1. SCOPE OF WORKS

This document describes the procedures and methods of works for carrying out the
Rehabilitation of 22.20 Km of Community Access Roads in Wakyato and

Kinyogoga Sub-Counties, Nakaseke District under NOSP Batch A CARs

Procurement of Works - Ref. No: MoLG-NOSP/NAKASEKE/WORKS/2024-

2025/00032/Lot 79.

The works involve site preparatory, setting out and clearance, earthworks,
drainage/structural works, graveling and completion works.
The works are expected to be completed within a period of eight months (08) and this
will be illustrated on the construction work program that shall be submitted prior to
contract signing.

2.0 INTRODUCTION & GENERAL INFORMATION.


Generally this method statement has been developed to give an over view on how and
when the required work operation or activities are to be carried out.
However, before commencement of the project, several issues need to be forecast-ed and
implemented in order to have a credible and an amazing project. These include sourcing
and mobilization of resources, site camp establishment, site meetings and labor
recruitment, borrow pit surveys, testing and their approval, traffic management and
control, healthy and safety management, environmental protection measures, social issues
as well as duty and responsibility assignment to the personnel involved.
The resources needed in this project include: skilled and unskilled labor, tools+templates,
protective gears, plants and equipment, materials + supervisory staff.

2.1 MATERIALS.
The following materials shall be needed:
Gravel, fuel (diesel & petrol), hardcore, 600mm Diameter concrete culverts, shutters,
aggregates (20+40) mm) diameter, river/lake sand, cement, water, fire wood, quarry sand
,lake/river sand e. t. c.

The contractor shall provide all the necessary certificates for some materials from the
supplier showings quality standards of the material in particular. Further tests shall be
conducted from regional laboratory as directed by the engineer on the procured materials
already on site and results approved by the engineer.
2.3 site set up and mobilization.
Prior to the project starting, a site camp shall be established and located preferably in
the middle of the section. This shall include two (2) offices, one for the employer’s
representative and another one for the contractor’s staff. Stores for tools, fuel, cement,
and road which are affected by harsh climatic conditions. A parking yard for equipment
and materials and these shall be under security throughout the working period.

In addition accommodation rooms for personnel as well as sanitary facilities shall be


provided.

The project team will be experienced in their designated areas of responsibility. The
integrated project team will ensure the works are completely supervised with respect to
quality, quantity, environment as well as healthy and safety. The contractor shall work
with the environment officer of the District and staff personnel from whom the
environmental risk assessments will be produced, monitored and reported.
The contractor shall then start mobilization of resources according to the updated work
program issued after contact signing. Mobilization will be continuous throughout the
project period since resources are always needed up to the last operation.

2.4 TRAFFIC MANAGEMENT AND CONTROL


The contractor shall establish and provide temporary traffic control signs as well as
diversions as soon as possible prior to commencement and warning road signs will be
installed 75 --- 100 m before and after the worked area and these will include: speed
limit, road works ahead, tying ribbon, flags men/women, halfway road access, road
closed, diversion etc. A traffic management meeting shall be held and concerned

personnel briefed on how to control and manage traffic. In addition communication
gadget will be given to the traffic personnel and construction team to communicate.
The construction shall be done in such a manner that minimizes disruption of flow of
traffic. It is expected that major traffic control will be during drainage works operations.

2.5 SITE MEETINGS


The contractor shall convene a meeting at the project site with all the stake holders and
from which all issues concerning the project will be discussed. The contractor will
address the need for participation of the locals as the project require local labor and
thereafter the recruitment shall commence and the practical commencement date for the
contract shall be communicated.
3.0 CONSTRUCTION SEQUENCE/STEPS.
3.1 SURVEYING AND SETTING OUT .
The survey team will start road alignment and leveling using suitable devices.
Permanent and temporary benchmark shall be established and reference points fixed.
Offsetting for consecutive road works will be done e.g bush clearance, grabbing &
stripping, tree and stamp removal, boulder removal and there after subsequent
operations done and supervised according to the specifications and quality required.
This operation will entirely be done using equipment operated by skilled personnel.
The engineer or his representative shall approve the works done and there after the next
operations or activities shall be followed.
Generally the entire construction project involves surveying, the following steps are
proceeded in road construction projects to cover the Traverse Survey, Temporary Bench
Mark Survey, and Center Line Setting out, Center Line marking, Cross Section Survey
and Submit table of Drawings.

Traffic Safety Management & Control

Safety Awareness Meeting

Safety awareness meeting has to be conducted every working day morning/every other
day to brief the work force in the safety prevention measures. Traffic Safety will be
discussed as a topic. Each survey group should be well awarded to follow specified
instructions such as “Barricading Boards” and signalmen will be deployed to control the
traffic flow during working time. The survey team should have practical knowledge to
adjust following specified instructions that will not meet.

Operating Procedure

Site investigation has to be carried out for safety precautions prior to commencement of
the work, in order to display relevant sign boards.

Men at work 75m-100m ahead” sign boards would be placed on both left hand

side of the road.

25 m away from men at work sign Narrow Road/one lane traffic sign would be placed in
order to notify the drivers with regard to road situation.

Working area will be corded off with traffic cones to indicate setting out survey for the
oncoming traffic to see on both sides.

“One way traffic ahead” sign boards would be placed 90m ahead of working area in
order to notify oncoming drivers.

Traffic controllers would be deployed on both sides in order to control “one way traffic”.

Photographs would be taken to disseminate and maintain traffic safety records.

Radio communication system would be used where normal communication is


impossible.

After completion of the work, safety cones and barricade boars has to be removed
accordingly.

In addition to following safety precaution has to be adopting to minimize accidents that
can be happened.

Safety helmets, traffic safety vests, boots, dust mask & gloves will be provided.

Warning sign boards would be displayed through out the site.

Monthly safety awareness program & training program would be conducted.

First aid facilities would be provided.

Safety officer has to visit the sites twice a day and required safety measures will

be adopted at site. In addition, work discrepancies will be discussed in the following day
morning at the safety meeting

NOTE: The above safety procedure shall comply for each operation.

3.2 Site clearance

This Method Statement provides the details of materials, the equipment, the procedure
and relevant documents related to the clearing and grubbing activities, including the
quality control verification, the measurement verification, and also the traffic
management plan, disposing of valuable trees, disposing of branches at disposal sites,
disposing of logs and uprooting of roots to be implemented.

Location of Works

The location of the clearing and grubbing works will be limited to selected areas bound
within the Right of Way (ROW) as instructed by the Engineer. These works may be
applicable alternatively, as required to locations outside the ROW (i.e. borrow pits,
disposal areas etc.

3.3 Earth works


This include;
 Excavation to level.
 Sub grade formation.
 Embankment fill.
This will involve stripping off top soil, removal of silt from swampy areas, widening &
reshaping of existing road formation including watering and compaction, re-excavation
of side drains, miters, catch water drain as well as provision of an embankment in low
spot areas (fill).
The contractor shall use a grader, 15 ton roller and a water bawser to execute the
activities. The whole operation is expected to be done within a period detailed in work
program. Tests for compaction will be under taken to check the standards until
specifications are fulfilled.
For embankment, borrow pit shall be tested before and results approved by the engineer.
The dimensions, plans, elevations and cross sections of the road shall be followed as
detailed in the drawings.
The materials will be dumped spread, watered and compacted to 93% of BS - heavy
density . Tests shall be carried out and results approved by the engineer.
Sub grade preparation shall be carried out using selected materials where the exposed
surface is not suitable for the sub grade.

3.31 Quality Control Procedures

Sampling and testing

Suitable materials would be employed in the preparation of sub grade as those materials
have been classified to use as sub grade materials by the all preliminary tests done on it.
Sampling of these materials would be made in a manner to identify easily their status of
test and all the necessary details would be entered to the sample register. In case of
placing these materials, the specified layer thickness and degree of compaction for each
layer would be achieved. Field density test would be carried out in case of checking the
degree of compaction according to the method stipulated in the relevant BS codes. See
Inspection Test Plan.

Inspection Check list

To ensure that the all activities are being performed with the expected quality, an
inspection check list would be filled by the person in charge for this work in case of re-
construction, during construction. The inspection check list shall include the specific
requirements, safety and environmental measures.

Dimension Control

Preparation of sub grade would be carried out according to the designed cross sections.
The required depth and length of the excavation would be properly maintained during
construction and those requirements would be checked with the inspection check list.

Methodology

If the exposed layer of soil unsuitable for sub grade, these layers would be excavated up
to the required depth by using a back-hoe loader and the required levels of the
excavation would be controlled by the surveyor.

Selected suitable material would be placed and compacted in successive layers by using
rammers or vibrating rollers to a minimum depth of 150 mm.

If the exposed layer of soil suitable for the sub grade, the layer would be thoroughly
compacted by using vibrator rollers or rammers until reach the required compaction.

The top 150mm sub grade layer in cut areas would be compacted to not less than 95% of
the maximum dry density of the material at moisture content within 2% of the optimum
moisture content as determined by AASHTO T-180. Water would be sprayed while
compacting for achieving a better compaction.

The surface of the finished sub grade would be neat and workmanlike and would have
the form, super elevation, levels, grades and cross section

as shown on the drawings.

3.4 DRAINAGE/STRUCTURAL WORKS


Following completion of earth works, drainage structures will be installed and shall
include; scour checks, concrete culverts (600mm and 900mm diameter) as specified by
the engineer, concrete works, stone masonry and stone pitching if any. Special
templates will be fabricated to meet the geometric designs.
All activities under this operation will entirely be manually executed including all the
necessary excavations and masonry works. This operation is expected to be completed
within a period of weeks as detailed in the work program.
Existing drainage structures, buried cables water mains shall be maintained. Their plan
and lay out will be obtained from the local authority to avoid unnecessary damage to
them.
All the necessary tests for these structures will be under taken to meet the required
quality and specifications.

3.5 GRAVELING WORKS.

Before commencing this activity all tests for sub grade compaction densities will be
submitted and approved by the engineer 14 days before start off this operation. The
borrow pits shall also be tested and results approved by the engineer 14 days before
commencement.
The gravel material shall then be excavated using excavators and materials hauled using
15ton capacity trucks of which their number will depend on the productivity of the
excavator and haulage distance.

The capacity of each truck will be measured from which the box length (spacing) shall
be determined by the formula
Box length (spacing) = truck capacity / (road width * lose thickness).
The gravel material shall then be dumped and spaced such that each compacted layer
shall be as specified in the drawing, spread, watered and compacted to 95% MOD
AASHITO .
The spreading will be done using grader with assistance of labor to remove and break
oversized boulders since using labor only could compromise quality and the proposed
productivity of the big roller and water bawser.
All necessary tests will be under taken as requested by the engineer and results availed
and approved before continuing to the next operations. The process is expected to be
completed within weeks as per work program for this activity.
QUALITY CONTROL ASSURANCE.
The contractor shall have competent and well trained staff, which will be in charge of daily
supervision. The will then train laborers on quality control measures required from
specifications.
Several tests at each and every stage will be under taken and approved by the engineer
until they comply with the standards required.

HEALTH AND SAFETY MANAGEMENT


There shall be special training for each operation on safety measures required as well as
sensitization on health behaviors from medical personnel.
The contractor upon contract signing will insure all the personnel and equipment against
possible risks and this insurance shall be provided with 14 days after contact signing.
Several warning signs shall be positioned 75m to 100m in all possible risky areas
including flag men or women.
The contractor shall provide all the necessary protective gears including, overalls
gumboots, safety goggles, nasal masks, helmets ear protection etc.

First aid kit with some medicine will be provided on the site and medical services shall
be provided to the patients.
ENVIRONMENTAL PROTECTION AND CONTROL
The contractor shall work with the environment officer of the district to ensure that
environment risks are forecasted and management plan drafted to mitigate those risks.
Trees shall be planted and erosion protection measures like grass planting on side slopes
as well as embankment slopes will be under taken.
Pollution of both air and water will be minimized by use of emulsion bitumen which is
environmentally friendly. All bitumen leakages will be controlled and if they happen,
they will be collected and buried 2m down.

DEMOBILIZATION
The contractor shall remove all the temporary structures erected on site, clean site and
remove debris and deposit them to location directed by the engineer.
