I. INTRODUCTION
1.1. Project overview
PV GAS Vung Tau Terminal at Thi Vai (KCTV) was built and operated by PV
GAS since 2000. Its main function is to import, store and export liquid products
including LPG and Condensate.
KCTV has been built and arranged as the Oil & Gas Industrial Zone included Jetty,
LPG storage, Condensate storage tank, Truck loading station, LPG refrigerated
storage and LNG 1 MMTPA storage. However, the existing LPG storage was
designed according to the old containment technology using 33 bullets resulting in
number of tank increased and occupied more space than the new containment
technology. Moreover, the placement of tank in the bunkers and fully filled with
sand cause waste cost for waterproofing, anti-corrosion system and it is also
difficult for tank repairing and maintenance processes.
Therefore, the re-arrangement of 33 existing bullets to LPG sphere storage to create
additional land fund is essential to comply with PVGAS development strategy.
LPG Sphere Storage Facility will be connected with existing LPG Terminal
Facility as Figure-1.

II. DOCUMENT PURPOSE

This document intends to cover the basic design, calculation for firefighting system
installed in LPG sphere storage area. The main objectives are:

 To determine the fire zone scenarios and the required firewater demand from
the active fire protection systems;

 To determine the capacity of firewater pump and firewater tank;

 To define fire extinguisher which shall be applied for LPG storage area;

 To determine the scale of Firefighting system.

2.2. Code and Standard
The system shall be designed in accordance with all engineering codes,
international standards, rules, recommendations and regulatory standards to the
specified requirements and performance. Any conflict in interpretation among the
specifications, drawings and/or datasheets shall be brought to OWNER’s attention
for clarification.
All equipment, system design and installation should comply with the latest

III. FIRE ZONE DEFINITION
To prevent incidents escalating beyond the capacity of the extinguishing systems,
the LPG storage area shall be segregated into fire zones. A fire zone is defined as a
given risk area which is geographically segregated from any adjacent hazards.
Boundary of fire zone is limited by fire resistance method as passive measure (fire
resistance structure, clearance distance…), initiative measure (Firefighting system),
or both. That will be define scale of Fire Fighting system.
The purpose of developing fire zone definition is to achieve the following fire
safety feature:
 Sufficient means of escape to enable efficient and protected evacuation from
all areas to designated safe areas under a hazard condition. Maximum fire
water demand per each fire Zone.
 Appropriate and safe access for construction, operation and maintenance.
 Adequate access during emergency for means of escape, vehicle and
firefighting.
Firefighting system shall be designed base on the basis of only one major fire at a
time in the following zone. The segregation of the fire zones is divided as
following.
3.1. Fire zone 1: LPG Pressurized Sphere tank
The zone 1 is included 3 LPG Pressurized sphere storage tanks.

As defined in API2510, QCVN 01_2019/BCA, the following shall be


consideration.
Firefighting foam shall be not used to extinguisher for pressurized LPG.
Spray water system shall be provided for the fire protection of LPG pressurized
tanks while water hydrant and water monitor will be used for cooling around area.
In additional, dry chemical and carbon dioxide extinguisher shall also be used as
supplemental extinguishers.
3.2. Fire zone 2: LPG Loading Pump
The zone 2 is included LPG loading pumps station.
Base on API2510 and QCVN 01_2019/BCA the spray water system shall be
provided forthe fire protection of pump station while water hydrant and water
monitor will be usedfor cooling around area. In additional, dry chemical and carbon
dioxide extinguisher shallalso be used as supplemental extinguishers.
3.3. Fire zone 3: Vapor Compressor
The zone 3 is included Vapor compressors.
Base on API2510 and QCVN 01_2019/BCA the spray water system shall be
provided for the fire protection of the vapor compressor shelter while water hydrant
and water monitor will be used for cooling around area. In additional, dry chemical
and carbon dioxide extinguisher shall also be used as supplemental extinguishers
3.4. Fire zone 4: Fire pump station
The fire zone 4 is included 3 Fire Pumps (3 Diesel Pump).
Base on QC 02-2020/BCA, the fire pump station shall be located from other
buildings at least 16m (Except when fire pump station is built with Class I and II
fire resistance). The fire pump station (diesel pump type) shall be protected by
Automatic sprinkler system with alarm check valve and hose reel system. In
additional, dry chemical and carbon dioxide extinguisher shall also be used as
supplemental extinguishers.
3.5. Fire zone 5: Metering skid
The fire zone 5 is included the Metering Instruments.

Base on API2510 and QCVN 01_2019/BCA the spray water system shall be
provided for the fire protection of Metering skid Area while water hydrant and
water monitor will be used for cooling around area. In additional, dry chemical and
carbon dioxide extinguisher shall also be used as supplemental extinguishers.
IV. FIRE WATER SYSTEM
Firewater application method for this project is water spray system and other
equipment such as spray nozzle, fixed monitors, water hydrant. The dry chemical
and carbon dioxide extinguishers shall be also used as supplemental extinguishers.
The following equipment shall be provided:
 Water source;
 Fire water tank;
 Fire water pump and Jockey pump;
 Fire water main ring;
 Fire hydrants;
 Fire monitors;
 Fire sprinkler system;
 Fire water spray system.
4.1. Water source
Water supply for firewater shall be taken directly from existing regional (this water
supply source is supplying water for existing Thị Vải LPG Terminal).
4.2. Fire water main ring
The piping network shall be of closed loop design to ensure multi-directional flow
wherever possible. Isolation valves shall be provided for maintenance in the
network to enable isolation of any section of the network. Normally the isolation
valves shall be located near the loop junction. The isolation valve is OS&Y gate
type.
4.3. Fire water spray system
Fire water spray systems shall be provided to protect against pool fire exposure to
the Vapor compressors, LPG sphere tanks, Loading pump and Metering skids by

using many spray nozzles arranged in a grid patent to distribute the water evenly
over the LPG equipment.
Capacity of firewater shall be calculated so that water is applied evenly over the
entire surface of the LPG equipment that may be exposed to fire; the rundown also
is considering applying for special area such as vertical LPG tank.
Each branch lines to spray heads shall be provided with auto deluge valve and the
location of this valve is at safe location, outside of dike and at least 15m from the
equipment being protected.
The fixed water spray system shall be connected to firefighting water distribution
piping network by isolated valves.
Water shall be applied at the following rate for the exposed surface area of the
respective equipment ( Para 2.3.1.3 QCVN01:2019/BCA)
 Sphere/Vessel 10.2 l/min/m2
 Compressor, Pump station shelter, Metering skids Area 20.4 l/min/m2
4.4. Fire hydrant
Firewater hydrants are installed along walkways and escape routes, such that any
area can be reached from 2 different hydrants.
Fire hydrants shall consist of standpipes having couplings for hose connection. All
hydrants outlets shall be situated 1250 mm.
The specification of the hydrants is as follows:
 Pressure: 0.45 MPa as minimum (QCVN01:2019/BCA)
 Flow rate: Minimum 950 liters/min./nozzle (NFPA 15) and total
flow shall be 25% total flow rate of Spray nozzle and Monitor
(QCVN01:2019/BCA)
 Nozzle No.: Two (02) nozzles per hydrant
Hydrant shall be located a set distance from the following places:
 From tank shell : > 15 m and < 35 m
 From buildings: > 5 m and < 15 m

Hydrants shall be located along side roads for easy accessibility in the Terminal
area.
Water for the hydrants shall be supplied from the firefighting water distribution
piping network. Water for the hydrants shall be supplied from the firefighting water
distribution piping network
4.5. Hose cabinet
Hose cabinet shall protect the hose from mechanical damage and designed so hose
line can be quickly brought into use. Proper ventilation shall be provided. The
interior and exterior of the hose cabinets shall be painted or otherwise protected
against deterioration.
Hose cabinet shall be plainly marked in block letters with hydrant numbers or hose
numbers. Hose cabinet shall be used for fire-equipment only.
Each hose cabinet shall be complete with lockable doors and key in break glass
enclosures. There shall be a master key for the hose cabinets supplied and installed.
4.6. Fire monitor
The Pressurized LPG Storage shall be fitted with fixed deluge systems and thus
require monitor cover.
Fire water monitor shall be located at least 15 meters from the nearest risk, to
provide water cooling to LPG tanks.
Monitor nozzles shall be a combination of fog and straight stream.
Water for monitors shall be supplied from firefighting water network.
Each monitor shall be provided with a manual operated valve on the water line.
The specifications of the monitors are as follows:
 Pressure: 0.45 MPa as minimum (QCVN01:2019/BCA)
 Flow rate Minimum: 1,200 liters/min (QCVN01:2019/BCA)
Water monitors shall be provided in the stabilizer facilities area to supply large
capacity water flows to pressurized LPG sphere tanks tank area for thermal
exposure protection.

Water monitors shall be located with a normal 40 m effective straight stream under
no wind conditions.
Monitors shall be operated only manually.
4.7. Fire sprinkler system
Fire sprinkler systems shall be provided to protect fire pump station. The sprinkler
shall be supervised by Alarm check valve. The piping network shall be of closed
loop design to ensure multi-directional flow wherever possible.
In addition, the pressure reducing valve shall be installed at header of sprinkler
system to maintain the inlet pressure at 7 barg.
V. FIRE WATER DEMAND CALCULATION
The firewater demand for the LPG storage area will be determined based on the
maximum probable demand of the controlling zone based on a worst case scenario
fire in the following areas:
 LPG Pressurized sphere tank.
 LPG Loading Pump, Vapor Compressor and Metering skids.
 Fire Pump Station.
Firewater demand of deluge system is calculated based on following equation:

Fire water demand = Surface x Application density

Water shall be applied at the following rate for the exposed surface area of the
respective equipment:
 Sphere tank: 10.2 l/min/m2
 Compressor, Pump station shelter, Metering Skids: 20.4 l/min/m2
Firewater demand of Sprinkler system is calculated based on following
equation:

Base on NFPA 20 and NFPA 13, Fire pump station shall be extra hazard group 2
occupancy. Density application shall be 16.3 mm/min and calculation area shall
be 232 m2.
The firewater demand for each fire zone is summarized in Table-01 below. The
detailed calculation is referred to Appendix 2.

Based on calculation result above, the worst case shall be LPG Pressurized Sphere
Tanks. The maximum fire water demand is 2304 m3/hr.
The calculation results also shown that the total capacity of firewater demand is
6912 m3.
three (03) Diesel Centrifugal pumps (02 duties and 01 standby) with design
capacity of 1152 m3/hr/pump (rated capacity shall follow NFPA 20 and QCVN 02)
be installed for this project. Base on Curve of Pump on market, the pump with
rated capacity 1135 m3/h (UL/FM approval) is able to use and apply for design
capacity 1152 m3/h (see Appendix- 2).

The fire water system shall be functional in all seasons and shall be capable of
delivering 100% of the design rate for more than 3 hours during the worst fire
scenario.
5.1. Fire water tank
Water tank shall be installed at a safe distance from all fire risk areas. Firewater
system shall be functional in all season and shall be capable of delivering 100% the
design capacity during 3 hours (TCVN 2622- Para 10.22 QCVN01:2019/BCA Para
2.3.5.6).
This system of firefighting water making up shall be designed to refill the tank
within 24 hours (QCVN01:2019/BCA Para 2.3.5.8) after treating fire.
The tank shall be carbon steel, painted red and in accordance with the requirements
of the local authorities.
The design, fabrication, inspection, testing and erection of the fire water tank shall
be carried out in accordance with API 650, NFPA 22 and Local Requirements.
Each tank shall also include but not be limited to the following:
 Piping, valve and fitting for the supply, suction, overflow, warning pipe,
balancing and drain line.
 High and low level alarm for local and remote annunciation.
 Tank vent.
 Level Indicator.
Based on total capacity of firewater demand of 6912 m3, the firewater tanks will be
installed as following.

5.2. Fire water Pumps


Three centrifugal type fire pumps shall be provided to meet the design firefighting
water flow rate and head. These pumps shall have flooded suction.
The firefighting water pumps shall be horizontal type pumps (two pumps duty and
one standby). The pumps shall be capable of discharging 150% of their design
capacity at a minimum of 65% of the design head (as per NFPA 20 and QC 02
2020). The shut-off head shall not exceed 140 % of design head for pumps.
Base on QCVN 02, if fire pump use electrical engine, the electrical source shall be
2 individual electrical source. The capacity of electrical power and generator is
increased. In addition, when on fire the electrical source may be shut-off or loss,
the diesel engine shall be more safety than the electrical engine. So that Two duty
fire water pumps and one stand by shall be diesel engine driven.
Two jockey pumps (01 in duty and 01 in standby) shall be provided to maintain
pressure in the network loosing due to water leakage via flange, fitting, valves,
connections and etc. The pumps shall be electric motor driven. The specification of
the pumps shall have a minimum capacity of 1 % of the total system capacity
(design flow rate).
The diesel engine shall be a quick starting type. The each diesel engine shall have
an daily tank enough for continuous running for more than 8 hours.
The fire pump with head of 111mH2O (11.1 barg) shall be selected while the head
of jockey pump shall be higher operating pressure of 7mH2O (0.7 barg). Head of
Pump shall be re-confirmed by actual routing in Detail Design.

VI. FIRE EXTINGUISHER


Portable fire extinguishers shall be used to extinguish an LPG fire only after the
source of LPG has been shut off, to prevent the formation of a hazardous vapor
cloud. Portable and mobile fire extinguishers shall be provided in all areas in
accordance with TCVN requirements. In cases where a specific design
issue/procedure is not covered in TCVN, the requirements in NFPA 10 can be
followed.
Dry chemical, carbon dioxide extinguishers shall be provided at strategic locations
such as near pumps and loading racks.
Portable extinguishers shall be located at readily accessible and clearly visible
locations and should be installed in such a way that the top of the extinguisher shall
not be higher than 1.5 meters

The type of extinguishers shall be standardized across the LPG Refrigerated


Storage and basically consist of:
 9 Kg powder extinguishers for use in LPG Pressurized Sphere Tanks, LPG
Loading Pump Area, Vapor Compressor Area, Fire Pump Station, Metering
Skids Area.
 25 Kg or 35 Kg Powder Trolley units for use in LPG Pressurized Sphere
Tanks, LPG Loading Pump Area, Vapor Compressor Area, Metering Skids
Area.
 5 Kg carbon dioxide units for use in Motor, Metering Skids, Fire Pump
Staion.
All potable extinguishers (i.e. those listed above, excluding the 25 Kg ~ 35 Kg
Powder Trolley units) shall be supplied with individual standing (inside building)
or cabinets for weather protection (on site).
The 25 Kg ~ 35 Kg Powder Trolley units shall be supplied with PVC covers to
protect against the effects of the weather.
VII. PRINCIPLE OPERATION OF FIRE FIGHTING SYSTEM
Fire fighting for LPG Pressurized Storage will be designed for both manual and
automatic measure.
Manual measure: This manual mode will be activated by hand switch (HS) which
is installed at site (Field) or Central control room (CCR) to send the activated
signal for Fire Pump, Deluge Valve, Mov.
Auto measure: Automatic mode will be activated by Fire and Gas System. Fire
detector shall be install at Field (LPG Sphere Tank, LPG Loading Pump, Vapor
Compressor shelter, Metering Skids).
Principle of fire fighting pumps follow as below:
Base on QCVN02 :2020 BCA, The Jockey pumps will maintain the ring main
system pressure 14 barg (115% Operation Pressure + Static Pressure). When the
System drops below 13 barg, the Jockey pump will start running. If the system
pressure drop further to 12.5 barg the Fire water pump FP-8801A will be

activated, to 11.8 barg FP-8801B Pump will be activated. Finally, the FP-8801C
standby Fire pump shall be activated at 10.8 barg.
The main fire pump only is stopped by manual control panel at the fire pump
station.
Status of pump (running, fail, manual/ off, etc…) shall be supervised and
controlled at Control Room (CCR).
