1.0 SCOPE:
Ambient temperature : -10 to +55°C (temperature of stationary rake under sun may
go as high as high as 70°C)- The system shall be designed
accordingly.
Ambient Condition :Full of dust, dirt, mist, torrential rain , heavy storms with thunder
and lightn ing likely to generate electrical distu rbances , presence of oil vapours and
radiant heat etc., to which the rolling stock is normally exposed in service on Indian
Railways . EMUs I MEMUs IKolkata Metro trains also run in saline , salty mist and
corrosive atmosphere in coastal areas .

Method of installation and locations of all the equipment shall be decided by the
contractor in consultation with the purchaser, in order to avoid/minimize any mechanical
interference with the other equipment of the vehicle. The location and size of the
enclosures of equipment shall be decided jointly with the manufacturer/contractor and
the purchaser. The manufacturer/contractor shall pre-inspect the rakes for space
availability.
The commissioning trials shall be done jointly with purchaser for the correct working of
the system after installation of complete system on one rake. The contractor has to
demonstrate the complete working of the system in a rake during commissioning trials.
Inspection of rake before design & fabrication of enclosure is very essential to ensure
availability of requisite space. Supply of equipment/system for other rakes shall be made
only after the successful field trial of 1 month on the first rake unless otherwise stated in
Work/Purchase order.
5.1 Each coach shall be provided with minimum 4 emergency talk back units in coaches with
no partitions. In case of partitions, minimum 1 ETB unit per partition shall be provided.
However, it shall be possible to increase the number of Emergency Talk Back Units by
simple plug in to the system after gaining field experience in future. Each Emergency
Talk Back Unit mounting location shall be jointly decided by Contractor and Consignee.
5.2 When the emergency talk back unit is operated , a warning audio alarm (along with visual
indication of the location of operated ETB unit) shall sound in the Emergency talk Back
response unit in the master cab . By default, Guard side Emergency talk Back response
unit shall act as a master. If the guard does not pick up the request of ETB with in 30
sec(programmable) , the call buzzer(along with visual indication of the location of
operated ETB unit) shall be transferred to driver side ETB response unit.
5.3 The interface with the CCTV if provided in rake and included in the tender shall also be
made so that views from surveillance cameras provided near the location of activated
Talk Back System shall be automatically displayed in the ETB response unit in the driver
& guard cab. Thereafter, bi-directional audio communication will be established between
driver/guard and passenger.
5.4 Power supply voltage (nominal) available in the train is 11 OV de (it may vary between 70
V de to 140V de). This supply shall be made available on one of the end wall panels of
the coach . Extension of this supply to the location of ETB equipment will be under the
scope of the specification. The contractor shall provide suitable device to modify/convert

this power supply to required voltage level for various devices/equipment. Individual
Power supply shall be fixed ins ide each Emergency Talk Back unit I Emergency talk
back Response unit along with requisite protections .
6.1 All equipment/devices provided in the system shall be suitable for rolling stock
application .
6.2 Each ETB response unit in the cab and each ETB unit installed in a coach shall be
provided with unique digital identification number. This shall be used as key identifier
while downloading the recordings and monitoring of health check of the system.
6.3 Each ETB response unit in the Driver/Guard cab shall have the facility to allow
centralized downloading of the recording (with minimum 30 days audio conversation
data) by nominated staff through laptop/exchange of removable media. In case of failure
of Master ETB response unit the recording data shall be downloadable from other(s lave)
ETB response unit without the loss of any recording data . Complete Emergency Talk
Back system shall provide encrypted and secured audio recording for evidence
purposes and user authentication to protect data integrity. Auto Start/Stop functional ity of
audio recording should be synchronized with activation of Emergency Talk Back Unit.
6.4 In-built power supply of the equipment shall be conforming to IEC 60571/EN50155& IEC
61000 and proven for rolling stock application.
6.5 Complete system viz. Power Supply, ETB Unit, ETB response unit and other
accessories shall be housed in concealed, stainless steel enclosures conforming to to
IS:304 with IP54 (minimum) Ingress Protection for dust and water by providing gasket &
sealing of cable entry/exit along with heavy duty industrial type lock and key . Lock and
key & hinges shall be of Southco/EMKA/Dirak/Jin Tay make. Common lock & Key
arrangement shall be provided for Security lock.
6.6 All ETBs and sub-systems shall be mounted as per sound engineering practices duly
complying with anti-theft & anti-vandalism requirements . All the units of Emergency
Talk Back system shall not be directly mounted on surface of coaches. Mounting
fabricated metallic brackets are requi red to be provided by contractor duly approved by
purchaser.
6.7 Each ETB unit shall have self-diagnostic feature and communicate the same suitably to
the driver/guard. Healthiness of the ETB units and complete ETB system should be
indicated on the ETB response unit in the driver/guard cab for corrective action. The
Data interfaces shall be protected against any short-circuit , open circuit, external
damages._lnterface for centralized diagnostic & remote monitoring station through 4G /5G
connectivity shall be available in the system as an optional item for the need in future .
The system should be based on open environment/protocol for ensuring inter-
changeability of all the ETB equipments .

6.8 There shall be provision of two lamps (one on each side) outside the coaches equipped
with ETB unit to indicate the location of activated ETB.
6.9 Power supply cables used in the coach fo r ETB system shall be as RDSO specification
ELRS/SPEC/ELEC/0019 Rev 4 or latest and procured from RDSO approved sou rces.
Concealed cabling in fire retardant conduits duly fixed to coach structure for Emergency
Talk Back system should be done within coach from one end wall to another end wa ll.
6.10 The contractor shall be fully responsible for supplying and laying of all the concealed
cables for communication , electrical connection along with their connectors conforming
to various standards of roll ing stock. Cables shall be provided with ferru le marking for
easy identification I trouble shooting .
6.11 The contractor shall be fully responsible for integrated testing and commissioning of the
complete emergency ta lk back system .
6.12 The manufacturer shall maintain the sufficient stock of ETB system aggregates and
enable Railways to procure the same as per requ irements for at least 05 years from the
date of commissioning of talk back system .
6.13 The ETB shall conform to Impact Rating IK- 10 to IEC 62262.
6.14 MTBF (Mean Time Between Failure) for ETBs shal l be 80,000 hours (minimum) .
6.15 In the complete emergency talk back system , only 1osoc capacitors of Electrolytic type
with minimum 10,000 hours life shall be used.
6.16 During installation and commissioning of the system , welding shall be completely
avoided for safety reasons except with the permission of the consignee .
6.17 After the installation and comm issioning of complete emergency talk back system , all the
coaches to be restored to their original condition in terms of electrically , mechanically
and aesthetically.
6.18 Driver/Guard/Commuter awareness instructions with stickers to be fixed in each cab and
coaches at each ETB response unit and ETB units in three languages i.e Hindi , Eng lish
and Regional language.
6.19 All PCBs used in the complete ETB system shall have conformal coating for short circuit
protection.
6.20 In case of functionality loss of Emergency Talk Back unit and audio conversation
recording data due to failure of any reason , there shall be popup blink on the Guard side
ETB Response Unit for respective Emergency Talk Back unit.
7.1 EMERGENCY TALK BACK RESPONSE UNIT & EMERGENCY TALK BACK UNIT
Emergency talk back unit allows the passengers to initiate a call request to the Gua rd by
pressing push button for minimum 3 seconds, in case of an emergency. Guard shall
manage the call through emergency talk back response unit provided on the driver/guard
cab . By default, Guard side Emergency talk Back response unit shall act as a master.
The call starts upon acceptance by the Guard and terminated as per his choice. The
system offers a complete call queue management on FIFO basis . On multiple call
requests , the guard/driver can scroll through the list of calls and answer the one he
deems most urgent. If the gua rd does not pick up the request of ETB with in 30
sec(programmable ), the call buzzer( along with visual indication of the location of
operated ETB unit) shall be transferred to driver side ETB response unit . All call shall be
logged on the Emergency talk back Response Unit of both Driving cabs. Call generated

alarming shall be Time , Date & Location stamped and also logged in memory of
Emergency talk back Response Unit.

The cable and their connectors used in the installation of Emergency Talk Back system
in the complete rake formation as mentioned in the Work/Purchase Order shall be
suitable for use in Rolling Stock. The specification of Cable for emergency talk back
system is given below:

7.2.1 Inter coach/vehicle wired communication shall be managed through spare cables/pins in
the existing inter-vehicular couplers.
8.1 Software shall be able to playback recorded audio stream with time , date and location
stamping. It shall be possible to filter and select audio file in off line mode
8.2 The system software shall maintain system log such as alarms.
8.3 The system software shall support user management such as authentication of user
login, configuration of users and user access rights.
8.4 The contractor shall provide the required software for accessing the audio feed of the
ETB. The software should be accessed only by the authorized personnel through login-id
and password. The software shall be based on non-proprietary open architecture where it
can work and integrate with any make of IT hardware.
9.1.1 Only after the detailed drawings and the design have been approved and the clearance
given to this effect, the contractor shall take up the manufacture of the prototype. It is to
be clearly understood that any changes , required to be done in the prototype or any
additional tests other than specified herein are required to be conducted on the
prototype unit or its components , shall be done expeditiously. During the process of
manufacture of the equipment, if the purchaser so desires, he may conduct/repeat any
of the routine or additional tests to satisfy himself that the quality of the module being
manufactured is of the required standards.
9.1. 2 Subject to agreement between user and contractor, RDSO/purchaser shall repeat some
or all type tests once in three years on sample basis, so as to confirm the consistent
quality of the product to meet the specified requirements .
9.1.3 The type tests shall be carried out by RDSO representative on prototype unit either
totally or in part under the following conditions without any additional cost:
9.1.4 One no. of each item i.e. ETB unit in coaches , ETB response unit in the cab and other
items of scope of supply, shall be subjected to Type Test. The contractor/manufacturer
shall submit relevant certificates from OEM conforming to required standards for the
bought out items. viz. GPS antenna , cables/connectors etc .

9.1.5 Investigation tests are intended to obtain additional information regarding the
performance of the product. They shall be specially requested either by the RDSO or by
the purchaser and shall be done at no extra cost.
9.1.6 RDSO may conduct surprise check on manufacturing process and quality control along
with any of the tests to ensure quality of product and its conformance to RDSO
specification.
9.1. 7 After prototype test and commiSSIOning trials , the system shall be put on field tria l
(unless otherwise stated in purchase/work order) before final approval and clearance for
series supply is granted.
9.1.8 The tests shall be carried out at the works of the contractor/OEM or a reputed testing
laboratory in presence of Indian Ra ilway representative on the prototype unit of the
emergency talk back system as per relevant governing specifications . The contractor
shall have facilitate all possible necessary arrangement for testing of complete system .
9.1.9 The test protocol indicating relevant clause of the specification/standard, condition of the
test, specified value and observed value of the parameter for emergency talk back
system shall be submitted by the firm before offering the sample for testing .
9.1 .10 The system shall successfully pass all the type tests for proving conformity with this
specification . If any one of the equipment fails in any of the type tests , the type testing
agency at his discretion, may call for another equipment/card(s) of the same type and
subject it to all tests or the test(s) in which failure occurred. No failure shall be
permitted in the repeat test(s). The prototype set of equipment/assemblies shall be used
for commissioning trials on one of the rake . Final clearance shall be given by RDSO
after successful completion of above trials.
9.2.1 Routine tests are to be carried out on each unit to verify that properties & design of the
product correspond to those measured during type test. Proper documentation of routine
test results shall be available with the firm and shall be produced before inspecting
official on demand.
9.3.1 Each offered lot of supply shall be subjected to acceptance tests as per approved
sampling plan or as per sampling plan specified in IS 2501, at manufacturer's works .
Acceptance test shall be witnessed by inspecting official nominated by purchaser/RDSO .
Manufacturer on demand by inspecting official shall produce the internal/routine test
report carried out by manufacturer.
9.5.1 VISUAL CHECK: During visual check general workmanship, connector, cable and
wiring shall be checked. Dimensions shall be as per approved drawing .
9.5.2.1 The input current, visibility of display, power consumption, etc. shall be recorded at
input voltage of 70 V de, 11 OV de and 140 V de.
9.5 .2.2 The test set up shall consist of a PC based testing jig for performance integration
testing at contractor premises ..
9.5.2 .3 During the performance test, the system shall be connected to the PC based testing
bench and a comprehensive check shall be made during type testing for verifying the
functions as per clause 5.0 , 6.0, 7.0, 8.0 and sub-clauses thereof.
9.5.2.4 Data retention of the system shal l be checked by interrupting the power supply and
resuming system function. There should be no corruption or loss of data after power
interruption .
9.5 .2.5 During Routine and Acceptance performance test, the system performance shall be
verified.
The unit should have built-in reverse polarity protection . The equipment shall function
normal after the reverse polarity at input terminals is removed. The reverse polarity
shall be tested for at least 1 minute with in specified voltage range.
Correct burn-in of embedded software version shall be verified for each unit.
Burn-in test shall be done on populated 100 % PCB in accordance with RDSO
specification ELRS/SPEC/SI/0015 .
The test shall be conducted for EMI/EMC with relevant clauses of IEC 61000 as
under:-

This test shall be done for IP54 (As per IEC 60529) .
The Equipment shall be subjected to vibration , shock and simulated long life testing
as per IEC 61373 latest version .
• Random vibration test as per clause 8 Table 1 , category 1 ,Class B
• Simulated long life and random vibration test as per clause 9, Table 2 , category
1, Class B
• Shock test as per clause 10, Table 3 , category 1 Class B
9.5.9 Inspecting authority shal l check the bill of material of offered sample with the design
document and QAP .
Endurance test shall be conducted on one complete system for continuous operation
which shall be 72 hrs at ambient room temperature without giving any deterioration
of equipment performance.
10.0 TRAINING:
The contractor shall provide free of cost training to Railway personnel/staff of Users
Railways in the operation and maintenance of emergency talk back system and
software . One day training for three persons per depot/workshop is to be arranged
by the manufacturer in the field of maintenance and troubleshooting to the Railway
staff which shall include complete assembly of the system through the use of various
modules, integration of hardware, loading of software and complete operation of the
system.
The manufacturer shall furnish the syllabus and schedule of training programme to
RDSO as part of design proposal. Suitable training material will also be supplied to
the participants.

11.0 MARKING:
11.1 All the individual units shall be provided with a name/rating plate on the enclosure .
11.2 The name/identification plates shall be of bright anodized aluminum with black letters
embossed or etched on white background . These plates shall be fitted by ri ve ting .
11.3 The following information shall be clearly marked at a suitable place on each
equipment:
a) Name and Address of the manufacturer.
b) Year of the manufacturer.
c) Serial number of Equipment
d) Specification number
e) Software and hardware version
f) Schematic diagram of the equipment on the side of the cover.
The first two digits shall indicate the year of manufacture, next two digits month and
Next three digits for manufacturing serial number.
11.4 Following description shall be etched I engraved I laser printed etc. on the component
side of the PCB:
• Component outline in the proximity of the component;
• Manufacturer's name.
• PCB name.
• Part number.
• The manufacturing serial number.
• Month and year of manufacture
Indian Railways shall not be responsible for infringement of patent rights arising due to
similarity in design , manufacturing process, components used in design , development
and manufacturing equipment and any other factor, which may cause such dispute . The
responsibility to settle any issue lies with the contractor.
