I have been given advice to make a report in relation to some serious concerns

held for young cricketers within the Fairfield/Liverpool LGA. This report needs to
be kept confidential due to the nature of the reported concerns and the
ramifications to myself and others known to me should it be known who
reported. I implore for an investigation into the below concerns given the
severity of them and the serious concerns held for the children impacted.

During the last 6 months, several people have made disclosures of inappropriate
behaviour towards children and young people within the Fairfield Liverpool
Cricket Association (FLCA) by a youth centre mentor/owner, owner of an indoor
cricket centre and a coach/selector of the FLCA U13’s / U15’s representative girls
cricket sides, Mr Vinay Chattree.

Mr Chattree is the owner of the MYC indoor Cricket centre located at 349B
Wentworth Ave, Pendle Hill. Phone: 0433405301.

Mr Chattree is also the owner/mentor of the Memsaab Youth Center (MYC), a centre
designed to provide coaching, training and development for young males and

Mr Chatree is associated with the Hoxton Park Tigers cricket club where his MYC
players compete in the FLCA competition during summer and winter. These
young people range from the ages of U11 – U18.

In 2023, Mr Chattree was the coach of the U15’s girls FLCA representative
cricket side consisting of approximately 13 girls (The names of these girls playing
in this team is available through PlayHq website https://www.playhq.com/cricket-
australia/org/fairfield-liverpool-cricket-assoc-representative-teams/ae87ec0e .
During the competition which spanned from July 2023 until April 2024, Mr
Cattreee would undermine the girls. He would make them stand in a circle and
tell each other one by one what they do not like about each other and why or
how stupid they had been during games. He would make them message him
personally 3 things that they do not like about themselves and if they refused to
do this, he would not allow the girls to play the game that week. If the girls did
not get runs or a wicket, Mr Chattree would single the player out and tell them
how bad they were. Mr Chattree had his clear favourite girls who he would take
aside, give them chocolate, tell them they were his favourite and put his hand
around their waists and touch them on the torso and upper arms inappropriately.
This made the girls feel uncomfortable and they would often try to avoid him. Mr
Chattree would not listen to the girls and they were too scared to speak up due
to what he would do to them or not allow them to play the game. Mr Chattree
would vape in front of the girls and he would blow the vape smoke into their
faces when he did not agree with them. Some of the girls would be physically
sick before games due to the fear that they had for this man. Some of the girls
have left the association and some have stopped playing cricket all together due
to the actions of this man.

The president of FLCA and of Hoxton Park Tigers, Mr Peter Moore OAM is aware of
these allegations and when a formal complaint was made to him, he ‘swept’ the
complaint under the carpet. He said that he acknowledges that vaping around
young girls is not ok, but no further action or investigations were undertaken.
When a formal complaint was made to Cricket NSW by the father of one of the
girls in the team, they advised to be ‘careful’ who you complain to given ‘who
the president is in FLCA’. The complaint was not actioned any further by NSW
Cricket or the FLCA. This indicates that complaints made by the direct channels
are not going to be heard based on who is the president of the FLCA. This is not
in the best interest of the children and young people playing cricket under this
association. At the latest FLCA AGM, Mr Moore stated that they do not have an
appointed Child protection and welfare officer (CPWO) within the association. It is
not known what actions are being taken by the CPWO to keep the children safe.

Mr Chattree had advised Mr Peter Moore and The FLCA secretary Mr Sharjeel
Siddiqui that he would be taking over the coordination, selection process and
coaching of the girls representative sides for 2024-2025 season. His reason given
was that the girls respond better to a person who is subcontinental. This was
upheld by Mr Moore and Mr Siddiqui, despite there being no clear evidence or
complaints made by any of the girls or their families about having a coach who is
not subcontinental.

On 30.06.2024, Mr Chattree and the FLCA representative committee held trials


for the girl representative sides at Mr Chattree’s indoor centre. Mr Chattree
chose girls who were a part of his MYC and other girls playing within the same
association were not selected. Mr Moore at the FLCA AGM stated that they had
chosen only the girls from MYC/Hoxton park as that is who Mr Chattree wanted in
his team. The girls who were selected for these teams can be found on the

On 04.05.2024, During a winter cricket match in the Blacktown City and District
Cricket Association, (BCDCA) Grade 2, The Ponds CC Saturday Mark Vs Galungara
Strikers, there was a severe incident that resulted in an umpire being severely
injured. Mr Chattree’s son was playing in the The Ponds CC Saturday Mark team
and during the game, Mr Chattree became angry about a call the umpire made
and has approached the female umpire. He has been accused of assaulting the
umpire, causing the fracture of both the umpires tibia and fibula bones. The
game was stopped and Mr Chattree was handed a 5 year ban from the BCDCA.
On appeal, the appeals board upgraded the suspension from 5 years to 30 years
and is suspended until 04.05.2054. It is unknown at this stage if Mr Chattree was
at the game as a coach, manager, scorer or parent/spectator. I have searched
the internet for any stories in relation to this incident and have not been able to
locate anything written in the media. Please see screen shots in relation to this
incident.

Mr Chattree’s working with children’s check (WWCC) reportedly expired on


03.05.2024 and he currently does not hold a valid WWCC. Please see screen shot
of WWCC verification.

Mr Moore and Mr Siddiqui are aware of all of these allegations and have
continued to allow Mr Chattree to be involved in the coaching, selection and
running of the MYC and the girls representative cricket. It is not known whether
this information has been disclosed to the FLCA CPWO or other committee
members.

In relation to the names of the individual girls that have been impacted by Mr
Chattree’s behaviour, this is unknown to me at this stage, however, I do know
that the whole team from last year was impacted in some form by his behaviours
towards them. It is unknown to me at this time when Mr Chattree will next have
contact with any of the above mentioned players, however, he is known to do
one on one coaching with players throughout the week and the representative
training should be starting in the coming weeks/months.

There are serious concerns for the young people who are involved in the MYC and
the girls involved in the representative cricket given Mr Chattree’s behaviours
towards the girls and a female adult. It is also very concerning that Mr Moore and
Mr Siddiqui are allowing Mr Chattree, who has not only abused the girls in his
previous representative team, has assaulted another person resulting in serious
injury and does not hold a valid WWCC to continue to work in a coaching
capacity for the Hoxton Park Tigers MYC and also for the Representative cricket.

Due to my worries and concerns for these children, I have sent the above
information to The Department of Communities and Justice (DCJ) and the Office
of the Children’s Guardian (OCG) for further investigation.
