Master Plan and Zoning


In Lancaster, California, zoning restrictions play a significant role in directing the
development and land use within the city. The municipal code of the City of Lancaster
has particular zoning regulations. Numerous zones, including non-urban, urban,
medium- and high-density residential zones, and commercial zones, are defined by
these legislation. The code specifies the goals and objectives for each zone in order to
control development and land usage. The planning department of the city is in charge of
creating and carrying out short-, mid-, and long-term plans that complement the
objectives of the city. These plans aim to address the demands of companies and
citizens while guiding Lancaster's future growth and development.

Mid-Block Crossings, and Green Spaces. Alley revitalization and history preservation
are other major goals of the design. The objective of the Streetscape Plan is to create a
vibrant and welcoming neighborhood in Barangay Balud by means of community
involvement and deliberate design.

2.5. Impact Assessment

In Barangay Balud, Calbayog City, alleys are being transformed into vibrant green
spaces by constructing accessible areas, pathways for pedestrians, and community
meeting places. The goals of this retrofit are to raise general quality of life, encourage
community engagement, and improve the environment. An investigation was carried
out to find out how other cities made use of their alleyways. Two focus groups with
citizens, commercial brokers, and property owners were also conducted. The idea was
to get opinions and thoughts on prospective initiatives to remodel and retrofit alleys. The
results point to a large amount of opportunity for remodeling and upgrading certain
alleyways in the downtown area.

The study's initial phase involved researching how other cities have utilized alleys and
conducting focus group meetings with property owners, commercial brokers, and
citizens. The results of this study suggested that alleyways in downtown may be
renovated and retrofitted. The company intends to speak with the owners of the
properties along these alleyways to investigate potential commercial applications.
Implementing mixed-use zoning, promoting adaptive reuse, emphasizing pedestrian
accessibility, adding green spaces, taking historic preservation into consideration, and
involving the community in the zoning process are some of the strategies that might be
used to revitalize alleys through the use of zoning. The goal of this strategy is to
improve Barangay Balud, Calbayog City's urban environment by establishing lively,
pedestrian-friendly areas.
