SUBJECT: REQUESTING APPROVAL FOR PAYMENT OF THE SECOND
TRANCHE, AS PER THE INTERIM SPECIAL SCHOOL FUNDING
NORMS AND STANDARDS, TO PUBLIC SPECIAL SCHOOLS
FOR 2023/24 FINANCIAL YEAR

1. PURPOSE
The purpose of this submission is to request approval of the Acting Head of
Department (HOD) for the payment of the second tranche of the 2023/24 financial year
as per the Interim Provincial Funding Norms and Standards for Special Schools. The
second tranche is based on the recalculation of the planned learner numbers, as per the
SASAMS system, to the current learner numbers dated on the 29th of August 2023.
The Eastern Cape Department of Education provides high-level support, as per the
Screening, Identification, Assessment and Support (SIAS) protocols, to 10 535 learners
in 46 special schools and three high-level support programs. The 10 535 learners are in
special schools, designated to provide high-level support in the domains Hearing,
Learning and Cognition, Motor, Multiple and Complex Needs, Neurodevelopmental
Impaired, Skills and Vocational and Vision. All Special Schools are funded as per these
domains where each domain has a particular weighting as per Annexure A: Resource
Transfer Table.
The funding that is provided to Special Schools make provisioning for Braille and Large
Print Textbooks, Resource Centre, in other words additional funding to Special Schools
identified as Resource Centres (total number of 24), Learner Teacher Support Material

(Assistive Devices, Textbooks, Stationary, Workshop Equipment, Tablets and School
Furniture) Operations, Municipality Services and transport for day learners.
3. DELIBERATIONS
The National Norms and Standards for School Funding (NNSSF), Gazette no. 31496 of
2008, (amended NNSSF) developed for Public Ordinary Mainstream Schools, do not make
specific provisioning for Norms and Standards funding of Special Schools in all provinces.
As an interim measure, the Directorate: Inclusive Education: Eastern Cape Department of
Education has developed Interim Provincial Funding Norms and Standards for Special
Schools (PNSSF) as guided by the Draft Resourcing for an Inclusive Education System
(2018).
The interim PNSSF is based on the Rand Value Per Learner per disability domain as
gazette in February 2023. This Rand Value per Learners is reflected in Annexure A, the
Resource Transfer Table that reflects on the weighting of domain per disability type and
gives detail reflection on the items of funding for Special Schools.
The South African Schools Act 84 of 1996 (SASA) imposes the responsibility on the state
with respect to the funding of all Public Schools, that include Special Schools. From this
Act (SASA, 84 of 1996), Section 34 (1), instructs the State to fund Public Schools from
public revenue on an equitable basis in order to ensure the proper exercise of the rights of
learners to education and the redress of past inequalities in educational provision.
The Bill of Rights, in the Constitution of the Republic of South Africa (No. 108 of 1996)
establishes the right to education in the following terms: "Everyone has the right to a basic
education, including adult basic education; and to further education, which the state,
through reasonable measures must make progressively available and accessible" which
is reflected in Section 29 (1).
All School Governing Bodies of Public Special Schools are expected to adhere to
stringent fiscal management and reporting systems that are dependable and verifiable. In
compliance with the PFMA regulations, School Governing Bodies of Public Special
Schools are expected to submit Compliance Certificates, Quarterly Financial Statements

as well as their 2022/23 Audited Financial before the second tranche of the 2023/24
fiscal year.
The Paper Budget was distributed to all Special Schools ensure that funds are utilized
only for purposes for which they are intended for as stipulated in NNSSF Circular 1 of
2013, issued by Department of Basic Education and addressed to School Principals,
SGBs, and Parents.
To assist the schools to comply with the PFMA regulations and to utilize funds
accordingly, the Directorate will, with the aid of the districts, intensify the
implementation of Norms and Standards Funding and monitoring of expenditure and
encourage the utilization of the SASAMS financial module for transacting. All schools
must complete monthly financial expenditure reports in consultation with districts.
Districts in turn report and account at its monthly FINCOM sessions.

The available Norms and Standards allocation for distribution to Special Schools for the
2023/24 financial year is R 103 270 715 of which 50% will be distributed to special
school in two tranches (May and October 2023). The first tranche in May was
R51 635 358 and the second tranche for Special Schools 2023/24 constitutes the
remaining 50% (R51 694 718) of the total tranche allocation as indicated in the table
below:

6. LEGAL IMPLICATIONS
In terms Section 29 (1) of the Constitution of South Africa, all children have a right to
access education. The Legislative Framework was outlined in the background and
motivation. Furthermore, the need to make payments to schools by in March and
October annually is regulated by DORA.
7. COMMUNICATION IMPLICATIONS
Transfers to Special Schools are implemented in terms of Provincial Revised Interim
Provincial Norms and Standards for Special School funding since these schools have
been excluded in the National Norms and Standards for school funding. The Provincial
Revised Interim Provincial Norms and Standards were communicated to all relevant
stakeholders in the province.
8. POLITICAL IMPLICATIONS
Our Constitution (Act 108 of 1996) founded our democratic state and common
citizenship on the values of human dignity, achievement of quality and the advancement
of human rights and freedoms (Section1(a)). These values summon all of us to assume
the responsibility and challenge of building a humane and caring society, not for the few,
but for all South Africans.

9. CONSULTATIONS WITH OTHER UNITS
The data utilised in the recalculation and development of the Resourcing Table (RTT) to
transfer to Public Special Schools, Special schools’ hostels, and Full-Service Schools.
was sourced from EMIS as on the 2nd May 2023.
The Directorate Inclusive Education consulted with the Payments, CFOs Budgets,
Resource Targeting and Systems Planning to facilitate the process of payments to
Public Special Schools. Consultation on the accuracy and final approval was also
done with Acting Chief Financial Officer and Budget office . The Directorate Inclusive
Education deliberated with the Office of the Chief Financial Officer, EMIS and budget
office to ensure that the amounts transferred to schools are correct.
10. RECOMMENDATION
It is recommended that the Acting of Department approves the payment of the second
tranche of the 2023/24 financial year as per the Interim Provincial Funding Norms and
Standards for Special Schools. The second tranche is based on the recalculation of the
planned learner numbers, as per the SASAMS system, to the current learner numbers
dated on the 29th of August 2023.
