DURING FLAG CEREMONY OR OPPORTUNE TIME

1. References:
a. Executive Order No. 176, dated December 1, 2014;
b. CSC Announcement No. 40, subject re Values Restoration Program,
dated October 2, 2017;
c. Republic Act No. 6713 “Code of Conduct and Ethical Standards for
Public Officials and Employees”, dated February 20, 1989; and
d. Values Training Manual published by BJMP Chaplaincy Service
Office, dated October 16, 2024.

2. Values-focused discussion during flag ceremony lies in its


ability to foster the Bureau, reinforces shared principles, and create a
sense of belonging. By highlighting the National Hallmarks such as
Makadiyos, Makatao, Makakalikasan and Makabansa, participants are
encouraged to reflect on their own behaviors and contribution. This
discussion promotes a deeper understanding of these values, helping
individuals realize the importance of applying these values to their
daily lives and decision-making.

3. Additionally, engaging in this dialogue can strengthen


relationship among participants, as sharing personal experiences and
insights cultivates empathy and understanding. Ultimately, this
approach not only enhances the significance of the flag ceremony
itself but also instill a lasting commitment in upholding these values,
creating positive impact both within the community and beyond.

4. In line with this, the undersigned would like to encourage the


scheduled Office of the Primary Responsibility (OPR) of every flag
ceremony activity in the BJMPRO-NCR to add on your prepared
message a talking point about the Value Focus discussion of the
week. (See attachments- Annex A)

5. As to the jail units, Value Focus can be discussed during the


flag ceremony, personnel information and education (PI&E), staff
meeting or any opportune time, wherein the speaker will fill-out the
matrix form signed by the jail warden. (See attachment Annex B)

6. In addition to this, the Regional Chaplaincy Service (RCS)


highly recommend all jail units to integrate this Value Focus
discussion to our detained PDL programs.

7. Furthermore, you are hereby directed to post the theme of
the week in your area of responsibility. Post on Jail unit Bulletin Board
accessible to all. You may download the printable Template for the
Theme and Matrix Form can be downloaded through this Google link

8. Attention Jail Admin Office, kindly collect, monitor and submit
your after-activity report in PDF file, emailed to the RCS at
ncrchaplain@gmail.com for reference.

VALUES FOCUS DISCUSSION PROCESS

I. Invocation. Start by imploring divine assistance.


II. Commentary on Selected Theme (in English or Filipino)
The host group members or jail until take turns in writing a commentary on the
current theme the week before the scheduled Values Focus Discussion and
deliver it with everyone standing up. For example, on the theme, Making Good
Use of Time (Week 2 of January), the commentary could be on the following
“templates” points:
a. Personal explanation of the theme, and illustrative day-to-day
examples. Only one or two or three of the points below need to be
highlighted.
b. Some description of the theme. (e.g., what it means to make good
use of time).
c. Typical problems or challenges faced by jail officers in using time
well.
d. Personal testimonies that are deemed common among co-workers.
e. Factors that contribute to these problems or challenges.
f. How these factors can be overcome, including personal testimonies
as example.
g. Some principles that may be observed in relation to making good
use of time.

It is good to keep the commentary simple, personal, lay and direct to the point, avoiding too
much biblical references or religious undertones.

III. Open Forum Assessment of Peer Mentoring (for Warden or Trained


Values Officers)
The host warden or Values Officer takes turn quickly to coach or mentor on the
values to be enhanced and implemented in the jail the preceding period. No
holds barred and no blaming during the assessment. Just for the group
members to have a view of what happened or is happening among staff jail in
units. The group, at the end, would come up with possible resolution.

IV. Formulation of the Resolution on the Selected Theme


This is a discussion among the Circle members on possible one or two
resolutions of individuals in the group can be observed for the next two weeks
until the next Values Focus Discussion. Resolution should be SMART … Specific,
Action-Oriented, Measurable, Realistic, and Time-Bound.

An example for Making Good Use of Time could be: “To make or review monthly
GOALS for the jail units from September until November”

Part of the discussion could be on the resolution made the preceding Values
discussion: problems met, success, point of improvement, all in general terms.

V. Reminders and Guidance (Closing Remarks)


Announcement in next Values Focus Discussion’s topic: reiteration of the theme: mentoring
resolutions made in Values discussion and final checking of the attendance.
