Course Title: ELE 490 - Fundamentals of Image Processing

Instructor: Dr. Onur Külçe


Course Info: 2024-2025 Fall Semester, 4-Credit Undergraduate Level Elective Course,
On Wednesdays between 13:40-16:30, at Room E6.

Introduction:
In many engineering applications, information of the physical reality is gathered
through images. The aim of image processing is to make this information useful
such that a non-technical user can benefit from it. Electromagnetic waves, sound
waves or physical particles such as electrons or positrons can be information car-
riers that form images. Diagnostic tools, for example, use image processing tech-
niques frequently in medicine. Or automatic reading of license plate from camera
images reduces the waiting time in ques in traffic while passing through highway
bridges. This course is designed to teach students the fundamentals of image pro-
cessing and aimed to have them a strong theoretical/practical background.

Prerequisite:
Undergraduate level Signal Processing (ELE301) is a must. Basic mathematical pro-
gramming skills in Python is nice to have.

Content:
The course will cover image processing techniques in different domains. It begins
with 2D signal processing basics, periodicity relations and sampling theory. Then
space and frequency domain techniques for image enhancement will be covered.
Image restoration, color image processing, image coding/compression, morpho-
logical image processing will follow. Deep learning techniques for image classifica-
tion and object detection will be the last topics. If time permits, multi-resolution
signal processing and wavelets will be introduced. Python programming is manda-
tory in homeworks and possibly in quizzes, midterm and final.

Grading and Evaluation:


Programming and Analytical Homework (%20), Pre-announced or Pop-up Quizzes
(%15), Midterm (%30), Final (%35), Individual Project (Bonus and its contribution
to the letter grade can be between 0 and %100. Contact with the course instructor
before the half of the semester if you would like to participate in a project.) Missing
more than half of the quizzes will end up with an automatic F1 grade.

• Additional resources will be provided by the instructor throughout the course.

Instructor’s Short Bio:


Dr. Onur Külçe received his BS, MS and PhD all from the Electrical and Electronics
Engineering Department of Bilkent University in 2010, 2012 and 2018, respectively.
He worked as a postdoctoral researcher at the Electrical and Computer Engineer-
ing Department of the University of California, Los Angeles (UCLA) between 2019-
2021, where he was a Fulbright scholar. He has been working as an Optical Design
Engineer at Aselsan since 2021. He taught a graduate level Fourier Optics course
at Hacettepe University in 2024 and a graduate level Speech Processing course at
TOBB ETU in 2019. He also worked as a researcher in electromagnetics at Isyam,
Bilkent between 2017-2019. His research interests include signal processing aspects
of optical and electromagnetic fields for imaging, display and computation. He also
has experience on digital video processing and computational electromagnetics.
