Issue: 01
ISOLATIONS, LOSS OF POWER OR DAMAGE TO THIRD RAIL
EQUIPMENT Date: 02/09/17

This procedure allows Network Rail’s Route Operations Control to safely deal with
incidents affecting the third rail DC lines system.

This procedure applies to Route Operations Control when dealing with incidents
involving the third rail system and maintains the safety of the operational railway.

NR/WI/ELP/3091 DC Electrified Lines Working Instructions

The Route Operations Control shall:


 Ascertain the nature of the problem using Table 1. This might be a combination of
the conditions shown in the table.

Condition A The Traction Current Supply is lost


Condition B The Conductor Rail is defective
Condition C The train current collection equipment is defective

Table 1: Condition of Conductor Rail

 Obtain all information, including any history of trippings of the traction current and
whether any trains are trapped without power and whether any such trains are air-
conditioned passenger trains.
 Initiate the response including, where necessary, the attendance of fitters from the
relevant Train Operating Company (TOC) / Freight Operating Company (FOC).
 Advise all TOC / FOC Controls.
 Arrange a site meeting between Network Rail and TOC / FOC staff to determine
possible causes of the problem.
 Liaise with TOC Controllers to either arrange an assisting train for any trains
conveying passengers or, if this is impractical, evacuate the passengers
(NR/L3/OPS/045/4.15 refers).
 Obtain from staff on site the likely duration of the line blockage and check all
relevant controllers are aware of the estimates.

5.1 If Infrastructure Maintenance needs to carry out emergency work on the third rail
equipment which requires isolation during the Christmas shut-down period, the
Electrical Control Room Operator shall effect the isolation after consultation with the
relevant Route Operations Control.
5.2 Prior to reopening after the shut-down period, signallers and signal boxes shall contact
both the relevant Electrical Control Room and the Route Control Manager to ascertain
whether there is an isolation of the third rail in force. If there is, the provisions of
NR/WI/ELP/3091 can immediately be carried out.
5.3 Route Control Managers shall contact the relevant Electrical Control Rooms
immediately when the offices reopen after the shutdown period to ascertain if there are
electrical isolations in force.
