DENR REGION 3 DISASTER PREPAREDNESS AND RESPONSE PLAN


1. Introduction
The DENR Region 3 Disaster Preparedness and Response Plan is designed to safeguard the lives
of employees, clients, and the environment in the event of earthquakes, fires, bomb threats, and
other emergencies. This plan outlines procedures for prevention, preparedness, response, and
recovery tailored to the unique challenges and characteristics of our region.
2. Risk Assessment and Prevention
Conduct regular risk assessments to identify potential hazards, including seismic activity, forest
fires, and security threats, within DENR Region 3 facilities and surrounding areas.
Implement preventive measures, such as structural evaluations, fire safety inspections, and
security protocols, to reduce the likelihood of disasters and protect critical assets and resources.
3. Emergency Response Procedures (Annex A: Quick Response Protocol)
Earthquake:
• Duck, cover and hold during ground shaking.
• If it is safe, vacate the building in the safest and fastest way out.
• Stay calm.
• Proceed to the nearest open space.
• Call the NDRRMC Emergency Hotline.
Evacuation: Designate evacuation routes and assembly areas away from buildings, trees, and
utility lines (Annex B). RSCIG and HRDS to conduct regular drills to ensure familiarity with
procedures.
First Aid Rescue: Train designated personnel in basic first aid and search and rescue techniques
to assist injured individuals and ensure their safety.

Fire:

 Leave the place fast and proceed to the parking area.


 Press the alarm button on your way out. (Annex E: Fire/Emergency Alarm Buttons

 Don’t take time to save belongings.
 Get down, get low, get out. Avoid inhaling the smoke.
 Don’t use the elevator. Use the fire escape or exit stairs.
 Shut the doors in fire room to slow the spread of fire.
 Call the Fire Emergency Hotline.
 If it is safe, use the fire extinguisher.
Evacuation: Evacuate the building using designated evacuation routes and assembly points
(Annex B). Assign personnel to assist individuals with disabilities or mobility issues.

Fire Suppression: Provide fire extinguisher training to employees and designate individuals
responsible for using extinguishers to suppress small fires, if safe to do so. (Annex C: Fire
Extinguisher Inventory).
Bomb Threat:
• Vacate the area.
• Do not move or touch suspicious package or items.
• Call the Bomb Disposal Unit under the SWAT.
Evacuation: Evacuate the building calmly and quickly, following established evacuation
procedures.
Communication: DRRM Focal Person to maintain communication with law enforcement and
emergency services to provide updates and follow their instructions for further action.
4. Communication and Alert Systems

Establish communication protocols to disseminate emergency alerts, instructions, and updates


to all DENR Region 3 employees through multiple channels, including email, text messaging, and
PA systems (Annex F: Emergency Hotline Numbers).
Designate trained individuals responsible for activating and coordinating communication systems
during emergencies and ensuring timely dissemination of information.

5. Training and Drills


RSCIG and HRDS to conduct regular training sessions and drills to familiarize DENR Region 3
employees with emergency procedures, evacuation routes, and response protocols.
Evaluate drill outcomes and identify areas for improvement, providing feedback and additional
training as needed to enhance preparedness and response capabilities.
6. Recovery and Business Continuity
DRRM Focal Person in coordination with concerned agency/personnel to assess the extent of
damage and initiate recovery efforts to restore operations and essential services, prioritizing
environmental monitoring and protection activities.
Activate the Public Service Continuity Plan (Annex D) to ensure the continuity of critical
functions, such as air and water quality monitoring, habitat conservation, and environmental
compliance.
7. Plan Review and Revision
Review and update the disaster plan regularly to reflect changes in organizational structure,
personnel, facilities, and procedures.
Incorporate lessons learned from previous incidents, feedback from employees, and best
practices in emergency management to enhance the effectiveness of the plan.
8. Responsibilities and Assignments
Clearly define roles and responsibilities for DENR Region 3 employees during emergencies,
including emergency coordinators, floor wardens, first aiders, and evacuation assistants.
Ensure that all employees are aware of their roles and receive appropriate training to fulfill their
duties effectively and safely.
9. Documentation and Reporting
Maintain accurate records of all emergency incidents, including actions taken, resources
deployed, and outcomes, to facilitate post-incident analysis and improvement.
Report incidents to appropriate authorities, including DENR central office, local government
agencies, and regulatory bodies, in accordance with established procedures and regulations.
10. Community Engagement and Coordination
Collaborate with local government agencies, emergency responders, and community
organizations to enhance emergency preparedness, mutual assistance efforts, and coordination
of response activities.
Participate in community outreach initiatives, such as disaster preparedness workshops and
environmental education programs, to raise awareness and build resilience among local
communities.
