shall be used for a
centralized methodology of granting or revoking permissions without having to visit every
device to set permissions/ revocations. Because of the possibility of the single point of
failure, redundant systems shall be implemented. User log-on, log- off and failed login
attempts will be logged as events. All event logs resulting from operator actions thereafter
(until user log-off) will include that user’s name or his console.
2. All Root and admin accounts shall be protected. Any operators or users added to the groups
that contain Root or admin permissions shall not use the admin or root accounts for microgrid
controller operations.
3. The following preferences and privileges will be implemented when a user logs in:
a. Functional Access Control: When the user logs on, his access level to different system
functions will be assigned: These levels include
1) Viewing/monitoring only - In this level, a user only can view displays. To provide
microgrid status to senior staff, a secure connection which will output microgrid
status to the Owner’s corporate network is desired.
2) Dispatch -- In this level the user can perform all actions associated with dispatching
the electrical system. This includes controlling devices and controlling alarms for
points in his areas of responsibility.
3) Supervisor -- In addition to the access to the functions provided by the dispatch
level, a supervisor can control equipment configuration and reassign user access.
4) System Administrator -- In this level the user has access to all database
configurations and display configurations,
5) Device Administrator – This user has access to diagnostic and equipment
configuration functions.

A given user can have multiple access levels.


4. Consoles shall be configurable to allow or disallow control, providing an additional layer of
security above the operator login.
C. Security Architecture and Design: Power Xpert Microgrid Controller supplier shall recommend
an architecture that provides defense in depth by isolating segments of each substation from
threats outside of the segment.

EXECUTION

3.01 GENERAL
Execution shall be in accordance with the requirements of specifications ____________,
___________________ and Drawings.
Initial examination
The equipment interior and exterior should be examined prior to installation. Any damage discovered
should be reported, and the damaged equipment should not be installed if it is structurally damaged
or damaged due to moisture or mildew.
Site conditions verification
Conditions verification: check installation areas and conditions under which the work is to be installed
and notify the Contractor in writing of any conditions detrimental to the proper and timely completion
of the work, with a copy to the owner the engineer. Rectify any unsatisfactory conditions before
proceeding with the work.
Preliminary conference
Prior to beginning the installation, execute a preliminary conference to review the material conditions,
installation procedures and coordination with other trades. The contractor, the installer,
Manufacturer’s representatives, and any trade that requires coordination with the work to be done
shall attend.
Installer work commencement
The Installer will commence work only when the areas and conditions are deemed satisfactory.

3.02 FACTORY ACCEPTANCE TESTING (if REQUIRED, ENGINEER to specify, starting with B.2.)
The manufacturer shall perform a witnessed factory acceptance test prior to shipment. A test report
shall be generated documenting the tests performed, assumptions, corrective actions, and results.
The test shall include the manufactures standard test procedures but shall include the following as a
minimum:
A. Inspection and proper energization of components
B. Operational
1. Transition from utility grid to islanded operation and return to utility grid operation
2. Additional required testing, if applicable - ENGINEER to define the required microgrid control
system factory testing/factory acceptance testing process

3.03 INSTALLATION

State here who will do the microgrid controller installation. The options are: a Contractor, or Eaton
Corporation.
A. A qualified Installer shall install all microgrid equipment per the manufacturer’s recommendations
and provided design documents from Eaton. All programming, startup and commissioning will be
supplied by Eaton.
B. All necessary hardware to secure the assembly in place shall be provided by the Installer.

3.04 SITE ACCEPTANCE TESTING AND COMMISSIONING


A. Eaton Corporation shall be responsible for proposing a site acceptance testing and
commissioning schedule and proposing the items to be tested.
B. Eaton Corporation shall be responsible for both writing and performing all site tests for the
complete Power Xpert microgrid control system. This testing shall include all interfaces with all
ancillary equipment that the microgrid controller controls and operates. The microgrid controller
vendor has overall responsibility for ensuring that the complete microgrid control system and
associated components operate as described in this specification.
C. Eaton Corporation shall provide all the required staff to provide all the defined testing.
D. Eaton Corporation shall perform all the stated tests in the presence of the owner or owner’s
representative.
E. Eaton Corporation shall be responsible for coordinating with all other vendors (for example PV,
battery storage, diesel generators) to provide the required tests.
F. The testing shall cover every mode of operation of the microgrid and define key elements to be
tested.
G. Eaton Corporation shall be responsible for providing the test scripts to the Owner a minimum of
three months before the microgrid control system testing is to take place.

3.05 OPERATION AND MAINTENANCE MANUALS


Eaton will provide one electronic copy of operation and maintenance manuals for all equipment
supply, submitted for approval. After approval of the operation and maintenance manuals, Eaton will
provide one hard copy of the manuals plus one electronic file copy of the manuals for Owner records.

3.06 TRAINING
Eaton will provide a one-day training class for up to five students (unless specified otherwise by the
ENGINEER). The course will cover the operation and maintenance of the newly installed Eaton
supplied equipment.
