Open Letter to City Attorney Hydee Feldstein Soto

Dear City Attorney Feldstein Soto,

The residents of Los Angeles deserve leadership that genuinely prioritizes transparency,
integrity, and the welfare of our most vulnerable communities. However, recent
developments under your oversight of the Skid Row Housing Trust properties reveal
significant concerns about mismanagement, conflicting priorities, and apparent disregard
for the welfare of tenants.

Under your office’s direction, receiver Mark Adams was appointed to manage the Trust’s
properties. Following his appointment, Beach Front Property Management, the firm hired
by Adams, issued eviction notices to Skid Row Housing Trust tenants, demanding overdue
rent within an unreasonably short three-day period. In one case, a tenant who owed only
$56 faced the threat of eviction. Given your office’s public commitment to protecting
vulnerable residents, the approval of such a drastic approach seems not only
counterproductive but also inconsistent with these stated priorities.

Moreover, the financial handling of this receivership has only compounded these concerns.
Adams assigned 18 employees to the Trust project at hourly rates ranging from $151 to
$465, and an accounting filed in court showed $187,000 in expenses and advances incurred
by his firm for just one month, April. Additionally, Adams received approval to borrow up
to $5.3 million for repairs, yet secured a loan at a 15% interest rate—well above the
agreed-upon 10% cap. For a city mindful of budget constraints, this approach to taxpayer
funds might come across as, at best, fiscally irresponsible.

Despite documented issues in Adams’ past receiverships—including inflated fees,


incomplete projects, and tenant evictions—your office supported his appointment with a
focus on urgency over due diligence. Given the significant consequences for both tenants
and taxpayers, one might have expected a more comprehensive review process.

Adding to these concerns is the inconsistency in your office’s stance on cannabis-related


public safety risks. Your office has received substantial funding under Grant Number
DI25005 to address drug-impaired driving, with an emphasis on cannabis. Yet, the Skid
Row properties were under the management of Beach Front Property Management, led by
Kyle Kazan, CEO of a major cannabis company. Given the city’s stated concerns about
cannabis-related risks, this selection is puzzling.

The residents of Los Angeles deserve leaders whose actions reflect the values they publicly
uphold. As the saying goes, “When you stand for nothing, you fall for anything.” In light of
recent contradictions and oversights, we must ask: What do you stand for? Will your office
champion the well-being of Los Angeles’s most vulnerable, or continue to support actions
that erode trust and stability within our community? Rest assured, we are no longer falling
for it.
