Purpose:
The purpose of this method statement outlines the procedures and methodology to be followed during
the installation and execution of Potable Water Tie-in Connection works for Abu Dhabi Airport
DEVELOPMENT Project. Cables and assets at the excavation route in accordance with the requirements
specified in the relevant specifications, procedures and drawings for the Project- power cables, Street
Light & other assets are being consider and to defined the measure taken.

The Contractor reserves the right to adapt the methods of installation as contained in this document from
time to time and modify as necessary according to specific site conditions.

This technical note covers the generic ADM/ADDC Protection principles and particular installation
principles. The proposed works for cable Protection of Assets shall be carried out, under all
circumstances, in accordance to the standards of Abu Dhabi Distribution Company ADM/ADDC.

Scope of Work:

This Method Statement is applicable to the works for installation of Potable Water tie-in connection.
Exact location of the activities shall be described in drawings mentioned in the reference.

The scope of works comprises Site survey, Trial pit excavation, Trenching, Backfilling, installation of
Protection mentioned in the drawings, Warning tape, Reinstatement, reinstatement of pavement, and
site clearance.

All the corresponding works will be conducted by Power Tech referred as a sub-contractor of AMANA.

Plant & Equipment:

Consideration has been given to the types of plant and equipment that are likely to be used on-site during
the activities. The following plant / equipment / tools will be required for execution; however, contractor
reserves the right to use the equipment/tools other than mentioned in this method statement as per the
site requirements:

 JCB / Backhoe Loader – 3rd party certified;


 Craft Specific hand tools;
 Concrete Vibrator;
 Excavators – 3rd party certified;
 Misc. Power Hand Tools;
 Shovels, pickaxes, Hilti hammers;
 Table Saw – 3rd party certified.
 Compactor
 Hacksaw metal frame and its 300mm Blade

The following materials / products will be used / required to complete, proper and safe cable laying and
protection activities:

 Coal tar epoxy paint & thinner


 uPVC Pipe and Fittings
 Water Meter Box and Fittings
 HDPE pipes
 Dune sand
 Plywood
 Props with various heights and loads
 Tie Rods
 Warning tape
 Concrete as per approved specifications
 Approved water proofing materials

Work Methodology:

Execution Procedures:
The activities in this method statement consist of Works for Potable Water Tie-in connection including
associated works as mentioned in the attached drawings.

PRIOR TO ACTIVITIES:
 Obtain consent or approval from ADAC to commence the Work;
 NOCs/PTWs for site activities CCTV have to be obtained from all relevant authorities and other
contractors who are working at / near the proposed work area;
 For excavation inside the plots, ABU DHABI AIRPORT NOC alone shall be enough and excavation
can be started at once have NOC, however for service corridor/propped location of cables, ADM
common NOC by the system shall be applicable;
 All the equipment will be certified and checked prior to commencement of works;
 Safety induction courses shall be provided to all personnel prior to site attendance. All
manpower must to use the required PPE during execution of the works;
 Regular tool box meeting shall be conducted to explain the nature of works and associated the
risks;
 Safety barriers shall be provided for deep trench excavation;
 Emergency flash lights shall be installed on the barriers, wherever necessary.
 Detour approvals if any shall be in place prior start of works.
Survey:
 The setting out and survey work shall be conducted by trained surveyor using survey equipment
with valid calibration certificate to identify and establish correct coordinates.

PROCEDURE FOR THE STORAGE & HANDLING OF PIPES


 The Pipes & Fittings will be stored in a shaded area for uPVC pipes with tarpaulins to protect
from direct sunlight and in accordance with manufacturer’s recommendations.
 It will be ensured that the Pipes and fittings do not come into contact with sharp projections.
 The pipes and fittings will be stored in a flat level area and raised above the ground on timber so
that the lowest point of any pipe or fitting is not less than 150mm above the ground.
 The pipes will be stacked in such a manner so that the height of the stacked pipes does not
exceed 2 meters.
 The Spigot and Socket pipes will be stacked in such a manner to ensure that pipe layer have
sockets protruding at opposite ends of the stack.
 Rubber Joint Rings will be stored in an air-conditioned store.
 Only nylon slings shall be used for lifting pipes and units (Transportation / Installation)
 Segregation of damaged products (if any) is brought to the notice of Engineer for either repair or
rejection of that piece.

Excavation:
 Before starting the excavation works, make sure that all the safety precautions are taken
properly including fixing of warning sign boards, hazard lights, safety barricades, etc. under the
supervision of Safety Officer.
 Make sure that there should not be any disturbance to the traffic, after arranging all the
necessary safety requirements.
 Identify the hazards area along the route & excavate the area as per the standard specifications
of ADDC.
 The exact line of cable route will be set out and marked as per approved drawings, after the NOC
/ permit to work are obtained.
 Minimum depth and width of excavated trench will be achieved by exposing existing warning
tapes and then existing warning tapes. Placement of protection slab, sand filling, warning, etc.
shall performed as per ADDC Standard.
 Safety cones with warning tape/safety mesh or plastic barriers (according to the depth of the
trench) will be provided along the top edge of the trench.
 All excavated loose material at the top level of the trench, will be removed from the edge of
excavation.
 A watchman will be provided for every span of open trench during working duration.
 Excavation shall be carried out using a backhoe loader. In areas where usage of backhoe loader is
unsafe / not possible, the trench is made through manual digging, the decision shall be taken by
competent person.
 Designated Charge hand will be assigned to each machine. The operator will take
 the directions from the Charge hand or his Construction Supervisor I CP.
 Minimum depth & width of excavated trench and placement of power cable, sand filling,
protection tiles, warning tape etc. shall be as per ADDC Standards and drawings.
 Safety cones will be provided with warning tape along the top edge of the trench. Any existing
services other than Water Lines, which are uncovered as a result of excavation, will be protected
with temporary measures, if required.
 Open trench shall not be kept open for long period, decision shall be taken by ADDC competent
person or as advised by Client/Authorities.
 All excavation should be done manually in the areas of potential hazard.
 Work should be carried out in portions and the area should be cleared by removing all debris.
 Trench should be filled with dune sand, leveled and cleaned.
 During trench excavation safety rules (according to an approved HSE plan) shall be strictly
followed.
 The contractor shall be responsible for public safety and hence shall provide danger notices,
barriers and red warning lights near pedestrian passing area.
 In case if any damage to underground services, no matter how minor, shall be reported.
 Mark the cable route as per the approved drawings.
 Excavation and some other activities, else shutdown, may be carried out in both day and night
shifts as per site requirements.
 The work area shall be secured to prevent public entry at close of days’ work.
 Excavated materials shall be kept 1.00 meter from the edge of excavation such that movement
of the persons/material is easy at the time of shutdown.
 For all excavation activities; adequate sign boards shall be used as per the depth of excavation.
 Shutdown procedure shall be handled according to the ADDC’s requirements and specification in
order to work without any power interruption to the customers.

Pipe Installation:
 All pipes, valves and other materials shall be carefully lowered into the trench
 Every precaution shall be taken to prevent foreign materials from entering the pipe while it is
being placed. If the pipe cannot be placed into the trench, without getting earth into it a heavy,
tightly woven canvas bag of suitable size shall be placed over each end and left there until the
connection is to be made to the adjacent pipes or fitting. During laying operations, no debris,

tools, clothing and other materials shall be placed in the pipe.


 The full length of each section of pipe and fittings shall rest solidly on the pipe bed with recesses
excavated to accommodate bels, joints and couplings. Anchors and supports shall be provided
where necessary and as indicated on the Contract Drawings.
 Open ends of the pipe at the end of each day’s work, shall be closed temporarily with wood
blocks or bulkheads. Pipe shall not be laid when the conditions of trench or weather are
unsuitable
 The cutting of pipe for inserting valves, fittings or closure pieces shall be done in neat and
workmanlike manner without damage to the pipe or lining and so as to leave smooth end at the
right angles to the longitudinal axis of the pipe. Only qualified and experienced workmen shall be
used on this work.
 The pipe shall be laid at the level and gradient stipulated. The pipe shall be aligned carefully in
both horizontal and vertical plane.
 Proper insertion of spigot ends into the bell ends of the pipe is essential. Spigot shall be stop-
marked and pushed into the bell housing only up to the mark to avoid over insertion.
 Pipe shall not be exposed to direct sunlight for periods longer than three days and provisions
shall be made for shading any pipe which is left in the open or uncovered in trenches.
 All pipe lines shall be inspected and approved by Client before they are backfilled

Tie-In Connection:
 After the entire network has been completely done, tie in shall proceed accordingly.
 Coordinate and arranged in advance for scheduling shutdown of the existing isolation valve.
 Secure a work permit with regards to approval schedule date, and then prepare all necessary
tools and equipment needed to execute the work properly.
 Isolate the existing gate valves then drain the water towards the designated drain valve.
 Excavation of trial pits will be carried out to locate the exact location of existing tie-in point until
it will be exposed.
 Prior pipe laying, bedding shall be compacted firmly.

Backfilling of Site:
 Selected fine sand shall be used for backfilling works and it will be totally free of stones or hard
soil.
 Sand shall be compacted in layers, up to warning tape. Water spray may be done during
compaction, as per site requirements.
 Before complete backfilling, relevant inspection and testing shall be carried out.
 Topographic Survey applying Global position System (GPS) of the immediately after laying and
before covering them shall be made. GIS coordinates for Tie-In joint locations shall be provided
in the As- Built drawings.
 Warning tape to be laid at 300mm from ground level & backfilling up to normal ground level
shall be done with excavated earth.

Organization, Responsibilities & Supervision:

RESPONSIBILITIES:
Collectively Top Management shall demonstrate visible leadership and a commitment to the effective
implementation of this Method Statement. They are responsible for communicating, engaging,
supporting and directing the team on the need for Management System compliance, use, and
improvement. They shall assist in the identification of job risk, allocate sufficient resources, and ensure
intended results are achieved.

1. CONTRACTOR PROJECT MANAGER:


The Contractor Project Manager reports directly to the Managing Director, and is responsible for ensuring
that the Project meets both the statutory minimum legal and Local Govt. Health and Safety requirements.
His responsibilities include but are not limited to:
 Ensuring that all required NOC’s and approvals have been secured prior to commencement of
activities;
 Provides technical know-how and current project status. Leading the team of professionals for
the whole project and coordinating with top management and client.
 Provision of all necessary resources required to comply with this Method Statement;
 Approval of all Project Method Statements;
 Ensure that Environmental Aspects / Impacts and OHS Hazards and Risks associated with subject
tasks are identified, documented and mitigated;
 Ensure that all HSE related incidents are reported to appropriate stakeholders and investigated
to identify corrective actions to prevent recurrence;

 Ensure that an Emergency Response Plan (ERP) is developed, implemented and maintained;
 Ensure that all Project employees receive appropriate HSE related training;
 Nominate and appoint Competent Authorized persons to fulfil key roles (e.g., Permit Receivers);
 PM is responsible for implementing the project time schedule.
 Stop any work activity where imminent danger to Project employees and
other stakeholders or potential for damage to the Environment exists.
 Liaise with employer’s CM and senior electrical engineer for any related clarifications and
requirements.

2. CONTRACTOR COORDINATION MANAGER:


As part of the project engineering department, coordination manager among others shall in a technical
team across the whole cable rerouting / protection works:

 Contribute to maintaining high levels of health and safety performance across all activities to
deliver inherently safer project and working environments.
 Coordination for quality assurance and quality control processes throughout the cable protection
stage.
 Management of contract responsibilities and duties and communication with suppliers.
 Review of technical reports, quality assurance documentation and 22 kV protection procedures.

3. CONTRACTOR’S COMPETENT PERSON:


Competent Person coordinates directly with Authorized person. Competent Person has the duty to guide
all the Working Party and perform the toolbox talk and explain the works to be done very clearly by all
the working party. CP is responsible for implementation of ADSSC HSE Rules. His responsibilities include
but are not limited to the followings:

 The Contractors competent engineer shall receive the LAP from Authorized Person and all the
technical works carried out on site shall be under his direct supervision and responsibility.
 Competent person has authority to stop and correct unsafe act or behavior and report it.
 All employees and contractor’s employees shall comply with the rules and ADDDC procedure to
prevent accidents. Competent Person holding Safety Document shall remain on site supervising
the work, if he needs to leave the site, alternative supervision must be provided to having the
same level and scope of competency.

4. SAFETY OFFICER:
Safety officer shall be responsible for all hazard analysis, implementation of HSE plan, and all the related
safety as per the standards. Safety officer shall ensure safety induction before start of all the activities and
make sure the working party is fully complying with the safety requirements. He shall also define the
safety requirements wherever deviation is needed from the standard procedures. Major activities of
safety engineer are listed below:

 Auditing & keeping on the lookout for any unsafe behavior or breaks in regulations
 Assessing risk and possible safety hazards of all aspects of operations
 Inspecting standard procedures to make sure the safety.
 Focusing on prevention by keeping up with equipment maintenance and employee training
 Presenting safety principles to staff in meetings or lecture-type training sessions.
 Participating in continuing education to update knowledge of health and safety protocols and
techniques
 Creating safety plans that include suggested improvements to existing infrastructure
 Investigating causes of accidents and other unsafe conditions on the job site
 Liaising with law enforcement and other investigators who are present at the time of serious
accident.
 Finding the best way to prevent future accidents.
 Reviewing and reporting on the staff's compliance with health and safety rules and
recommending commendations or dismissal based on performance

5. DOCUMENT CONTROLLER:
Check for accuracy and edit files, like contracts. Review and update technical documents (e.g. manuals
and workflows). DC shall be responsible for distributing project-related copies to internal teams. Filing
documents in physical and digital records. Create templates for future use. Retrieve files as requested by
employees and clients. Manage the flow of documentation within the organization.

6. DRAFTSMAN & SURVEYOR:


This role of this person is to Liaise and work very closely with site engineers to obtain As built quantities.
Mutual site visit with site engineer / Electrical engineer, in order to prepare the shop drawings/As Built
drawings etc. Calculate dimensions/lengths of the cable routes. Make the cable location markings along
with site supervisors and site engineers. Ensure final designs comply with regulations and quality
standards.
7. SITE SUPERVISOR:
Excavation supervisor shall plan and directs the digging and removal of earth. Site supervisor shall directly
coordinate with site engineer/competent person for manual pits. Implementing the safety standards as
per the advice of safety engineer. Separate site excavation supervisor shall be on a particular excavation
route.
His responsibility includes to face and overcome unexpected obstacles, including emergencies and bad
weather. The grading foreman is responsible for the crew's overall safety and needs to recognize and
react to any perceived safety threats on site. Possible excavation dangers include cave-ins, accidental falls
and damage to unseen pipes or power lines.

8. SITE ENGINEER:
Responsible for carrying out all construction- related activities with compliance to HSE and QA/QC
Requirements as per contract specifications, drawings/documents, codes and standards.

9. ALL PROJECT EMPLOYEES:


All employees, regardless of position have a non-delegable responsibility to comply with the required HSE
procedures and processes as defined within the Project’s Health Safety Management Plan and this
Method Statement. Non-delegable responsibilities include but are not limited to:

 Carry valid photo ID with them at all times;


 Wear prescribed ‘5-Point’ PPE at all times (other than in designated PPE Free zones);
 Only undertake activities or use tools / plant / equipment for which they have been trained
and/or certified as applicable;
 Report any unsafe conditions or acts to their supervisor and / or HSE officer;
 Comply with directives of HSE officer;
 Be aware of the ERP and other emergency response procedures applicable to their works/
working areas.

Work Force:

The following personnel will be required to execute the safe implementation of the cable connection
activities:
 Construction Supervision (Engineer / Foreman / Chargehands);
 Safety Officer
 Pipe Jointer
 Supervisor;
 Drafman / Surveyor / Survey Aide;
 Carpenters / General Labor;
 Plant Operators (Excavator Drivers – UAE licensed and 3rd party certified (as required);
 Banksmen (internally trained).

Site Rules:
As per the Site conditions applicable for Site Rules & Site Postures
HSE Precautions & Controls; Planned or Undertaken
 Obtain consent or approval from ADAC to commence the Work.
 NOCs/PTWs for site activities as per the scope of work must
be obtained from all relevant authorities and other
contractors who are working at / near the proposed work
area.
 All the equipment will be certified and checked prior to

Before Work:  Safety induction courses shall be provided to all personnel prior
to site attendance. All manpower must to use the required PPE
during execution of the works
 Regular toolbox meeting shall be conducted to explain the
nature of works and associated the risks.

wherever necessary.

During Work: Competent person/Site Engineer/HSE persons must be present in the Site
After Work: Clearance of the Site / Housekeeping
Personal Protective Equipment (PPE):
 Company will issue the required PPE to all workmen based on their operations.
 As part of basic requirement at site all workmen entering the site will be required to use safety
shoe, safety helmets and coveralls on which the name of the company logo will be prominently
displayed.
 Power Tech Logo sticker will be pasted on the safety helmet.
 Site works/operations will be periodically reviewed to determine the requirement of any
additional safety equipment.
 The storekeeper will maintain PPE issue register for any issues made by him.
 Safety goggles or face shields will be provided to all the employees who are required to do
overhead drilling, grinding, chipping, polishing and any other works where flying object hazard
exist.
 Welders will be provided with special helmets to prevent them from harmful ultraviolet rays.
 Cotton gloves will be provided to all employees who are likely to handle materials with sharp
objects.
 Safety harness will be provided to all the workmen who are likely to work more than 1.5 M
heights from ground level
Access to the Work Area:
 Proper access and egress shall be maintained at all times at site and it shall not be blocked
 If the edge protection or barricade is removed to gain access to the prohibited locations to carry
out any specific work there, it will be replaced after the work is over
 Provide ladder or steps for safe access & egress
 Evacuation plans & procedures must be made known to employees

House Keeping:

Housekeeping is an important element of accident prevention. It should be the primary concern of all
supervisors and it shall be monitored by them till the end of the job. The following to be ensured:
 Loose and light objects, which are liable to fly, such as plastic sheets, paper etc. will not be
permitted in the vicinity of the work area.
 Proper access and egress shall be maintained at all times at site and it shall not be blocked.
 Enough lighting shall be ensured at work areas. Task lights shall be provided if necessary.
 Smoking will not be permitted in the entire site, including site office and stores. Separate
smoking area will be earmarked in consultation with Client / Consultant.
 Trash containers will be kept near the rest area and the technicians will be advised to dispose
lunch box, soft drink bottle etc. only in trash containers.
 All materials at site will be neatly stacked in the assigned location provided with suitable
enclosures.
 Scrap generated at Site will be removed on a day-to-day basis by the respective technicians at
the end of the shift every day. The concerned supervisors will be responsible for ensuring this
without fail
 Packing materials, if any, shall be removed from the site immediately after opening the boxes.
 Gas cylinders shall be kept in the floors in such a way that it cannot be tipped inadvertently by
anybody.

Emergency Procedure:
Management of potential Emergency situations that may occur on the Project and for the testing of
Emergency Response capabilities, enabling the workforce to continually improve its HSE Performance.

Potential emergency situations that may occur in the associate work areas or from this activity may
include:
A first aid box with appropriate equipment to cope with the number of the workers on site will be provided.
The number of the first aiders is related with the number of employees, according to OSHAD regulation.
