SKILL LEVEL DESCRIPTORS

CEFR DESCRIPTOR
Level

1 Student name is proficient in English at Level 2, equivalent to CEFR A1, demonstrating a capability of
producing short phrases about HERSELF/HIMSELF and providing basic personal information (e.g.,
name, address, family, nationality). SHE/HE can also generate simple, isolated phrases about people

and places. At this level, SHE/HE can communicate simple information, understand common
expressions, introduce themselves and others, discuss personal details like possessions and
3 acquaintances, and comprehend conversations when spoken to slowly and with assistance.

4 Student name is proficient in English at Level 5 (CEFR A1), capable of giving simple descriptions or
presentations about people, living or working conditions, daily routines, likes/dislikes, etc., using short
phrases and sentences in a list format. SHE/HE can handle basic information and express
5 A2 HERSELF/HIMSELF in familiar contexts. At this stage, HE/SHE frequently understands common
expressions and sentences related to personal information such as employment, family, local
geography, and shopping.

7 Student name is proficient in English at Level 7 equivalent to CEFR B1, demonstrating a capability to
sustain a straightforward description of topics within HER/HIS field of interest as a linear sequence of
points. At this level, HE/SHE demonstrates a limited ability to express oneself in familiar situations and

handle unfamiliar ones. HE/SHE understands essential information related to leisure, work, and school,
and can provide brief explanations for plans, opinions, ambitions, future events, hopes, and dreams.
9 HE/SHE is likely comfortable communicating in environments where English is commonly spoken.

10 Student name is proficient in English at Level 10, equivalent to CEFR B2, capable of giving clear,
systematically developed descriptions and presentations. HE/SHE provides detailed explanations on a
wide range of subjects related to HER/HIS field of interest, expanding ideas with relevant examples and
11 B2 supporting details. At this level, SHE/HE demonstrates HER/HIS ability to achieve various goals and
express themselves fluently across different topics. HE/SHE can comprehend complex texts covering
abstract and concrete issues, such as technical discussions in HIS/HER career field, and interact with
12 native speakers fluidly and spontaneously, avoiding communication strain for both parties.

13 Student name is proficient in English at Level 13 equivalent to CEFR C1, capable of delivering clear,
detailed presentations on complex subjects. HE/SHE integrates sub-themes, develop specific points,
and conclude appropriately. At this level, it denotes HIS/HER ability to communicate effectively,
14 C1 sensitively, and competently, even on unfamiliar topics. HE/SHE can comprehend a wide range of
longer, demanding texts and grasp implicit meanings. In conversation, HE/SHE expresses
HERSELF/HIMSELF fluently, using language seamlessly for professional, social, and academic
15 purposes, employing structured organization and cohesive devices effectively.

Student name is proficient in English at Level 16 equivalent to CEFR C2, capable of producing clear,
well-structured discourse that flows smoothly and effectively. HE/SHE demonstrates mastery in handling
16 C2 academic or cognitively demanding material, often exceeding the proficiency of an average native
speaker. At this level, SHE/HE can comprehend nearly everything HE/SHE hear or read, summarize
information from diverse sources, and create coherent arguments and narratives in advanced contexts.
