1-1 Instrumentation and Control System

1-1-1 Introduction
This technical specification defines the general requirements for Instrumentation and
Control System, including hardware, software, programming, documentation and
commissioning. The associated Scope of Work details the requirements relating to the
particular project.
1-1-2 Acronyms, Definitions and Terminology

Operation Description
When selected, will cause the Device to Close. In
CLOSE selected the Automatic mode this may be under controlled
conditions
To physically stop equipment and shall not permit
operation in any mode. Lockout Stops require to
EMERGENCY STOP be reset and the Start Sequence commenced from
selected the beginning. Under no circumstances shall
Lockout stop buttons be used as the main control
feature

1-1-3 Scope of Work
1-1-3-1 Scope of Work Description
This section describes the scope of instrumentation, monitoring and control
system.
The scope of the CONTRACTOR includes the following:
 Design of the complete system.
 Submittal of the following:
1-Detailed PLC I/O List.
2-Detailed Piping and Instrumentation Drawings (P&ID).
3-Logic diagrams.
4-Instrument Loop Diagrams (ILD).
5-Workshop drawings.
6-Power consumption calculations.
7-Heat dissipation calculation.
8-System mean time between failures and Availability Calculations.

9-Wireless Communication System Calculations and Study
10-Any other required calculations requested by the ENGINEER.
 The control cables and instrumentation cables including the following:
1-The cable path design,
2-Cable cross section and type design,
3-Voltage drop calculation,
4-Termination diagrams,
5-Marshalling panels design,
6-Cables from/to sheets.
 Equipment and materials shall comply with the applicable provisions and
recommendations of the following standards otherwise additional standards are
specified:
International Electrotechnical Commission (IEC).
International Society of Automation (ISA).
British Standards (BS).
Institute of Electrical and Electronics Engineers (IEEE).
National Electrical Manufacturers Association (NEMA).
 Selection of the instrumentation in accordance to the specifications and in adequacy
to the control philosophy and process requirements. The CONTRACTOR is solely
responsible for selecting the adequate components to the best service requirements
and to present his selection to the ENGINEER for approval.
 The CONTRACTOR should submit the original technical catalogues for all the
components to be used for approval by the ENGINEER before fabrication.
 The CONTRACTOR should submit the country of fabrication of all instrumentation
to be approved by the ENGINEER. It should be made in USA, EU, Japan or
equivalent manufacturer.
 In addition to the delivery design and installation, the scope of work of the
CONTRACTOR shall also include the responsibility for testing, training and
commissioning. As an integral part of the commissioning procedure, the
CONTRACTOR shall insure and demonstrate to the ENGINEER that all the devices
are adjusted and calibrated to achieve optimum control of the process and plant
operation.
 The CONTRACTOR shall prepare and submit for approval Piping and
Instrumentation Diagrams (P&ID) for all station sites in accordance to the relevant
ISA standards. All the design and documentation of the system shall comply with
relevant standards.

 The selection of the components of the control system should be from a single
manufacturer and in accordance to his design rules and should comply with relevant
standards.
1-1-3-2 General conditions
 The CONTRACTOR should submit the PLC's I/Os list for review in the bidding
stage otherwise will not be accepted.
 The CONTRACTOR should submit a table of contents for all his equipment and
spare part list for review.
 The CONTRACTOR should submit a specified original catalogue not general
catalogue and should specify the type and the tag number of the submitted item(s).
 If any catalogue was missed or the CONTRACTOR didn't specify the type and the
tag number of the submitted item(s), this item(s) will not be accepted and considered
not submitted item(s).
 The technical offer should contain numbered pages and a table of contents and if any
page doesn’t have a number or if any item wasn't mentioned in the table of contents,
it would be cancelled and considered not submitted.
 The CONTRACTOR's submittal should include all spare parts including their
quantities (Otherwise will not be accepted), The spare parts should include at least
10% of all component used of each panel (relays with different types, C.Bs,
indication lamps with different types, terminal blocks, bush buttons, labels, run hour
meter, selector switch, digital indicators, etc …….) and 100% spare of the fuses.
The CONTRACTOR should take in his consideration the PLC's spare parts.
 The CONTRACTOR should submit the heat dissipation calculation and temperature
rise calculations for review in the bidding stage.
 The CONTRACTOR offer should include this sheet:

 The instrumentation and control system will be supplied from a 230 VAC 60Hz
power source. The grounding of all of the elements of the system should be
connected to a clean earth.(not connected to any power devices) with maximum
resistance (0.5 Ω).
 The working ambient temperature is 45°C indoor and 60°C outdoor.
 Dry type isolation transformer should be placed in the control panel. The
transformer will supply the entire elements of the control panel.
 All digital signals which will be routed outside the panel for long distances should
be 230 VAC and separately protected by fuses. A short circuit in the circuit of one
of those signals will only blow its fuse and with no mean will disturb the supply of
other elements of the system.

This Specification shall be read in conjunction with the following documents and
drawings which, together and in combination, define this Work Package:

1-1-4 Monitoring and Control System Overview
The system function is to monitor and control the Waste Water and Potable
Water sites and consists of:
 SCADA system in WWTP site (in WWTP CONTRACTOR’s scope).
 Local PLC/RTU in each site.
The site is divided into areas of responsibility. Each area of responsibility will be
equipped with a control panel with all accessories, HMI and control unit (PLC or
RTU) sufficient for the operation of this area of responsibility.
1-1-4-1 WWTP Control Area
This area contains the Main Control System which will be located inside the
WWTP Control Room.
The WWTP Control System will be equipped with the following Items:
 PLC units.
 SCADA system.

The SCADA system shall be connected with the Sewage Lifting Stations (SLS) by
fiber optic link or wireless communication.
The connection between the SCADA system and waste water sites (Sewage Pump
Room) shall be optical fiber link.
1-1-4-2 SCADA system.
General
A computer based Supervisory Control and Data Acquisition system (SCADA)
shall be provided for monitoring and operation of the whole system elements.
The SCADA system shall be configured as a distributed system with
programmable Logic Controllers (PLC’s) installed in each panel carrying out
all control and monitoring of the plant and equipment connected to the panel.
Each PLC shall work autonomously allowing control to continue in the event
of a communication network failure.
The system shall be designed to operate 24 hours a day without any necessity
of attendance from the personnel.
Functional Requirements
The SCADA system shall perform the following operations as a minimum:
 Supervision of all elements of all water reservoir sites.
 Monitoring of alarms and status of all water reservoir sites.
 Limited control operations such as open and close drive motors.
 Password protected changing of timers and parameters within the PLC programs.
 Management reports for operational management analysis and planning preventative
maintenance.
 Real-time handling and storing of data and alarms collected by the PLC’s.
The PLC’s shall perform the following operations as a minimum:
 Real-time collection of data and alarms.
 Data manipulation for process control.
Electricity Supply
The electricity supply to the SCADA system, PC, printers, etc., shall be 230 VAC single
phase from an uninterruptible power supply rated to provide a minimum of 3 hours
support.

Hardware & software


The system should include one SCADA server and two SCADA client software license.
The system includes an A3 color printer laser and a color laser A4 printer. The complete

SCADA hardware which includes the servers and clients PCs units and the two printers
are to be connected together with one very high speed LAN (1000MB/Sec).
Operating System
The operating system should be windows server 2008R as a minimum
requirement, any more recent edition should be proposed before purchasing.
The operating system should enable the operation of remote administrator.
The operating system should enable the usage of all of the installed processors
in the server as well as all of the cores in all processors.
The operating system should be 64 bit.
The operating system should enable database replication.
The operating system should enable automatic archiving.
The operating system should include (or equipped with) an antivirus
protection.
Data base Engine
The database engine should be either Microsoft SQL server or Oracle of latest
edition (catalogue should be submitted).
The database should be 64 bit.
The engine should make use of all of the installed processors in the server as
well as all of the cores in all processors.
The engine should efficiently work on a database size of one 1,000 G bytes.
The engine should be equipped with a complete package of administrator tools.
The engine should include replication tools.
The engine should enable automatic archiving.
Software server specifications
 The servers should include suitable number of internal and external tags that
enable the system to communicate with other main central SCADA system at remote
location. The servers should include OPC servers that are capable of communicating
with the PLCs.
 The SCADA and OPC software should be from the same PLC vendor for
maximum compatibility of system components (or according to the contractor
recommendation).

vendor.
The client application should be downloaded on state of the art personal
computer PC with the latest version.
Visualization
 The clients should be able to visual all WWTP equipment, status and commands.
 The clients should include a hierarchy of security levels. All visualization screens
should be designed in accordance to standard ISA symbols.

Historical data
 All alarms and operator actions should be stored in a historical database.

 All analogue signals should be stored in the historical data base and can be trended.
 All data required for the purpose of maintenance or secures the safe operation of the
station should be stored and easily retrieved.
 Data related to the performance of the process such as but not limited to flow, quality
measurements, power consumption parameters etc. should be stored and can be
easily retrieved and processed.
Reporting
 Daily, weekly, monthly and annually reports should be printed automatically on the
report printer.
 The operator can select any historical period and request a report to be printed.
 All trends can be printed on the color printer.
The SCADA operation
 The SCADA system is located in the control room and is required to monitor and
control all of WWTP operations and status. The SCADA will read all of the status of
all of the equipment of the station.
 The SCADA will save in historical data for all of the equipment.
 The SCADA will issue process reports.
 The SCADA will issue alarm reports.
 The SCADA will issue maintenance reports.
 The operator will be able to force or un-force the equipment PLC control after
entering a security password.
General
All programs shall fulfill the following requirements:
 Be standard programs to the extent possible.
 Be easy to modify and replace.
 Be tested and free from faults.
 All software shall be in English versions.
The PC shall have an updated virus protection system. The virus protection
system shall be with subscription in order to keep the system updated all the
times.
The Contractor shall provide SCADA software program of multi user license
suitable for utility water network application to do all application engineering
and configuration of the system necessary to provide a fully debugged and
operating system.

The functional requirements for the SCADA programming system shall fulfill
the following requirements as a minimum:
 Collect data as real-time values.
 Store and handle the real-time data including performing arithmetic and logical
functions.
 Undertake monitoring, alarm and fault handling.
 Undertake self diagnosis of the computer.
The programming system shall collect, handle and store data while all other
activities are ongoing.
A number of screen graphics to display the process shall be prepared. Each
graphic shall provide the facility, via overlay graphics, to select a number of
detailed graphics which shall include the composition and data of the parts of
the process being viewed.
The process graphic screens shall show the status of each process element
(motor, valve, instrument, tank, etc).
Measurements, open/close signals and alarms shall be collected continuously
and be indicated on the appropriate screens.
Analogue information form process measuring and monitoring
instrumentation shall be registered in the data base in such a way that trend
graphs are generated automatically for real time viewing.
Access Levels
The use of passwords shall limit the access to the control system for the
operators. A minimum of three levels shall be included.
Level 1: Will allow the operator to acknowledge alarms, initiate prints,
monitoring of data and screen pictures.
Level 2: As level, 1 including changing of parameters, stop and start of
motors.
Level 3: Administration access to allow changes to the SCADA program and
access to PLC programs.
Operator Interface
The SCADA system shall be easy to operate for persons with little or no
knowledge of computer systems.
Frequently used commands shall be operated from function keys or via the
mouse.
Operation of the system shall be based on an extensively use of the mouse to
promote fast and easy selections.
The operation shall be interactive and it shall be possible to display messages
with information that is helpful for the operator.

The internal clock shall be supplied with battery back-up or it shall
automatically be adjusted.
Configuration
The SCADA software program shall allow the operator to extend and change
the control and monitoring, the reporting and the process configuration. The
program shall be the interactive type with explanatory messages to the
operator.
The configuration shall be carried out via a well-documented standard
program specifically designed for configuration of the system (not via
programming in a standard high level programming language).
Changing or extension of the configuration shall include removing and/or
adding of components (motors, valves, instruments etc.), and it shall include
all disciplines such as addresses, conditions, alarms, reports, monitoring etc..
Access shall be limited via password.
The program for configuration shall include a check program that will detect
and disclose all errors and allow only fault free configurations to be
operational.

Background Colors
All graphics backgrounds shall be light grey in color.
Static Structures
All static structures (including buildings and mechanical objects) shall be
represented in brown outlines of varying thicknesses.
Process Colors
All Plant items (MCCB, Motors, actuator, etc.) shall follow these color codes:
On, Running, Open Plant symbol is shown in Red
Off, Stopped, Closed Plant symbol is shown in Green
Failed & Plant symbol is shown in Flashing
Unacknowledged Yellow
Failed & Plant symbol is shown in Steady
Acknowledged Yellow
Under Maintenance / Plant symbol is shown in Yellow
Isolated inside a white outline
Auto Selected Word AUTO appears on the right of

When a 'High High Level' is reached a thick red bar will be displayed
across the paragraph.
When a 'High Level' is reached a thick, orange bar will be displayed across
the paragraph.

When a 'Low Level' is reached a thick, orange bar will be displayed across
the paragraph.
When a 'Low Low Level' is reached a thick red bar will be displayed across
the paragraph.
A numerical display field alongside the plant symbol shall display the actual
contents in the relevant units.
Equipment
Portable PC (laptop) should be valid for easily programming in the site and
should be latest version and brand name type.
1-1-4-3 MIMIC screen
General requirements
A complete MIMIC screen will be placed in air conditioning room here after
called Main Control Room at (STP). The furniture and all other CCR required
facilities are included in the scope of work of the Contractor. The MIMIC
screen should present the status and alarms of all of the process components
and the electric power components including the generators and all other
relevant equipment all of the instrument readings will be indicated on the
screen.
The MIMIC Diagram should be based on large screen. All of the process and
power system are to be displayed on the MIMIC Diagram. The status of
complete WWTP shall be displayed in the MIMIC screen.

The supplier should submit in his offer the artwork drawing to be displayed on the
MIMIC Diagram, detailed component list and catalogues for the MIMIC screen.
The supplier should respect the ISA/IEC standard for symbol presentation, as well
as the adequateness of the selected size and resolution. The system should be
design to work continuously without user intervention.
1-1-4-4 Sites Control Equipment
1-1-4-4-1 PLC Unit
The PLC function is to control and monitor all equipment and units within its
Control Area.
A HMI screen should be placed on the Control Panel and will be connected
directly to the PLC racks accommodating sufficient number of digital outputs and
analogue outputs.
The complete system should be designed in a manner that no signal failure in an
element will affect the integrity of the process, this includes the communication,
control and data components.
The PLC's components are:
 Base Rack
 Expansion Rack (when necessary)
 Power supply
 CPU card
 Interface Modules

The CONTRACTOR should submit the original catalogs of all the system components with
their quantities and any components necessary for the system to work properly.
For each control area, the CONTRACTOR should submit I/O lists for the PLC in this area.
 The PLC should be rack mounted with separate CPU and power supply.
 The I/O modules should be mounted on I/O racks.
 Daisy chain connection of the racks (base) is not accepted since removing one rack will
deprive the successor racks from communicating with the main control rack.
 The PLC should be compatible with all of the requirements of IEC1131. The CPU
must be equipped with floating point capability and process control capabilities and real
time clock (RTC).
 All empty slots in the racks should be covered by empty slot cover module.
 The used number of I/Os must not exceed 75% of the maximum capacity of the CPU.
 The CPU should be equipped with a built-in memory of at least 2 Mbytes of RAM
according to IEC61131-3.
 Analogue I/O modules should be with minimum resolution of 12bit channel to channel
isolated. In case of PLC malfunction, the state of the PLC outputs should turn to a safe
condition (Fail-Safe). This condition should be programmable to either high, low or

 The PLC digital I/O modules should be high density 24VDC.
 All actuators shall be operated by the PLC during Auto mode, from the control panel
during manual remote mode and from local position in manual-local mode.
 All actuators shall be capable of operation in manual mode even in case of PLC
malfunctioning.
 All signals from transmitter should be divided by the signal isolator into two branches to
PLC and indicators.
 The PLC will perform the sequence of operation of the pumps and the relevant
interlocks according to the level measured by the level transmitters.
 The operator must be capable of forcing the status of certain actuators to ON or OFF
positions.
 Alarm messages must be issued in critical conditions on HMI and the remote SCADA.
 The operator can define a sequence of operation through the HMI.
 Temperature, relative humidity (and H2S concentration in waste water sites only) inside
the control panel should be monitored.

 The de-watering pumps inside the pump house shall be operated by the level switches
inside their sumps according to level thresholds.
 The status of the electric feeders, circuit breakers and stand-by generator set shall be
monitored by the PLC and displayed on the HMI of this area.
 The system shall include the programming software of the PLC & HMI.
 The PLC will be ready with all devices to be connected to the WWTP SCADA system.
 The PLC programming will be backed on a flash type removable memory.
 The spare parts should include at least one (1) of each card used (not less than 25% from
the total PLC’s cards) including the power supply and the CPU.
 All system hardware design must be suitably sized for the installation.
 All system design must allow for 30% expansion post commissioning.
 The CONTRACTOR shall pay all software license fees and supply to the CLIENT
licenses on all software supplied under the contract for the installed hardware
configuration.
 The CONTRACTOR shall transfer exclusive license and copyright for all application
software to the CLIENT.
Table (1-3) shows the PLC environmental conditions as per (IEC61131-2). The attention of
the CONTRACTOR is drawn to the fact that the waste water site is a highly polluted with
corrosive gases. The CONTRACTOR should take protective actions to ensure long service
life of the components proposed, and to use conformal coating to all PLC modules.

1-1-4-4-2 Control Panel
The Main PLC will be enclosed in an IP55 enclosure called Control Panel. The
enclosure should include all of the necessary protection devices (i.e. circuit breakers,
fuses, surge arrestors…).
The Local Control Panel will be equipped with a HMI unit. Table (1-4) shows the
environmental conditions of the HMI.

 The HMI should be color touch screen with diagonal size of at least 12''.
 The HMI should be connected to the PLC with a communication bus 10Mbit/s baud

 The HMI unit shall be of the heavy industrial type with membrane protection against
the environment on site.
 The equipment can be operated from the PLC only if the selector switches are

 The HMI will in all modes of operation monitor the status of the equipment.
 The operator is to select from the HMI the mode of PLC operation of the equipment
(Forcing In sequence). (In case that forcing mode is selected, the operator will be

disregarding the sequence of PLC program but in case that IN Sequence is selected,
the PLC will control the equipment in accordance to the pre-programmed sequence
of operation.)
 The HMI will indicate all of the status of the equipment including but not limited to
total run hour, last running time, last cooling time total number of starts, number of
starts in the last hour, last starting time, etc…
The CP should be equipped with communication devices to be connected to the WWTP
Control Room
The Control Panel must be equipped with all devices (relays, fuses, C.Bs, indication lamps,
terminal blocks,…….) for future extensions.
1-1-4-4-3 OSM / OLM
OSM / OLM shall be of a compact design, suitable for top hat rail mounting
in the existing equipment cabinets. Different media shall be supported that
shall include as a minimum:-
 Ethernet ports, RJ45 sockets (≥ 100 Mbps).
 Optical Interface for fiber optic cable (single mode), ≥ 1 Gbps.
 Standard fiber optic ports shall be used. For cable segments where the signal
attenuation is too high, “long haul” fiber optic ports shall be used.

The CP with PLC must be equipped with a UPS unit, which will provide the
system with power for at least 1 hour in case the main power source failure.
The UPS shall give power supply to all the hardware in the control panel and the
connected instrumentation.
The UPS shall consist of the following main components:
 Inverter /Charger.
 Electromechanical bypass switch.
 Enclosed sealed Ni Cad, maintenance free battery with cabinet.
 Microprocessor controlled logic and control panel.
 The UPS Unit shall have the following main specification:
 Power rating: as per power consumption calculations submitted.
 Nominal input power rating 230 VAC, 60 Hz single phase, +/-15%
 Output voltage: 230 VAC +/-5%
 Back up time: 60 minutes at full load, 120 minutes at 50% of full load.

1-1-4-4-5 Remote Terminal Units (RTU)
The RTU function is to transfer signals from sensors and equipment to the
WWTP SCADA System and returning orders from the SCADA to equipment.
The RTUs is connected by the Wireless Communication Network to the
WWTP SCADA System.
The RTUs should have the following specifications:
Environmental:
 0 to 70oC operating temperature.
 5% - 95% non-condensing operating humidity. (Up to 90% in case of corrosive gases.)

 Wireless communication 5 GHz (ISM Band).
The CONTRACTOR should submit the communication link budgets and select the
antenna accordingly.
Each RTU shall be mounted inside a control panel with IP 55 and should include all
the necessary protection devices (i.e. circuit breakers, fuses, surge arrestors…)..
1-1-4-4-6 Local Control Boxes
Each field equipment should be equipped with a local control facility.
The local control box should be protected to IP65 at least. The operation of the
control box is described in the following items:
 Each equipment will be equipped with a local control box (LCB) for local
operation and status monitoring of the equipment. The LCB should include a
REMOTE/LOCAL three position selector switch. Placing the selector switch in the
mid position disables the operation of the equipment from any other control facility
(master override).
 The LCB includes two pushbuttons Start and Stop. The operator can start or
stop the equipment locally only if the REMOTE/LOCAL selector switch is placed in
the LOCAL position.
 The LCB should be equipped with running indication lamp fault indication
lamp and any other indication lamps specially required for this kind of equipment
(for example zero speed switch in sedimentation bridges or excessively high
temperature alarm for pump motors….)
 In case that the equipment is started using a reduced voltage starter, the
running lamp should flash while starting and while stopping.
 The attention of the CONTRACTOR is drawn to the fact that the LCB
control mode of operation overrides all of other control facilities and that he should
ensure that by no mean the equipment can be started if the LOCAL/REMOTE
selector switch is placed in the OFF position.
 For each controllable equipment existing in the pumping station, the
equipment can be controlled from the Local Control Panel.
 The control panel will be equipped with a MANAUAL/AUTO three-position
selector switch.
 The operator can operate the equipment manually from the CP only if the
LCB selector switch is in the remote position and the CP selector switch is in the
manual position.
 Two pushbuttons will be available for the manual start and stop from the CP.
 Two indication lamps will be used to display the status of the equipment and
other indication lamps will be used for special functions. The behavior of the
indication lamps will be identical to that in the LCB.

 The attention of the CONTRACTOR is drawn to the fact that the CP mode
of operation overrides on the PLC operation.
 Each equipment will be equipped with a run-hour meter.
1-1-5 Process Instrumentations
1-1-5-1 Electricity Supply
The electricity supply for all instrument systems should be at 230 VAC, single phase, 60Hz
for flow meter and 24VDC Loop Powered for other instruments.
1-1-5-2 Sun Protection
All field mounted items, transducers etc. shall be provided with a suitable sun shield to
ensure that the device is shaded from direct exposure to the sun at all times. The sunshield
and supporting brackets shall be in stainless steel.
Where instrument connection cables are mounted above ground they shall be installed in
conduit or mounted on cable tray which shall be fitted with a cover after all the cables on
the cable tray have been installed.
1-1-5-3 Instrument Fixation and Support
All brackets, supports and fixation required for the correct installation of the instrument
should be made of stainless steel.
1-1-5-4 The Process Instrumentations
1-1-5-4-1 Electric level switches
 High-High level alarm and Low-Low level shut off shall be achieved by point level
sensors (magnetic float types) moves with the liquid surface, actuating a
hermetically sealed "reed switch" in the stem.
 The switch shall be single pole, double throw (SPDT) with a suitable cable length
for detection level.
 Each switch shall be deployed inside a (50mm) UPVC pipe with holes to allow the
fluid to enter the pipe.
 Level switches shall be used for safety interlocks (Direct Hardwired).
 Switch material shall not be affected by the surrounding fluid.
1-1-5-4-2 Level Transmitter Ultrasonic Type:
 The Ultrasonic transmitter consists of electronic transmitter and integral dry
ultrasonic transducer.
 The transmitter shall generate the ultrasonic signal to drive the transducer and detect
the reflected echo and convert the elapsed time to level value in meters.
 Transmitter shall be solid state type with integral level indicator and removable key
pad for calibration and configuration.

1-1-5-4-3 Level Transmitter Hydrostatic Type :
 The application shall be water and wastewater.
 Accuracy should be ±0.2 %.
 The Hydrostatic level transmitter consists of electronic transmitter and integral wet
transducer.
 Transmitter shall be solid state type with integral level indicator and removable key
pad for calibration and configuration.
 Isolated output signal 4-20 m.a. linearly proportional with level.
 Input power supply 230VAC - 60 Hz.
 Transmitter housing shall be in (IP65) enclosure and of corrosion resistance
material.
 For sensor Degree of protection IP68, permanently hermetically sealed at 20 bar.
 Process temperature range -10 to +60 ºC, humidity up to 95%.
1-1-5-5 Auxiliary Devices and Components
a. Selector switches
Selector switches shall be heavy duty, oil tight type with removable contact blocks and bat
type lever operators. Contact rating shall be 10 Amps continuous current at 230 VAC.
Selector switches shall be provided with sufficient contacts to carry out the required
functions. Selectors shall be provided with anodized aluminium mounting rings and large
size attached nameplates with engraved legends as indicated on the drawings and schedules.
b. Indicating lights
Indicating lights shall be heavy duty oil tight type with glass lenses. Colors of lenses are
identified on the drawings. Lights shall be suitable for 120 volts AC operation.
Lights shall be provided with chrome-plated metal or anodized aluminum mounting rings
and attached large size nameplate with engraved legends as indicated on the drawings and
schedules.

Running time meters shall be panel-mounted, non reset type, approximately 100 millimeter
square, with register to indicate hours and tenths of hours up to 99.999.9 hours. Meters
shall operate on 120-volts, 60 hertz, AC.
1-1-5-6 Instrumentation Cable Installations
The instrumentation cable installation works shall include all cables and wiring
necessary for the equipment including supply and installation of cables and
accessories, e.g. cable tray and accessories, brackets, fastenings and mountings,
screw connections, cable lugs etc.
Cable types are as follows:
1- Instrument power supply cables:
CU/XLPE/LSF/SWA/LSF cables, copper conductors in accordance with BS6724
2- Instrument signal cables:
Collectively Screened cables, copper conductors in accordance with BS5308 Part
1 Type.
Instrumentation cables shall be installed in a manner such that these cables are
kept separate from major LV and MV power cables. Where instrumentation
cables are required to be laid in common trenches with power cables then a
separation of at least 300mm shall be maintained between the power and
instrumentation cables.
1-1-5-7 Control system cabling
1-1-5-8 Fiber Optics Cable
The fiber optic cable shall be single loose tube all dielectric type suitable for installation.
The fibers are placed inside a single gel filled tube. The core tube fibers bound with a
color coded binder and water blocking strength members. The outer jacket shall be black
polyethylene with the fiber optic cable shall also have the following specification:
 Single-mode
 Wave length: 1310/1550 (N.M)
 Number of fibers: 8
 Maximum attenuation: 0.5 db/Km
 Operating Temperature Range: 0 - 70 º C Humidity: up to 95%
1-1-5-9 Control Cables
Instrument and control cables carrying analog or digital signals shall be 600 V grade,
stranded tinned copper conductors, PVC insulated and laid up as twisted pair each pair
shall be overall screened using an aluminum- Mauler tape including a collective copper
drain wire.
The cables shall be single pair or multi-cores and of size (1.5) mm2 (16 AWG).

The CONTRACTOR shall supply all spare parts required to support the
operation of the control system associated equipment for two years period
following the Guarantee period.
The CONTRACTOR shall also give assurance that equipment spare parts will be
available for a period of 10 years at least.
1-1-7 Support
The manufacturer or its authorized distributor shall provide complete technical
support for all of its products. This shall include headquarters or local training,
regional application centers and local or headquarters assistance.
All PLC/RTU products shall be covered by a repair or replacement warranty for
a minimum 1 year.
Minimum support for any product shall be 10 years.
Training and Commissioning Supervision.
The CONTRACTOR shall supply sufficient qualified personnel to supervise
installation and/to test and commission the instrumentations and control system.
1-1-7-1 Training :
The CONTRACTOR shall provide training for the CLIENT employees
(personnel) in two stages:-
Stage (1): At the system manufacturer premises during performing the FAT test
(Factory Acceptance Test).
Stage (2): The CONTRACTOR shall train the operating staff on job training.
The training shall cover the installation, commissioning operation and
maintenance for each system element.
The CONTRACTOR shall propose a training plan showing the period, subjects
tools, documents and any necessary items.
1-1-7-2 Commissioning
Testing and commissioning of the entire system shall confirm compliance with
all functional requirements.
Complete product documentation describing installation and simple field
maintenance shall be readily available in the form of a user manual.
The CONTRACTOR shall test, calibrate and commission all hardware and
software associated with the control system as is necessary to achieve the
required functionality and performance.
The test procedures should be submitted to the ENGINEER for approval.
The CONTRACTOR shall provide all necessary facilities, labor, materials,
instruments and equipment for on-site testing and commissioning.

Upon completion of site testing and commissioning, the CONTRACTOR shall
submit a commissioning report.
The report shall be submitted within two (2) weeks of commissioning
completion and shall include:
 Control system configuration.
 List of all installed control system equipment.
 List of all uninstalled control system equipment (i.e. excess/spare equipment).
 Copies of all test results including:
 I/O testing (as applicable)
 Flow path testing
 Response times
 Software settings
 Full nameplate data for control system hardware and software, including revision
levels.
