FOREWORD
This publication is issued under the authority of the Department of Defence Instruction
DODI/CMI/00013/2002 (Edition 1) and must be implemented in conjunction with instructions
prescribed therein.
This publication describes the principles, processes and procedures for the implementation,
maintenance and use of the DOD File Plan in the Department of Defence (DOD).
This publication shall be implemented by the Chiefs of the Services and Divisions down to the
applicable levels of command and management.

b. Closed file number. A file number that may no longer be actively used; however, it shall
be accessible for retrieval and viewing purposes.
c. Correspondence records. All types of records sent, received, generated, processed
during the conduct of business which are arranged and filed according to a file plan /
record classification scheme and controlled in a record office.
d. File.
i. An organised arrangement of records on the same subject accumulated in
chronological order within the same cover/folder/container. (noun)
ii. The physical action of allocating file reference numbers to records and placing
them inside the cover/folder/container. (verb)
e. File plan. A pre-determined logical and systematic structure into which records are
arranged and intellectually stored according to subject groups and subjects. The basic
component of a file plan is a hierarchical classification structure, with the top level
containing the broadest categories and the lower levels becoming increasingly specific. A
unique reference number is allocated to each category to facilitate identification, efficient
retrieval and disposal of records. The file plan is used for current correspondence records
and contains the file reference number, title and description of files/folders. Also known
as record classification scheme.
f. File Reference Number. A unique identifier for a record. This can be a numerical,
alphanumerical or alphabetical identifier. It is used to link a record to its specific subject
file and subject grouping.
g. Records. Information created, received, and maintained as evidence and information by
an organisation or person, in pursuance of legal obligations or in the transaction of
business.
h. Records Office. The sub-unit of a records management unit responsible for the receipt,
control and maintenance of current records. Also known as a registry.
i. Series. A collection of records having a common subject or theme usually identified by a
specific letter code or number
MAINTENANCE AND USE OF THE DOD FILE PLAN
CONTROL OF DOD FILE PLAN
9. Control of DOD File Plan. The Secretary for Defence as Head of the Department has
designated Chief Command and Management Information Systems Division (C CMIS) as the DOD
Records Manager in terms of section 13(5) of the National Archives and Records Service of South
Africa Act (Act 43 of 1996 as amended) (Reference D) who has responsibility for managing DOD
records and information throughout all stages of the life cycle. The control of the DOD File Plan is
assigned to Chief Command and Management Information Systems Division (C CMIS). No
amendments or additions may be made without the approval of this office.
10. Enquiries. Applications for additions and amendments to the DOD File Plan, new copies of the
file plan or enquiries wrt the correct use of the file plan must be made to:

USE OF DOD FILE PLAN
11. The DOD File Plan is for the use of the DOD and shall be used for the classification of paper-
based and digital (including e-mail) records.
12. The DOD File Plan may not be applied to any other organisation without the prior approval of
the DOD Records Manager.
13. All officials conducting correspondence should ensure that all correspondence has a correct
reference number. Only the file plan should be used to determine reference numbers.
OUTLINE AND COMPOSITION OF THE DOD FILE PLAN
14. The basic component of the file plan is a hierarchical classification structure, with the top level
containing the broadest subject categories and the lower levels becoming increasingly specific. A
unique reference code is allocated to each category. The file plan for correspondence systems in use
in the DOD is a standardised functional subject file plan in which the functions and activities of the
DOD are divided into main subjects. Each main subject is further subdivided into subjects.

16. Subject Classification. The DOD file plan is divided in five main series:
100: Personnel This series consists of references that cover the full spectrum of human resource
(HR) management in the DOD. This includes HR planning; recruitment,
appointment and employment; education, training and development; career
planning, remuneration and performance assessment; SANDF ranks and rank
structures, equal opportunities and affirmative action matters; discipline, military
justice and labour relations; termination of service, discharge and pension matters.
200: Intelligence This series pertain to military intelligence. This includes all military intelligence
policies; security of persons, information and facilities; the collection of information
through various means; intelligence appreciations, forecasts of threats, intelligence
reports and interdepartmental intelligence affairs.
300: Operations This series refers to the records on military operations. It covers a wide array of
topics including strategic planning and appreciations; order of battle, mobilisation
and demobilisation; conventional and unconventional warfare as well as specific
operations; air and maritime defence; search and rescue operations; training
exercises; assistance to and co-operation with other institutions and countries.
400: Logistics This series of records include all matters related to the logistics of the DOD. In its
widest sense it entails the aspects of military logistical life cycle management
dealing with research, design and development, acquisition, storage, distribution,
maintenance and disposal of products and product systems, acquisition or
construction, maintenance and disposal of facilities; environmental services; as well
as acquisition or provision of logistic services.
500: Departmental This is a comprehensive series encompassing all departmental management
Management aspects. These include inter alia command and control aspects; organisational
control including the establishment/disestablishment of Force Structure Elements;
the DOD budget and auditing; ceremonial and heritage matters; public relations and
corporate communications; information management and information,
communication and technology systems of the DOD; records of internal and
external committees, commissions and boards.
Appendices: In cases where the same series of case files appear repeatedly in the file plan, a list
of such files is appended to the file plan. In the file plan itself, reference is made
only to the appendix by means of a note, e.g. (Open files according to Appendix A).
Appendix A: This is a list of relatively related equipment or stock items for which case files can
List of Commodities be opened, usually in the 400 series.
Appendix B: This is a list of properties used by the DOD. Case files for properties are normally
List of Properties opened in the 400 series.
Appendix C This appendix has been closed as it contained reference numbers for subject
matters that are no longer active.
Appendix D: List of Code This appendix has been closed as the management of code words in the DOD is a
Words function of Defence Intelligence (Sub Division Counter Intelligence [SDCI]). List of
previous and current numbers is available from Defence Intelligence (Sub Division
Counter Intelligence [SDCI]) on a need to know basis.
Appendix E: This is a list of DOD Force Structure Elements on the macro level (Organisational
DOD Structure Level 1, 2 and 3).
17. The main series and sub-series form the guides under which the actual file subjects are to be
found.
18. Numbering Technique. A hierarchical numbering technique using a method of numbers
separated from each other by means of a forward slash eg /1/2/3 is used to represent a specific
subject. A number is allocated to each main subject, subject etc., by starting from one at each sub-
series.
19. A file reference number is obtained by combining the numbers of all the series e.g. 501/2/1:
20. Each component therefore represents a particular subject and the sequence of a figure in the
number indicates that the subject represented is subordinate to, or an aspect of, the subject
represented by the previous figure.
21. Underlined Descriptions. Underlined descriptions indicate subject headings only and are
therefore merely a heading. Subdivisions are made under these subject descriptions but no files may
be opened for any underlined descriptions.
22. Explanations in brackets / boxes. The explanations in brackets / boxes under some file
references and descriptions are clarifying comments or instructions intended as guidelines for users of
the file plan and should not be entered on file covers.
TYPES OF FILES
23. Policy Files. A distinction is made between policy and routine executive documentation by the
provision of separate files. These files are called policy files and are identified by the symbol “P” as
the last component of their reference number e.g. 101/P, 501/1/P, etc. All matters concerning policy,
rulings, instructions, procedures and directives should be dealt with on these files to ensure easier
reference. See par 32 for correspondence to be filed on policy files.
24. Subject Files. These are all the files arranged according to their general content or records on
the same topic brought together in one place to facilitate easy retrieval. Subject files consist mainly of
general correspondence but may also include forms, reports, and other material that relate to specific
activities and functions but not to specific cases. The purpose of the subject file is to provide complete
records in the appropriate subject functional area.
25. Case Files. The most detailed (or specific) division in the file plan occurs when a separate file
for each person, place, institution or item, event, project, or other subject is provided.
26. Case files are to be opened in accordance with the instructions appearing at the relevant places
in the file plan. In cases where the same series of case files appear repeatedly in the file plan, a list of
such files is appended to the file plan. In the file plan itself, reference is made only to the appendix by
means of a note, e.g. [Open files according to Appendix A] The reference numbers for individual case
files that are opened according to notes in the system must be separated by a hyphen (-) from the
relevant file reference number e.g.

27. Case or project files are closed upon conclusion of an event or action and the files as well as all
sub-files are closed, so that no further records can be added to any part. Examples of events or
actions that would result in placing a file in inactive status would be a final contract payment, or project
completion.
28. Routine enquiries files. This is defined as a file dealing with enquiries of a routine nature
needing only a single response. The routine enquiries file is normally the second provision (after the
policy file) under the subject with which it deals. If there were no policy file under that particular
subject, the routine enquiries file would be the first provision. These files are identified by the symbol R
as the last component of the reference number so that they can be added to the file plan at any stage
without disrupting the original pattern.
CLASSIFICATION AND FILING OF CORRESPONDENCE
29. Accurate classification of correspondence. All officials conducting correspondence should
ensure that all correspondence has a correct file reference number. Only the file plan should be used
to determine a reference number.
30. To determine a file reference the correct main series for the subject of the document must be
identified. Subsequently the appropriate sub-series under the main series, then the subject must be
identified until the correct file reference has been determined.
31. Incorrect filing and use of incorrect file reference numbers should be rectified immediately.
32. Policy Files. Correspondence dealt with on policy files should be limited to that relating to the
formulation and/or revision of policy. Where a decision of policy arises from a matter dealt with on
another file, a copy of that decision should be placed on the policy file.
33. The following correspondence should not be placed on policy files:
a. Enquiries regarding policy that do not result in the formulation of new policy or the
amended interpretation of existing policy.
b. Dealings with individual cases which do not result in the formulation of new policy or
amendments to existing policy.
c. Cases concerning the main or sub-series but which are not policy matters, as well as
individual aspects of the particular subject for which no file exists. In such cases, suitable
files should be opened.
34. Subdivision According to Organisational Structures. Where subdivision according to
organisational structures or organisational appointment is required, numbers as indicated in Appendix
E to the DOD File Plan: DOD Structure, should be used eg 501/13-3/3 = Organisation Performance
Management - SA Army.
35. Amendments. Amendments to existing file references and / or file descriptions are indicated
throughout the file plan. Note the following:
a. An enclosure should be placed in the current volume of the relevant file containing the
words:
The description of [file reference - old description] has changed to [new description] w.e.f.
[date].
b. Existing files should be closed as soon as possible and new files opened with the new
description.
36. Closed Files. Certain file descriptions have been indicated as "CLOSED" and reference is made
to new or other file references.
37. Existing files should be closed immediately and cross-reference should be made to the new
relevant file reference. In order to ensure continuity the numbers of the old and new files should
appear reciprocally on the file covers. An enclosure should be placed as the last item in the closed
volume containing the words:
"Closed w.e.f. [date]. See [file reference] [new description]
38. No further correspondence may be added to these files. From the date of changeover all
incoming documents and all documents despatched should be dealt with on the new files. No further
correspondence should be carried out on the old files and no original documents should be transferred
from the old files to the new ones.
39. Unplaceable Correspondence / Correspondence Without Reference Numbers. Correspondence on a
matter for which no file has been provided or correspondence without a reference number must be
placed provisionally in the file for unplaceable correspondence (513/19) and dealt with further.
40. An application should be submitted to the DOD Records Manager at CMIS for approval for the
opening of a suitable file. Full information in respect of the nature of the correspondence, as well as
recommendations regarding the placing and description of the file required, should be submitted. As
soon as approval for the opening of the new file is obtained, file plans should be changed accordingly.
The correspondence on file 513/19 should then be transferred to the new file.
41. A reference sheet should be placed in the file for unplaceable correspondence with columns for:
42. The particulars of each document that was temporarily stored on the file are recorded on this
page. No correspondence may be stored permanently on this file.
43. Annexure File Covers. An additional cover must be opened where necessary for storing bulky
literature, etc, which would otherwise result in the unnecessary increase in the volume of a file. No
correspondence may be filed in such a cover. The cover should be marked clearly with the
correspondence file reference number and "Annexure File" written on the outside cover. Every
document contained in the annexure file should bear a cross-reference to the relevant
correspondence on which it was received.
CONTROL REGISTERS WITH REFERENCE TO FILE PLAN
44. The following control registers concerning the file plan must be kept and maintained by all
record offices:
a. A master copy of the file plan.
b. A register of all files opened in accordance to the master copy.
45. Master Copy. The master copy contains all approved subjects and reference numbers. The
head of the records office is responsible for the maintenance of the master copy kept at the record
office. The master copy must be clearly marked "MASTER COPY". The head of the records office
must ensure that all amendments and/or additions are recorded immediately. No file may be opened
unless the file-description has already been recorded in the master copy and approved by the DOD
Records Manager.
46. Individual case files that are opened according to notes in the file plan are not recorded in the
master copy. They should be recorded in a register of files opened.
47. Register of Files Opened. The purpose of this register is to keep a complete record of:
a. ALL files opened (all security classifications).
b. Date files have been opened.
c. Number of volumes for every file.
48. The register is maintained by the head of the records office. Files are entered in the same
consecutive order as in the file plan. Columns must be provided opposite the file descriptions in which
to note the date of opening (date of first document) and date of closure (date of last document). The
first page of the register should indicate the name of the office to which the register is applicable as
well as the date of implementation.
49. A loose-leaf binder is recommended as it enables the insertion of extra pages that are usually
required for case files which form part of the numerical classification.
ADDITIONS AND AMENDMENTS TO THE FILE PLAN
50. For all cases demanding new files, approval must be obtained before such files may be opened.
Applications for additions and amendments to the DOD File Plan must be made to C CMIS, DOD
Records Manager.
51. These requests must, as far as possible provide information about the nature of the
correspondence for which a new file is required, with proposals for a possible title and placing of the
file/s in the plan.
52. NO amendment or addition may be used before approval has been granted by the DOD
Records Manager.
53. All offices will regularly be informed of additions and amendments. The notifications are
numbered consecutively starting anew each year, e.g. 1/2009, 2/2009 etc. All amendments and/or
additions must be recorded in all copies of the file plan.
54. File references for correspondence relating to new committees, commissions, boards,
workgroups etc. Approval for the registration of a new file reference must be obtained from the DOD
Records Manager as soon as possible after the establishment / appointment of these bodies to ensure
proper recordkeeping of all related activities.
55. The DOD Records Manager must also be notified of any changes to the name of the body and
when a body is going to disband to ensure that the correct file references and descriptions are
indicated in the file plan.
