Crime is Down on the Near Westside


Its been a year since nine surveillance cameras were installed in various locations on the Near Westside. And the cameras, which were at one time a high source of contention between Syracuse police and Near Westside residents, have had an effect, both on crime and on communication. According to data released from the Syracuse Police Department, crime significantly decreased on the Near Westside from 2010 to 2011. Charges that people were arrested on are down 49%, overall reported crimes are down 29% and drug related arrests are down 47%. There are also significant decreases in phone calls to the department and decreases in reported crimes such as burglaries, assaults and criminal possession of a weapon. While sometimes still perceived as one of the more dangerous areas in Syracuse, based on evidence from the Syracuse police crime log, more reported crimes occurred in the Northside and Southside than in the total of the Westside. There were about 9% more crimes on the Southside and 35% more crimes on the Northside from July September 2011. There is no specific evidence that points at the cameras for this downturn in crime, but its

Calling all Artists!
Last month I talked about What is Art? and Ive been wondering if youve been thinking about that. And, have you been thinking about what art you do, make, create, perform? People ask me what I do when were talking about art, and frankly I find that a challenging question. Ive dabbled in different forms of art throughout my life, and most of the time I guess I didnt call it making art. But as I came to understand more about art, what makes it art, how art is defined, Ive accepted that most of my life Ive made art. When I pick a pattern, choose the yarn to make that item, that is making an artful decision. Yes, I am following the directions (mostly) but in the end, it becomes an art form. These days I like to take photographs and I love to make collage greeting cards. Also, I am learning more about making art books and actually have one in process right now. I still knit everyday and also love to cook. That certainly is an art form!! Ask any chef. There is a group here on the Near Westside called the Westside Arts Council of which I am a member. Weve been talking about developing an artists directory of the Westside which would include any and all of the art forms that we have in this neighborhood. So... here are my questions for you this month: Do you sing? Are you a photographer? Can you dance? Do you quilt? Are you a knitter? Do you paint? Do you sew doll clothes? Are you an actor? Do you write poetry? Can you play an instrument? Do you crochet? Do you create mixed media? Are you a sculptor? Do you do performance art? Are you a writer? Are you a comedian? Are you a muralist? Do you do graffiti? What do you do that YOU call art?

El mes pasado habl sobre Qu es arte? Y me he estado preguntando si usted ha estado pensando en eso. Y, has estado pensando en lo que arte usted hace, crea, realiza? La gente me pregunta lo que hago cuando estamos hablando de arte, y, francamente, me parece que es una pregunta desafiante. Of course, you never know for sure. There are so many factors that go into crime; its hard to pinpoint exact causes. The most positive effect of the cameras is the conversations that they started between the police department and Near Westside residents. Though this relationship tends to be troubled by nature, both community organizations and townspeople have started communicating with police a bit more after the installation of the cameras. I called them a success before they went up, Barrette disclosed. They started an interaction with the community on the Near Westside. Theyre definitely not hurting the community. La Casita to feature work of Guatemala-born photographer


The La Casita Cultural Center will present The Photographer as Child: Memories of Guatemala, an exhibition of the work by award-winning photographer Efren Lopez, Jan. 27 through May 2 in the Centers gallery. The La Casita Cultural Center is located in the historic Lincoln Building, 109 Otisco St., Syracuse. Gallery hours are Noon to 6 p.m., Monday through Friday. The exhibition is free and open to the public. The exhibition will be the focus of several related events, including Efren Lopez: A Conversation with the Artist 5:30 p.m. Feb. 10, and a Teen Photography Exhibit, March 2 to 23. Further information about related events are forthcoming and will be available on the La Casita web site (lacasita.syr.edu). Born in Guatemala, Lopez is a student in the Military Photojournalism Program in Syracuse Universitys S.I. Newhouse School of Public Communications. He is also an aerial photographer for the U.S. Air Force and the first reservist to be selected to attend Newhouses Military Photojournalism Program. He now lives in Arizona. The exhibit features images Lopez captured on a return trip to Guatemala in 2009. My life began in a bamboo hut at the side of a road in a tiny town named Petaca, Guatemala, in 1966, Lopez writes. Its a town so small that it is next to impossible to find on most maps of Guatemala, much less Central America. Lopez has documented real-world situations and the military around the globe and has captured stunning images in Arizona and Guatemala. His work has been featured in various publications, including the book Arizona 24/7, and has been awarded many distinctions, including first place in the Professional Photography category at the 2008 Arizona State Fair, an honorable mention in the pictorial category in the 2009 Military Photographer of the Year competition, and first place in the 2011 Multimedia Team 19th Annual Department of Defense Worldwide Military Photography Workshop. La Casita is a vibrant cultural, artistic, and educational center supported by Syracuse Universitys College of Arts and Sciences and the Office of the Chancellor. The Center is committed to promoting and documenting the arts and culture of Central New Yorks Latino/Latin American community through collaborative programming the visual and expressive arts, education, and community activism.

Gifford Street Press to Release Book on Policing in the Westside

The Gifford Street Community Press aims to unite the Westside community, create dialogue, and support resident-driven change in the neighborhood. The Press is a chance for residents to publish their perspectives on the community and on major community issues. The Press introduced itself with its first publication: Home: Journeys Into the Westside. Their second book, I Witness: Perspectives on Policing in the Near-Westside, will be released on February 16th with a public reception to be held at La Casita. I Witness grew out of tension around policing in the neighborhood. When residents were told that surveillance cameras would enter their community, many unresolved conflicts between police and residents surfaced at community meetings. In particular, there was a lack of trust, dialogue, and communication between residents and police, all stemming from a history of negative interactions. Out of this tension, community members have formed delegations to meet with the police, particularly through the Westside Residents Coalition and the Near Westside Initiative.

I WITNESS: Perspectives on Policing in the Near Westside

In I Witness, members of this newly organized police delegation, and other residents, officers, and community partners tell their stories about policing in the community. Residents talk both about mistreatment from the police and about personal responsibility. Officers also talk about a history that is less than perfect, but that is also marked by care for the community. Both residents and officers recognize that honest dialogue is the first step toward building trust and true community policing. As Gary Bonaparte, a Westside resident featured in the book, says: If you recognize people as human and know what theyre thinking, and have respect for them, you can try to overcome the problems these perceptions might make. So this is not just to tell horror stories, but to show how people feel and how they came to feel that way. Deputy Chief Barrette, a Syracuse Police officer featured in the book, explains that police dont see people at their best. Theyre usually pissed off or have been victimized. Describing officers who read the book and take part in the Police Delegation events, Barrette says it will be good for them to take a step back and see people in a different kind of perspective. Clearly, both residents and officers are committed to renewing dialogue and reconsidering their perceptions of one another. Finally, Isaac Rothwell says Id like to see a way that residents whove had bad encounters with the Syracuse Police Department are able to express it and have an outlet for that. Also, I think there should be an outlet for police. The Gifford Street Press hopes that I Witness and future events scheduled by the Police Delegation can be that outlet, and that future books can continue the work of positive social change in the neighborhood. How long have you worked with PEACE? Going on two years. Before that I volunteered. Does PEACE mainly work with the near Westside? Or is it all over Syracuse? Well its all over Onondaga County. Weve got some branches out there in county south, county west, Baldwinsville, all over. What work do you do in the Near Westside? Im a family advocate, my job is to council 1015 families, find out their goals, and help them attain those goals. Do you work with kids at all? I work with Mary Smothers, and the after school program, ages six to fourteen. Besides PEACE, what are some of the programs and support that kids have in the near Westside? Oh, there is a lot of support. We just had a basket weaving class with some people out in Manlius-Girl Scouts. We had our girls go out there and learn how to do basket weaving. There are a lot of programs. What are the biggest issues that face the younger generations of the Near West Side? They are not really focused on school; they are focused on whats outside of school. When you say focused on outside of school what are you talking about? They are more focused on survival, trying to find themselves a job while they are in school. They are more worried about negative things; they are not really worried about the positive, or whats going to be in the future. They are more worried about whats going on now, and whats going to make their life better now. What are some things that might help bring the focus back to school? I believe that its up to the kids to have the motivation to do what they want to do, its going to come a time and place when they get up in age and wish that they had finished school, and had their diplomas, instead of quitting and getting a GED. Are these problems new issues? Or are these things that happen in every generation? The thing is, most people are coming to terms with it, and its no longer a generational thing. There are people that are trying to go to school, and trying to go to college for the first time in the family. So I see that they are turning around now. I just wish it was a larger/faster turnaround. Instead of just a few people, I wish it was a lot more people. Do you see needs of the kids that arent being addressed at all? The first problem is that parents are trying to get jobs, but they dont have a high enough income to pay for child care. So Mary, she came up with an after school program to eliminate the barriers to getting employment. Another problem is the opportunity for employment over here. A lot of things are going on, and people are getting things ready. That will open up the door, but right now its real hard for people to find jobs. In fifteen years, what do you think the kids who are living here now will remember about their community the most? The playground that is being built in the park at Skiddy. Is it going to be nice? They are the ones that planned it; they are creating their own playground. When they have kids they will still remember when they created it. What differences do you think they will see in those fifteen years? I hope they see a big change. There is a big change going on now, I just hope that it continues. Do you think the change will continue? Yeah.

NWS Business Association Hosts Guest Speaker Paul Mercurio, Syracuses Transportation Planner
The Near Westside Initiative Business Association welcomes Paul Mercurio, Transportation Planner for the City of Syracuse, to speak at our monthly meeting in February. Mercurio will present changes that are proposed to take place to the West Street Corridor. The Planners Office is a member of the Department of Public Works, and therefore Mercurio has a unique working relationship with the people who construct the citys infrastructure. He advocates improving the experience of a persons bike, walk, or drive to home and work and is implementing changes that are making the daily commute a safer journey for everyone. West Street is a high-volume North-South corridor for West Side and South Side residents and commerce; and must function safely for all motorists, bicyclists, and pedestrians. Mercurio will be talking about reducing the number of car lanes on West Street and creating a 2-way cycle track. The benefits of which include increased green space and porous surfaces, more trees and shade, improved access into the neighborhoods for pedestrians and bicyclists, and a traffic-calming effect that will get the driver to slow down and make it easier to cross the street. Near Westside Initiative Business Association members will be able to provide feedback to Mercurio on the details of the lane reduction and other infrastructural elements of the design. Would we like to see more trees; a plaza; more on street or off-street parking; wider sidewalksoOr something else? Syracuses Transportation Planner is happy to hear public input about what businesses and residents would like to see added to the corridor.

In December, the NWSI Business Association released its winter 2011-2012 Membership Directory. The directory provides valuable overviews and contact information about each of the member businesses and not-for-profits located in the neighborhood. Entry into the directory is just one of the many benefits of becoming a member in the association. The directory currently lists 40 active profiles of Near Westside businesses and not-for-profits. If you are a Near Westside member organization not in the directory, or have edits that need to be made, contact Dick Ford @ dford@signaturemusic.org. A revised edition will be available soon. Mark your calendars; the NWSIBA meets the second Tuesday of every month at the Szozda Gallery in the Delavan Center at 501 W. Fayette St. New faces are encouraged and welcome to join the meeting.
