CHAPTER 1 Introduction
1.2 AUTHORITY
The design standards set forth in this manual are adopted pursuant to the
authority granted in ARS 9-672 and Section 37-2, 37-3 and 28-3 of the Phoenix
City Code.
1.3 REVISIONS
This manual may be revised periodically. Proposed revisions will be posted on the
City of Phoenix Water Services Department (WSD) web site for a period of 60
days prior to implementation unless the revision is required to comply with
Federal, State, County, and City laws, regulations, ordinances, or codes.
NOTE: Any deviations from the Standards in this manual shall require a technical
appeal to the Development Services Department City Manager’s Representative
through the standard technical appeal process.

Definitions of terms used in this manual can be found in APPENDIX H.

2.1 GENERAL
There are several City of Phoenix departments that may be involved in the
processing of water and wastewater development projects. Among these
departments are the Water Services Department (WSD), the Development
Services Department (DSD), the Engineering and Architectural Services
Department (EASD), and the Street Transportation Department (STD). Each
department has their own divisions assigned to process any portion of a project
that falls within their jurisdiction.
NOTE: If any portion of a project falls outside the Phoenix City limits, the
developer must also include the prevailing jurisdictional agency and their
processes.
Water and wastewater development projects processed by the City of Phoenix fall
into a variety of types with an array of variables regarding the following issues:
Joint venture agency projects through Intergovernmental Agreement (IGA),
infrastructure mains, infrastructure facilities, distribution mains, projects built
inside the Phoenix City limits, projects built outside the Phoenix City limits,
projects within the public right of way, projects outside the public right of way,
public funded projects, private funded projects, private funded projects with public
funding participation or reimbursement.
A project may be a straight forward over the counter review at one of several
technical service counters or it may be a complex multi-faceted development
lasting many years involving a regional master plan effort. The processing
requirements and number of departments involved in a project depends entirely
on the number of issues and jurisdictions included above.
The following department descriptions are intended to give an overview of these
departments jurisdictional areas and the services provided by each.
2.2.1 General
The WSD is empowered by the Phoenix City Code to ensure the proper
administration and operation of the water and wastewater works of the City. The
WSD operates under one of five Deputy City Managers who report to the
Assistant City Manager.
The Water Services Director is the general executive officer of the Department.
The Director is in charge of all personnel and the entire operation, equipment and
facilities of the Department. He also has general supervision over all charges for
water and wastewater services, departmental policies, agreements, new
connections, repairs, other operational works and for all charges not explicitly
provided for in the City Code, subject to approval of the City Manager.
NOTE: The WSD also has the responsibility for non infrastructure projects, which
are the service related distribution size mains, only when designed outside the
City limits. Additionally, these projects now must also include the prevailing
jurisdictional agency’s development processing.
All master plans that include infrastructure expansion, transmission mains and/or
facilities, for developing new or expanded service areas, shall be reviewed by the
WSD.
For preparation of private development construction plans that will become a part
of the Phoenix system, refer to the “Private Development Construction Plan
Required Checklists” in Appendix B.
For preparation of Capital Improvement Program Project construction plans, refer
to the “Capital Improvement Construction Plan Required Checklists” in Appendix
C.
2.3.1 General
The Development Services Department (DSD) was established on July 1, 1987
by consolidating all of the City's development services functions into a single
organization. The goal being to streamline the City's private development review,
approval and inspection process. The following organization units were merged
into the DSD in 1987:
1. The Building Safety Department in its entirety.
2. The Development Coordination Division from the Planning Department.
3. The Sign Regulation Section from the Planning Department.
4. The Plan review and permit issuance staff from the Engineering and Archi-
tectural Services Department.
5. The Plan reviewers from the Traffic Engineering Department.
6. The Plan reviewers from the Water Services Department.
7. The Plan reviewers from the Fire Department.
After its initial organization, DSD subsequently added civil engineering
inspections and parts of the Technical Services Division’s customer services
counter from the Water Services Department.
Organizationally, the DSD Director is responsible as the City Manager’s
Representative and the City’s Building Official. The Director has delegated these
functions to Department direction under technical specialists. Reporting to the
director are two Assistant Directors, one responsible for residential development
and the other for commercial / industrial development. The residential and
commercial / industrial programs each have a plan review and inspection function.
Therefore, all privately funded projects that meet the infrastructure development
criteria are to be submitted to DSD for process evaluation. DSD will then collect all
fees due and pass the infrastructure projects on to the WSD for their simultaneous
review and processing.
2.4.1 General
In 1989 an operations audit of the City of Phoenix Engineering Department,
resulted in a reorganization of that specific department. Technical design,
technical review and construction inspection work for water and wastewater
Capital Improvement Program (CIP) projects was decentralized and transferred to
the Water Services Department (WSD), allowing them greater control over
projects under their administrative responsibility. The Engineering Department
was renamed as the Engineering and Architectural Services Department (EASD).
NOTE: EASD provides the advertising and a low bid process in order for private
development to qualify for some level of participation in the City’s Capital
Improvement Program funds.
NOTE: All construction activity outside of the right of way the WSD performs this
function.
3.2.1 General
The City of Phoenix municipal water system has dual functions. It supplies potable
water for industrial, commercial and domestic use and supplies water for fire
protection. This section shall set forth basic water demand criteria established by
the Water Services Department (WSD). The minimum pipe sizes established by
the WSD in Section 3.4.3, “Pipe Sizing” are not always adequate to meet both
system water demands. For some projects, a detailed analysis of domestic and
fire flow demands may be required to properly define requirements for system
design.
Water main design shall be based on peak day flow plus fire flow. Facilities, such
as booster stations and pressure reducing stations, shall be designed for peak
hour demand of the peak day with provisions for fire flow. Peak day flow shall be
2.0 times the average day demand flow, and the peak hour flow shall be 1.7 times
the peak day flow.
Booster stations in a service area without storage shall be sized by the peak hour
of the peak day demand plus fire flow (FIRM capacity). Booster stations in service
areas with storage shall be sized for peak day (FIRM capacity). The storage
facility's volume shall be a minimum of 20% of peak day flow (to meet diurnal
fluctuations) plus fire flow volume plus 10% of peak day flow, for emergency.
Water mains shall be designed to maintain between 50 and 100 psi during peak
hour conditions at a flow velocity of less than or equal to five (5) fps, or they are to
maintain a pressure greater than or equal to 25 psi at a point of maximum fire
draft, at a flow velocity of less than or equal to 10 fps. The pipe diameter shall be
the largest diameter calculated for the two conditions above.
These design parameters supersede the minimum requirement in Section 3.4.3,
“Pipe Sizing”, in which it states the prescribed minimum requirement of 12-inch
mains in major streets, 8-inch mains in collector streets, and 6-inch mains in local
streets in case of conflict regarding design minimums.
NOTE: When contacting the WSD regarding reports, studies, or analysis the
following issues should be identified - highest and lowest elevation of the project
site, appropriate water pressure zone, peak day and peak hour water demands,
wastewater generation, nearest location points for water and wastewater
connections, and include all geographic issues effecting design, etc.

NOTE: If a proposed development does not fit within the categories listed above,
a maximum daily consumption of 220 gallons per person per day shall be used.
3.3.1 General
The commonality elements presented here are provided as the basis for project
initiation. All issues presented here need to be included and addressed in all
water projects typically found in this water main criteria section. Other more
specific elements are presented in the following areas by project type.
Additionally, for design construction plan specifics refer to the appropriate
checklist in the Appendix.
NOTE: Any and all more stringent requirements by Federal, State, County or local
codes or ordinances shall take precedence.
The minimum easement widths for water mains with greater than eight (8)
feet of cover shall be determined on a case by case basis.
In addition to the above, all appurtenances (blow-off, hydrants, etc.) shall be
provided with an easement 20 feet by 20 feet centered on the
appurtenances.
If parallel City water or sewer mains are to be located in the same
easement, the adjusted minimum easement width for the overlapping
easements shall be the greater of the required easements width above plus
an additional seven (7) feet.
The easements for water mains shall be dedicated and restricted for City of
Phoenix water mains only. Public utility easements (PUE’s) are not acceptable.
Water easements shall be free of all obstructions and shall at all times be
accessible to City service equipment. No buildings, sport courts, fences, shade
structures, nor permanent structures of any kind shall be constructed upon, over
or under any water easements. Since water mains can be damaged by tree roots,
trees shall not be planted within 10 feet of the outside diameter of the water main.
A list of acceptable landscaping vegetation in easements is available from the
WSD. No landscaping shall be placed within an easement which would render the
easement inaccessible by equipment. The WSD has the right to cause any
obstruction to be removed without notice to the property owner and all related
costs shall be the property owner’s responsibility. The maintenance of all
landscaping in water easements is the responsibility of the property owner or
Homeowners Association thereof and shall be indicated as such in the
Conditions, Covenants, and Restrictions (CC&R’s). A copy of the CC&R’s
providing evidence of this maintenance responsibility by the Homeowners
Association or other ownership group shall be submitted to the City of Phoenix,
Development Services Department for verification.
For water easements not located within a Private Accessway, an all-weather
access road is required if manholes, valves, fire hydrants, or other appurtenance
requiring City access are located within the easement. The access road shall
have a minimum width of 10 feet and shall be paved or constructed of minimum 6-
inch thick stabilized decomposed granite. Each end of the access road shall
connect to a public street or private accessway or a turn-around easement
conforming to with City of Phoenix Supplement to MAG Standard Detail P1022
shall be provided. The maintenance of access roads in the water easements is
the responsibility of the property owner or Homeowners Association and shall be
indicated as such in the CC&R’s. A copy of the CC&R’s providing evidence of this
maintenance responsibility by the Homeowners Association or other ownership
group, shall be submitted to the City of Phoenix, Development Services
Department for verification.
Water mains shall not be placed in easements under retention basins. Water
mains in easements at wash crossings shall not locate appurtenances such as
manholes, fire hydrants, or valves within the 100-year flood elevation of the wash.
For small parcels, less than 10 acres, that are being redeveloped and there are
existing water easements on the parcel that do not meet the requirements above,
and it is not practical or technically feasible to increase the easement width, the
City will review each on a case by case basis and will also consider material and
construction options such as ductile iron pipe, reinforced concrete retention walls,
etc, provided that accessibility and safety for City crews can still be maintained.
NOTE: The need for ROW or easement acquisition shall be initiated as soon as
possible avoiding certain delay in construction plan approval.
described in Section 37-35 of the Code, repayment of the cost of “off-site” water
mains (approach mains) may be available.
Distribution mains that are single-feed (dead-end) systems and include fire
hydrants shall be at least 8-inches in diameter.
A 6-inch diameter distribution main configured as a system with 2 feeds (a looped
system) can serve up to six (6) fire hydrants. Additional hydrants can be served if
the design provides for more feed points. A design analysis may be required by
the WSD for acceptance of such a system.
This is a generalized pipe size guideline which is subject to refinement in design
analysis. Distribution mains shall be sized for peak flow so that:
1. Velocity does not exceed five (5) feet per second, or head loss does not
exceed 10 feet/1000 feet whichever is limiting.
2. System pressures can be maintained between 50 psi at the highest meter
location in the pressure zone and 100 psi at the lowest meter location in
the pressure zone during peak day demand flow plus fire flow. In locating
where homes are built above or below metered locations it shall be the
developer’s responsibility to include a private booster station or private
pressure reducing assembly as needed. The WSD will make this determi-
nation.
NOTE: Regarding transmission mains only, variance from the above velocity/
head loss/pressure conditions requires approval of the WSD.
3.4.4 Location/Alignment
Distribution mains shall be located as set forth in the latest edition of Standard
Utility Locations for the City of Phoenix as prepared by the Standard Utility
Committee. Design engineers can obtain a copy through the Engineering and
Architectural Services Utility Coordination Office. The standard utility locations are
presented with the realization that every case will not be covered. There may be
instances where the standards cannot be applied. Adjustments or deviation from
the standards for individual special cases will be made through mutual agreement
among the utility companies concerned and with the approval of the Development
Services Department (DSD) or Water Services Department (WSD).
Project stationing shall be tied to established monumentation.
A six (6) foot minimum horizontal and a one (1) foot minimum vertical exterior
surface separation from any parallel underground dry utility is required. In all
major streets and other active utility corridors, a utility conflict review is required.
The DSD has forms available for this task.
Fire Hydrants shall not be placed within six (6) feet of an above ground
obstruction and maintained 15-inches of clearance between the ground and the
lowest hydrant outlet cap. If required by the WSD, hydrants shall be located within
water easements providing at least six (6) feet of clearance on all sides of the
hydrant, including protective bollards as directed.
1. Existing fire hydrants determined to be on a transmission main are
intended for air relief, dewatering and maintenance purposes and can be
scheduled out of service periodically. Therefore, these fire hydrants shall
not be included in the total count to meet a developer’s fire hydrant cover-
age requirement.
2. All fire hydrants shall be of the dry barrel type conforming to MAG Specifi-
cations 610.8, 756 and the Phoenix Supplement thereto.
3. All fire hydrant source water shall be from a distribution main having a
diameter of at least 6-inches.
4. Fire hydrants shall be located along streets in accordance with the City of
Phoenix supplement to MAG Detail P-1362. In water mains 16-inch and
larger a fire hydrant shall be placed at the high point and/or low point of the
profile to permit air release and de-watering when applicable.
NOTE: See also Appendix K, “Revised Fire Hydrant Location Requirements” for
additional information.
New service connections shall be limited in size to 50% of the service main
diameter. On looped mains there shall be a limited number of service con-
nections comparable to the equivalent existing main capacity. On dead
end mains the service connections shall be limited to half that of the looped
mains. A new water main extension may be required when it has been
determined by the WSD that existing main capacity has been exceeded.
NOTE: In accordance with UPC Section 608.2, where local static water pressure
is in excess of eighty (80) psi a private pressure regulator valve shall be required
on the customer side of the service meter.

NOTE: Use of water meters 6-inches and larger requires special advance
consultation with the WSD to determine availability, actual flow capacity, meter
cost, and delivery schedule.
2. Column 2, is the design meter flow rate as determined by the Water Services
and Development Services Departments.
3. Column 3, is the maximum number of fixture units permitted on a water
distribution system when the plumbing fixtures are predominantly flush
tank type water closets and urinals.
4. Column 4, is the maximum number of fixture units permitted on a water
distribution system when the plumbing fixtures are predominantly flush
valve type water fixture units.
3.5.1 General
Transmission water mains are typically 16-inches in diameter and larger.
Transmission mains must have a parallel distribution main, diameter to be
determined by the WSD, in order to support the local water demand, including fire
flow requirement. Refer to the WSD, “Standard Details for 18-inch and Larger
Pipe” to supplement this design section.
All ties, outlets and appurtenances shall be made by a flanged connection and
shall include a valve with at least one flanged side at that point of connection for
independent control.

3.5.4 Location/Alignment
Transmission mains shall be horizontally located within rights-of-way and
easements as set forth in the latest edition of Standard Utility Locations for the
City of Phoenix or as otherwise directed. A minimum six (6) foot horizontal and
two (2) foot vertical exterior surface separation from any parallel underground
utility is required. In all cases, a utility conflict review is required and requirements
will be modified depending on the condition of the soils and any other factors that
may adversely affect the project design.
A stationed horizontal alignment of the proposed transmission main is required to
define the route with lines, angles, and curvatures referenced to land corners and
other official survey control points when available. Negative stationing will not be
allowed.
Vertical alignment must be carefully considered in the design of transmission
mains. A profile shall be provided for all transmission main designs.
1. To facilitate City review of a proposed main, a profile of the entire main
shall be provided on a single sheet in condensed form.
2. Line segments shall be set at a constant slope.
3. Bypass and other assemblies required by transmission main grade breaks
shall be provided in accordance with this manual.
4. A roller coaster type of vertical alignment shall be avoided to minimize air
pocket formation at the high points of the profile. Design of the main shall
provide for a minimum number of high and low points consistent with eco-
nomic feasibility.
3.5.5 Cover
Transmission mains are subject to special pipe strength design considerations
and analysis by the design engineer. Where finished grade can be identified,
minimum cover shall begin at 6.5 feet for a 16-inch water line. Depending on
design considerations, cover will generally range from 6.5 feet to eight (8) feet.
Also, as the transmission main size increases, the minimum cover requirement
may increase if finished grade cannot be identified a minimum of 18-inches
additional cover is required.
All valves shall conform to MAG Specifications and Phoenix Supplement 610.6
and 630.
Line valves on 16-inch transmission mains may be gate valves or butterfly valves.
Valves on transmission lines larger than 16-inches shall be full size butterfly
valves with flanged end connections. Access manholes shall be placed over valve
operators as shown in WSD, “Large Pipe Details”. A typical valve installation is
shown schematically in Table 3.2, “Butterfly Valve and Bypass Installation with
Appurtenances for Transmission Mains”.
If the WSD requires the installation of electronic monitoring and remote operation
equipment, the line valve must be a butterfly valve with a rectangular vault,
housing the valve operator and telemetry equipment. Each installation will require
individual details. The design engineer shall check with the WSD on acceptable
equipment and the specific design requirements.
3.6.1 General
A fire line shall be utilized for fire protection only and shall serve only a single
property. Typically, a fire line is a connection for on-site private hydrants or an
interior fire sprinkler system for a building. The Water Services Department’s
(WSD) review and approval interest is limited only to that portion to be
constructed in the ROW or water easement.
3.7.1 General
An irrigation system is a private pipe system connected directly to the City water
system through a metered service connection. An irrigation line is utilized for
irrigation only and serves a single property.
4.1.1 General
The commonality issues presented here are provided as the basis for project
initiation. All issues presented here need to be included and addressed in all
water projects typically found in this water production facilities section. Other more
specific issues are presented in the following areas by facility type. Additionally,
for design construction plan specifics refer to the appropriate check list in the
appendix.
NOTE: Any and all more stringent requirements by Federal, State, County or local
codes or ordinances shall take precedence.
A Section 401, State Water Quality Certification Permit is required from the
Arizona Department of Environmental Quality (ADEQ) prior to a 404 permit. In this
process also, the acreage impacted will determine if a Arizona Pollution
Discharge Elimination System (AZPDES) permit may be required from ADEQ.
To address any biological requirements, federally protected plants and animal
species, an assessment report of the project shall be provided to the U.S. Fish
and Wildlife Service, and the Arizona Game and Fish Department. The
assessment report shall be directed to the Arizona Department of Agriculture to
obtain a Notice of Intent to Clear Land, if any protected plants are involved.
As part of the cultural resources consideration the City of Phoenix Archaeologist,
City of Phoenix Historical and the State of Arizona shall be contacted for direction
and compliance with the City’s Archaeology policy, the Arizona Antiquities Act and
the State Historic Preservation Act.
NOTE: Once evaluated, the need for additional property or easement acquisition
including variances shall be initiated as soon as possible to avoid a delay in
construction plan approval.
reflecting the selected pipe materials, diameters, type of linings, coatings, fittings,
inverts, testing pressures and any other specials required.
All site piping above and below ground shall have restrained joints as specified by
the approved construction plan. Restrained joint calculations shall be prepared
and submitted when necessary keeping in mind that concrete thrust blocks are
not to be considered in the calculations.
4.1.10 Valves
Valves shall be specified that are appropriate for potable water use from proven
manufacturers which the WSD has had good experience. A piping/valve schedule
shall include the valve size, type, class, flow range, actuator type, etc.
Design consideration shall locate and install all valves in a manner that they can
be operated without entering a vault in order to mitigate confined space
regulations.
4.2.1 General
Pressure Reducing or Regulating Valves (PRV) are utilized to control pressures
between distribution zones. The WSD will determine the locations for PRV
stations based on system needs and the distribution system configuration.
4.2.4 Telemetry
The WSD requires monitoring and remote control of the PRV facility by electronic
telemetry. The equipment used shall conform to WSD Specifications and this
Manual (Telemetry and Control Systems).
4.3.1 General
Water pumping facilities and booster stations shall conform to the requirements of
ADEQ Engineering Guidelines for the Construction of Water Systems.
4.4 WELLS
4.4.1 General
Wells shall conform to the requirements of the ADEQ Engineering Design
Guidelines for the Construction of Water Systems.
A drilling permit from Arizona Department of Water Resources (ADWR) shall be
obtained.
A design report of system capabilities and production influence will be required.
This section of the manual covers the basics in well design. A more detailed
description of well requirements can be found in AWWA-A100.
New wells shall be performance tested to acquire water samples and to determine
well capacity, draw down and production on a long-term basis. Testing methods
shall be in accordance with AWWA A100, Section 10.
All facilities require site plan and building safety review and approval by the
Development Services Department (DSD). Such review will result in additional
design requirements that must be satisfied.
4.5.1 General
Water storage facilities shall conform to the requirements of the ADEQ
Engineering Design Guidelines for the Construction of Water Systems.
The overall objectives of finished water storage are to:
1. Assist in meeting peak flow requirements.
2. Equalize system pressures.
3. Provide emergency water supply in case of component failure.
4. Permit high service pumps at treatment plants to operate at a relatively uni-
form rate.
5. Provide for fire flows.
6. Provide additional needed treatment.
4.6.1 General
These standards set forth a uniform engineering approach for determining design,
specification and installation of SCADA System additions at Water Production and
Wastewater Collection Facilities. These standards are not all encompassing. For
additional information on telemetry and control systems contact the WSD.
New public water production and wastewater collection facilities shall be designed
in accordance with these standards, the Phoenix Water Services Department
Standard Specifications, MAG Standard Specifications and Details and ADEQ.
permit is required for all operators of construction sites that disturb one (1) or
more acres of soil through grading, trenching, or excavation.
Projects shall not adversely impact threatened or endangered species or their
habitat and shall comply with the Federal Endangered Species Act. To address
any biological requirements, an assessment report of the project may be required
by the U.S. Fish and Wildlife Service and the Arizona Game and Fish Department.
No project shall adversely impact historic or prehistoric properties. Projects shall
comply with the National Historic Preservation Act, the City’s Archaeological
policy, the Arizona Antiquities Act and the State Historic Preservation Act. As part
of the cultural resources consideration the City of Phoenix Archaeologist and the
City of Phoenix Historical Preservation Office may be contacted for additional
information and direction.
5.2 SUBMITTALS
5.2.3 Construction Plans – CIP Projects and Projects with City Financial
Participation
For Capital Improvement Program (CIP) projects and private development
projects where the City participates financially, signed and sealed design plans
shall be submitted to WSD for approval. The plans shall also be submitted to
Maricopa County Environmental Services Department (MCESD) for Approval to
Construct and Provisional Verification of General Permit Conformance.
All plans for the wastewater collection system addition or modification shall bear a
suitable title showing the City’s name. They shall show a graphical scale, the
north arrow, date and the name and signature of the engineer, with the certificate
number and imprint of the professional engineering seal. A space shall be
provided for signature and/or approval stamp of the WSD and MCESD.
The plans shall be clear and legible (suitable for microfilming). They shall be
drawn to a scale, which will permit all necessary information to be plainly shown.
The COP datum used shall be indicated. Gravity sewer slopes shall be indicated
in percentages.
Plans shall conform to the City of Phoenix Administrative Procedure No. 13

There are four main views for plans; plan, elevation, section, and supplementary.
The plans are used in conjunction with the specifications and general layouts to
form the working information for contract and construction of the proposed
facilities.
For preparation of CIP project wastewater system plans, refer to the appropriate
checklist in Appendix C “Capital Improvement Construction Plan Required
Checklists”.

5.4.1 General
The design and construction of gravity sanitary sewers in the City of Phoenix shall
conform to the following:
1. Uniform Standard Specifications for Public Works Construction sponsored
and distributed by the Maricopa Association of Governments (MAG) and
the City of Phoenix Supplement thereto.
2. Arizona Department of Environmental Quality Aquifer Protection Permit
Rules in Arizona Administrative Code Title 18, Chapter 9.
3. Maricopa County Health Code.
4. The standard specifications and details of the Water Services Department
and design standards and details set forth in this manual.
5.4.4 Slope
Gravity sewers shall be designed and constructed to provide mean velocities of
not less than the velocities shown in Table 5.2 on page 74, based on Manning’s
formula, flowing full, and using an “n” value of 0.013. The minimum slopes
required to maintain the minimum mean velocity are shown in Table 5.2.

* The velocities are based on the minimum required design shear stress recommendations provided
in the American Society of Civil Engineers Manual of Practice No. 69 (MOP 69). These velocities will
provide the design shear stress required to transport fine sand and grit particles less than 0.2 mm in
diameter.
To minimize erosion of the pipe, the maximum mean velocity (flowing full) shall be
9.0 feet per second.
Sewers on 20 percent slopes or greater shall be anchored securely with concrete,
or equal, anchors spaced as follows:
• Not over 36 feet center to center on grades 20 percent and up to 35 per-
cent.
• Not over 24 feet center to center on grades 35 percent and up to 50 per-
cent.
• Not over 16 feet center to center on grades 50 percent and over.
5.4.5 Alignment
Sewers shall be laid with straight alignments between manholes. Curvilinear
sewers are not permitted. Straight alignment shall be checked by using a laser
beam. Sewer alignment shall not meander across the street centerline.
Sewers shall be located in street right-of-ways (ROW’s). Sewer alignments shall
be parallel to property lines or street centerline, or as close to parallel as possible.
Gravity sewer alignments shall be located as set forth in the latest edition of
Standard Utility Locations for the City of Phoenix as prepared by the Standard
Utility Committee. The Standard Utility Locations can be obtained from the
Engineering and Architectural Services Department Utility Coordination Office.
5.4.6 Cover
Gravity sewer lines shall be sufficiently deep to ensure gravity drainage of service
connections and avoid conflicts of service connections with water mains and dry
utilities. Sewer lines shall be installed at the depth required to serve the ultimate
gravity drainage area, which may also include areas outside of the development
project.
Sewer lines installed with less than four (4) feet of cover must be approved by the
WSD. If site specific limitations prevent four (4) feet of cover, the sewer main shall
be constructed of ductile iron pipe (DIP) meeting the material requirements of this
Chapter.
Sewer lines constructed in washes and floodways shall have their crowns at least
two (2) feet below the 100-year storm scour depth and shall be constructed with
DIP. The DIP shall extend a minimum of 10 feet each side of the 100-year storm
scouring.
NOTE: Routine dipping of water mains to allow sewer services to cross will not be
allowed.
5.4.7 Easements
A route study or alignment report shall be completed to assure a functional grade
as well as continuity of an accessible ROW and/or easement corridor.
The Water Services Department requires safe and quick access to all City sewer
mains at all times in order to repair main breaks, install taps, and perform
preventive maintenance. For this reason, City of Phoenix sewer mains shall be
constructed in streets within the public ROW. Sewer mains in easements create
access problems and will not be permitted except under the following special
circumstances.
Easements will only be considered in the following cases:
1. For single family, individually lotted, residential developments, City of
Phoenix sewer mains may be constructed in Private Accessways, meeting
the minimum width requirements below, the COP Standard Details P1020-
1, P1020-2 (with the exception that minimum width of a Private Accessway
must be 28 feet, 29.2 ft. from back of curb to back of the curb), and the
design standards herein,
2. The project route falls in a future ROW alignment,
3. The project route falls in a major utility, canal, or drainage channel corridor,
4. For a short segment of main, that is not technically feasible to design the
sewer mains in the ROW without violating City codes or ordinances and
that, in the opinion of the Water Services Department, the proposed align-
ment of the sewer main in an easement results in more efficient operation
of the sewer main network.
All City of Phoenix sewer mains proposed to be constructed in easements outside
of ROW will require the approval of the Water Services Department.
Prior to a preliminary site plan submittal to the Development Services
Department, developments that are proposing to construct sewer mains in
easements shall be required to submit a feasibility plan to the Development
Services Department for approval by the Water Services Department. The plan,
signed and sealed by an Arizona Registered Professional Civil Engineer, shall
show the proposed location of the easement, the size of the proposed mains, a
statement providing the reason that the easements are necessary, and a
statement that the easements will comply with the design standards herein. The
plan must be approved by the Water Services Department prior to the submittal of
a preliminary site plan. The Water Services Department will notify the
Development Services Department when the plan is accepted or rejected.
Easements shall be located in dedicated tracts. Backlot or sidelot easements will
not be allowed.
Minimum Easement Widths
1. For Sewer Mains Located in 28 ft. Private Accessways, the minimum ease-
ment width shall be the entire 29.2 ft. width of the Private Accessway from
the backs of the curbs. In addition, there shall be a minimum 8 foot public
utility easements on each side of the Private Accessway,
2. For Sewer Mains Located in Tracts; the minimum easement widths for
sewer mains shall be as follows:

If parallel City water or sewer mains are to be located in the same easement, the
adjusted minimum easement width for the overlapping easements shall be the
greater of the required easements width above plus an additional seven (7) feet.
NOTE: The need for ROW or easement acquisition shall be initiated as soon as
possible avoiding certain delay in construction plan approval.
5.4.14 Buoyancy
Buoyancy of sewers shall be considered and flotation of the pipe shall be
prevented with appropriate construction where high groundwater conditions are
anticipated.
5.4.16 Testing
Perform leakage and uniform slope testing of sewers in accordance with MAG
Standard Specifications and City of Phoenix Supplement Section 615.
5.5 MANHOLES
All sewers 24-inches in diameter and larger shall include a through manhole base
encased in reinforced concrete.
5.5.10 Bench
A bench shall be provided on each side of any manhole channel when the pipe
diameter(s) are less than the manhole diameter. The bench should be sloped to
provide a minimum 3-inch fall from the top of the bench to the crown of the pipe or
one-half inch per foot, whichever is greater. No lateral sewer, service connection
or drop manhole pipe shall discharge onto the surface of the bench.
5.5.12 Testing
Manholes shall be tested for leakage in accordance with AAC R18-9-E301D.3
and MAG Specification Section 615.
5.6.1 General
Service connections to the City of Phoenix Wastewater system shall conform to
Article IV of Chapter 28 of the Phoenix City Code, MAG Specification 615.6,
Phoenix Supplement to MAG 615.6, and MAG Details 440 and 441, and Phoenix
Standard Detail S-512. Refer to Appendix J.
The WSD may require justification of size prior to granting approval to construct.

projects in their jurisdiction, which is outside the Phoenix City Limits. To obtain the
checklist requirements for projects within the Phoenix City Limits contact the
Development Service Department directly or go on the phoenix.gov website.
The purpose of this checklist is to offer comments on plan design for construction of water
main pipe, fittings, and fire hydrants in the public right-of-way. Source of water
development code and design policy is the Water Services Department Design Standards
Manual, 2003.
This checklist serves to minimize redline comments on the check prints and to maintain
consistency among plan reviewers on plans for public water main construction in the
public right-of-way or public water easement. Plan approval and issuing permits depend
on compliance with the comments made on the check prints and this checklist. The
engineer of record shall satisfy themselves of the completeness and accuracy of the
design.

[ ] “Per City of Phoenix Ordinance G-4396, these plans are for official use only
and may not be shared with others except as required for the construction of
the public works facilities shown hereon. The Project Owner, and the Owner’s
Lenders, Consultants, Contractors and Subcontractors are prohibited from
disclosing the plans and specifications to any persons other than those who
have a need to know the information for the purpose of the Project.” (NOTE IS

NOTE: In all cases where the pipe is constructed within or parallel, in close
proximity, with the right-of-way, all stationing and dimensioning must be from the
nearest appropriate monument line and monument line intersection.
[ ] The water services stationing shown must specify the location of the taps at
the main and their intended use called out, i.e., domestic or irrigation. Their
locations must be measured perpendicular or radial relative to the appropriate
right-of-way monument line, easement centerline, or property line
intersection. Service tap locations must be indicated by using the following
method throughout the plan set.
NOTE: Stationing in the same general direction along a straight or curvilinear pipe
run starting with the nearest appropriate monument line intersection, or in their
absence, appropriate easement line references shall be designated as 0 + 00.
The relative stationing of all monument line intersections along such pipe runs
must also be shown. When monument line intersection occurs along such pipe
runs, the plans preparer begins the service tap stationing again with station 0 + 00
at the intersection and repeats this process to the end of the pipe run. Do not
locate 0 + 00 at the closed end of a cul-de-sac or similar type street.
[ ] Encasements between water and sewer lines shall be per M.A.G. DTL 404.
[ ] Valves shall be located at point of curvature of the curb return at intersections
and at property lines in mid-block.
[ ] Location of fire hydrants and valves at intersections shall be referenced from
the intersection monument line.
[ ] All fittings shall be identified and stationed.
[ ] Fire hydrants installed at intersections shall be located in accordance with
C.O.P. Standard Detail No. P-1362.
[ ] Mid-block fire hydrants shall be located on the lot line between two lots, but 4
foot out of D/W wings.
[ ] Fire hydrant placements to be per Fire Hydrant Location Policy dated April
2002.
[ ] Meter service connections shall be shown to each lot or parcel. Services may
be stationed from street intersection monuments or dimensioned from
individual property lines, except on curved streets and in cul-de-sacs where
the tap will be angled, therefore, the tap must be stationed on the main and
dimensioned to the applicable property line. Intended use of the service shall
be noted, i.e., domestic, irrigation, etc.
[ ] Meter box locations must be out of traveled roadway/walk/driveway. They
may be located in planter areas, parking lot islands, etc., and shall be set
sufficiently above finished grade to minimize flooding. Meter locations shall be
easily accessible from a street or traveled way and must be located in right-of-
way or easements.
[ ] When replacing existing sidewalk, curb and gutter, show and label existing
and proposed concrete. Construct sidewalk ramps to accommodate access
per ADA requirements. One half (1/2) sack slurry backfill is highly
recommended.
[ ] Water quarter section data indicates leaded joint pipe. Engineer to make a
special note on the plan regarding leaded joint pipe and use caution when
excavating; “To hand dig if necessary.”
[ ] Tunneling under curb and gutter shall not be shown on plans. Plans shall
indicate removal and replacement of the curb when crossing under the curb.
The field inspector will determine if tunneling is acceptable based on the
condition of the curb. Tunneling under sidewalks is not acceptable.
[ ] For reclaimed water proposals, see other checklist and M.A.G. Sec. 616.
ADVISORY
[ ] A pavement cut surcharge may be assessed on this project for trenching in
new asphalt pavement or overlay. This fee may assessed in addition to the
regular permit fees and is over and above any special backfill, compaction,
and pavement replacement stipulations that may be imposed as a condition of
permitting. Surcharge affects streets newly paved and newly overlaid.
[ ] This project may be eligible for a repayment agreement.

plan and profile. Double protection is required when sewer crosses over

[ ] Show total lineal feet of pipe between manholes with calculated slope.

[ ] Show all utilities in plan and profile. Where City utilities cross other utilities,
show complete dimensional data measured from street monument lines.
[ ] Show all streets, alleys and easements. Streets shall be identified by name.
Streets, alleys and easements shall be dimensioned at least once and at all
breaks. Monument line of streets shall be shown.
[ ] All abutting lots shall be identified by lot number, tract and subdivision or
shown “unsubdivided.”
[ ] Locate all existing and proposed utilities, structures, paving, and other
topographic features.
[ ] Label all connections to existing sewer lines with method of connection
specified.
[ ] Existing and proposed water main size and location must be shown. Water
main shall be shown in a “lighter weight” line to identify it as being information
only and not part of this construction plan. Label as existing or proposed.
[ ] Vertical scale shall be 1" = 2' or 1" = 4'. Horizontal scale shall not be smaller
than 1" = 40'. For major streets and cases of unusual topography or complex
situations, where more detail is necessary, then the scale shall be 1" = 20'.
[ ] For waterline to be relocated because of sewer conflicts, show all valves
involved in shutdown, with City Quarter Section Valve Numbers as labeled.
Plan may be required for such relocation.
[ ] Discussion of redline comments on plans or in this checklist shall be directed
to the plan reviewer.
[ ] Sewer taps not to be under sidewalk ramps and driveways.

Hydrants in the public right-of-way. Source of Water Development Code and Design
Policy is the Water Services Department Design Standards Manual 2003.
This checklist serves to minimize redline comments on the check prints and to maintain
consistency among plan reviewers. Plan approval, issuing permits, and certain grading
clearances depend on compliance with the comments made on the check prints and this
checklist. The engineer of record shall satisfy themselves of the completeness and
accuracy of the design.

The purpose of this checklist is to offer guidelines for design and comments on plans for
construction of firelines from the City water main connection to termination on private
property, including any required backflow protection.
This checklist serves to minimize redline comments on the checkprints and to maintain
consistency among plan reviewers. Plan approval, issuing permits, and certain grading
clearances depend on compliance with the comments made on the checkprints and this
checklist. The engineer of record shall satisfy themselves of the completeness and
accuracy of the design.
City Water Services Department Policy for design and construction of Private Firelines is
described in Publication P-54 and standard notes in Publication FL-1.

or more connections to City water mains. Connections are to be in
accordance with University of Southern California - Manual of Cross-

GENERAL REQUIREMENTS
[ ] Plan shall be on 24" X 36" sheets.
[ ] Symbols shall be per M.A.G. Standards supplemented by Water Services
Department Details.
[ ] Orientation of each plan sheet shall be shown by showing a north arrow and
the scale called out.
[ ] Call out the standard M.A.G. and City supplemental specifications applicable
to construction.
[ ] Plans shall be prepared on vellum or mylar.
[ ] Each sheet shall be identified by sheet number and project name.
[ ] Engineer's signed registration seal is not required for fireline plans, but may
be retained.
[ ] All plan sheets shall be sufficiently clear to allow legible prints to be printed
from as-built microfilm. The size of lettering and symbols shall be 1/8 inch
minimum. Shading or zip tape is not permitted. Crosshatching is permitted.
[ ] Utility Conflict notices are required on all major street crossings and
elsewhere as determined by the Project Engineering plan reviewer. A
disclaimer note to the City sealed and signed from the engineer is an
alternative.
[ ] This project may front a water main which has a repayment agreement.
[ ] A Pavement Cut Surcharge may be assessed on this project for new
pavement cuts for trenching in new asphalt pavement.
[ ] If fees are assessed, they are in addition to the regular permit fees and are
over and above any special backfill, compaction, and pavement replacement

UPDATES
[ ] All plans submitted for update require a new signature approval block and a
reseal by the submitting engineer. Plan approvals for update approvals are

NOTE: For on-site fire hydrants that are installed on public schools or charter
schools, and Federal, County and Municipal building sites, the State Fire Marshall
will review and approve a copy prior to final submittal. The engineer is to provide a
copy of the approved plan with the final submittal. For all other on-site building
sites, the Phoenix Fire Department will review for approval.

For general design requirements, see Water Services Policies S-3 and W-3. For Record
Drawing requirements, see Water Services Policies P-68 and P-69.

[ ] A key map is required. The key map is a small scale map of the project site
that provides a system overview and is used to index the plan sheets. The key
map shall show the following:
[ ] All streets, alleys, easements, tracts, and parcels shall be identified. Iden-
tify phasing, if used.
[ ] Water mains, fire hydrants, valves, and production facilities (tanks, boost-
ers, etc.). Clearly label all piping to be abandoned.
[ ] Index of plan sheets indicated by single line with arrows showing begin-
ning and end of each sheet.
[ ] Sewer mains, manholes, cleanouts, and any associated facilities. Direc-
tion of flow must be indicated. Manholes, cleanouts, valves, and fire
hydrants must be numbered per numbers found on the quarter section
maps.
[ ] A Pavement Cut Surcharge may be assessed on this project for trenching in
new asphalt pavement. This fee may be assessed in addition to the regular
permit fees and is over and above any special backfill, compaction and

UPDATES
All plans submitted for update require a new signature block and are to be resealed by the

PLAN SHEETS
[ ] All plan sheets shall show the following to proper scale:
[ ] All streets, alleys, and easements. Streets shall be identified by name.
Streets, alleys, and easements shall be dimensioned at least once and at
all breaks. Monument line of streets shall be shown.
[ ] All abutting lots shall be identified by lot number, tract, subdivision, or
labeled unsubdivided.
[ ] Location of all existing utilities, structures, paving, and other topographic
features affected by construction.
[ ] Scale shall not be less than 1" = 40', except for major streets and cases of
unusual topography or complex situations where more detail is necessary,
then the scale shall be 1" = 20'. There are no exceptions to the 20' scale for
major streets.
[ ] Project title to be on all sheets.
[ ] Label all existing utilities with size, material, and location in right-of-way or
easements dimensioned from the monument or easement line. Where City
owned utilities cross the utilities, show complete dimensioned data measured
from street monument lines. Profile views are desirable.
[ ] Pavement replacement thickness and type per M.A.G. Sec. 336 and M.A.G.
Detail 200, or replace in kind, whichever is greater.
[ ] Any special notes. This refers to any special connections or situations
present.
[ ] Abandonments/removals of manholes, valves, pipe and related features shall
be specifically called out on the plan:
[ ] Manholes: complete removal required
[ ] Use sewer line stationing from farthest downstream manhole with ties to
street monument lines.
[ ] To abandon a sewer line from a manhole downstream, remove 3' of pipe from
outside the manhole and reshape invert inside the manhole.
[ ] Abandonment of a water line from a tee in an existing main shall be per City of
Phoenix Detail P-1344.
[ ] All fittings, plugs and markers used in abandonment shall be shown on plans.
[ ] Use the notes “Crush in Place” or “Cut, Plug, and Remove,” or other
descriptive notes to describe the work. All pipe in the right-of-way must be
either removed or crushed in place. The engineer is to specify on the plan
which is to be done. This also applies to sewertaps and water services.
[ ] In replacing existing sidewalk, curb and gutter, show existing and proposed
concrete. Construct sidewalk ramps to accommodate access per ADA
requirements where applicable.
[ ] When tunneling under or sawcutting existing curb and gutter or sidewalk, be
specific with materials and procedures to be used and quantities involved.
One sack slurry is preferred backfill for tunneling.

Subject: Preparation and submittal of plans for water lines, sanitary sewer
lines and storm drain lines.
The following is intended as a guide in preparing and submitting plans on the
above subject projects. The Consulting Engineer shall use their judgment and
experience to decide what additional information is necessary for a complete and
complementary set of plans and specifications.
It is pointed out here with special emphasis that the City’s position is one of the
review for general conformance with current policy, not of detailed checking;
therefore, the preliminary plans as submitted shall represent the Consulting
Engineer’s complete recommendation. The responsibility for the design rests
with the Consulting Engineer for this purpose.
Plan preparation and submittal shall be in accordance with the following:
PLAN PREPARATION
Final plans shall be in ink on linen tracing, or in ink on mylar tracings if aerial
photography is used, accompanied by a sealed estimate, including factor sheets,
hydraulic calculations, special provisions and a copy of the field notes.
Cover Sheet
The City of Phoenix will provide the cover sheet for each project. The Consulting
Engineer shall make the necessary additions, such as vicinity maps, etc.

Key map with sheet limits defined, legend, summary and special symbols; utility
box, title block, index to drawings, notes as issued by the City, and other notes as
necessary to cover situations not covered by Standards Details and
Specifications. On water projects, major valves and fire hydrants shall be shown
on key map, with a supplemental sheet to be included on major water projects
(where line sizes exceed 12 inches) showing a profile of the entire project on a
single sheet.

is being installed as a part of a paving project, the stationing shall be corre-
lated with the paving project stationing.
15 Where acquisition of right-of-way becomes necessary, make all requests to
the City Engineer, using a sepia of a quarter-section map, if available, show-
ing location and dimensions of right-of-way required. City Engineer will
make copies when approved and will also make the formal right-of-way map
for the Right-of-Way Section, if required.
16 All necessary construction notes shall be boxed in on plans. Notes on any-
thing not to be done by Contractor shall not be boxed, but indicated by note
and arrow, “To be done by ____________”. (Property owner, Division of
Street Maintenance and Sanitation, Parks and Recreation Department,
etc.). Non-pay items of work shall be so noted on the plans.
17 If relocation or tilting of irrigation laterals or ditches becomes necessary in
conjunction with any City of Phoenix project, the following procedures shall
be followed:
a Salt River Valley Water Users’ Association Laterals
1 The Consulting Engineer shall request in writing, a design and the
amount of their participation from Salt River Valley Water Users’ Associ-
ation. A copy of this request shall be sent to the City Engineer.
2 The Consulting Engineer shall supply all available information on the
location of other utilities, including future roadway widths, Salt River Val-
ley Water Users’ Association, and cooperate with them so their final
design will meet their standards, as well as being the most economical
for the City.
3 The Salt River Valley Water Users’ Association design shall be incorpo-
rate into the City of Phoenix project drawings in both plan and profile.
b Private Irrigation Lines
1 The Consulting Engineer shall obtain the delivery quantities from Salt
River Valley Water Users’ Association and a copy shall be sent to the
City Engineer.
2 The Consulting Engineer is completely responsible for the adequacy of
the design. Hydraulic calculations shall be furnished to the City Engineer.
3 The Consulting Engineer’s design shall be incorporated into the City of
Phoenix project drawings, in both plan and profile.
4 If private irrigation lines must be relocated, they shall be relocated on pri-
vate property if economically possible. The City will attempt to obtain
construction easements for these lines as requested by the Consulting
Engineer.
c Irrigation Control Work
All work involving irrigation, including both Salt River Valley Water
Users’ Association as well as private laterals, shall be coordinated
with the City of Phoenix Irrigation Control Officers. For projects west
of Central Avenue telephone 262-6833 and for projects east of Cen-
tral Avenue telephone 262-6435.
18 The following shall be considered:
a When designing sanitary sewers, storm sewers or water lines, the
Consulting Engineer shall inquire of the City Engineer to determine if
optional pipe materials will be allowed on any portion of the project.
b When an option is allowed, the plans shall show pipe diameter ONLY,
except for the dipped or paved invert corrugated metal pipe option
which will be stipulated by size and type. Example (36-inch pipe or
42-inch corrugated metal pipe, Type A). Other optional pipe materials
will then be stipulated in an appropriate table on the plans.
c When an option is not allowed, the plans shall specify the diameter
and type of material. Example (36-inch RCP).
PLAN SUBMITTAL
1 Since the function of the City Engineer’s office, in connection with plans pre-
pared by the Consulting Engineer, is that of review, the areas of particular
interest require that the plans present a workable project, that they are com-
plete, and that they conform to City policy and the concept of the Public
Works Department for the particular project. The Consulting Engineer shall
maintain more or less continues informal contact with the affected City
Design Section and other interested departments or divisions throughout the
City Engineer’s office during the preparation of the preliminary plans, to
assure that the plans are as nearly complete and acceptable as possible
when they are formally presented. Information shown on the preliminary
plans shall reflect the best thinking of the Consulting Engineer and all other
parties involved, and shall be in such detail that the project could be built in
conformance with the concept of the Consulting Engineer without further
changes. Preliminary plans should not be inked, but shall include all known
utilities and conflicting structures or natural features that might be in conflict
with the proposed project. All known conflicts with existing utilities or other
features shall have been resolved, and where existing utilities must be
charged or modified, appropriate indications shall exist.
2 The Consulting Engineer shall submit three sets (4 sets if irrigation is
involved) of plans to the City Engineer for preliminary review. At the same
times, two sets of preliminary plans shall be submitted to each utility, rail-
road, etc., that may have facilities in the area. If any portion of the project
falls within State Highway jurisdiction, send five copies of the sheets involv-
ing State Highway Department. These preliminary sets to the City Engineer
shall be accompanied by one copy of the survey notes and a list of “As-Built”
drawings, quarter sections, and other material furnished by the City and
used in the preparation of the drawings. For sanitary sewer lines and storm
drains, main line hydraulic calculations, catch basin and connector hydraulic
calculations, and profiles of the connecting pipe at each catch basin shall
also be submitted.
3 After preliminary plans are reviewed and returned to the Consulting Engi-
neer, he shall study all of the suggestions made by the reviewing authorities
and incorporate all necessary changes in the plans. One set of corrected
plans shall be submitted to the City Engineer and in instances where exist-
ing utilities and/or Salt River Valley Water Users’ Association structures are
in conflict and must be modified or changed, the Consulting Engineer shall
also furnish a copy to Arizona Public Service Company, Salt River Valley
Water Users’ Association, and/or Mountain States Telephone Company. If
necessary, the City Engineer will arrange for a field review (PS&E) with all
interested companies and the Consulting Engineer.
4 After the field review, (PS&E) any corrections disclosed by this review shall
be updated to the plans and the Consultant shall furnish the City one set of
prints, etc., as heretofore stipulated under PLAN PREPARATION, together
with any additional notes not submitted under Paragraph 2, above, and any
other material required in accordance with this City contract.
On delivering all items indicated above, or called for in the contract in a form
acceptable to the City Engineer, the City Engineer shall formally approve
the design. For Bond Issue and Budget projects, if after 60 days from the
submittal date of all material indicated above the City Engineer has not
requested modification and resubmittal of any information, or additional
information, the contract will be considered completed; however,
Improvement District Projects will not be considered completed until the
project has been awarded for construction, or as stated in Consulting
Engineer’s contract.

Whenever in this manual the following terms are used, the intent and meaning
shall be interpreted as follows:
ADEQ: The Arizona Department of Environmental Quality.
Agency: The governmental agency for which the construction is being done,
either by permit or contract. Also, the governmental or regulatory body with the
authority to regulate the design and construction of water, wastewater and
reclaimed water systems within the appropriate jurisdiction.
Architect: The individual or firm who has accomplished the architectural services
for the project including their representatives.
AZPDES Permit: An Arizona Pollution Discharge Elimination System permit,
issued to the City or other operating entity by the ADEQ, which imposes federal
standards governing the quality of the treated effluent discharged from the
Publicly Owned Treatment Works (POTW).
Back Pressure: An elevation of pressure or head in a piping system or
surrounding medium caused by a pump, elevation, pressure tank, boiler, or other
means which creates pressures within the piping system greater than supply
pressures which causes or could tend to cause a reversal of flow.
Back Siphonage: The backflow of used, polluted or otherwise non-potable water
from a plumbing fixture, pipe, vessel or surrounding medium into the potable
water system due to a negative or sub-atmospheric pressure within the potable
water system.
Backfill: Material placed in an excavated space to fill such space. For trenches,
this space will be the area from one (1) foot above the top of the pipe or conduit to
the existing or proposed finished grade of pavement.
Backflow: The flow of water or other liquids, mixtures, gases, or other substances
into the distributing pipes of a potable supply of water, from any source or sources
other than the City potable water system.
Backflow Prevention Device - Approved: An air-gap separation, double check
valve assembly, reduced pressure principle backflow prevention device or other
backflow prevention device or method approved by the Building Official of the City
of Phoenix.
Bedding: The material placed in the area from the bottom of the trench to one (1)
foot above the top of the pipe or conduit.
Lateral Sewer: A sewer that discharges into a branch or other local sewer and
has no other common sewer tributary to it; also called sewer lateral. It receives
wastewater from Service Connections.
Maintenance: Keeping the water and wastewater works in a state of repair,
including expenditures necessary to maintain the capacity and capability for which
said works were designed and constructed.
MAG: The Maricopa Association of Governments
Manhole: A means of access to utilities such as sewer lines for the main purpose
of inspection and cleaning.
Open Trench: The excavated area of construction until all the aggregate base
course for pavement replacement has been placed and compacted or, if outside
of a pavement area, until the excavated area is brought to finish or natural grade.
Owner: The City of Phoenix, acting through its legally constituted officials, officers
or employees. Also, the developer of a project together with the City of Phoenix.
Pavement: Any street, alley, sidewalk, court, driveway, parking lot or other
transportation way surfacing consisting of mineral aggregate bound into a rigid or
semi-rigid mass by a suitable binder such as, but not limited to, Portland cement
or asphalt cement.
Permit: The license to do construction in public rights of way and/or easements
issued by an Agency to a Contractor working for another party.
Person: Any individual, partnership, firm, company, corporation, association, joint
stock company, trust, state, municipality, Indian tribe, political subdivision of the
state or federal governmental agency or any other legal entity, including their legal
representatives, agents or assigns.
Plans: All approved drawings or reproductions thereof pertaining to the work and
details therefore.
Private Sewer and Lift Station: A privately owned piping system designed
expressly for the purpose of collecting wastewater generated within a private
development site and transporting it to the public sewer system.
Profile Grade: The trace of a vertical plan intersecting the top surface of the
proposed sub grade or surface or intersecting the flow line of a pipe usually along
the longitudinal centerline of the roadbed or pipe. Profile grade means either
elevation or gradient of such trace according to the context.
Project: A specific coordinated construction or similar undertaking identified by a
single project number and bid and awarded as one contract. On occasion two or
more projects may be bid and awarded as a single contract.
Public Sewer: A sanitary sewer controlled and maintained by the City of Phoenix.
Publicly Owned Treatment Works (POTW): A wastewater treatment plant and
connecting sewer collection system, which are owned and/or operated, in whole
or in part, by the City and which provide the City with wastewater collection and
disposal services.
Reclaimed Water: Water that has been treated or processed by a wastewater
treatment plant or an on-site wastewater treatment facility (A.R.S. 49-201).
Reclaimed water is further defined in ADEQ Regulation R18-11 by Classes based
upon the degree of treatment.
Storm Sewer: A sewer that carries storm runoff, other surface water, street wash,
other wash waters or drainage but excludes domestic wastewater and industrial
wastes. Also called storm drain.
Street: Streets, avenues, alleys, highways, crossings, lanes, intersections, courts,
places and grounds now open or dedicated or hereafter opened or dedicated to
public use and public ways.
Structures: Bridges, culverts, catch basins, drop inlets, retaining walls, cribbing,
manholes, end walls, sewers, service pipes, under drains, foundation drains,
fences, swimming pools, and other features, which may be encountered in the
work and not otherwise classed.
Subbase: The lower course of the base of a roadway, immediately above the sub
grade.
Subgrade: The supporting structure, usually earthen, on which the pavement and
its special under courses rest.
Submain Sewer: A sewer into which the wastewater from two or more lateral
sewers is discharged and which subsequently discharges into a trunk main or
other collecting sewer mains also called a branch sewer.
Surface Course: The finish or wearing course of an asphalt concrete pavement
structure.
System Design Capacity: The system capacity for normal operation as
established by accepted engineering standards.
Title or Headings: The titles or headings of the sections and subsections in this
manual intended for convenience of reference and not considered as having any
bearing on an interpretation.
Transmission Main: A water main larger than 16 inches in diameter.
Transmission System: The system of water mains generally larger than 16
inches in diameter together with all necessary valves and other equipment
required for delivering potable water to the Distribution System.
Traveled Way: The portion of a roadway used for the movement of vehicles
exclusive of sidewalks, shallers and auxiliary lanes.
Treatment Parameter: A fundamental characteristic of sewage around which
treatment is designed, such as, but not limited to flow, BOD, and suspended
solids.
Trunk Sewer: A sewer, which serves as an outlet for a large contributing area;
also called main sewer. In large systems, the principal sewer to which branch
sewers and submain sewers are tributary and usually discharges to an interceptor
sewer. In small systems, a sewer to which one or more branch sewers are
tributary.
Underground Facility: Any item which is or shall be buried or otherwise placed
below ground for use in connection with the storage or conveyance of water,
sewage, telecommunications, electric energy, oil, gas or other substances,
including but not limited to pipes, sewers, conduits, cables, valves, lines, wires,
manholes, attachments and those portions of poles and their attachments located
below ground.
