Terms of Employment: Period of Contract-1 Year (Renewable at the sole discretion of APSDPS and subject to annual performance reviews) Introduction: The Government of Andhra Pradesh (GoAP) is committed to achieve robust economic growth, foster sustainable development, create large scale employment opportunities thereby eliminate poverty. The state wishes to achieve this vision through excellence in Governance, forward looking Policies and involving its citizens in all aspects of developmental agenda. Some of the key initiatives the Government is focusing on are as follows: 1) Economic Development: a) Eradicate poverty through strategic investments in infrastructure. b) Promote industrial growth and develop Amaravati as a sustainable capital city. ©) Integrate Andhra Pradesh into Global supply chains. 2) Social Infrastructure: a) Ensure alignment of ongoing skill development initiatives with future ready skills b) Increase women's economic participation through upskilling, leveraging technological advancements and focus on empowering women Self-help groups ¢) Improve access to education and incorporate modern technologies like AT and VR into curriculum. d) Provide comprehensive, high-quality, and affordable healthcare programs. Page 1 of 123) Infrastructure Development: a) Invest in transportation infrastructure and enhance last-mile connectivity. b) Improve Urban Governance and develop infrastructure for Tourism. ©) Encourage the adoption of green energy solutions. 4) Startup Development and Future Technology Adoption: a) Develop robust infrastructure to support Industry 4.0 by investing in Data Centres, IT, 5G, and Cloud Infrastructure. b) Encourage start-ups in emerging areas like Nanotech and Space. As part of this initiative, the Andhra Pradesh State Development Planning Society (APSDPS) has intended to recruit the post of Programme/Project Manager/St.Analyst/ Sr. Advisor, Consultant/IT Consultant/Research Associates and Database Developer on contractual basis to work in APSDPS in order to achieve the goals of Swarna Andhra @ 2047 Vision. 1. Job Description: Programme/Project Manager/Sr.Analyst/Sr. Advisor (4 Positions) Overview: The Programme/Project Manager/Sr. Analyst/Sr. Advisor will spearhead the design, planning, and execution of capacity-building projects within the Swarna Andhra @ 2047 initiative, a strategic framework aimed at transforming Andhra Pradesh by 2047. The role demands exceptional project management expertise, stakeholder coordination, and a deep understanding of thematic capacity-building challenges across various government departments. Core Responsibilities: 1 Sermegic Project Planning & Execution: Lead the comprehensive planning, scheduling, and execution of capacity- building projects, ensuring alignment with timelines and budgetary constraints. Develop detailed project roadmaps, assigning clear milestones, deliverables, and responsibilities to the team. Implement project management methodologies to maintain project scope, ensuring flexibility to adapt to evolving requirements. 2. Stakeholder Coordination & Communication: Serve as the principal liaison between the project team and key internal and external stakeholders, facilitating transparent, consistent communication. Page 2 of 12Organize and lead project meetings, providing progress updates and ensuring all parties are informed of major developments, risks, and milestones. + Foster stakeholder engagement by addressing concerns promptly and ensuring their active participation throughout the project lifecycle. 3. Documentation, Monitoring & Reporting: + Maintain comprehensive records of project activities, communications, budgets, and schedules to ensure accountability and traceability. Provide regular, detailed reports to the Executive Director and Director, outlining progress, risks, bottlenecks, and proposed mitigation measures. + Implement project monitoring tools to ensure adherence to timelines and budget while ensuring deliverables meet the established quality standards. 4. Task Delegation & Team Leadership: + Assign tasks to team members based on project requirements, ensuring clarity in roles and deadlines. + Motivate and guide the team, ensuring effective collaboration across functions to meet project goals + Monitor task progress, offering guidance where necessary to keep the team aligned with project objectives. ‘Thematic Expertise: 5. Capacity Needs Assessment & Program Design: + Collaborate closely with the Executive Director and Director of Capacity Building to assess and analyze the capacity-building needs of government departments at all levels. + Design comprehensive capacity-building frameworks and strategic plans that align with the Swarna Andhra@2047 vision, mission, and long-term goals. 6. Program Development & Change Management: + Develop and refine capacity-building programs, including training modules, handbooks, and support materials tailored to departmental needs. + Implement robust change management strategies to facilitate the smooth adoption and integration of capacity-building initiatives across all government levels (state, district, and local). 7. Partnership Development: + Build and maintain strategic partnerships with key educational institutions, universities, national institutes, NGOs, and corporate organizations. Page 3 of 12+ Collaborate with stakeholders to expand the impact and reach of capacity- building programs through knowledge-sharing and co-learning opportunities. 8. Quality Assurance & Accreditation: + Develop quality assurance protocols to monitor the effectiveness and sustainability of capacity-building initiatives. + Engage with national accreditation bodies to obtain certification for specialized capacity-building programs, adding credibility and value to training initiatives. ‘Monitoring, Evaluation & Risk Management: 9. Monitoring & Impact Assessment: + Design and implement robust Monitoring & Evaluation (M&E) frameworks to ‘measure program effectiveness and impact. + Track capacity-building progress through monthly and quarterly reports, providing real-time data and insights into program outcomes, + Document lessons learned and best practices to improve future programs and ensure continual learning. 10. Risk & Issue Management: + Proactively identify and assess risks that could impact project timelines, budgets, or quality. + Develop and implement mitigation strategies to minimize disruptions and ensure the project remains on course. + Collaborate with leadership to address any issues that may emerge during the implementation process, maintaining a proactive approach to problem- solving. Research, Knowledge Development & Dissemination: 11. Research & Knowledge Products: + Conduct high-quality research, utilizing tools such as surveys, interviews, and focus groups to gather insights into government priorities and capacity gaps. + Produce research papers, reports, and briefs for publication in national and international journals, contributing to the knowledge base on capacity building + Develop knowledge products, such as policy briefs, progress reports, and other materials to support project goals and disseminate lessons learned. Page 4 of 1212, Knowledge Management & Record Keeping: + Systematize the management of project-related records and communications to ensure easy access and reference for future initiatives. + Ensure the secure and organized storage of all capacity-building documentation, safeguarding institutional knowledge. Administrative, Governance & Procurement Management: 13. Administrative Leadership: + Draft agendas, notes, and minutes for key meetings such as Governing Body, Executive Committee, and Board of Directors meetings. + Prepare policy briefs, speeches, media articles, and other communications for senior government officials, including the Hon’ble Governor and Chief Minister. 14, Procurement & Contract Management: + Oversee procurement activities, from drafting tender documents to managing the tendering process and vendor performance. Manage the lifecycle of vendor contracts, ensuring timely performance reviews and payments. 15. Staff Recruitment & HR Management: + Lead the recruitment process for consultants and other team members, including drafting job descriptions, preparing vacancy announcements, and conducting interviews. + Oversee the management of HR-related activities, including contract renewals, performance evaluations, and workforce planning 16, Budgeting & Financial Oversight: + Develop and manage budgets for capacity-building projects, workshops, conferences, and special events. + Track financial performance, ensuring alignment with budgetary guidelines, and provide financial reports to leadership as needed. 17. Office Operations & Management: + Oversee day-to-day office operations, ensuring efficiency in administrative tasks such as handling correspondence, answering calls, managing emails, and processing invoices. Page 5 of 12Qualifications & Requirements: Educational Background: Post Graduate/Doctorate in (Public Policy, Economics, Business Administration, Engineering, Development Studies, or in a related discipline). Professional Experience: Minimum of 15 years of experience in relevant areas like management consulting, public sector advisory, or project management, with a focus on large-scale development initiatives or government projects or multi-lateral development bank projects with any state government or any other organization working in partnership with Government. Age: Upto 55 years (as on 01.01.2025) Remuneration: INR. 2-2.5 Lakhs per Month (As per GO. MS. No. 86 of 30/08/2024) Project Management Certification: PMP, PRINCE?, or similar certifications in project management are highly desirable. Core Competencies: + Strategic Vision: Exceptional ability to align consulting outputs with the broader objectives of state development, ensuring long-term success. + Leadership & Influence: Proven leadership in managing cross-functional teams, facilitating decision-making, and driving organizational change. + Communication Excellence: Superior verbal and written communication skills, including the ability to convey complex ideas to diverse audiences. + Collaboration & Networking: Strong interpersonal and relationship management skills, with the ability to build consensus across multiple stakeholders. + Innovative Thinking: Ability to generate innovative solutions and think critically about the intersection of policy and implementation, + Adaptability: Capacity to operate effectively in a dynamic and evolving public sector environment, balancing competing priorities with ease. Page 6 of 12Position Summary: The Project Manager will play a pivotal role in driving the Swarna Andhra @ 2047 vision by leading and managing capacity-building projects that span multiple government departments. With a focus on strategic planning, stakeholder engagement, program development, and quality assurance, the Project Manager will ensure the successful execution of initiatives designed to build a more capable and resilient state government. This role is critical in supporting Andhra Pradesh’s transformation into a leader in governance and public service by 2047. 2. Job Description: Consultant/Research Associates Strategic Advisory & Project Management (8 Positions) Overview: The Andhra Pradesh State Development Planning Society (APSDPS), Planning Department, Government of Andhra Pradesh (GoAP), seeks seasoned consultants with a proven track record in strategic advisory and project management to support various government departments in achieving their operational and developmental objectives. The selected professionals will play a pivotal role in the realization of the Swarna Andhra @ 2047 Vision, a forward-looking roadmap for the socio-economic transformation of the state, The role demands a high level of expertise in public sector consulting, policy formulation, and project execution. Successful candidates will exhibit the ability to drive systemic change, manage complex projects, and navigate the intricacies of government processes with precision and diplomacy. Key Responsibilities: 1, Strategic Advisory & Policy Formulation: Provide high-impact advisory services to multiple state government departments, delivering tailored strategies to enhance governance, streamline service delivery, and drive reform efforts. Evaluate current policy frameworks, identifying areas for improvement and proposing forward-looking initiatives that align with the Swarna Andhra @ 2047 vision. Offer expert insights on national and global best practices, ensuring that the state remains at the forefront of innovation in governance and public service. 2. Project Lifecycle Management: © Lead end-to-end project management for a diverse portfolio of initiatives across key primary, secondary and tertiary sectors. Page 7 of 12> Primary sector: Agriculture and Allied Sector (Horticulture, Fisheries, Animal Husbandry & Dairy), > Secondary Sector: Education, Industries: Pharmaceuticals and Lifesciences, Agri and Food Processing Sector, Metals, Chemicals, Aerospace & Defence, Renewable Energy, Tourism, Women and Child Development, Disaster Management, Geriatric and Old-Age Care Department. > Tertiary Sector: Service Sector e.g., IT&ITeS Services (including digital governance), Financial Services, Education Services, Health, Pharmaceuticals, Insurance, Environment and Climate, Forest, and Legal Services. > Sustainable Development Goals (SDGs). ‘* Design and implement robust project management frameworks, ensuring stringent monitoring of timelines, resource allocation, budget adherence, and quality outcomes. © Establish clear project milestones and performance indicators, ensuring accountability and consistent progress tracking through regular reporting and performance reviews. 3. Implementation of Swarna Andhra @ 2047 Vision: © Act asa key contributor to the execution of the Swarna Andhra @ 2047 Vision, driving initiatives that support economic growth, sustainability, and improved quality of life for citizens. * Collaborate with stakeholders to integrate long-term strategic goals into actionable departmental projects, ensuring a seamless alignment of state resources and objectives with the vision. * Spearhead research and analysis on critical developmental challenges, providing evidence-based recommendations that support informed decision-making at the highest levels of government. 4, Multi-Stakeholder Engagement & Relationship Management: + Engage proactively with senior officials across the state government, facilitating cross- departmental collaboration and ensuring that consulting efforts are fully aligned with departmental priorities. © Foster and manage relationships with external partners, including private sector experts, academic institutions, NGOs, and international organizations, leveraging these networks to advance key initiatives. * Organize and lead high-level workshops, strategy sessions, and cross-functional meetings, ensuring seamless coordination across all relevant entities. Page 8 of 125, Data-Driven Analysis & Performance Reporting: * Utilize data analytics and cutting-edge research methodologies to evaluate the impact of policies, programs, and projects, offering actionable insights to optimize performance. * Prepare comprehensive reports and presentations for senior government officials, distilling complex data into clear, concise, and actionable recommendations. * Develop and maintain project dashboards, ensuring real-time tracking of project performance and fostering transparency in reporting and communication. 6. Capacity Building & Knowledge Transfer: Lead capacity-building initiatives within government departments, fostering a culture of excellence, innovation, and data-driven governance, ‘* Mentor and develop junior staff, ensuring knowledge transfer and continuous skill enhancement, particularly in areas of project management, strategic planning, and public policy analysis ‘* Document lessons learned and best practices from consulting engagements to ensure the scalability and replication of successful initiatives across departments. Qualifications & Requirements: Educational Background: Graduate/Post Graduate in (Public Policy, Economics, Business Administration, Engineering, Development Studies, or in a related discipline). Professional Experience: Minimum of 3-10 years of experience in management consulting, public sector advisory, or project management, with a focus on large-scale development initiatives or Government projects or multi-lateral development bank projects with any State Government or any other organization working in partnership with Government. ‘Age: Upto 45 years (as on 01.01.2025) Remuneration: INR. 75,000-1.5 Lakhs per Month (As per GO. They work to ensure that databases are reliable, secure, and meet business requirements. Salary: INR. 45,000 - 75,000 per Month (As per GO. MS. No. 86 of 30/08/2024) Roles and Responsibilities: 1, Work on the service that powers strategic & high-impact company initiatives to help shape the future of our Marketing Cloud organizational goals and improve internal and external customers experience. 2, Troubleshoot issues with the database platform, the applications, and services that our team develops and owns. 3. Participate in the teams on-call rotation to address complex problems in real-time and keep services operational and highly available. 4, Design and develop high-quality code to improve platform reliability, availability, and scalability. 5. Influence and drive end-to-end solutions that help a cloud-scale database service remain highly available and operating with predictable performance. 6. Work closely with cross-functional teams across geographies to deliver a roadmap to meet shared business goals. 7. Develop test strategies, design automation frameworks, and write unit/functional tests to drive up code coverage and automation metrics. 8. Contribute to the success of the scrum team through code reviews, deployment process automation, documentation, and refinement, planning, and retro. 9. Lead, collaborate, communicate, and mentor others on the team and in the company. 10. Responsible for maintaining, securing, and operating databases and also ensures that data is correctly stored and retrieved. Page 10 of 12Required Qualificati 1. Demonstrable experience and technical proficiency with, C# and .NET, PHP developing and supporting Cloud-Scale Platform services, and complex problem solving 2. Working knowledge of API Security and Authentication principles, SDLC concepts and technologies, and SCRUM methodology 3. Solid understanding of how to interact with and manage both Relational and Non- Relational Data Stores, Docker Containerization, Kubernetes Orchestration, and multi-substrate Public Cloud Infrastructure. 4, Technical proficiency with complex problem solving and _ performance troubleshooting. 5. Experience working with large, highly available, and/or high-transaction data platforms. 6. Advanced understanding of Database technologies (with focus on SQL Server and PostgreSQL), and relational database schema design. 7. Solid understanding of CI/CD pipelines (Terraform, Jenkins). 8.
