1. EXECUTIVE SUMMARY
0.1 BACKGROUND
Public Works Department Government of Rajasthan, engaged in the up-gradation & widening of State
Highways/ MDR’s & Mining roads across the state, intends to come across the services of technically
expert consultancy firms to prepare detailed feasibility report, detailed financial analysis & detailed
traffic survey for two laning of roads including project design, planning and project preparation, surveys,
devise suitable financing model and contract award structure for making the project viable under Private
Sector Participation, bid management and preparation of tender documents, to perform detail
engineering for the project including detailed cost estimates and land acquisition plans etc. Public Works
Department, Government of Rajasthan intends to develop the roads. So, the above department invites
offers from reputed firms to provided services for the above assignments for preparation of Detailed
Feasibility Report including detailed financial analysis and detailed traffic survey of the following roads –

The Feasibility Report for each of the Highways comprising the Project shall include the following:

1.2.1 Objectives
The objective of this consultancy is to undertake feasibility studies and prepare separate Feasibility
Reports for all Highways comprising the Project for the purpose of firming up the Authority's
requirements in respect of development and construction of the Project and Project Facilities and
enabling the prospective bidders to assess the Authority's requirements in a clear and predictable
manner with a view to ensuring:
enhanced safety and level of service for the road users;
superior operation and maintenance enabling enhanced operational efficiency of the Project;
minimal adverse impact on the local population and road users due to road construction;
minimal adverse impact on environment;
minimal additional acquisition of land; and
phased development of the Project for improving its financial viability consistent with the need to
minimize frequent inconvenience to traffic that may be caused if additional works are undertaken
within a period of seven years from the commencement of construction of the Project.
The scope of services for each of the Highways of the Project shall comprise:
Traffic surveys and demand assessment
The Project, Lakheri-Bijoliya Road starts from Y-Junction with SH–1 (Kota-Lalsot Mega Highway) at
Lakheri and ends at T-Junction with NH-76 (Kota-Chittorgarh section) at Govindpura near Bijoliya. The
project road passes through Bundi and Bhilwara districts of Rajasthan.
The Project Road as described in the terms of References is 115 Km. Actual design length is 115.70 Km.
The Section from km 63+500 upto 2.408 km length is retained as overlapping with SH-70 & NH-12.
There are a number of junctions very important. Y-junction with SH-1 at km 0+000 (Kota-Indergarh
Section) at Lakheri, Y-Junction with SH-37A at km 27+750 at Gendoli, Y-Junction with SH-34 at km
41+500, T-Junction with SH-34 at km 44+400, T-Junction with SH-70 at km 65+300, T-Junction with NH-
12 at km 65+300(at the end of retained portion) & T-Junction with NH-76 (Kota-Chittorgarh section) at
Govindpura near Bijoliya.
The index map depicting the project road is presented in Fig. 0.1.
The consultancy services for the same is to include design of best possible alignment and pavement
composition, design of bridges, culverts and other structures in addition to analysis of costs, determining
project feasibility, preparation of Land Acquisition Plan, if any, and obtaining of all requisite clearances.

The revenue maps have been collected of this package except forest locations.
Proposed ROW for widening of existing road is taken 20-25 m in open areas and 15m in built-up areas
as per provision in IRC 73-1980, Table 3.
The existing alignment is a link between Lakheri, Chamawali, Utarana, Guntha, Gendoli, Foulai, Khatkad,
Khatiyari, Rajwas, Aked, Haripura, Bundi Hattipura, Ramnagar, Gudana Thav, Neem ka Kheda,
Megharawat, Bhopatpura, Mandol, Bijoliya Kalan. The pattern on both side of road is agricultural and
built-up & open land. The details of land use pattern along the project road are-

In this chapter, the report is concerned about Lakheri-Bijoliya Road. Traffic Survey Locations and

The traffic growth rate for the projected traffic is taken as 5%.
As per the projected traffic, the values of PCU are very less due to discontinuity of Project road and
poor pavement, after development of road, the traffic intensity will increase because of diverted
traffic from adjacent roads. So the project road is proposed to be upgraded.
The existing crust of project alignment is WBM and BT layer (100 mm to 120 mm). The crust has
been dismantled in most of the stretches.
The method of design followed is a modification of the CBR method incorporating mechanistic approach.
The empirical pavement design presented in IRC-37-2012, "GUIDELINES FOR THE DESIGN OF FLEXIBLE
PAVEMENTS" (Second Revision) has been extended to cater design traffic up to 200 MSA using analytical
design method and has been followed for this project.
The traffic used in design is in terms of the cumulative number of standard axles to be carried during the
design life of the road.
Use of the CBR method for pavement design, the sub grade strength of the new two lanes and widening
were assessed in terms of the CBR value as per the procedure prescribed in the standards.
Pavement design catalogues giving standard pavement compositions as given in IRC-37-2012 for various
CBR values ranging from 2% to 10% six levels of design traffic 10,20,30,50,100 and ISO MSA are used
with necessary extrapolations to obtain pavement thicknesses for 200 MSA.
It was observed that the adequate quantity of sub grade for design CBR of 7% is available.
Using 7% CBR for sub grade and from the curves as mentioned in IRC: 37- 2012 pavement thickness
were computed for the relevant millions of standard axles and furnished in Table 0.5.

0.13 SUBMERGENCE
There is not any submerged major or minor bridge in the entire road.

The total project cost is calculated based on the quantity of individual item multiplied by the rate for this
item and summing up the cost of all the items.
The Project road has been considered as one homogenous section and the bill wise total project cost is
tabulated in Table below for all the packages of the project.
